BCHA Executive Committee Minutes· Conference Call, November 20,2012,9:00 a.m. PST Participants: Mike McGlenn, Tom Thomas, Peg Greiwe, Randy Rasmussen, Yvette Rollins, Alan Hill, Rick McLean, Don Saner, Jim McGarvey, Ken Ausk, and Phil Hufstader - all here. Minutes - MSP to accept the minutes of the October conference call. Finances, Don Saner - solvent Rick McLean, Executive Director - talking with Tractor Supply and a youth program from Atlanta office of USFS. Attended meeting with TWS partners and other agencies; attended National Wilderness Stewardship Alliance meeting. Renewal of MOU with NPS moving forward. Bob Ratcliffe pleased to hear that we want to renew. Hope to have in tirne for NBM. Randy Rasmussen, Advisor for Wilderness and Recreation - Sportsman's Act of 2012 is on front burner in the Senate (SB 3525) BCHA has yet to take position on this legislation, which includes a number of topics. It appears language has been removed that would authorize motorized use in wilderness. Mike submitted brief online comments for Sequoia Kings Canyon NP Wilderness Stewardship Plan. BCHC submitted good comments Inyo NF forest (CA) plan revision process is a golden opportunity to shape the definition of "sustainable recreation" as per the recent national Forest Planning Rule Randy linked BCHC Eastern Sierra unit with TWS' Sally Miller and will continue to be involved. Bevy of forest plans being started in S. California. Some forests in North Carolina are also among the first to undertake Forest Plan revisions under the new rule; will help coordinate these efforts. Oregon bicycle situation & Denver State Horse Councils Conference - Randy No major developments in BLM Eugene with the mountain bike situation; BLM resource area (RA) manager finally contacted Randy after our repeated requests to meet. BLM intonated there is nothing prevent stock use on bike trails, but Randy argued that would only lead to further conflicts .. Need to sit down with bikers, local residents, other stakeholders but BLM has made erroneous assumptions and is bracing for legal battle. Contacted RA's boss, District Manager, but unheeded to date. Rick contacted Rob Perrin (who attended our NBM in Eugene), BLM Trails lead in WDC. Rick received positive response from Rob. Doesn't expect to hear anything until next week. Pleased with response and his interest in helping us convene a meeting with stakeholders in Oregon. Multi-use would be ideal for a subset of the trails but BLM is calling entire 29-mile system all bike trails. Mike, Randy & Rick have been in contact with BLM on this issue. Pushing Randy & Rick to work hard on this and keep a good paper trail. BLM Eugene could be setting a precedent that we don't want to set. Will push for multi use designation - just a sub-set that is good for horses, not the whole trail system. BCHO working on this, too. Local folks have reached out to mountain biking group to meet with them and clear some of the air. Oregon doing some major education behind the scenes, including a biker-horsemen interaction clinic and have invited them to speak at the BCHO annual meeting. Spent time with kids, bikes and horses. Everything moving in a good direction except BLM. State horse councils meeting in Denver - Randy took informal poll (30-40 folks); briefly described Oregon situation and a good 2/3 of folks there trail riders (11 different states) that have some level of conflict with mountain bikes-but recognizing that positive encounters and trail-building partnerships are more frequent than conflicts. Would like a white paper/fact sheet about latest science on horse impact and bike impact. Good discussion. Issue of mountain bike conflict is broad and important enough for BCHA to continue exploring solutions. o Alan - fact sheets generated by BLM in central CA; will try to get them. o Disciples of Dirt are pushing to get PCT open to bikers on their website. o NC working with bike group to open a multi use trail (Pisgah NF). o Exception to have conflict; working well with bikers in most areas. BCHA Image, market, PCT comments, video, Mike - people don't know what we do, who and what we are. We continue to preach to choir; articles in horse mags. Not getting to people who cause us major issues on trails. RMEF video was done with stock video from videographer's files. The video was $8500; about $1500 was the rights to do the song. Videographer lives in Jackson WY. Talk and think about this. Must be professionally done. Criteria would need to be defined. Tom - has a person who is interested in doing a video on BCH; another one has done a video for Animal Planet. Both anxious to do something on horses, BCH and trails. Will get names.

Just make sure we stay in linewith mission statement.Phil Hufstader - all for it; want someone familiar with BCH to pick out photos; include youth; no arena; mission statement.Jim McGarvey - all for it completely; good opportunity for solicitation letter to ask for donations; idea is to show that we arekeeping the trails open for all uses; has to be part of the message;Mike - have to stop preaching to choir but to the rest of the church.Rick - could use it everyday; email to sponsors; meeting with USFS; lots and lots of uses.Randy - can see the benefit; need clarity on audience; not for general public; conciseness and brevity; testimonies of otherusers -love BCH because they keep the trails open for all users ... Perhaps two different versions, 1 minute and 3 minuteversions; charitable foundations that just do media efforts - Temper of the Times, Missoula (Dec. 14 deadline); National ForestFoundation might be a good target.Alan - talk about the "recreating public" rather than the horsemen.Peg - chapters and states would welcome a video to use in promotion.

USFS Volunteer Strategy - Randy - August 2011 "Working together to preserve the public lands legacy" USFS; strategy forFS to build an agency culture that supports volunteer efforts; strategic plan to get agency in line and get structure in place;BCHA mentioned twice in 13-page report! Next phase includes working on getting it ready to get on the ground; Alan, PCTA andUSFS have been on the forefront to get these concepts on the ground (PCTA). It is the FS's plan to strengthen their volunteerefforts.We are positioned well. We want to work with the FS to implement this strategy.Rick - staff from WDC office of FS are talking about volunteers; good policy document but not much in terms of implementation;suggest we use this as a stepping stone for the first process to implement this strategy; positive step in the right direction; justthe beginning; if we don't push, it may be on a shelf gathering dust.Alan - Jonathan Stevens talked about a pool to ease the liability (tort reform) on the individual forests; saw policy andreimbursement policies being looked at.
