HISTORY OF BARANGAY TALEB

Barangay Taleb is located along the National Highway 8 kilometers away from the Poblacion. It is originally a part of Barangay Paing, but due to the wide territorial jurisdiction of Barangay Paing, the residents of the area petitioned that it be separated because of the inadequate supervision and governance from its mother barangay.“Taleb” is an Ilokano word that means “wall”. The name Taleb was taken from the geographic location of the barangay, because it is surrounded by hills, it served as the “wall of the barangay”, from natural calamities thus called Taleb not until “RA 3590” was enacted that Taleb was created as a reular barangay.Barangay Taleb is an agricultural barangay. The main crops are rice and corn and the farmers harvest twice a year. Other source of income is the gathering of firewood and making of charcoal. Residents near the hilly portion of the area are well benefited by this kind of industry. All in all, the barangay is blessed with earth’s natural wealth. The water that supplies the other barangay within the National Highway as well as the municipality of Vigan comes from the vicinity of the barangay. The Victoria National Park and the Caniaw Reforestation Project that was established in 1962, is also located in the territorial jurisdiction of the barangay and there is also a vicariate parish and a cemetery within its area.The people in the area are also helpful and very cooperative. That is why Barangay Taleb has developed into a more developed community and it is now one of the best barangay of the Municipality.

ECONOMIC STATUS OF THE BARANGAY

The main livelihood of Barangay Taleb are mainly farming, crop production such as rice and corn and people harvest Spanish plum in the forest during the dry season. Other source of income includes gathering of firewood and making charcoal. People also sell different products in the Sari- sari stores.

CUSTOMS AND TRADITIONS OF THE BARANGAY

The people of Barangay Taleb just like any other Filipinos celebrate New Years Eve with a bang. During summer beginning on the month of March, the people usually go to beaches to swim, or going to a tourist spot like the Banaoang bridge to relax and to enjoy the beautiful scenery. The people also greatly values religious traditions, and one of the most important Catholic festival in our barangay is the Holy Week or Mahal na Araw. It is a week long period in which several practices are done in different parts of the community in remembrance of the passion and death of Jesus Christ.

Here in this community, the people celebrate Holy Week in total solemnity and many rituals. The celebration begins on the morning of Palm Sunday were people go to church and bring palms to be blessed by the priest. These blessed palms are believed to ward off evil spirits. Many elders during Holy Week will hold Pabasa (chanting of Pasyon about the sufferings , death and resurrection of Jesus) in their houses.

As the rainy season starts on June, some local folks begin to enjoy swimming in Caniaw river. It is the season too where farmers ready their farmlands for the year’s planting season. The month of July is planting season for farmers. Since the Barangay is agricultural, this is the time of the year where farmlands are all green.

August to October is usually the height of the rainy season and where there are not much activities being indulged by people. November starts the cold breeze of the year. The traditional Undas is celebrated just like other Filipinos giving respect to their lost loved ones. During this month the people of the Barangay also celebrates their Barangay Fiesta usually on the last Sunday of the month of November were people gather together in the Barangay Plaza and participate on the different activities like the InterSitio Folkdance Competition.

December’s highlight is of course the celebration of Christmas. the Simbang Gabi marks the nine-days before the commemoration of the birth of Jesus Christ. Simbang Gabi begins at 4:00am and the people wake up very early to attend the Simbang Gabi in the Christ the King Parish Church.

PROBLEMS IN THE BARANGAY

1. Lack of internet shop

Our barangay is having a problem of building internet shops. I observed that there is no single internet shop in our barangay that can be a place for researching assignments or to search things for leisure. I think Internet shop is important to people especially the youth who does not have any internet connections in their homes.

2. Improper Disposal of Garbages

In my own observation. Families often have a problem in garbage disposal. Some of the families in the barangay put the garbages in the forest near the Barangay which should not be done because it will cause much damage to nature.

3. Lack of concrete roads

Some roads within our Barangay are not concrete. It will be a burden to the drivers and passengers who passes to those undeveloped roads.

SUGGESTED SOLUTIONS TO THE PROBLEMS

1.The internet shop must be built in the barangay with the help of the people who wants to make it as a business. It will not only help the youth in their research but also helps them to connect with their loved ones through internet.

2. Proper Garbage Disposal must be implemented in the Barangay. The barangay officials must be trained by the local Government in segregation of biodegradable and non- biodegradable garbages then teach it to the residents in the barangay to

familiarize themselves with the types of wastes to be segregated in each household. The door to door collection of segregated garbage must also be implemented by acquiring a garbage truck to be used in collecting the segregated garbage. Recycling is also the suggested solution to this problem.

3. The roads to other sitios within our barangay must be concreted as soon as possible by letting the barangay officials ask the municipal government to provide funds for the concreting of the roads.
