Operation Abolition--the SolutionEditorial
The seven Blind men of Hindustan and the
Elephant is not the tale to be retold only to the
children. Adults in all walks of life also have many
lessons to learn from this common folk story. As long
as the power of vision is absent, the size and shape
can only be guessed and assessed.
There is a tall claim that the Business
Development in postal earns profit. When it was
questioned whether the profit is derived from the
revenue minus working expenditure, the reply is 'No'.
Thus, the revenue has been trumpeted as the profit
without subjecting the amount with working expenses,leaving entire expenses on postal operations and
claiming ' Business activities' a profitable one.
The CAG report placed before the Parliament
exposed the success rate of postal business and
brought into light about the loss of crores of rupees
owing to doing business not professionally. The
existence of Automatic Mail Processing Centres
installed at Chennai & Mumbai, the living symbol of
white elephants is drifting away the Government
money every month. When it is pleaded by the service
unions for a long, it turned to the deaf ears. Now the
CAG reported that the department did not succeeddespite the investment of Rs. 60.25 crores in installing
AMPCs at Mumbai & Chennai. The paradox in this is
that the department is proposing to install further 24
AMPC centres during the eleventh plan period. No body
bothers about the loss sustained to the department due
to these AMPCs. In the name of business, many Circle
/ Administrative offices are now converted as Five Star
Guest house for relaxation and rest.
The department has recently augmented 29
posts of senior and junior administrative grades to
handle the business management and marketing by
abolishing 47 operative senior time scale posts. Noteven a single post in the operative cadres like Postal
Assistant in post offices, Dealing Assistants in RO /
CO has so far been created for the business &
marketing whereas 29 top bureaucratic posts were
now created. A swelling head with a shrinking body!
An excuse and justification to increase wasteful
expenditure on business!
Large funds are diverted from General
expenditure to wasteful expenditure on promoting
business and premium products. If the department
desires to enter professional marketing activities, it
requires only the MBAs & experts and not thebureaucrats in the senior administrative grade.
Take an example -- Speed Post is the premium
project. As per the Annual Report of the Department
of Posts for the year 2006-07 the speed post in
incurring a loss of Rs. 8.46 Per article. (Average cost
Rs. 44.54 : Average Revenue 36.08) Then what isthe business? The worse is yet to come. The way
the management is systematically diverting
registration traffics to premium products or reducing
the rate of speed post etc. comparing the traditional
postal services is bound to reduce the traffic bound
revenue in the years to come. Slashing of speed post
rate to the extent of one rate one India Rs. 25/- & Rs.
12/- etc. will further increase the loss to the
department. Is this the method of countering couriers?
The workload of the postal Group 'C' cadre has
gone up by 200 percent within five years. The lopsided
development is primarily due to the unscientific axing ofposts under the Screening Committee on hand and
entering various new business as the other. There is a
staff cut at lower level to the extent of 19% within five
years. There is a static or increase in the number of
officers in the name of business activities & modernisation.
If we fails the undo the wrong decision hitherto
adhered that will erode the creditability of the
organisation. This will cause a dent that will be sharp
and significant. Substitutes are always substitutes, but
can never replace the originals. The time old proved
system in functioning of the postal operations will never
be recovered by the changes that are taking place inthe present days.
When centralisation of power is in the agenda
at lower levels why not it be implemented at higher
levels first. What is the need of separate business
Directorate? What is the need of separate PLI
Directorate? What is the need of separate business
heads at Circle level who do nothing. What is the
business they secured? What is the profit they
maintained minus the luxury expenses spent on
seminar, meetings, compliments, TA and marketing.
Why not transparency exists in all these matters?
To save the postal service, Let us propose anoperation abolition. Let the axing and economy begin
at the top. Abolish the Business & PLI Directorate!
Abolish the Postal Board, the Chairman and Members
lock stock and barrel. Let there be only one Director
General for the department. The Department was
functioning better and more effectively and efficiently
when we had no board and the pantheon of the
members. Let us enter to the old glory in serving public
with the time bound delivery and keeping our old
tradition of 'Service before Self.' vvv

Letter No.P/2-1/AP Cle Dated: 06 July 2007 addressedto Secretary, Department of Postsl Unbearable work brunt due to NREGSScheme introduced in AP Circle - Fixing higherrate of incentive and liberal grant of OTA to wipeout arrears - reg.
A kind attention is invited to the discussionswe had in the seminar held at Directorate on 24-06-2007 on this subject.
After the introduction of this scheme underbusiness activities, more than 35 lakhs SB accounthave been opened in AP circle and no additional handis provided to manage the excess work. There is lotof arrears in existence and the passbooks have notbeen issued to the depositors in several cases.
The Chief PMG, Andhra Pradesh Circle, insteadof finding ways and means to utilise the existing staffoptimistically by granting liberal OTA and honorariumhas requested the Directorate to outsource the workto a private concern which is most dangerous and willlead to manipulations and misappropriations.
Now the staff performing the work have beenpaid with the honorarium to the extent of the rate fixedfor special drive for SB deposits with maximum ceilingof Rs. 250/-. The ceiling fixed for this extraordinarywork is arbitrary and unjust and this is nothing butexploitation of labour.
It is therefore requested to cause instructionsto the Chief PMG, Andhra Pradesh Circle not tooutsource the work but to grant higher incentive withoutany ceiling besides granting eligible OTA for theperformance of such arduous work and clearing thearrears.
A line in reply about the action taken is highlysolicited.Letter No.P/2-1/Ongole Dated: 05 July 2007addressed to the Secretary, Department of Postsl Inadequate allotment of funds under TAhead -- case of Ongole Division in AndhraPradesh Circle - reg.
It is brought to our notice that the TA bills to thetune of 12 lakhs are pending undisbursed since 2002due to paucity in allotment of funds to Ongole Divisionresulting deep resentment amidst staff.
Sufficient funds may please be allotted to wipeout all the pending bills. A line in reply about theaction taken is highly appreciated.Letter No.P/2-14/Guna Dated: 05 July 2007 addressedto the Secretary, Department of Postsl Non-grant of immunity from transfer to theDivisional Secretary, Guna in Madhya PradeshCircle - reg.
It is brought to our notice that the Divisional
Secretary, Guna Division in Madhya Pradesh Circlewho has been elected on 12-03-2006 has beendisturbed from the headquarters and posted as SPM ,Kumbhraj and not allowed to avail the immunity transferfor two years.
The representation of the Divisional Secretaryto the higher ups has not been considered. The CircleAdministration and Indore Region are reluctant evento mitigate the genuine grievances of the officials.
It is therefore requested to cause necessaryinstructions to grant immunity from transfer to theDivisional Secretary, Guna for his first term as per theorders on the subject.
Soliciting response.Letter No.P/2-14/Cle Dated: 06 July 2007 addressedto the Secretary, Department of Postsl Unwarranted disturbance in rotationaltransfer of Jabalpur, Ujjain, Ratlam, Khandwa,Guna, Sehore etc. in Indore Region of MadhyaPradesh Circle - reg.
It is constrained to note that the transfer listprepared by all the Divisional Heads of the above-saiddivision on the basis of the Directorate guidelines andthe economy in expenditure have been rejected byDPS Indore region and fresh transfer list was preparedas per the guidelines issued by the DPS. Resultantlymore than thirty percent of the total staff strength havebeen either displaced or transferred from one districtto other within the division.
For example, in the case of Jabalpur Division.Out of 59 officials who have completed tenure thirtyofficials are transferred from Jabalpur to Katni vice-versa. The grievance of the employees and union thatthe officials of Katni HO could be rotated in and aroundKatni and similarly the officials under Jabalpur HO couldbe rotated in and around Jabalpur has not beenredressed. A huge burden of TA expenditure has notalone been made but also causes severe dislocationsof the staff.
The policy guidelines issued by R.O. is not atall on the basis of R.T. guidelines. Station tenure isapplicable only to Gazetted staff and Post tenure isalone applicable to Group C officials. By adoptingStation Tenure more dislocations were caused thisyear to the officials. The spirit of RT guidelinesenvisaged in Directorate letter No. 69-4/79-SPB-I dated12-11-81 that the non-gazetted employees aresubjected only for Post Tenure has been misinterpretedby the DPS and applying the provisions applicable toASPOs, IPOs etc. There is no station tenure for GroupC officials and post tenure should alone be applied.(i) The tenure of SPM has been fixed as Four years
uniformly. Whereas it has been curtailed as three

years unilaterally by the Regional Head.(ii) Despite clear instructions to consider the request
of extension of tenure of the requests of officialswho are due for superannuation within two years,they have been sidelined.
(iii) The request transfers on Medical Grounds /Spouse Category, request after completion of twoyears etc. have not been considered.
(iv) The Austerity measures enforced by the MoFOM No. 7 93)/6-Coord/2006 dated 22-07-06circulated by your office No. 7-48/91-FC (Pt.II)dated 08-09-2006 has not been adhered resultinghuge expenditure on TA.
(v) It causes several dislocations to the employeesresulting expenditure in double establishment andincreasing their financial hurdles. This causesresentment and restless amidst hard workingGroup C officials.
The delegation of JCA met DPS Indore on 19-06-2007 and subsequently with the Chief PMG, Bhopalon 20-06-2007. But both of them expressed theirunwillingness to modify the orders. The issue of RTorders after the commencement of academic sessionshas not given any credence despite the justification.
There is a serious resentment and tensionprevailing in the entire Indore region due to this transferorders and dislocation of staff.
It is therefore requested to effectively interveneand set right matters at the earliest.
A line in reply about the action taken is highlysolicited.Letter No.:P/2-19/Kovilpatti Dated: 11 July 2007addressed tp the Secretary, Department of Postsl Alarming & tense atmosphere prevailing inKovilpatti Division in Tamilnadu Circle - requestimmediate intervention - reg.
It is rather dismayed and constrained to notethat there is a tense atmosphere prevailing in theDivision due to adamant and anti-worker policy adoptedby the present SSPOs, Kovilpatti Division. The peace,amity and congenial atmosphere has been totallyspoiled after his assumption as Divisional Head.
The following are few of the examples about hisattitude and adamancy in resolving the staff problems.(i) No monthly meeting was conducted afterNovember 2006. He has given false report to regionalhead as if he conducted upto February 2007.(ii) On 21-02-2007, in the name of holding monthlymeeting he granted special casual leave torepresentatives and also invited local police personnelas if there was an attempt on his life. The police forcedispersed making advice to the SSP to redress thestaff grievances. He cancelled the monthly meetingsimply.(iii) The SSPOs permitted a fake arrangement inGDS MC Parivillikottai EDSO and arbitrarily causing
pecuniary loss to the department. The post wasactually managed by the GDS MD of the said office.There is a loss of several thousands of rupees due tothis fake arrangement by misusing the position.(iv) The SSPOs Sri V. Venkatasami who is verynotorious has earlier been transferred several times inthe interest of service by the Circle Administration fromdivisions to divisions like Madurai, Tuticorin, PSD,Theni etc in the past and wherever he joins he spoilsthe good atmosphere prevailing there.(v) The said SSPOs has preferred and got transferTA claims to the tune of Rs. 28000/- during May 2005which was objected by the Audit. He did not credit theamount so far. No efforts is being taken to recover theamount with penal interest.(vi) The SSPOs had picked eleven office bearersand issued Rule 16 charge sheets as a measure ofvictimisation and awarded serious and severepunishments. One official has been proceeded withRule 14 charge sheet for non-submission of SPM'sMonthly Report. This is nothing but to intimidate theunion office bearers and prevent in taking up thegenuine staff problems.(vii) The Ex. Divisional Secretary, Sri G.Senthilkumar who has been awarded with manymeritorious certificates by the Chief PMG & othervisiting officers for his excellence performance inimplementing the cent percent computerisation ofKovilpatti HO & its offices has come out successful inthe IPO examination this year. After the result, theSSPOs has issued charge sheet with the sole intentionto prevent his promotion. However the Chief PMG hasdeputed the official for IPO Training pending disposalof the disciplinary case. This shows the sadist attitudeof the SSPOs in spoiling the career of the meritoriousand good working official as an act of vendetta and tosettle scores against him for his union activities.(viii) The SSPOs desires to curb trade unionactivities and want that none should come forwardrepresenting the grievance of the staff. He isfunctioning like on unbridled horse style which hasnot been taken due note by the PMG Southern Regionwho did not care about the region as he is holdingadditional charge with Business & Marketing.(ix) He is staying in the I.Q. permanently since July2006 but drawn full HRA during last one year. Similarlyhe is staying at guest houses owned by BSNL duringhis visits but claim bogus TA bills regularly.(x) He had issued notice to this union to removethe flag masts and notice board. Thereafter he haswritten to Highways Department to remove the Flagmasts which is existing in their area. He is excessivelymisusing his authority and created a tenseatmosphere.(xi) During the current rotational transfers, he causedmaximum disturbance to this union members violating

all norms and rules on the subject. The office bearerswere transferred to remote places of the division againsttheir willingness involving huge TA / DA. The CircleUnion has listed out the items in a separatememorandum to Pr. Chief PMG and submitted on 19-06-2007 with the request to intervene to avoid statewide agitation on this divisional problem. The copy ofthe same is enclosed.(xii) A large number of MIS bills, TA, RPLI, ROHSCBills are kept in cold storage since his assumption asDivisional Head in July 2006.(xiii) Imposing harsh punishments is the nature ofthis sadist officer. For example for one day absence,stoppage of increment for one year; Non performanceof work due to ill health on production of MC - 2 yearsstoppage of increments; For Regd. Letter sent throughpostman as ordinary letter -- 2 years incrementsstopped for RDC clerk. In fact punishments are meantto correct the officials and not to hamper their career.Even for small lapses, he is awarding hugepunishments and it is told that another 13 chargesheets were issued and to be finalised shortly.
Thus the SSPOs has unleashed terror againstthe staff by resorting to many disciplinary action andthere is a panic & tension is prevailing. The PMGSouthern Region did not respond to the repeatedrequests of the circle union. The Chief PMG thoughassured to intervene, nothing has moved so far to curbhis atrocities and high handedness.
It is therefore requested to intervene and setright matters at the earliest and ensure peace andamity in the division and in Tamilnadu Circle.

