An extensive and a good road network is needed to spur growth and development. Road

transportation system move goods and people to facilitate production and trade.The elements of road transport are vital to the cost of trade, the global competitiveness of thecountry and its development prospects.

Road transport has grown in importance with the mode accounting for an increasing sharein the conveyance of passengers and goods in the overland traffic. The total length of classifiedroad networks in India as at the end March 2011 is placed at 4.7 million km of which little 53.8%are paved. A noteworthy aspect has been the step up in the expansion of National Highwaynetwork in recent years which has shown more than two fold jump from 33,650 kms in 1991 to76,818 kms in 2012. India's road density averages about 1.42 km of road length per square kmof land and is much higher compared to USA (0.67 km/sq.km) and China (0.40 km/sq.km).

The need to promote road connectivity across the country and maintain road infrastructureposes an enormous challenge. It is noteworthy that growth in motor vehicle population during2001 to 2011 of around 10% has outstripped the modest growth in the roads network of 3.3%.This has resulted in the saturation of road capacities on many a stretches.

Rehabilitation and construction of new roads are essential to provide sufficient, safe andefficient transportation for passenger and goods and are vital for making the economy competitiveand for sustaining a high rate of growth. The road development in many ways exemplifies boththe challenge and opportunity in infrastructure development.

The present volume of Basic Road Statistics of India gives comprehensive data for theyears, 2009-2011 and attempts to provide a wide range of information on the status of roaddevelopment in India in terms of its geographical spread and various categories of roads in termsof National Highways, State Highways, District Roads, Rural Roads, etc.

I hope that this document would be useful to administrator, policy makers and academiainterested in the area of infrastructure development. In particular, the cooperation extended bythe source agencies spread across various States and Union Territories is gratefullyacknowledged.

PREFACE

The 'Basic Road Statistics of India' is a premier publication on the road sectorproviding comprehensive information on different categories of roads in the country, at

the National, State and local (Municipal and Panchayat) levels.

The data provided in the present publication has been collected from over 280

source agencies spread all over the country. Obtaining data/information from a largenumber of source agencies is a time consuming exercise. It has been the endeavour ofthe Transport Research Wing to reduce the time gap in presenting the information.While the last issue of 'Basic Road Statistics of India' (brought out in July 2010) covered

information on the Road Sector for the years 2004-05 and 2007-08, the present issuegives information covering the years 2008-09 to 2010-11. The present issue offers

comparable and consistent time series data on India's road network. The information is

presented in 8 Sections of the publication.

We very much appreciate the cooperation of source agencies for providing the

data. We would welcome constructive suggestions from the users of the publication inimproving its quality and coverage. The officers and staff of the Transport ResearchWing deserve special mention for the considerable effort put in by them leading to therelease of the publication.

Overview: Basic Road Statistics of India: 2009 to 2011

1. Introduction 1.1 Road network provides the arterial network to facilitate trade, transport, social integration and economic development. It facilitates specialization, extension of markets and exploitation of economies of scale. It is used for the smooth conveyance of both people and goods. Transportation by road has the advantage over other means of transport because of its easy accessibility, flexibility of operations, door-to-door service and reliability. Consequently, passenger and freight movement in India over the years have increasingly shifted towards roads vis-a-vis other means of transport. In 2009-10, the road network in the country carried 85.2 per cent of the total passenger movement by roads and railways put together. Similarly, the corresponding figure for freight movement by roads was 62.9 per cent. 2. Growth in Road Length 2.1 The total road length in India increased more than 11 times during the 60 years between 1951 and 2011. From 3.99 lakh kilometre as on 31st March 1951, the road length increased to 46.90 lakh kilometres as on 31st March 2011 (Chart 1). Concomitantly, the surfaced road length increased both in absolute and relative terms. The length of sufaced roads which was 1.57 lakh kilometres (39.35 per cent of total road length) as on 31st March 1951 increased to 25.25 lakh kilometres (53.83 per cent of total road length) as on 31st March 2011.

