1. Mission Statement:

At Barrowtown Elementary School we believe: We are a school family that C.A.R.E.S for students in order to prepare them with the knowledge, skills and positive attitudes necessary to reach their goals. C: Cooperates A: Achieves R: Respects E: Encourages S: Supports

2. School Context:

Barrowtown Elementary has been caring for students since 1952. We are a small, rural

school located east of Abbotsford, amidst a thriving agricultural community. We have a student

population of approximately 80 students, with a variety of ethnic backgrounds. We have

approximately 10% of the population who are First Nations students. We have a smaller

population of “identified” English as a second language (ESL) students, who make up

approximately 10% of our population. The majority of our ESL students are made up of Indo-

Canadian students who have grown up speaking Punjabi at home. Barrowtown has a rich

history of parent involvement. Last year over 30 parents, representing three quarters of our

school families, have volunteered in our school. Parents are able to serve in some of the

following ways: Parents Advisory Committee (PAC); School Planning Committee (SPC); District

Parents Advisory Committee (DPAC); classroom volunteers; and different parent committees

(such as Hot lunch, Reading with students, coaching sports, special events or library). Strong

parent involvement is a key to the success of our school.

3. Leadership/Teamwork:

The Barrowtown Elementary Learning community is systematically developing a plan for

improving student achievement through the following roles and responsibilities: School Planning Council:

Will review data on students’ achievement and provide feedback in order to support the school plan.

Will set a budget to align staffing and resources needed to support the school plan.

Will facilitate a staff development plan to support achievement of the school plan.

Will collaborate with the school community to provide home-school connections in regards to the school plan.

Administrator:

Will provide professional development opportunities for staff (Bi-weekly PLC meetings, Pro D embedded into monthly staff meetings)

Will report to Assistant Superintendent regularly on the progress of assessment after dialoging with staff.

Will attend and promote relevant Pro-D activities to support the school goal.

Will provide time on each staff meeting agenda to review school data relevant to student engagement and achievement.

Will meet with staff once a month and provide data to monitor student progress based on the data pyramid:

Will guide staff through a data treasure hunt to help focus on improving student

achievement by collecting and analyzing data using this six step process:

Teachers:

Will have time to collaborate on ideas and plan for instructional activities;

Will identify and implement High Yield Instructional Strategies learned through a book study on “The Art and Science of Teaching” by Robert Marzano to improve student achievement.

Will have time provided to be involved in a PLC.

Will have an identified Teacher Leader facilitate the Grade Group PLCs

Parents:

Will be encouraged to participate in classroom and school activities (ie: Literacy Days) which support the school goal.

Will be encouraged to engage in the PAC meetings, parent nights, school academic activities as well as athletics.

Students:

Will participate in buddy writing programs between primary and intermediate grades in the school.

Will be encouraged to participate with writing in the Home Reading program, with rewards from a school store and recognition in assemblies.

Will strive to meet learning targets in classroom through “assessment as learning”, using student friendly rubrics.

Will be recognized at “Celebrations of Learning” each term throughout the School Year.

4. Communication:

Barrowtown Elementary will communicate and make public our improvement goals and the progress made through the following strategies:

Newsletters Each school newsletter will contain a section that provides parents with an

update on the writing strategies being taught at school and ideas for home support.

Barrowtown Elementary Website There will be a page on our website with the PDF format of our plan. There

will also be downloadable documents that give parents helpful hints to support their child with home writing.

Mail outs to parents and staff Invitations to literacy events will be sent to all of our parent community Translations will be provided for families, which require this support.

Staff meetings At each staff meeting a month PLC groups will report out on their progress

in implementing their action research The second staff meeting of each month is dedicated to Professional

Development to reach our goals. (Marzano book study / What’s next for the Beginning Writer / Writing Anchors / Writing Power/ new resources)

Level Group meetings Level groups (Primary/Intermediate) will decide their focus for supporting

the students in literacy from the data and High Yield instructional strategies, which they will implement for student improvement.

School Planning Council meetings Each term the S.P.C. members will meet to review the plan. They will be

invited to staff functions to participate in discussions that relate to student achievement levels in reading.

PAC meetings • Due to daytime PAC meetings the Principal will present on school data,

writing strategies, and assessment practices. Parent/Teacher meetings and evenings

Teachers and parents will discuss the ‘strength’ in the home-school connection (i.e.: Home Writing participation in relation to new Home Reading program being introduced in the Fall).

Student agendas Monthly Home reading logs placed in all planners - alignment of

accountability for writing at every grade level Open Houses (i.e. Meet the teacher Night in Sept., Literacy days in Oct & Jan. and final

assembly in June) Each term we will provide an open house to parents, students and staff. We

will work together through activities that support the strategies we are teaching in the classroom

Barrowtown Elementary will enhance writing strategy communication with Aboriginal families by providing culturally appropriate opportunities.

Barrowtown Elementary will make every effort to communicate the goals and objectives of this plan to families who do not speak English as their first language by providing interpreters for meetings and translating goal objectives.

Our school provides information to the District Communication manager for articles in the community newspaper to profile our school and highlight our students’ achievement in writing.