It is rather dismayed to note that since 23-05-2006 no monthly meeting is held in the Division andthe staff problems are being accumulated.
Despite the issue was taken up at Circle level,there is no improvement and non-holding of monthlymeeting over one year is causing concern anddeplorable.
It is therefore requested to cause necessaryaction forthwith. A line in reply about the action takenis appreciated.Letter No.P/2-2/Karimganj Dated: 06 July 2007addressed to the DDG (P), Department of Postsl Denial of officiating pay in HSG-I cadre -case of karimganj Division in Assam Circle - reg.
It is disheartening to note that the PMG,Dibrugarh region in his letter No. Staff/1/6-4/00 (RP)L-I dated 18-06-2007 intimated that the officiatingarrangements in the post of Deputy Postmaster (HSG-
I) Karimganj HO & Postmaster, Hailakandi HO havebeen approved by him without financial benefit of HSG-I cadre.
This causes a concern. The officiatingarrangements are continuing since 2004 with the seniormost BCR officials and the denial of the due officiatingpay is against to the natural justice and bad in law.
After working over three years, the officials weredenied and deprived of their dues, which is deplorable.
It is therefore requested to cause necessaryinstructions to amend the orders and due officiatingpay may please be ensured to the officials withoutany further delay.

A kind reference is invited to this union letterscited in the reference. Although this is an individualcase related to disciplinary matters, this unionrequested to consider and decide the petition whichis pending at the Directorate over 29 months. Thedelayed justice should not become the denied justice.

Apropos reference, I am to inform that the duepensionery benefits have not been settled so far tothe above-said retired official. He is in distress andthe inordinated delay is causing a concern.
It is therefore requested to kindly intervene andensure immediate payment of due pensionery benefitsto the official.

It is rather dismayed to bring to your kind noticethat the Chief PMG, Chhatisgarh is unleashingvindictive actions against the office bearers of this unionsince some of his irregular actions and decisions were

brought by the circle union to your notice.(i) The Divisional Secretary, Raipur Division Sri B.L.Gangber, Sub Postmaster, Shankar Nagar has beenposted as Postal Assistant in the same office for noreasons. He has been proceeded with a charge sheeton flimsy reason to justify his action.(ii) The Divisional Treasurer, Raipur Division SriM.K. Sharma, a FTP passed official has beentransferred from the post before completing tenure asAPM Accounts to Raichood, 400 kms away from thepresent station. The immunity from transfer fro his firsttenure as Treasurer has not been considered andgranted based on the dictations of the Chief PMG.This is a clear case of vindictive action.(iii) The Divisional Secretary, Durg Sri V.K. Agarwal,who is qualified in SP Aptitude Test has not givenposting in SB branch whereas the unqualified handsare working beyond their tenure. Because Sri Agarwalis the Divisional Secretary, his due rights of working inSB branch has been denied.(iv) Sri S.Z. Rahman, Divisional Vice President whodeclined LSG promotion has been forcibly relieved fromCivic Centre Bhilai, Durg. His declination of LSG hasnot given due credence.(v) Sri R.K. Lahre who also declined promotion hasbeen forcibly relieved form the post.
There are many more harassments unleashedagainst our members and reign of terror is existingwhich spoiled the congenial atmosphere hithertoprevailed in the circle.
The Chief PMG is utilising the frequent meetingsof the Divisional Heads to target the office bearers ofthis union and a panic and unrest is prevailing. Thiscauses a serious concern.
It is therefore requested to intervene and setright matters before it comes worse and ensure peaceand amity in the circle.
A line in reply about the action taken is highlysolicited.Letter No.P/2-8/Kangra HO Dated: 09 July 2007addressed to the DDG (P), Department of Postsl Non-grant of Special Allowance tounqualified Accountants --case of Kangra inHimachal Pradesh Circle -reg.
It is brought to our notice that the unqualifiedhand who is TBOP PA and officiating as Accountantin the vacant post in the absence of qualified hand,has not been paid the due Special Allowance (50% ofthe normal rate) so far stating that TBOP officials arenot entitled to draw such allowance and he is deprivingof his dues.
Since the TBOP has been termed as financialupgradation and not a promotion, the denial of his duesis deplorable. The entitled and eligible allowanceshould not be denied to the officials due to wronginterpretation of some Divisional Heads.
Necessary clarifications may please be issuedat the earliest to ensure the eligibility of such allowanceto TBOP unqualified hands also.
Soliciting response.Letter No.P/2-8/Mandya Dated: 06 July 2007addressed to the Secretary, Department of Postsl Fencing around staff quarters -- case ofKullu HO in Himachal Pradesh Circle - reg.
The residents of the staff quarters at Kullu havebeen asked to bear a portion of cost by the DivisionalAdministration for providing fencing around the staffquarters.
The SSPOs, Mandya Division has informed theofficials that this is based on the Directorate orders. Ifit is so, this will not be correct since all maintenancework fo the staff quarters has to be carried out by thedepartment only.
It is therefore requested to cause necessaryinstructions to the Divisional Head not to collect anyamount from the officials for providing wire mesh aroundthe staff quarters.

A kind reference is invited to the discussionswe had on the subject on 28-06-2007 and our requestto keep the order under abeyance forthwith.
The contents that if an official declines regularpromotion after getting higher pay scale under TBOP/ BCR Promotion schemes, his / her placement inhigher pay scale under BCR scheme / promotion isagainst to the spirit of TBOP / BCR schemes whichwere introduced after surrendering posts on matchingsavings as per the agreement reached between thedepartment with staff side.
Moreover, TBOP / BCR are only financialupgradations which cannot be equated or linked nowwith regular LSG / HSG-II promotions. If thedepartment agrees that TBOP is equal to LSG; BCRis equal to HSG.II, the application of the clarificationmay be to some extent correct. If it is no so, this willtantamount to the wrong application of powers andfreezing the benefits of financial upgradations like ACPmisconstruing the normal channel of regularpromotions.
Some of the declination of LSG is purely due tothe change of work spot without any monetary benefits,maintenance of double establishment etc. This isnothing but a farce that the officials who are in the payscale of Rs. 5000-8000 are being given promotion tothe pay scale of Rs. 4500-7000. This is very simplelogic that unless higher pay scales are prescribed for

the promotional cadre, the officials will not naturallyaccept the promotion.
Since this will affect adversely to the staff whoare due for BCR promotions w.e.f. 01-07-2007, it isrequested to keep the orders withdrawn forthwith.
An early action is highly solicited.Letter No. P/4-1/Promotion Dated: 06 July 2007addressed to the DDG (P), Department of Postsl Promotion against norm based supervisorypost of APM Accounts -- request immediatedecision - reg.
A kind attention is invited to the detaileddiscussions we had on the subject. We are receivingspate of complaints about the denial of promotion toPO and RMS Accounts qualified officials.(i) The officials who have been regularly promotedto APM Accounts cadre and working over years werereverted and juniors were posted as APM Accounts.For example Tehri in Uttarakhand and APM AccountsRanchi in Jharkhand.(ii) The post of APM Accounts had always beenremained as Circle Cadre for promotion even afterdivisionalisation of LSG which was specifically clarifiedunder para 9v) and para (vi) of the Directorate letterNo. 9-3/94-SP.II dated 13-02-1995. As such thepromotion now accorded in Jharkhand Circle on thebasis of Divisional Gradation list is totally wrong andRule 38 officials should not be affected in the case ofAPM Accounts.(iii) The reversion from APM Accounts posts to theregularly promoted officials like Ranchi by applicationof divisionalistion of APM Accounts cadre is againstto the spirit of departmental instructions.(iv) In many circles, the regularly promoted APMAccounts have not been considered for HSG-II postingsas per their seniority in the LSG cadre.
In short, there are many confusions and chaosprevailing in the circles about grant of promotions tothe PO and RMS Accounts qualified officials. Theunqualified officials are being compelled to work asAPM Accounts which will deteriorate the service andfunctions of the accounts branch.
It is therefore requested to examine the issueand cause necessary instructions to protect theinterest of the Accounts qualified officials withoutdisturbing the interest of General line officials.
Soliciting immediate response.Letter No. P/4-2/Pay Dated: 14 June 2007 addressedto the Secretary, Department of Postsl Disbursement of pay and allowancesthrough Bank / POSB - reg.
Complaints are pouring into this union thatcircles like Haryana, Delhi & Tamilnadu have issuedinstructions to disburse the salaries of the staff throughBank / POSB.
This union is of considered opinion that the
present system of salary payment through Post OfficeTreasury is practicable and viable so question offurnishing Bank or POSB Account Number of theemployees does not arise. Moreover, it may bementioned here that the issue has been clarified bythe Government vide G.I. According to the provisions of the rule statedabove in the reference, a cheque presented by theholder of SB account drawn on a bank situated at thestation where the Head Post Office of the post officeaccepting the cheque is situated shall be treated aslocal cheques and no commission will be charged forthe realisation of such charges.
If a cheque is drawn in the name of anyone ofthe station i.e. sub offices under the HO, the samewill be treated as local cheque and no commissionwill be charged on the cheque realised.
Resultantly, the department is loosing a goodrevenue over the realisation of cheques and it requiresrevision. If other station cheques are presented, thesame should be treated as outstation cheques onlyand due revenue should be collected from the holderof SB account.
Similarly, the cheques received in favour of SPMunder Head Post Offices, the same may sent forrealisation to bank without routing to the Head PostOffices to avoid delay in realisation of cheques.
The current rulings about consideration of dateof acceptance of cheque for some transactions anddate of realisation for some other may be dispensedwith and uniform procedure in acceptance of chequesand bringing them into accounts may please bereviewed.
Please consider the above suggestions to revisethe rules accordingly and intimate the decision takenon this issue.

Apropos reference, it is constrained to note thatneither this union letter is acknowledged nor repliedfor. The clarification sought for is in the interest of theservice and doubts prevailing at field level should beclarified without any loss of time.
The following doubts may please be clarified tothe field units immediately.i) There is no clarification for the basic point ofobjection viz. acceptance of cross cheque (AccountPayee) in favour of individual and in favour of anyPostmaster for the investment is regular or not;ii) In the order dated 04-09-2006, it is observedwhile substituting Rule 11 (3) of POSB Manual Vol. II,the endorsement to be made by the applicant whenthe cheque is drawn in favour of Postmaster and alsoabout the cheque drawn in favour of applicant vice-versa and was given effect from 15-09-2006. However,the portion of cheque drawn in favour of applicant andendorsement to be made by the applicant had been
omitted in the subsequent order dated 20-09-2006which was given effect from 30-09-2006.
This has resulted doubts in the field level aboutthe endorsements to be made for the cheques in favourof applicant and this has to be clarified in clear terms.
It is, therefore, requested to issue necessaryclarifications in this regard and also about the disposalof cross account payee cheque, so that, the officialsdeployed at the counter will not find any difficulties.

