WELCOME!On behalf of the South Carolina Department of Transportation (SCDOT) and Federal Highway Administration (FHWA), welcome to the Public Information Meeting for the proposed US 21/178 Corridor Enhancement project. Your attendance and comments are very important components of the project development process. The purpose of this meeting is to provide you with the opportunity to:

• Review and discuss the proposed corridor enhancement project with representatives from the Project Team

• Review and comment on potential impacts to the City of Orangeburg’s Harmon Park, which is recognized as a Section 4(f) property.

This meeting is being conducted with an informal, drop-in format. Exhibits are on display that depict the proposed improvements being evaluated for the project. A comment form is being given to you so that you can provide us with important feedback regarding the proposed improvements.

PROJECT PURPOSEThe Lower Savannah Council of Governments identified the US 21/178 Corridor for upgrades to pedestrian safety along the corridor while also improving additional pedestrian connectivity with select accommodations.

mately 24 months)

SECTION 4(f) PROPERTIESSection 4(f) of the Department of Transportation Act provides protection to publicly owned parks, such as the City of Orangeburg’s Harmon Park. A goal of this public meeting is to receive your feedback regarding this park and to inform citizens how the Section 4(f) designation will affect the proposed US 21/178 Corridor Enhancement project. A finding of de minimis (minor) impact is currently anticipated. The proposed improvements to Harmon Park include improving ADA access to the park at the corner of Goff Avenue and Chestnut Street. The proposed plan is to shift the existing sidewalk off the back of curb and replace the existing fence with a decorative fence and potential retaining wall. Encroachment into the existing park will be minimal.

US 21/178 Bypass (Chestnut St) Corridor Enhancement Project Public Information MeetingThursday, April 04, 2019 5PM - 7PM Robert E. Howard Middle School - 1255 Belleville Rd., Orangeburg, SC

PROJECT LOCATION

PROJECT DESCRIPTIONThe corridor enhancements proposed include intersection improvements along US 21/178 Bypass (Chestnut St) at US 601 (Magnolia St), S-106 (Goff Ave) and SC State University entrance. Intersection improvements include replacing the existing signals with mast arm signals, pedestrian crossing hardware, decorative crosswalks, improved sidewalks and ramps. The sidewalks along both sides of Chestnut St. will be shifted 5’ off the back of the curb to create a planted verge. New pedestrian lighting is proposed along the multi-use path. The existing turn lane will be converted to a planted median with a 4’ fence, where feasible, for traffic calming measures and encouraging pedestrians to cross at signalized intersections.

An accessible ramp is proposed for Harmon Park for better access to the park from street level. Crossing Goff Ave, a multi-use path will meander along the south side of the stream along Chestnut St. Due to the limited space between Chestnut St. and the stream’s bank, the multi-use path is south of the stream. Once the path crosses the pedestrian bridge, the path will run parallel with Chestnut St. and terminate at Russel St.A plaza and an additional staircase will connect to the pedestrian overpass on the south side of Chestnut St. The architecture of the new staircase will match the existing overpass. A low wall will be placed along the sidewalk from the new staircase to provide additional safety for pedestrians.