2.2 Surfaced road length in the country has expanded both in absolute and relative terms. While the total surfaced road length in India as on 31st March 2009 was 23.24 lakh kilometres, as on 31st March 2010 and 2011, the corresponding figures were 24.33 lakh kilometres and 25.25 lakh kilometres, respectively. Surfaced road length as a proportion of the total road network in the country increased from 51.98 per cent as on 31st March 2009 to 53.09 per cent as on 31st March 2010 to 53.83 per cent as on 31st March 2011.

3. Category wise Growth in Road Length 3.1 The length of National Highways rose from 19,811 kilometres as on 31st March 1951 to 70,934 kilometres as on 31st March 2011 (Table 1) reflecting a compound annual growth rate (CAGR) of 2.1 per cent during the period. During the same period, the combined network of State Highways and Other Public Works Department (PWD) posted a seven-fold expansion in length. The combined length of State Highways and Other PWD roads stood at 11.69 lakh kilometres as on 31st March 2011. The highest CAGR of 4.4 per cent during 1951 to 2011 was registered by rural roads comprising Panchayati roads, and roads constructed under Jawahar Rozgar Yojana (JRY) and Pradhan Mantri Gram Sadak Yojana (PMGSY). The length of rural roads increased more than 13 times from 2.06 lakh kilometres in 1951 to 27.50 lakh kilometres in 2011. Urban roads grew by a CAGR of 4.5 per cent between 1961 and 2011. Their length stood at 4.12 lakh kilometres as on 31st March 2011. The length of Project roads grew by CAGR of 2 per cent during 1971 and 2011 and was 2.88 lakh kilometres as on 31st March 2011.

4. Growth in Road Network in Recent Years 4.1 In the past five years, from 2007 to 2011, the road network in the country increased by 6.74 lakh kilometres; from 40.16 lakh kilometres as on 31st March 2007 to 46.90 lakh kilometres as on 31st March 2011 (Table 2). The largest incremental increase of 3.56 lakh kilometres was in the length of rural roads. The second highest addition in road length during 2007 to 2011 was by Other PWD roads (1.70 lakh kilometres). Urban roads added a significant length of 1.11 lakh kilometres of roads during the same period. The incremental increase in National Highways, State Highways and Project roads were 4,344 kilometres, 11,663 kilometres and 20,034 kilometres, respectively.

5. Road Length in Relation to Area and Population 5.1 As on 31st March 2011, the total road length of the country, including JRY roads, per 100 square kilometres of area was 142.68 kilometres (Table 3), as compared to 125.02 kilometres as on 31st March 2008. Concurrently, the total road length, including JRY roads, per lakh of population, too increased from 359.00 kilometres as on 31st March 2008 to 387.57 kilometres as on 31st March 2011. As on 31st March 2011, the length of National Highways per 100 square kilometres of area was 2.16 kilometres, while the length of National Highways per lakh of population was 5.86 kilometres.

6. Road Network in terms of Broad Categories 6.1 In terms of share in total road length, rural roads constituted the largest share of 59 per cent as on 31st March 2011. This was followed by Other PWD roads (21 per cent), Urban roads (9 per cent), Project roads (6 per cent), State Highways (3 per cent) and National Highways (2 per cent) (Chart 3).

6.2 Although National Highways constitute a small proportion of the total road length, they run across the length and breadth of the country and carry a high volume of the road-based traffic. State Highways and Other PWD roads constitute the secondary system of road transportation in the country. The State Highways connect National Highways, district headquarters, important towns, tourist locations and minor ports. 7. National Highways 7.1 National Highways are the arterial roads of the country for inter-state movements of passengers and goods. They criss-cross the length and breadth of the country connecting the National and State capitals, major ports and rail junctions and link up with border roads (Chart 4). 7.2 The details of National Highways (State/Union Territory (UT)-wise) are presented in Section 2. All National Highways (NHs) are surfaced. As on 31st March 2011, double lane NHs constituted more than 50 per cent of the total length of NHs, followed by four lane and above (24.22 per cent) and the balance single lane intermediate NHs formed 24.22 per cent of the NH network. 7.3 As evident from Table 4, NHs of four or more lanes have increased both in absolute terms and as a proportion of total length of NHs.