As per the salient facture of the Senior CitizenSavings Scheme introduced w.e.f. 02-08-2004 for oldage citizens, more than one account in favour of aparticular holder is not permissible in a month.
However, in the absence of such orders at theinitial stage, these restrictions could not be applied infew cases and the depositors were allowed to openmore than one account in a month. This discrepancyhas to be sorted out to avoid fixing responsibility onstaff at later date. The irregularities were occurreddue to want of specific orders at the initial stage andsuch occurrences were prior to the receipt of orderson the subject.
There are such cases in Maharashtra Circle andin some divisions, recoveries have been imposed onthe officials.
It is therefore requested to kindly causenecessary instructions to waive such cases whichoccurred prior to the receipt of the clear orders.

Thishas also been observed that only the Department ofPosts continues with the salary disbursementthrough cash. Therefore, the withdrawal of thescheme is not possible at this stage However,functioning of this revised procedure will be reviewedby the end of this year.

(ii) Smt. Asha Kataria, P.A. Udaipur, Shastri Circlewho was placed under suspension on account ofloss of a registered letter containing importantdocuments had been reinstated by the SSPOs

The matter is being pursued for some POs and thetelephones will perhaps be restored in near future. Aproposal for issuing recharge coupons received fromSPOs is also under consideration in the Circle Office.(iii) TA bills are being sanctioned regularly as peravailability of funds. So far as the payment of incentivebills of speed post/Electricity and daily wages isconcerned, it is to intimate that the speed post incentivebills were pending since 2003 and the present SPOshas joined in Nov.-04. The SPOs has taken action forsanction of such bills according to rules. The staff hasstarted submitting old bills for the year 2003 and thesame were sanctioned by the SPO as per rules. Thedaily wages bills and incentive bills are beingsanctioned regularly by the SPOs who has beeninstructed suitably.(iv) The SPOs Chamoli has intimated that thecomputer stationery, bulbs, tube lights are beingsupplied as per demands of POs. A number orirregularities were found in cash conveyance bills andin some cases unnecessary taxi charges ranging fromRs. 500/- to Rs. 1000/- were being charged. The SPOsthen issued order that the actual charges be paid andthe bills of actual expenditure be sent to DO forsanction and now proper bills are being sanctionedregularly. The charges related to misuse of Govt. vehiclewere not found correct as the SPOs always performedjourneys out of division only after due permission ofthe Circle Office.(v) The allegations of threatening abusing andperpetration of mental torture on the staff are not foundto be correct. The SPOs takes seriously if anyirregularities/mistakes and lapses are noticed on the partof the officials and takes suitable corrective action againstthem but he uses no un-parliamentary language.

I am directed to refer to your letter No. P/2-21/Chamoli dated 19.12.06 on the above mentionedsubject.2. The matter has been examined in consultationwith the Circle Office. The facts of the case, as reportedare given below:(i) No official has been engaged as steno but oneofficial who is looking after the work of welfare/Hindi& A Branch has been engaged as steno against thepost of Hindi typist to manage the work. The post ofASPOs was not vacant during last 4-5 years.However, the post of SDI Rudraprayag was vacantdue to transfer of the then incumbent in Nov.-2004.The work of SDI Rudraprayag was managed by CI/SDI Karnaprayag jointly on local arrangement basistill the joining of new SDI upto June-05 but newlyposted SDI mostly remained on leave and at lastapplied for voluntary retirement in Dec.-05. He retiredon 25.3.2006. Then ASPOs Gopeshwer was orderedto look after the work of SDI Rudraprayag, jointly,keeping in view the rotational transfer of SDI cadredue in near future. After voluntary retirement of SDIRudraprayag Shri G.C. Bhatt was posted as SDIRudraprayag but he did not join and his orders wererevised as SDI Dharchula in August-06. Shri OmPrakash PA was then ordered to officiate as SDIRudraprayag and he continued till joining of approvedSDI on transfer.(ii) The SPOs has intimated that in a number ofPOs single and double handed SOs in which telephoneswere installed as PCOs in the past, the BSNL has nowasked for payment @ Rs. 240/- on bimonthly basisand has sent bills of heavy amount since last 2-3 years.BSNL has neither disconnected the telephones at thetime of bifurcation nor asked divisional head as towhether the department was interested to keep theconnection or not. The department is not liable to paythe rent of these phones for so many years. The BSNLhas now disconnected all such phones and has refusedto provide connection in POs where it is necessary.

Party, Sri Chandra Shekhar (80) died on 8th July 2007 at
New Delhi after a prolonged illness. He is survived by
two sons.
He was Prime Minister for less than one year
(10th November 1990 to 6th March 1991). He was elected
as MP (Rajya Sabha) in 1962. He was elected as MP
(Lok Sabha) in 1799 and continued till his death. He
was a truly secular nationalist and a man of the mass.

The Standing Committee on the Informationtechnology has asked the govenment to remove thepostal department from the commercial categorybecause of the social obligation enforced on it toprovide affordable postal services in the country.
The Committee headed by member ParliamentNikhil Kumar in its report has said that revenue deficitin the department of posts is growing mainly due toheavy load of pensionery charges being included inworking expenditure of the department.
"The Committee has felt that the Department ofPosts should not be viewed as a purely commercialentity due to the social obligation enforced upon it forproviding affordable postal services throughout thecountry." Said to report.
The Committee has recommended that governmentshould consider absolving the Department of thecommercial tag and charge the pensionery cost tothe common head of account.
India has the largest postal network in the worldwith over 1,55,333 post offices of which 89 percent(1,25,350 post of office) are in rural areas.
According to the annual report the gross working
expenditure of postal department for the year 2005-
2006 was Rs. 64,291.52 Million against the previous
year's expenditure of Rs. 59,645.37 Million, an
increase of about 7.79 per cent.
During the financial year 2005-2006 the deficit of
the department was Rs. 12,098.84 Million which is
12.44 percent less than previous year's deficit of Rs.13,818.45 Million.
Most of the deficit is the to the high level of subsidy
that is borne by the postal department on the postal
network particularly in rural and tribal areas in order
to fulfill the universal service obligation.
The committee has observed that due to the
advancement in technology there has been a fall in
the traditional mail traffic adversely affecting the revenue
of the department.
The committee has therefore recommended the
government to take advantage of new avenues that
are surfacing as a result of advancement of technologyand introduced innovative products so that revenue
gets a boost.

The Department of Posts is planing to set up a "full-fledged bank." and talks in this regard have been initiatedwith the Union Finance Ministry.
The proposed banking outfit is likely be labelled 'PostBank of India', according to Dr. Shakeel Ahmad, UnionMinister of State for Communications and InformationTechnology.
Speaking at a function here today to announce abusiness tie-up between the Department of Posts, WestBengal Circle, and HDFC Bank, Dr. Ahmad said thecountry's postal administration was already offering ahost of financial services, such as sale of mutual fundsand collecting foreign exchange remittances from abroad.
The idea now was to leverage its network of 1,55,000post offices located across the country and embark upon"full-fledged banking operations." including creditoperations. The proposal has already been taken up withthe Union Finance Ministry."HUB OF ACTIVITIES"Dr. Ahmad said the Postal Act would be amended with aview to making the post offices "the hub of many types ofactivities."
The ban on recruitment in government sectors hasbeen lifted (?........... ) and Rs. 6,000 crore has been
earmarked for computerisation of post offices across thecountry.
According to him, the Department of Posts has alsotaken up with the Union Finance Ministry the issue of lowinterest rates on small savings.
HDFC Bank, on Saturday, entered into a tie-up with theDepartment of Posts, West Bengal Postal Circle, fordisbursement of loans against postal securities.
Holders of postal securities such as Natinal SavingsCertificates (NSC) and Kisan Vikas Patras (KVP) can availthemselves of loans from HDFC up to 90 per cent of thevalue of the NSC or KVP.
In this regard, the minimum loan amount has beenpegged at Rs. 25,000 and it will be offered in the form ofoverdraft facility and customers will be given a chequebook and ATM/debit card to operate the account.
Interest will be charged only on the amount utilised bythe customer.
According to an HDFC spokesperson, the tie up withthe Postal Department would enable the bank to accessremote and interior parts of West Bengal and offer servicesto customers semi-urbas and rural areas through thepost office network.

In the age of Internet and competitive courier
services, it is the good old Department of Posts (DoP)
that has taken a severe beating. Year after year, the
performance of DoP is on the decline, mainly due to
its operational inefficienciens and failed
modernization plans.
In the past five years, DoP's mail traffic hasregistered a decline of nearly 50 percent due to
increased competition from private couriers and other
new modes of communication, especially the value-
added service in the telecom sector. DoP has failed
to improve its operational efficiency, reduce staff costs
and modernize its operations to render better services
to the customer, states the DoP's performance audit
report tabled in Parliament recently.
"DoP continued to incur losses during the last five
years and 16 out of 20 postal services continued to
sustain losses over the years. The net loss for theyear ending March 31, 2006 was Rs. 1,207.71 crore."
states the report prepared by the Comptroller and
Auditor General of India.
Despite making ambitious plans and sanctioning
money for it, DoP has failed to implement its
modernization plans. "The projects for
computerization of head records offices,
computerized registration centers and transit mail
offices have fallen behind schedule and the

Moreover, DoP's efforts to modernize andmechanize mail-sorting operations at Chennai and
Mumbai to improve operational efficiency through
introduction of automatic mail processing machines
also did not succeed despite and investment of Rs.
60.25 crore. Failure to standardize mail and ensure
adequate public awareness about the advantages of
using standard postal stationery was the two main
resons behind the fiasco.
The Department also failed to carry out the
business professionally. For instance, business post
facility was extended to customers without taking
advance, which resulted in accumulation ofoutstanding dues of Rs. 2.02 crore in eight head post
offices, while an agreement was signed with the
United Arab Emirates without taking into account
weight and distance element which resulted in loss
of Rs. 9.15 crores, the report states.
One of the main reasons behind DoP's dismail
performance is the unccontrol led growth of
courier companies that are operating in violation
of norms.

Postal savings lose lustre as banks offer higher rates
The Postal Departent is fast coming to grips with
reality. With its inability to match highinterest rates
offered by banks, the Department foresees a 15-
25% drop in income from its postal savings deposit
mobilisation business this year. The Department
collects savings deposits
on behalf of the
govenment and earns a
fee. The Department fixes
annual revenue targets for
all circles. Having
witnessed a fall in
collections from its small
savings schemes, it has
set a significantly lower
revenue target for 2007-08
for all its circles compared
to that of in the preceeding
fiscal. For some circles,
the target is even 30%
lower compared to the
target set for the
preceding fiscal. The reason is apparent. Senior
officials with the department concede that its small
savings have lost their lustre as banks offer
significantly higher interest rate on deposits. For
instance, State Bank of India is offering a special
9.5% annual rate for 4-5 year deposits while small
depositors get just about 7.5% annually if they park
their money with the Postal Department.
To withstand this competition the Department has
directred its circles to focus on mobilising recuring
deposits and go for wide publicity for its small savings
products, especially in the interiors. Small savings
collection in the rural areas is still significant for us
while our urban collection has fallen significantly, a
senior official with the Department said. The
Department with its 1.25 lakh rural post offices, is
still invinicible in the hinterland. By contrast, banks
collectively have merely 25,000-odd rural branches.
Nevertheless, senior officials with the Postal
Department are expecting a drop in small savings
collection in 2007-08. During the April-February
period in 2006-07, the Department mobilised small
savings totalling Rs. 1.38 lakh crore, lower than Rs.
1.70 lakh crore mobilisation in 2005-06. This trend
has forced the Department to set a lower income
target for 2007-08. Accordingly, the five states,
Gujrat, Maharashtra, Tamil Nadu, Uttar Pradesh and
West Bengal, which historically earn the bulk of
revenue from small savings collection business, are
now chasing a collective income target of Rs. 1,550
crore for 2007-08, nearly 20% lower than the target
of Rs. 1920 crore set for the preceeding fiscal. The
target for West Bengal is the highest at Rs. 404
crore, followed by Uttar Pradesh (Rs. 326 crore),
Tamil Nadu (Rs. 294 crore), Maharashtra (Rs. 325
crore), Andhra Pradesh (Rs. 225 crore) and Gujrat
(Rs. 204 crore). Except for Maharashtra all the targets
for the current year are lower than that of 2006-07.
For instance, the target for West Bengal is a good
30% lower at Rs. 404 crore compared to Rs. 583
crore last year. We have seen a 18% drop in collection
through monthly income scheme in 2006-07. There
is also a 30% dip in selling of certificates like National
Savings certificate And Kisan Vikas Patra, revealed
an official with the Department's West Bengal circle
over all this circle compraising West Bengal,
Andaman & Nicobar Islands and Sikkim, has
collected Rs. 17,650 crore in the first 11 months of
2006-07 compared to Rs. 24,000 crore in the
preceding fiscal.