5. Goal #1:

Student achievement goal: To increase writing achievement of all students in Grades 1 - 7.

6. Rationale:

• Writing data during the 2010-11 school year demonstrated a steady growth in writing at all grade levels. Action research in classrooms demonstrated that Primary students improved from 43% fully meeting to Exceeding Expectations in October 2010 to 65% by February 2011, during the action research. Intermediate students improved from 45% fully meeting to exceeding expectation in October 2010, to 67% fully meeting to exceeding in February 2011. With this steady progress we have targeted our students to meet an 80% target by June 2012. • Our PM Benchmark assessment shows that we reached are target and 100% of our Grade 3 students, are reading at grade level. However, in Grades 4 and 7 test scores indicate that reading levels decrease as comprehension difficulty increases. • Assessment, areas needing support include: style; meaning; and conventions, during the 2010-11 school year. Progress will be tracked next year as we implement more resources and strategies to improve student achievement. • Grade 6 District writes in 2010-11 showed that 55% of our students were meeting or exceeding expectations in writing, although this is an improvement from last year it confirmed that we should continue with this growth plan. • Our FSA scores for Grade 7’s in February 2012 showed that 80% of our Grade 7 students were meeting or exceeding grade level expectations in reading. FSA analysis showed that inference was a strand needing further support. Our FSA scores for Grade 7’s in February 2012 showed that 93.3% of our Grade 7 students were meeting or exceeding grade level expectations in writing. • Results indicate that that writing levels could improve to 80% if we were to focus on improving writing for all students. Test notes indicate, that in final term, “convention” levels prevent students from achieving higher-level writing scores, so teachers are focusing on this strand.

Objective 1:

By the end of Grade 3, a Barrowtown student will be fully meeting the following prescribed learning outcomes: • write for a purpose and audience • access reference materials • use criteria to improve writing (co create criteria and rubrics) • use conventional spelling, sentence variation and new vocabulary (3,2,1 Edit)

Objective 2:

By the end of Grade 7, a Barrowtown Elementary student will be fully meeting the following prescribed learning outcomes: • write a variety of well-developed texts • write to compare, analyze, generalize, and speculate. • develop and apply criteria to improve writing • enhance meaning and artistry in writing, using features and conventions of language.

8.1 Actions for Objective 1:

Professional Development will be focused on effective writing strategies using the Writes

Traits Kits, High Yield Instructional strategies (HYIS) and common assessments (BC

Writing Performance Standards, kid friendly rubrics)

Teach the achievement indicators for the four writing strands as noted in the Prescribed

learning outcomes by the end of Grade 3.

Differentiate instruction when teaching different genres of writing.

Scheduled time for Primary P.L.C. group to have bi-weekly collaboration time.

Align writing learning outcomes (essential understandings).

Writing lessons for all Gr. 1-3 students 3 times per week.

Have a Learning Services model of intervention in place for writing support in the

classrooms (Grades 1 – 3)

Explicit teaching of writing strategies to K-3 classes biweekly (during a library block

taught by the principal)

8.2 Actions for Objective 2:

For Intermediate level students, we will do the following:

Professional Development will be focused on effective writing strategies and

assessments (Write Traits Kits, Power of Writing (Sept.2011) and BC Reading

Performance Standards)

Teachers model, coach, and support students in learning to write in a variety of

groupings (whole class, small groups, pair, individually). Using models such as the

Gradual Release of Responsibility, students’ practice, with increasing independence, the

skills and processes of writing, applying strategies during the process to increase

success at writing.

Differentiate instruction when teaching writing skills.

Meet with Professional Learning Community to review data, set goals, and design

lessons together.

Align writing learning outcomes in intermediate grades.

classrooms.

Explicit teaching of writing strategies to 4-7 classes at least twice a week

9 Results – Progress towards Targets:

In the 2010-11 school year our Professional learning communities saw a steady

progression towards our writing goal. In the 2011-12 school year we focussed on this as our

school goal in order to see if we can make greater gains in student achievement in writing.

As of February 2011 according to classroom action research 65% of our Primary students

and 67% of our Intermediate students are fully meeting to exceeding expectations in writing,

with a target of 80% for our final writing assessment in June 2011.

We are working to align writing learning outcomes and strategies at each grade level

by using the Provincial performance standards, prescribed learning outcomes and the “Write

Traits kits”. We have completed professional development with numerous writing workshops

this year and attended the Adrienne Gear “Writing Power” workshop as a team in September

2011. We used and will continue using “Writing Power” as our book study at staff meetings –

linking it to the work of Robert Marzano “The Art and Science of Teacher” next year as well.

Our Learning Services, at Barrowtown Elementary, is becoming an integrated model

of support for student achievement in the classroom and a pyramid of intervention. We plan

to continue to work with our parents to bridge the gap between school and home literacy

practices. We will be offering a literacy event each term for parents and students to attend.

We have also committed to purchasing more anchor books for our library to support our

writing program and improve student-writing skills.

We are proud of the accomplishments of our professional learning communities to

date and look forward to continued success during the next school year!