Figures in parentheses are proportion of total length of National Highways. 7.4 The Central Government is responsible for the development and maintenance of NHs. The development and maintenance works are being implemented on an agency basis. The State Governments (State PWDs), Border Roads Organisation (BRO) and National Highways Authority of India (NHAI) implement the development and maintenance works on NHs. Out of the total length of 76,818 km as on 31st March 2012, State PWD developed and maintained 34,207 km, NHAI 30,537 km and BRO 3,798 km. Around 8,276 km of NHs are yet to be entrusted. 7.5 In each Five Year Plan, the NH network has expanded (Table 5).

8. State Highways 8.1 The details of State Highways (State/UT-wise) are presented in Section 3. As on 31st March 2011, almost 99 per cent of the State Highways were surfaced, comprising 97.73 per cent Black Top (BT) or Cement Concrete (CC) roads and 1.07 per cent Water-Bound Macadum (WBM) roads. The remaining roads (1.21 per cent) were unsurfaced. Of these,

unsurfaced SHs, motorable roads constituted 0.95 per cent and non-motorable accounted for the remaining 0.25 per cent. 9. Other PWD Roads 9.1 The details of Other PWD (State/UT-wise) are presented in Section 4. As on 31st March 2011, the total length of surfaced Other PWD roads accounted for 87.59 per cent of the total Other PWD roads. Of these, most roads were either BT or CC (77.48 per cent). WBM roads accounted for a lower share of 10.11 per cent. The remaining roads (12.41 per cent) were unsurfaced and consisted of motorable (9.29 per cent) and non-motorable (3.12 per cent) roads. 10. Rural Roads 10.1 The details of Rural Roads (State/UT-wise) are presented in Section 5. Rural Roads consist of Panchayati Raj roads (Zilla Parishad roads, Village Panchayat roads and Community Development/Panchayat Samiti roads), roads constructed under Jawahar Rozgar Yojana and Pradhan Mantri Gram Sadak Yojana launched in 1989-90 and 2000, respectively. Around 38 per cent of rural roads were surfaced as on 31st March 2011. 11. Urban Roads 11.1 The details of Urban Roads (State/UT-wise) are presented in Section 6. Urban Roads consist of municipal roads, major port roads, minor port roads, railways roads and roads built under Military Engineering Services. Around 71 per cent total length of urban roads in the country as on 31st March 2011 were surfaced. 12. Project Roads 12.1 The details of Project Roads (State/UT-wise) are presented in Section 7. Project roads include roads built by forest departments, irrigation departments, electricity departments, sugarcane authority, coal mines, Steel Authority of India Limited and National Mineral Development Corporation. As a proportion of the total length of Project roads, surfaced roads accounted for 26.63 per cent as on 31st March 2011. 13. Expansion of Road Network vis--vis growth in Motor Vehicles 13.1 The growth of road network has not kept pace with the growth in the number of registered vehicles (Table 5). While the number of registered motor vehicles has grown at a CAGR of 10.6 per cent between 1951 and 2011, the growth in the road network during the same period was 4.2 per cent. During the last decade, 2001 to 2011, the number of registered motor vehicles recorded a CAGR of 9.9 per cent, while the road network increased at a CAGR of 3.4 per cent.

14. International Comparison of Road Network 14.1 The geographic coverage of Indias highway network at 1.42 km of road length per square km of land is denser than that of USA (0.67 km/ sq km), and much higher than that of China (0.40 km/ sq. km) and Brazil (0.21 km/ sq. km) (Table 6). In India, expressways/motorways are around 227 km, while Chinas highway network consists of over 65,055 km of access controlled expressway, linking the major cities. The proportion of paved road length in India at 53.83 per cent is much lower as compared to Japan, Korea, United Kingdom and United States of America.