1. Clarificatory orders on TBOP equating with LSG
-- Declining Promotion -- contained in Directorate
letter No. 22-5/95-PE.I dated 21-05-07 -- request to
withdraw the instructions
The contents that if an official declines regular
promotion after getting higher pay scale under TBOP
/ BCR Promotion schemes, his / her placement in
higher pay scale under BCR scheme / promotion is
against to the spirit of TBOP / BCR schemes which
were introduced after surrendering posts on matching
savings as per the agreement reached between the
department with staff side.
Moreover, TBOP / BCR are only financial
upgradations which cannot be equated or linked now
with regular LSG / HSG-II promotions. If the
department agrees that TBOP is equal to LSG; BCR
is equal to HSG.II, the application of the clarification
may be to some extent correct. If it is no so, this will
tantamount to the wrong application of powers and
freezing the benefits of financial upgradations like ACP
misconstruing the normal channel of regular
promotions.
Some of the declination of LSG is purely due to
the change of work spot without any monetary benefits,
maintenance of double establishment etc. This is
nothing but a farce that the officials who are in the pay
scale of Rs. 5000-8000 are being given promotion to
the pay scale of Rs. 4500-7000. This is very simple
logic that unless higher pay scales are prescribed for
the promotional cadre, the officials will not naturally
accept the promotion.
Since this will affect adversely to the staff who
are due for BCR promotions w.e.f. 01-07-2007, it is
requested to keep the orders withdrawn forthwith.
2. Disbursement of Pay & Allowances through
Bank
Please refer this union letter No. P/4-2/Pay dated 02-
04-07. Despite clarification issued by MoF vide its
letter of 24-01-06 referring to their original reference
stated that 'however with a view to obviating the
inconvenience to junior staff, the salaries of the Govt.
employees, if demanded may continue to be drawn
and paid in cash irrespective of their scale or grade.
As such, receiving salary through banks is only
optional and staff should not be compelled or forced
to opt to any bank or ECS. Necessary clarification
may please be issued at once.
3. Transfer liabilities of staff working in First Class
HPOs
Items of Agenda for Departmental Council Meeting
As per the provisions contained in Vol. IV, the
staff working under First Class HPOs which are the
recruiting and independent units are to be transferred
within the posts of the same office only. The similar
provision has again been reiterated vide Directorate
letter No. 141-236/94-SPB.II dated 01-02-94 wherein
it is confirmed that in the case of First Class Head
Offices which are the recruiting units, the clerical and
Group D staff should be rotated within those offices
only. Now Directorate has approved the proposal of
Tamilnadu circle about the transfer liability of Chenni
GPO & Anna Road HPO both First Class HO officials
to other nearby postal divisions. This is violation of
rules and it is requested to withdraw the instructions
and ensure uniform procedure throughout the circles.
4. Recovery of alleged overpayment of pay and
allowances to postman on account of fixation
from the officials of Accounts branches of HPOs
Please refer this union letter No. P/4-2/Pay
dated 05-04-07 on this subject. The drawing &
disbursing officers should not be made as scapegoats
in this case. According to Rule 87 of P&T FHB Vol. I,
any excess payment can be recovered at any time.
The Apex Court also confirmed that any excess paid
due to administrative mistake, there is no rule which
prohibits such recovery (Udaysankaran Vs. Union of
India JT 1996 (4) SC). The most pertinent point that
the Inspection Parties of ICI and Audit have approved
and certified such drawal in many places. There was
confusion in interpreting the orders then for which
Group C officials are becoming the victims.
It is therefore requested to stop such recovery
and drop action if initiated anywhere to recover the
amount from the DDOs.
5. Enhancement of honorarium to RD premature
closures
The rates fixed for RD PMC work a decade back
needs revision. The norms were also revised. During
1996, the PMC was permitted without interest after
one year. Now PMC is allowed only after three years
with SB interest. Resultantly IBB has to be worked
out for more than three years consuming more time.
After RD decentralisation, it become very difficult and
risky too.
It is requested to revise the honorarium upward
at the following rates.
Sub Postmaster - Rs. 5.00 per account
Postal Assistant - Rs. 10 per account
Clarification may also be issued about the

quantum of honorarium entitled to single handed
SPMs.
6. Counting of Special Allowance for pay fixation
- case of PO and RMS Accountants
A kind attention is invited to the letter No. 9 (1)/
2004-PA Admn. I/501 to 504 dated 29-10-2006 from
Shri T.K. Mitra, ADG (PA and Admn) of the Directorate
wherein it is informed that the Special Pay which is
now called as Special Allowance drawn in lieu of higher
pay scale may be taken into account for fixing pay
under ACP to the JAO examination qualified
candidates on ACP promotion.
The above said instructions were issued in
consultation with DOP&T and the same and similar
analogy should be applied in the case of PO and RMS
Accountants also and their Special Allowance should
be taken for fixation of pay in the higher cadre on
promotion.
Further, vide letter No. 8 (1)/2004-PA-Admn/1/
54 to 76 dated 23-04-07, it was mentioned that this
issue relates to operative offices, the matter may be
taken up with Directorate through CPMG which exhibits
lack of coordination among the branches in the
Directorate.
It is, therefore, requested to cause immediate
orders on the issue which is hanging over ten years.
Further the orders applicable to JAO qualified official
be applied to the similarly situated official working in
the post offices on acquiring TBOP / BCR promotion.
7. Providing ergonomically designed furniture for
officials working in computerised environment
Despite the expansion of computerising
environment in a rapid pay, the officials are forced to
work in computers with unscientifically designed
furniture like old tables and chairs without any proper
angle of elevation, facing for arm-rest etc. resulting
the officials highly prone to diseases like Rheumatic
Arthritis, Lumber pains, Joint pains, spondilisis etc.
It is requested to ensure by providing
ergonomically furniture to the computerised work placed
to prevent the employees from diseases stated in para
supra.
8. Problems arised due to notional promotion to
LSG / HSG.II / HSG.I
The following problems have arisen due to the
notional promotion now accorded since 1986.
(a) As per the provisions of Postal Manual Vol. IV,
the combined circle gradation list of Postal Assistants
is the basis for LSG promotion. This has been sidelined
and the Rule 38 transferees have been denied LSG
promotion. As such, the senior Rule 38 transferees,
based on the Circle Gradation List be granted notional
LSG promotion with retrospective due date or allow
modification of LSG at par with their juniors which will
alone render justice to the senior aggrieved officials.
(b) Since the LSG notional promotion was granted
on divisional basis, in some divisions due to more
number of LSG posts in existence, the juniors could
get LSG get promotion. Due to dearth of LSG Posts,
other divisions, the juniors could not get LSG promotion
which will have adverse effect in the HSG.II / HSG.I
promotion. Modification of LSG by granting notional
promotion will be the only solution in mitigating the
anomaly prevailed due to various changes in
procedures in the LSG / HSG.II Recruitment Rules.
(c) The pay scales of HSG.II & BCR are one and
the same. After the modification of FR 22 on 30-08-
89, any official holding / drawing the pay of HSG.II on
regular basis even for a single day can very well officiate
in HSG.I, as these promotions are in the same general
line. The officiating pay for the officiation in HSG.I
posts by the BCR officials have been denied in many
circles. This should be clarified. It is pertinent to
mention that non-BCR FTP LSG officials are given
chance to officiate in HSG.I posts by sidelining the
senior officials in many places.
(e) In some circles like Tamil Nadu, West Bengal etc.,
some officials were allowed to officiate in HSG.I posts
for more than one year and orders for the regularisation
of such officiating arrangements beyond one year has
been referred to Directorate by the respective circles.
The due officiating pay had neither been drawn nor
taken for fixation of pension and other retirement
benefits. Early orders are requested.
9. Applicability of CCS (Pension) Rules 1992 in
respect of those selected and put on induction
training as on 01-04-2004
Please refer Department of Pension and Public
Welfare O.M. No. 38/58/06-p&PW (A) dated 11-10-2006 wherein it is clarified that the employees who
were put on induction training after their appointment
prior to 01-01-2004 and are paid salary from that date
would be covered under CCS (Pension) Rules 1972.
The same guidelines may be applied to the Postal
Assistants selected and on induction training as on
01-01-2004. It is requested to issue clarificatory orders.
10. Tenure posting of officials in Single & Double
Handed post offices - request to withdraw the
conditions
Please refer this union letter No. P/38-RT dated
24-01-2006. The condition that the SPM / PA working
in Single / Double handed offices should not be posted
back to the same office during their entire service is

against the statutory rules of P&T Manual Volume IV.
The doubts about the integrity of all Postal Assistants
/ Sub Postmasters will mar the interests of the officials
and it is requested to withdraw the conditions forthwith.
11. Non payment of Remote Locality Allowance -
case of Uttarakhand Circle
Please refer this union letter No. P/2-21/UK Cle
dated 27-02-2007. The remote locality allowance has
not been granted to the officials working in Tanakpur,
Chodwar and Banvas in Champavat District whereas
this has been paid to other Central Government
employees as per MoF O.M. No. F.No. 3 (1)/98-E II
(B) dated 24-07-2002. Appropriate action is requested.
12. Formation of separate Postal Accounts to
Chhatisgarh & Uttarakhand Circles
The Chief Postmaster General, Uttarakhand
Circle has submitted a proposal to open DPA office in
Beerbhadra PO building. Similarly the proposal to
form DPA office at Raipur for Chhatisgarh Circle is
also pending for a long. There is a delay in settling
personal claims at present. It is requested to consider
and open DPA offices as requested.
13. Classification of Bangalore City as A1 for
drawal of HRA & CCA
Consequent upon the notification of Karnataka
Government for Greater Bangalore amalgamating the
outskirts vide its No. UDD 92 MNY 2006 dated 16-01-
2007, there is justification to upgrade the city into A1
class. It is requested to take appropriate action.
14. Non payment of incentive to the staff for
procuring UTA, Oriental Insurance business,
Western Union Money Transfer etc.
The incentive offered in the Directorate letter
No. 95-4/2005/FS dated 23-02-2006 for UTI work has
not been paid to the officials so far in almost all the
circles. Similar is the position for IDBI Bonds etc.
Even though, the department is spending money to
IMT customers, no incentive has so far been fixed to
the officials who attending the work.
It is requested to fix honorarium to the IMT and
to ensure honorarium / incentive to all new services
as and when introduced.
15. Drawal of SB Allowance to all working in SB
branches without restrictions
With the introduction of total computerisation
and SB LAN in post offices, any official who had
undergone LAN training is ordered to work in SB
branch. The criteria of SB Aptitude test has now
become irrelevant when the operations are fully
computerised.
It is requested that SB Allowance may be paid
to all those who are working in SB branches without
condition of passing SB Aptitude Test.
16. Spot payment of incentive to SPM / BPM for
securing RPLI business
Despite the fact the incentive for procuring RPLI
business is prescribed in the Directorate letter No.
35-15/78-LI (Vol. III) dated 21-08-96 and 27-11-96, the
incentive money has not been paid to the officials years
together.
Incentive is being paid based on the business
procured. As such there should be no link to pay the
incentive with allotment of funds. Incentive be paid on
the spot which will motivate and improve the business.
The Chief General Manager PLI vide his D.O. No. 75-
15/87-LI (Part) dated 04-01-2006 intimated the Chief
Postmaster General, Tamil Nadu Circle that one
proposal for delinking the payment of incentive from
allotment of funds has been sent to the Directorate for
approval. It is requested to finalise it soon.
17. Levy of Service Tax on services rendered by
the department
It is suggested that in respect of service tax on
PLI / RPLI, this may be worked out centrally and set
off against the bonus due to the insurants. This will
not only provide relief to the officials but also the
dissatisfaction mounted on the rural people due to this
service tax collection will also be set off. This will be a
business strategy also in promoting RPLI in rural areas.
18. Utilisation of the services of PRI (P) & SPMs
for procurement of PLI business
Please refer to Directorate letter No. 28-5/2000-
LI dated 13-09-2006. The following may be considered
(i) Instead of calling for willingness and subjected
to recommendations of the Divisional Heads, let all
the willing Postal Assistants, SPMs, PRI (P)s, M.E.
be allowed to procure PLI business without any
differentiation;
(ii) In case of selection, it should mean by
conducting a written examination and not by the
personal recommendations of the SSPOs/ SPOs;
(iii) If the number of officials is to be restricted, let
the tenure of all D.O. (PLI)s who are holding the tenure
posts be strictly followed and no extension be granted
so that it will pave way of fair chances to other officials
as well.
19. Waival of penal interest on HBA as one time
measure - case of Tamil Nadu Circle
The imposition of penal interest of 2 ½ % over
and above the normal interest prescribed in respect of
the loan granted to the officials towards HBA perhaps
is due to non-fulfilling the conditions prescribed in the

rules. The ruling position and Government of India
orders in this regard are as follows: -
i) On completion / purchase of the house, the
Government servant shall insure it at this own cost;
ii) In the even of failure on the part of Government
servant to comply with (i) above, it shall be lawful
but not obligatory for the Government to insure the
house at the cost of the Government servant and
add the amount of the premium to the outstanding
advances. (Rule 7 (b) of HBA rules)
iii) The Heads of Department are required to obtain a
certificate from the Government servants to the
effect that the insurance of the house has been
got done / reviewed annual in the month of July
before the disbursement of the salary/ (OM dated
18-12-75 & 11-09-78)
iv) Written warnings should be issued in cases where
lapses are deliberate on the part of the loanees. In
extreme cases, even the refund of the entire
balance of loan with interest may also be ordered.
(OM dated 06-02-87).
It is pertinent to mention that neither of these
rules were communicated to the officials nor
incorporated in the HBA sanction memo. The Chief
Postmaster General, Tamil Nadu Circle all along not
adhered any one of the provisions contained in para
supra.
At a later stage, the Chief Postmaster General,
Tamil Nadu Circle is conveniently using the first
sentence of Rule 7 (b) for the advantage and ignored
the rest of the instructions and imposed penal interest
for the loans obtained and cleared by the official if the
insurance cover was not available over 2 years.
If the Chief Postmaster General would have
adhered the entire provisions of the rules like watching
the insurance, renewal of policy, verification in July
every year, written warnings etc. the officials would
not be put into loss at the later stage while clearing
their loans. Moreover, there is no loss sustained to
the department in the absence of insurance policy.
Above all, the imposing of penal interest of 2 ½
% had been introduced by the Department vide its
OM dated 20-05-80. However, this has not been
incorporated in the HBA rules. It is well settled that
the administrative instructions shall not override the
statutory provisions.
It is, therefore, requested to allow the waival of
penal interest as one time measure for the fault of
non-renewal of policy for the loans sanctioned upto
2002 from which the provisions are incorporated in the
sanction memo.
20. Enhancement of honorarium for engaging the
officials in departmental examinations
At present, the following rate of honorarium is
being paid to the officials who are brought by the
department while conducting the departmental
examination.
(i) Supervisor -- Rs. 30/- per session.
(ii) Invigilators -- Rs. 20/- per session.
(iii) Clerk -- Rs. 25/- per day.
(iv) Group 'D' -- Rs. 15/- per day.
The remuneration is very meagre while
comparing the strenuous job carried out by the officials.
Despite there is justification, either to grant OTA or
compensatory off, atleast the honorarium sanctioned
shall reach atleast to the extent of satisfactions of
those employees engaging for this purpose.
21. Restriction in posting of SPM due to minor
penalties / CR entries
The Directorate has given instructions to all the
Circle Heads from investigation section dated 06-11-
2006 that if an official is awarded with anyone of the
minor or major punishments or adverse entries in the
CR, he should not be posted as SPM throughout his
career.
The suggestion given by the Investigation wing
as a preventive measure to minimise and eradicate
the losses and frauds has been circulated for
implementation not only in the RT 2007 but also in the
existing cases.
The suggestion is practicable only if the
department is having full staff strength and it is not
feasible to implement when the shortage exceeds 30%
in the Postal Assistant cadre. This will create hardship
to the officials. That too reverting the existing SPMs
from their SPM posts as Postal Assistant before
completing their tenure is unjust and bad in law and
against to the natural justice. This will spoil their
reputations earned from the public by shifting them
from SPMs post before completing their tenure.
The other suggestion given by the same section
earlier that not to keep vacant in B & A class offices
and fill up the Postal Assistant posts has not been
implemented. As such this will create many hardships
to all the officials who are unwilling to take position as
Postmasters.
This is most pertinent to mention that after lapse
of certain periods, the officials inflicted with
punishments become eligible to write the promotional
exams like IPO, JAO, Group B etc. As such, mere
imposition of even a minor penalty will be the
disqualification to be a SPM throughout his career is

nothing but a farce and not maintainable.
If the suggestions implemented retrospectively,
at one stage non will be available for the post of post
of SPM due to prevailing shortage, a well senior official
has to work as Postal Assistant under the supervision
of his most senior which will also be a punishment not
improvised in the CCS CCA Rules.
22. Filling up the post of APM Accounts LSG &
HSG.II posts
In almost all the circles, the notional promotion
to APM (LSG) Accounts cadre since 1986 has not
been granted to the PO and RMS Accounts qualified
officials based on the gradation list prepared with the
date of qualifying in the PO & RMS Accountants
Examination.
In some circles, the FTP qualified officials
possessing accounts qualifications were considered
for the APM Accounts posts. They are of the
considered opinion that there is no discrimination
between General and Accounts line and Accounts line
lost its identity.
The CAT Chennai in its OA No. 201/2006 in the
case of Shri P. Ramadoss vs. The Principal Chief PMG,
Tamil Nadu Circle held the separate identity of APM
Accounts cadre and directed to conduct the DPC for
Accounts line without any procrastination based on
the Recruitment Rules dated 13-09-76 and issue
necessary promotion orders to the eligible PO and
RMS Accounts line officials within a period of four
weeks.
Since there is no amendment has given to the
LSG Accountants Rule 1976 and it will be most
appropriate to maintain a separate entity of the cadre,
it is requested to issue necessary clarificatory orders
to all the circles to issue notional and regular promotion
to LSG & HSG.II from 1986 onwards to the Accounts
line cadre.
23. Counting the training period for benefits of
promotion under TBOP / BCR scheme
Despite the clear instructions vide Directorate
letter No. 44-47/98-SPB.II dated 31-07-2000 & 27-07-
2001, that the period of induction training may also be
counted as qualifying service for the benefit of TBOP /
BCR promotions, this has not been implemented in
many circles.
To cite an instance, the circle IFA, Tamil Nadu
Circle has denied such kind of benefits to those
recruited and deputed for training before 01-01-86.
Based on the opinion, the Chief Postmaster General,
Tamil Nadu Circle has issued instructions vide his letter
No. STA/80-1/00/Rlgs dated 21-02-2003 in which it
was stated that the period of Induction training can be
taken for the benefit of promotion under TBOP / BCR
only if the person selected was under training on 01-
01-86 or deputed for training on or after 01-01-86, apart
the fulfilment of other conditions such as obligatory
nature of such training, immediate promotion on
completion of such training.
Resultantly, the officials granted with BCR
promotions based on the Directorate orders dated 31-
07-2000 taking into account of their training period for
promotion have faced recovery and re-fixation. The
opinion of the circle IFA to cut short the benefits from
01-01-86 is wrong and arbitrary one.
It is, therefore, requested to cause necessary
instructions to all the circle heads to count the training
period without any restriction and stop recovery
immediately.
Similarly, the induction training period of the
promotees to LGOs may also please be taken as
service rendered in Postal Assistant cadre if opted for
fixation and other benefits.
24. Non conducting of Group B examination since
2003
On the pretext of CAT case, no Group B
examination has been conducted since 2003, depriving
the chances of many bright officials aspiring from Group
B promotion.
The department has neither gone for appeal nor
brought out updated version of postal manuals
prescribed for the examination. It is a gross neglect
of the interest of the so many bright officials.
Under the present context of modernisation with
a sea change in the printing industry, the printing of
volumes within a short span of three months does not
pose any problem or otherwise as in the case of
Volume VII & V, we can authorise the publishers like
Swamys Publishers, Nabhi Publishers etc. to
accomplish this task.
A pertinent point to be noted in this regard is
that after the 5th Pay Commission, the department,
unmindful of the amendment of the recruitment rules
by due notification with the approval of nodal ministries,
has plunged to controversial issue of orders permitting
only those officials who are holding standard LSG post
on regular basis, blocking out all TBOP / BCR officials.
As everybody knows, the bunch of Group B officers
passed Group B examination when they were holding
TBOP / BCR status and many of them retired. To deny
such benefits available to the TBOP / BCR officials, a
sudden switch over to standard LSG criteria has neither
been consulted with service union nor has amended

the recruitment rules with the due approval of nodal
ministry.
Hence, it is requested to conduct the Group B
exam immediately permitting the officials having 20
years of clerical service irrespective of the fact whether
they are LSG or TBOP.
25. On the Job training for Hindi Typist in divisional
offices on their absorption as Postal / Sorting
Assistants
Per reference to Directorate letter No. 7-3/2000-
PG.II dated 26-07-2003 merging the post of Hindi Typist
in the divisional office with Postal Assistants, the
condition 'C' under para 2 of the order is deemed to be
on the job training on the analogy of interchangeable
transfer of Postal Assistants and Sorting Assistants.
For whom only, 15 days of the job training is prescribed
instead of full pledged institutional training. This has
been misinterpreted. To cite an example, the Chief
Postmaster General, Himachal Pradesh Circle, Shimla
misconstruing the condition 2 (c) has directed four of
such Hindi Typists to undergo full induction training
for Postal Assistant / Sorting Assistant.
It is requested to issue a clarification to para 2
(c) of the Directorate order to all concerned.
26. Grant of assistance / leave to postal bomb
blast victim - case of Sri Pranabananda, Postal
Assistant, Bhubaneswar Division, Orissa Circle
The above said official while working as Postal
Assistant, Suryanagar sustained serious injuries and
lost his right hand palm completely due to the blasting
of bomb in the postal parcel on 03-01-2002 in course
of his discharge of duties and had been under treatment
from 04-01-2002 to 26-05-2004.
Now the Circle Administration has not treated
the period of treatment fully as special disability leave
and treated the first 4 months with full pay and further
20 months with the HPL and thereafter leave
admissible to the official. Resultantly the recovery to
the tune of Rs. 95000/- towards half pay leave is being
faced by the official.
Since the disabilities caused by bomb blast
during the course of discharge of duties, it amounts to
disability caused by terrorist activities. Hence, all the
special concessions on monetary benefits available
for Government servants affected by terrorist activities
may be extended to this official. The recovery of
overpayment of leave salary may be ordered to be kept
in abeyance and considering the plight of the victim of
bomb blast, such recovery may be waived and
condoned.
Besides he may be directed to appear before
specialist for further recommendations of treatment
on the rest, the entire period of which may be condoned
as a special dispensation.
27. Allowing to appear in the Departmental Exam
like IPOs - case of physically handicapped
officials
The Directorate has clarified vide its letter No.
7-8/04-SPB dated 28-07-2005 that physically
handicapped officials should not be allowed to appear
in the IPO Examination as they are unable to perform
the physically demanding nature of work.
This is unfortunate and total injustice to the
physically handicapped officials who fulfil all the
required qualifications, skills etc. and could perform
the duties efficiently and effectively. There are many
jobs in IPO cadre which did not require any outdoor
duties. Even in the case of physically handicapped
officials, they could also do the outdoor duties with
the vehicle, advance equipments or with the
assistance.
Their disability should not be construed or taken
as a ruse to deny their justified right to appear in the
examination which is against to the canon of natural
justice.
It is, therefore, requested to reconsider the
decision and allow all physically handicapped officials
to appear in the exam under relaxed terms or at least
fix some reservation of the posts of IPOs which do not
require any outdoor duties like circle, regional offices.
28. Disposal of Advances obtained under out of
account then and there
Now a days post offices (SOs or HOs) are
keeping sizeable amount of advance as part of their
balance as pending bills. These bills are kept for
months together. Sometimes years together for want
of sanction. No proper checks are made from time to
time to regularise the advances. In few cases, even
Divisional Heads have also taken advances without
submitting the bills in time, thereby utilising the money
without being properly accounted for. As there is a
possibility for misappropriation and fraud, a check
should be prescribed with time frame to clear the
amount when expenditure is actually incurred. This
will go a long way to save the department from
temporarily misappropriation. Staff side demands
immediate scrutiny of all the pending bills in the post
offices and speed liquidation. Similarly there should
not be any pending bill in the post office without prior
sanction.
29. Non posting of ladies staff where basic
amenities are not available

Percentage of ladies staff working in post offices
/ RMS offices is more than 30%. It is a fact that
number of post offices / RMS offices are not having all
the basic amenities. The women staff have their own
problems and it is extremely difficult for them to work
in such places which are lacking basic amenities. In
order to ensure proper facilities to lady members of
the staff, the staff side demands for issue of strict
instructions to concerned officers not to post women
employees to such offices.
30. Representation of department in the cases
filed in Consumer Forum and other courts
It has been observed that the cases filed on the
consumer forums and other courts against our
department are not pleaded properly before court by
engaging a lawyer on our behalf. The Government
pleader is not appraised properly regarding intricacies
of departmental rules, procedures and legal
responsibility of postal department. It is fact that most
of the cases are attended by the PRI (P)s, Postal
Assistants or Mail Overseers, who are not trained.
These court verdicts are always going against our
department and our innocent staff become the victims.
The staff side therefore, demands that the lawyers
appointed by the department should be adequately
briefed to represent the cases by our officers not below
the rank of ASP and they should personally attend
the court cases.
31. Fixed Conveyance Allowance to Marketing
Executives & System Administrators / Managers
The nature of duties of Marketing Executives /
System Managers has no fixed working hours and
they have to travel miles together to complete their
assignments. In metro cities, the amount spent by
them to cover vast areas by vehicles exceeds their
capacity.
Taking into account of these, and
indispensability of their services, a fixed sum of Rs.
1000/- p.m. may be paid as Conveyance Allowance.
32. Refund of fee for appearing AMFI (Association
of Mutual Fund Industry) Exam to all candidates
According to the Directorate instructions
referred above, the officials who are appearing the AMFItest have to pay the fees of Rs. 500/- in the form of DDand the said amount my be waived and refunded onlyto the successful candidates.
This is arbitrary and unjust. The training ispertaining for the services of Unit Trust of India. Inmost of the divisions, the officials are compelled towrite the test in order to promote the UTI business.As such the denial of refund of exam fee is unjust
and unfair.
It is most pertinent to mention that the officials
come out successful are not being paid with any higher
pay scale or with any extra remuneration. This is
nothing but to promote the business skill of the officials.
As such, the entire amount spent by the employees
for examination be borne by the department either on
own or collecting from UTI etc.
It is, therefore, requested to cause revised
instructions granting refund of exam fee to all those
appeared in the examination duly borne the
expenditure by the department itself under BD head.
33. Preparation of HVMO lists at posts office and
RMS offices - Revision of value
A kind reference is invited to this union letter
No. P/2-15/TN Cle dated 03-11-2006 & 01-02-2007.
After the State Government, Tamil Nadu had enhanced
the old age pension value from Rs. 200/- to Rs. 400/-
, the preparation of HVMO lists over lakhs of money
orders become inevitable.
In the existing shortage of staff, it is more
difficult to prepare HVMO list for the money orders
beyond Rs. 400/- since almost all the money orders
exceed the value of Rs. 400/-.
It is, therefore, requested to enhance the value
of HVMO at least from Rs. 400/- to Rs. 1000/-.
34. Non payment of MIS incentive bills at
Dharmnagar - case of North East Circle
it is constrained to note that the Chief
Postmaster General, North East Circle in his letter
No. WLF/1/AIPEU/03 dated 23-01-2007 informed the
circle union that the MIS incentive could not be paid
to the officials after the computerisation of work and
incentive required to complete a transaction in
computer cannot be equalised with the rate of incentive
prescribed for manual work.
This is quite arbitrary or unjust. Whatever be
the workload, the Postal Assistant deployed at the
counter could get the maximum of Rs. 500/- per
counter per month as MIS incentive which in fact earns
within two or three days in each month. In fact the
incentive is nothing but a solace and not full
compensation for the appreciation of good service
amidst unbearable work brunt. When the incentive is
in existence as per the Directorate orders, the denial
of the same by citing computerisation is unjust and
against the rules on the subject.
It is, therefore, requested to cause necessary
instructions to the Circle Administration to effect
payment of incentive immediately.
35. Arbitrary recovery of Transport Allowance
based on ICIR objection - case of Faridabad,

Ghaziabad etc.
The Internal Audit of UP Circle has raised
objection and directed to draw the Transport Allowance
at the rate of C class city to the officials working in
Ghaziabad, Faridabad etc. and also ordered to recover
the excess drawn from 1997 onwards.
It is crystal clear that the officials working in
Ghaziabad, Faridabad, Gurgaon etc. are entitled for
transport allowance at Delhi rates as per the provisions
contained in the Ministry of Finance Memo NO. 21
(1)/97/E.II (B) dated 03-10-97. As such the objection
is arbitrary and unwarranted.
It is, therefore, requested to cause instructions
to rescind the objection and ensure continuous drawal
of Transport Allowance to the officials working at these
stations as per the rate entitled for Delhi.
36. Introduction of various services. Non providing
adequate manpower or grant incentive /
honorarium - reg.
Despite the fact that various new services were
introduced under Bill Post, Direct Post etc., and also
could not provide adequate manpower, the officials
ordered to carry out the new works have not been paid
with any incentive / honorarium at least.
To cite an example, the Chief Postmaster
General, Chhatisgarh, Uttarakhand Circles has
ordered to accept the Electricity Bills across the
counters at the post offices resulting unbearable work
in all the post offices. Similarly, the sale of TNPC
applications in Tamil Nadu Circle is so laborious and
the counter Postal Assistants are making good of
the loss they sustained at counters during the sales
due to mile long queues. No honorarium / incentive
has been granted so far. Similar is the case of
Western Union Money Transfer, etc. This causes a
concern.
It is, therefore, requested to cause instructions
to all the Circle Heads to fix incentive / honorarium to
the staff as and when they intend to introduce new
services at the post offices till the problem of shortage
of staff is mitigated.
37. Duplication of work in branches after their
computerisation - reg.
Even after the computerisation of various
branches, the officials are instructed to do the same
work both in computers and also in manual.
The maintenance of TCB, Long Book for SB /
MIS transactions etc. are the glaring examples. The
duplication of work in the computerised offices is
unwarranted. Otherwise the purpose of computers
will be defeated.
It is, therefore, requested to cause instructions
to all that there should be no need for duplication of
work in computerised offices and the practice should
be dispensed forthwith.
38. Irregular order for recovery from the pay of
the officials due to non correction of revised
maturity value on the body of NSC (VIII issue) -
case of Bhubaneswar Division, Orissa Circle - reg.
The Directorate, vide its letter No. 8-10/06-PG
dated 20-12-2006 directed the Chief Postmaster
General, Orissa Circle for effecting recovery from the
pay of the official only for non correction of the revised
maturity value on the body of NSC (VIII issue) issued
at Utkal University MDG on 08-01-2000. The decision
is arbitrary and against to the interest of the
department and staff.
In para 3 of the purchase application of NSC
(NC-71) the investor clearly undertakes, "I/we hereby
undertake to abide by National Savings Certificate (VIII
issue) Rules 1989" and as it is aware, since these
rules are being amended from time to time through
Gazette notifications, the investor is supposed to know
the changes brought in this regard from time to time.
Non impression of a rubber stamp or non
correction of the revised maturity value on the body of
the NSC at the time of sale, inadvertently done if any,
is just only a clerical mistake which may be rectified
according to Rule 27 of NSC (VIII issue) Rule 1989.
In the instant case, the plea of the investor
to receive the maturity value at the pre-revised rate
is highly unjustified and irregular and this could
have been denied by the department. Since the
maturity value has already been revised, there
should be no claim to the investor but for this small
petty mistake. Unfortunately, the investor has been
favoured with an arbitrary decision by issuing a
recovery order from the official. This causes a
concern.
It is most interesting to note that in the same
letter regarding its observation of insufficiently paid
articles, it caused orders to refund the unpaid
amount collected for the violation of 'do not write
or print below this line'. It is not understand as to
why there will be a refund of the amount already
realised. Otherwise this condition can be deleted
in the volumes for taxation of such items.
It is requested to review the cases once
again and cause orders not to set bad precedents
to the customers to claim unjustified amounts for
the minor clerical errors which would occur under
the pressure of work and the existence of shortage
of staff often.

39. Revision of FSC
The Fixed Stationery Charges fixed to office /
officials does not commensurate with the expenses
being incurred for the purpose due to spiral increase
of commodities & inflation.
The present amount does not meet the 1/3rd
requirements and the incharges are incurring expenses
at their own cost.
It is requested to consider the same and revise
the FSC with retrospective effect.
40. Arrangement of Broad Band connection in all
computerised offices
The problem of internal connectivity through
modem is at rise and in many occasions, the data
could not be sent to the site. Further due to slow
functioning of modem, the transfer of data takes more
time.
It is requested to provide Broad Band
connection to all computerised offices.
41. Enhancement of Grant of Recreation club
The grant from the welfare fund for promotion /
functioning of Postal Recreation Club was fixed
decades ago. Similarly the grant for excursion trips
with mileage restrictions requires relaxation.
It is requested to consider the same.
42. Upward revision of Conveyance Allowance to
PRI (P)
Consequent upon the increase in oil prices, there
is every justification to revise upwardly the quantum of
conveyance allowance. It will also be proper to
segregate some of the works of PRI (P) relating to
marketing activities, verification of papers beyond 8
kms etc. and to bring them under TA / DA rules so
that they will be compensated properly.
43. Request for discontinuance the practice of
obtaining fidelity / security bond from the
employees handling cash
The 5th CPC in its report vide para 62-13
recommended to discontinue the practice of
obtaining fidelity / security bond from employees.
In the present stage of handling huge cash, obtaining
fidelity bond for Rs. 3000/- to Rs. 5000/- does not
serve any purpose. A lot of manpower is being
wasted in Accounts branch in maintaining these
records. Similar is the position of inspecting offices
also. Only in rare and exceptional cases, the
guarantee money is received. The employees are
unnecessarily crediting premium every year to the
loopholes to obtain fidelity bond.
It is requested to consider and discontinue the
practice of security bonds which has no longer serving
any purpose.
44. Introduction of new system of bag number in
Mail system
Pleaser refer this union letter No. P/4-5/Mails
dated 01-02-2007 which is exhaustive and exclusive
on this subject.
Under the existing shortage of staff in Post
Offices and mail branches are being managed only
with the cooperation of Group D & GDS staff , it is not
possible to maintain the new system. The age old
practice of due mail and sorting list be reintroduced
once again in order to mitigate the hardships narrated
in our letter cited in para supra.
45. Grant of Notional Promotion for unfilled up
vacancies earmarked under 2/3rd quota from 20-
02-2006
It is requested to consider that unfilled up 2/3rd
vacancies in LSG earmarked from 2002 to 2006 may
also be filled up along with 1/3rd vacancies among the
senior officials on notional basis which will facilitate to
have more number of eligible LSG officials to avail
HSG.II promotion without resorting for exemption and
seniors will be benefited.
46. Unbearable work brunt due to NREGS scheme
introduced in AP circle -- Fixing higher rate of
incentive and grant of OTA to wipe out arrears
Please refer this union letter No. P/2-1/AP dated
06-07-2007. More than 35 lakhs SB Accounts were
opened in AP circle under NREGS scheme. There is
lot of arrears. No passbook was issued to depositor.
The honorarium now granted to the staff as if
applicable for special drive on SB Account which is
very meagre. The ceiling of Rs. 250/- has also been
imposed for the honorarium.
It is requested to grant higher incentive without
ceiling besides granting eligible OTA for the
performance of such arduous work and ceiling arrears.
47. Non grant of Special Allowance to unqualified
Accountants - request orders
When TBOP / BCR Postal Assistants are ordered to
officiate as Accountants in HPOs, in the absence of
qualified hands, the due special allowance has not
been drawn and paid since the DDOs are considering
TBOP as LSG. This is incorrect. Necessary
clarifications may please be issued.

l Department Time Bound Promotion
Schemes - Declining of Promotion - reg.
It has been brought into the notice of this
Directorate that officials after getting higher pay scales
under TBOP/BCR scheme are declining regular
promotion when they are posted against the
supervisory posts as per their seniority. As a result
supervisory posts remain vacant thus adversely
affecting the functioning of the opertive offices.
2. The matter has been examined in this Directorate
and it is clarified that if an official declines regular
promotion after getting higher pay scale under TBOP/
BCR promotion schemes, his/her placement in higher
pay scale under BCR Scheme/regular promotion be

lllll Divisionalisation of PLI/RPLI ?
You are aware that the Department of Posts
had entered in a Memorandum of Understanding (MoU)
with the National Infomatic Centre for the Development
& Maintenance of National Data Centre (NDC) and
interconnectivity between various Head Post Offices,
Circle/Divisional Offices etc. Now NIC is also
developing a software for Migration of PLI/RPLI Data
Base which are presently being maintained at the Circle
Offices in Oracle 6/ Oracle 7 to be transferred on
Orcale 10g Operating System in the National Data
Centre. The software will be put on test check in
August, 2007 and the first three Circles which have
been selected for test checking are APS, A.P. Circle
& U.P. Circle. All other Circles will be covered by NIC
in a phased manner by December, 2007. It is therefore,
necessary that Circles should put all out efforts to
update the work relating to Schedule Posting so that
smooth Migration is ensured. KLCs of policies that
had matured/surrendered/lapsed earlier should not be
there in the data base beyond the prescribed period of
observation.
2. This Directorate is also working on the issue of
supplying certain hardwares to the Divisional Offices
to facilitiate acceptance of proposal at the Divisional
level. In PLI, 9 out of 23 Circles have already allotted
Block Nos. to the Divisions. According to this Directorate
order policies are also accepted at Divisional level. In
RPLI all Circles except Assam, North-East, U.P., J&K
and Delhi have allotted Block Nos. to the Divisional and
policies are being accepted at Divisional level. We
propose to send few Nodes and one Lazer Printer to
each Divisional Office in phases to be instaled in LAN,
out of the Plan Fund this year.
3. I shall request you to intimate us requirements of
Nodes for each Division which you must justify with the
number of proposals being accepted at Divisional level.
4. We are also working on developing an interface
between the Meghdoot sortware and the PLI software
so that use of HPOTPS can be phased out and
Schedule on Premium Receipt can directly be captured
from Meghdoot point of sale.
5. Once the phase-I of the project is complete, we
will start working on a proper hyperlink of PLI/RPLI
with the India website and for computerization of
Actuarial work of the DPLI Office, Kolkatta.

The undersigned is directed to refer to this
Department's O.M. No. 31011/2/2006-Estt.(A) dated
24th April, 2006 regrding regularization of journey by
private airlines while availing Leave Travel Concession
(LTC), where it has been inter alia stated that air
journeys by non-entitled officers between places
connected by train may be allowed, provided the
reimbursement of the fare would be restricted to the

Express.
2. In partial modification of the above provision, it
has now been decided that the reimbursement may
also be given at the rates applicable for Rajdhani/
Shatabdi Express trains, provided the Govenment
servant is entitled to it and the headquarter of the
Govenment servant/permissible place of
commencement of journey and the home town/
destination under All India LTC is directly connected
by the above mentioned trains and two stations
between which the air travel has been performed are
connected by Rajdhani/Shatabdi trains. In case the
fare paid for the air ticket on LTC is less than the fare
being charged for Rajdhani/Shatabdi type trains, the
reimbursement would be limited to the actual
expenditure. All pending cases may be settled
accordingly in terms of this order. However, past cases
already settled will not be re-opened.
3. The above order will be applicable with effect from
the date of issue of this Office Memorandum.
4. In their application to the staff serving in the Indian
Audiut and Accounts Department, these order issue
after consultation with the Computeroller and Auditor
General of India.
5. This issues in consultation with Ministry of

One of the major reasons for delay in holdingDPCs in the Directorate is that the ACRs are invariablyno complete in some Circles with the result that eventhose who have submitted their CRs and can bepromoted are unable to get promotion, especially ifthe case has to go to ACC. A major reason for delay
in holding DPCs is actually deliberate act on the partof some officers or sheer negligence with the resultthat the CRs are never submitted before a person
demits his office. In order to ensure that all DPCs ofGroup 'A'. 'B' and 'C' can be held by the CompetentAuthority on the prescribed schedule, it has beendecided that whenever an officer is due for transfer orwhatever may be the reason, he should be relievedtwo days in advance so that he can write all the pendingCRs within these two days. In other words, two daysshould be allowed for writing all CRs and the meaningof this is that the officer should be divested of all workfor two days to enable him to complete all the CRs.This will not lead to any increase in joining timebecause period will be treated as duty for all purposes.
The practice of writing CRs after demitting office andafter joining the new assignment may be discontinuedbecause it invariably leads to delay in completion ofCRs. Whenever any officer still does not give the CRon time, then adverse remarks may be made in hisConfidential Report to the effect that the officerconcerned did not submit his self-appraisal in time. Inpractice, ordering transfers with immediate effect maybe discontinued unless the Circle Office is on fire --this will ensure in the long run CRs are available intime. It has also been observed that in some Circles,factual errors are not corrected before sending the
case for consideration of the DPC and even non-grantof Vigilance Clearance is an important reason for delay.2. Similarly, when an officer is on long leave, he shouldbe allowed to proceed on long leave only when theCRs which are due to be written at the end of thefinancial year or otherwise are completed.3. The officers who are deputed for any long term

training abroad or within India, should be required to
submit the CRs and their deputation order may bewithheld till CRs are completed.4. Under ideal circumstances, the promotion shouldbe given to an officer on the date he is due to getpromoted but there are invariable factors which delaythe process and many persons suffer in default for nofault of their with the result that their pensionery benefitsare also affected because the concerned officer isunable to complete 10 months in the last pay beingdrawn by him or her.5. Similarly, no officer should be relieved for going onCentral Deputation till he submits all CRs due to be
written by him.6. These orders apply to all officers of the level of HAGand below but it is hoped that similar action will betaken at the level of Member.7. The above action may result in some delay inrelieving the concerned officer when he or she istransferred but a delay of two days will not affect thewhole system and in fact will allow DPCs to be held atthe prescribed date.DG(P) No. 1-13/2007-SPG Dated : 20-04-2007
Imposition of penalty of reduction to a
lower time-scale of pay, grade, post or service.Attention of the Ministries/Departments is
invited to the provisions of Rule 11 of the Central CivilServices (Classification, Control and Appeal) Rules,1965, Clause (vi) thereof provides for the impositionon a Government servant of a penalty of reduction tolower time-scale of pay, grade, post or service whichshall ordinarily be a bar to the promotion of theGovernment servant to the time-scale of pay, grade,post or service from which he was reduced, with orwithout further directions regarding conditions ofrestoration to the grade or post or service from which
the Government servant was reduced, and his seniorityand pay on such restoration to that grade, post orservice.2. The Staff Side of the National Council (JCM)has made a request that the penalty of reduction tolower time-scale of pay in the said Clause (vi) shouldnot be imposed on the Charged Officer on a permanentbasis on the ground that it is harsh and does not allowthe employee to be promoted to the next grade even ifhe improves his working and the Competent Authoritylater finds him fit for promotion. The Staff Side hassuggested that the penalty in question should be for a
specified time-period with clear directions regardingrestoration to the higher grade.3. The existing rule position is that, the impositionof the penalty of reduction to a lower grade, post orservice is normally a bar to the promotion to a higher
grade, post or service (from which he was reduced)unless the conditions of restoration are specified. It isopen to the Disciplinary Authority to prescribe theconditions of restoration to the higher grade in deservingcases.4. The minor penalties and major penalties in Rule11 of the CCS (CCA) Rules, 1965 have been graded inorder of the severity to be awarded to a chargedGovernment servant in proportion to the gravity ofmisconduct/negligence which has given rise to thecharge-sheet. While the major penalties of compulsory
retirement, removal from service and dismissa' fromservice have been included as Clauses (vii). (viii) and(ix) of the said Rule 11, the penalty of reduction to alower time scale of pay, grade, post or service hasbeen incorporated therein as Clauses (vi). This clausesalso provided that while imposing this penalty, theDisciplinary Authority or the Appellate / RevisionAuthority is also required to indicate in the penaltyorder whether or not individual charged Governmentservant would be eligible for restoration to the grade/post or service from which he was reduced and hisseniority and pay on such restoration and the
conditions for such restoration. It will, therefore, beseen that the penalty has been provided to be awardedto an individual who may not be sent out of Governmentservice (through dismissal/removal, etc.) but whoneeds to be given a very severe penalty in view of thegravity of his misconduct.5. Attention in this connection is also invited tothe Government of India, M.H.A. O.M. No. 9/13/92-Estt. (D), dated 10-10-1962 and No. 9/30/63-Estt. (D),dated 7-2-1964 (copies enclosed) which stipulates thatan order imposing the penalty of reduction to a lowerservice, grade or post or to a lower time-scale should
invariably specify the period of reduction unless theclear intention is that, the reduction should bepermanent or for an indefinite period. These instructionsalso indicate the manner in which the order should beframed when the reduction is for specified period orindefinite period. In case the intention on permanentbasis, the same may be specifically stated in the orderso that the intention is conveyed to the Governmentservant in unambiguous terms and he is afforded fullopportunity for submission of his appeal as providedin the rules.6. Ministries/Departments are requested to please
bring the above to the notice of all concerned forinformation and necessary action.G.I., M.H.A., O.M.No. 9/13/92-Estt. (D), dated 10-10-1962Subject : Fixation of Seniority of a Government servantreverted to a Lower post/grade/service for a specifiedperiod as a measure of penalty and subsequently

of punishment.The undersigned is directed to invite a reference
to Clause (iv) of Rule 13 of the Central Civil Services(Classification, Control and Appeal) Rules, 1957, whichprovides for the imposition of a penalty of:-
(i) Reduction to a lower stage in a time-scale or;
(ii) Reduction to a lower service, grade orpost, or to a lower time-scale.
FR 29(1) provides that if a Government servantis reduced as a measure of penalty to a lower stage inhis time-scale, the authority ordering such reduction
shall state the period for which it shall be effective andwhether on restoration, the period of reduction shalloperate to postpone his future increments and if so towhat extent. In such cases, the seniority of the personconcerned remains unaffected.
FR 29(2) regulates the pay of a Governmentservant reduced to a lower service, grade or post or toa lower time-scale. The scope of this rule has beenclarified by the Ministry of Finance in their OfficeMemorandum No. F. 2(47) E.III/60, dated the 16thAugust, 1960 and F.2(18)-E.III/61, dated the 17th May,1961.
2. Certain doubts have, however, arisenregarding the consequence of an order of reduction toa lower service, grade or post or to a lower time-scaleand it has also been found that there has been nouniformity in determining the consequence of suchreduction. Where such an order is passed, twoquestions often arise for consideration, namely:-
(i) when should the Government servant sopunished be considered eligible for re promotion; and
(ii) how should the seniority of such aGovernment servant be determined on repromotion?3. The order imposing the penalty of reduction to
a lower service, grade or post or to a lower time-scalemay or may not specify the period of reduction. Wherethe order does not specify the period of reduction andthere is coupled with it an order declaring theGovernment servant permanently unfit for promotion,the question of repromotion will, obviously not arise.In other cases where the period of reduction is notspecified, the Government servant should be deemedto the reduced for an indefinite period, i.e., till suchdate as, on the basis of his performance subsequentto the order of reduction he may be considered fit forpromotion. On repromotion, the seniority of such a
Government servant should be determined by the dateof repromotion. In all such cases, the person loseshis original seniority in the higher service, grade orpost in entirety. On repromotion, the seniority of sucha Government servant should be determined by the
date of repromotion without regard to the servicerendered by him in such service, grade or post prior tohis reduction.4. The more common course is to specify the
period of reduction and except when it intended todebar a Government servant from promotionpermanently, it is the preferable course. The late HomeDepartment Letter No. 9/41-Ests. dated the 18thMarch, 1941 (copy enclosed), amongst other thingsprescribed that :-
(i) While reduction of seniority as anindependent penalty not provided for in therule cannot be imposed as such, the lossof seniority as a result of an order ofreduction to a lower post or time-scale,being inherent in the order of reduction
cannot be avoided.(ii) The seniority on repromotion of an officer
reduced to a lower post or time-scaleshould be determined by the date of suchrepromotion. He should not be restored tohis original position unless this isspecifically laid down at the time the orderif punishment is passed or revised onappeal.
The above instructions require that a Governmentservant reduced for a specified period, should not, onrepromotion, be restored to his original position in the
order of seniority even if permanent forfeiture of senioritywas not provided for in the original order. The questionof the propriety and fairness of such enlargement ofthe penalty, originally imposed, has been consideredin all its aspects in consultation with the Ministry ofLaw and Finance and it has been decided that, infuture, an order imposing the penalty of reduction to alower service grade or post or to a lower time-scaleshould invariably specify—
(i) the period of reduction, unless the clearintention is that, the reduction should bepermanent or for an indefinite period;
(ii) where the period of reduction is specified,whether on the expiry of the period theGovernment servant is to be promotedautomatically to the post from which hewas reduced; and
(iii) whether on such repromotion, theGovernment servant will regain his originalseniority in the higher service, grade orpost of higher time-scale which had beenassigned to him prior to the imposition ofthe penalty.
In case where the reduction is for a specifiedperiod and is not to operate to postpone futureincrement, the seniority of the Government servant

may, unless the terms of the order of punishmentprovide otherwise, be fixed in the higher service, gradeor post or the higher time-scale at what it would havebeen but for his reduction.
Where the reduction is for a specified period andis to operate to postpone future increments, theseniority of the Government servant on repromotionmay, unless the terms of the order of punishmentprovide otherwise, be fixed by giving credit for the periodof service rendered by him in higher service, grade orpost or higher time-scale.5. In cases where an order of punishment passed
prior to the issue of these instructions does notspecifically cover the points referred to in Para 4, theGovernment servant on whom the penalty of reductionfor a specified period is imposed, will on completion ofsuch period be promoted automatically and hisseniority will be determined as follows :-
(a) If the period of reduction is to operate topostpone future increments, the seniorityof the Government servant should bedetermined on repromotion, by giving creditfor the period of service rendered by himin the higher grade, etc., prior to his
reduction.(b) if the period of reduction does not operate
to postpone future increments, theGovernment servant on repromotion willregain his seniority as it existed beforehis reduction.
6. These instructions supersede the instructioncontained in the Home Department's Letter No. 9/41-Ests. dated the 18th March, 1941 and will have effectfrom the date on which the Central Civil Services(Classification Control and Appal) Rules, 1957 wereissued, i.e., 28th February, 1957.7. It is requested that these instructions may also
be brought to the notice of the attached andsubordinate offices under the Ministry of Finance, etc.8. In so far as the persons serving in the Audit andAccounts Department are concerned, these ordershave been issued after consultation with theComptroller and Auditor-General.

Subject : Fixation of seniority of a Governmentservant reverted to a lower post / grade / servicefor a specified period as a measure of penaltyand subsequently repromoted to a higher posts/
grade/service after the expiry of the period ofpunishment.
The undersigned is directed to refer to thisMinistry's Office Memorandum No. 9/13/62-Estt. (D),dated the 10th October, 1961 on the subject noted
above and to say that in the second part of Paragraph
4 of that Office Memorandum, it has been stated thatthe competent authority at the time of imposing apenalty of reduction to a lower service, grade or postor to a lower time-scale should invariably specify theperiod of reduction and where the period of reductionis specified, whether on the expiry of the period theGovernment servants is to be promoted automaticallyto the post from which he was reduced. This impliesthat where the order of reduction is for a specifiedperiod, repromotion is not automatic but that suchrepromotion as to be specified in the order ofpunishment. In other words, this means that where
the period of reduction has been specified, repromotioncan be subject to certain conditions prescribed by thecompetent authority.
The question whether any condition can beimposed for repromotion when the penalty of reductionis for a specified period or whether repromotion afterthe period of reduction is automatic in such caseswas considered in consultation with the Ministry ofLaw. It has been held that if the punishment orderdirects reduction for a period but imposes a furthercondition that the person concerned shall not berestored to the higher service, grade or post until he is
found fit for restoration or subject to any other similarconditions, such a condition would be beyond thescope of the rules and invalid. Therefore, where theperiod of reduction has been specified, the Governmentservant should, on the expiry of the period, berepromoted or restored to his original positionautomatically. Accordingly, Item (ii) of the second partof Para. 4 of this Ministry's Office Memorandum, datedthe 10th October, 1962, should be deleted and theexisting Item (iii) renumbered as Item (ii).
3. If the order of reduction is intended for anindefinite period, the order should be framed as follows:-
"A is reduced to the lower post/grade/service ofX until he is found fit by the competent authority to berestored to the higher post/grade/service of Y".
In case where it is intended that the fitness ofthe Government servant for repromotion or restorationto his original position will be considered only after aspecified period, the order should be made in thefollowing form:-
"A is reduced to the lower post/grade/service ofX until he is found fit, after a period of ....... years fromthe date of this order, to be restored to the higher postof Y".
4. In so far as the persons serving in the IndianAudit and Accounts Department are concerned, theseorders are issued after consultation with theComptroller and Auditor-General of India.

Corporates under-Assessed to Tax: CAG
Some of the country's top corporate houses and
banks such as Reliance Industries Ltd. (RIL), Tata
Motors, Coca-Cola and Bank of Baroda were under-
assessed by tax authorities, leading to lower realisation
of taxes by over Rs. 1,054 crore, according to the latest
report of the Comptroller and Auditor General of India
(CAG) for the year ended March 2006. Reliance
Industries was under-assessed in terms of its income,
leading to a lower tax collection of Rs. 376.17 crore for
the assessment year 2002-03, says the report. In the
case of Tata Motors, an error in computation of its
income and tax resulted in a short levy of tax by Rs.
261.13 crore. Likewise, under-assessed in the case of
GTL (Rs. 104.84 crore), Tata Steel (Rs. 69.64 crore),
Jindal Steel (Rs. 19.90 crore) and Bank of Baroda (Rs.
189.19 crore) came to light during audit.

The Centre on Saturday decided to amend the
Payment of Bonus Act to raise the eligibility ceiling
and increase coverage area in view of the broad
consensus reached among the trade unions,
employers and Government representatives.
"We will bring a Bill to amend the payment of
Bonus Act, 1965 before Parliament as early as
possible," Labour Minister Oscar Fernandes said
while briefing newspersons about the deliberations of
the 41st Indian Labour Conference here.
The bonus calculation ceiling, as recommended
by the second National Commission on Labour (NCL),
will be increased from Rs. 2,500 per month to Rs.
3,500 per month following a consensus on the issue.
Further, the bonus eligibility ceiling is expected
to be increased from Rs. 3,500 per month to Rs.
10,000/-, the employers' representatives, after initially
Bill to Raise Bonus Ceilingobjecting to the proposal, left the final decision to the
minister.
While the Government as well as trade unions
wanted the bonus eligibility ceiling to be increased to
Rs. 10,000, the employers' representatives suggested
that it should be fixed at Rs. 7,500 per month as
recommended by the NCL.
Although the proposed amendment to the Act
will not come into force with retrospective effect, it will
cover contract workers engaged in building
constructions, Fernandes said.
Replying to questions on increasing EFP
interest rates, he said the Government would call a
meeting of the EPFO Board before the May, 15, to
discuss the issue.

TTTTT Federation Recognition: A court case wasfiled by ED Circle Union, Rajasthan Circle at JodhpurCourt praying orders not to grant recognition toFederation without ED Union. Due to this, accordingrecognition to Federation is being delayed.

Kindly refer to your cited above letter addressed
to the Secretary Department of posts and copy to
C.H.Q. office bearers/Circle Secretaries on road map
of India Post - measures for optimum utilization of
manpower. First of all we appreciate your action to
protest against the moves of the department to
dismantle the existing structure. In the name of
measurers for the optimum utilization of manpower, it
appears that without taking into consideration the
serious repercussion, the department is thinking to
deduce and to show some savings of expenditure this
or that way.
We well remember that up to 7th decide of the
twentieth century the administration of Postal as well
as present Telecom. Department was run/managed
by one D.P.T. (Director Posts and Telephone) in each
circle since then to till date a good number of postal
officers came into existance. On the other hand in
postal department more then fifty thousand
departmental posts have been reduced by way of
abolition of posts. If time is any need for optimum
utilization of manpower then it is only in administrative
cadres and not in operative side. Therefore we suggest
that all the Regional Offices may be abolished and
the staff attached in these offices may be deverted in
operative side. This will give a good saving to the
govenment and it will request in optimum utilization of
manpower.
As regards merger of H.S.G.-I and H.S.G.-II
posts, the proposal has been aimed to reduce the
chances of promotional avenues to Grroup-C
employee. We should defy such proposals with our
full force.

LET'S BE REUNITEDWhen Maharishi Vyas completed the Eighteen
Mahapurans comprising of one lac chants, the
common man could not follow exectly what he
intended understanding of the common man :
"ASTADASA PURANESU VYASASYA BACHAN
DOYAM PAROPAKARAYA SORGAYA, NARKAYA
PAROPIDANAM." Thus, if we clearly understanding
the meaning and importance of these two thing.-
PAROPKARAYA SORGAYA and NARKAYA
PARAPIDANAM, we need not have to go through the
Eighteen Mahapuranas. Similarly, we need not have
to digest the entire SRIMAD BHAGWAT GITA, but
just to understand the first and last word of it. What is
the first word?-"DHARMAKHETRE KURUKHETRE
SAMABETAH YUJUSTUVAH, MAAMAKAAH
PANDAVAASCHAIBA KIMKURBATA SANJAY". So
the first word is Dharma. What is the last word
then?""JATRA JOGESWARAH KRISJNO JATRA
PARTHO DHANURDHARAH, TATRA SRIFVIJAYO
VUTIRDIRUBA NITIRMATIRMAMA". So the last word
of Gita is Mama. Thus, " Dharmam Mama" means we
have just to realize our Dharma and the entire Gita is
finished. What is Dharma? It has a very broader
concerpt. It is not readig Gita, Bible, Quran. etc. but
discharging one's duties and responsibilities accordig
to his capability with sincerly and honestly which has
been categorically with sincerity and honesilty which
has been categorically emphasized in the
"KARMAYOG" of the holly Srimad Bhagwat Gita and
many other holly books of different religions. The duties
and resposibilities as a true human being - as a union
member, as a employee, as a father/mother, as a son/
daughter and above all as a responsible citizen.
Being in a service union, our Dharma is nothing
but to serve and to unite. So to have clear understading
of the entire union, the very concepts of Service and
Union are to be united to serve. Service is the motto of
the union. Only two words and two aspects. The theory
is very simple. But it is highly regretted that we are
being divided and divided and divided. While reviewing
the glorious journey of the NFPE, it is regretted that
the Divide and Rule policy of the British Govt. still
prevails even After 59 years of Indin independence.
They very idology of Com Dada Ghosh, "One union,
One Industry" is gradually losing its importance. After
bifurcation of NFPTE to NFPE and NFTE, the chapter
was not closed even with creation of other two sister

federation in the name of National and Bharatiya. Apart
from these wings, different associations according to
cadres viz. Officers, ASPOs & Inspectors,
Stenographers, Postal Accounts Employees, Postal
Administrative Employees, SBCO Employees have
been recognised by the Govt. And now, the proposed
"INDIN POSTAL SUPERVISORY OFFICERS & DDOs
ASSOCIATION (LSG, HSG-II & HSG-I)" is certainly
going to jeopardize the unity of the postal mployees
in general and that of the Group-C in particular since
the rconomic, political and moral role differ greatly from
union to union on the concept of responsibility unionsm
and thus weaken the capability of effective collective
bargaining. The oldest, strongest and laregest
Federation i.e. NFPTE alias NFPE is now being pored
with mushroom growth of unions and associations
perpetuating inter and intra union rivalry affectig its
strength, security and its leadership on one side and
reducig the average strenght of membership eroding
the financial viability o the other. We can not disobey
the fact the even the smallest hole keeps every
capability to demolish the strongest dam.
So when we have to serve united and we have to
be united to serve, it is required to think in positive
affirrmation with cultivation of personal life which
depends on rectification of the mind. Being affected
by wrath, fear, fondness or worries and anxieties to
any extent and beholden to personal desires with
complete attachment to individual interest, we fail to
serve whole heartedly. The faver of power and portfolio
creates intentional fifts in the union. We have to learn
a lot how unity and uniosm could destroy italian
fascism, German Nazism, Japanese Militarism and
European Imperialism. We have to analyze as to why
and how there become an alliance between
democracies of Europe and communist Russia to fight
against Nazi-fascist powers in the interest of the
general human being. The reunion of West and East
Germany in 1990 with demolition of Berlin Wall after
45 years of their historical division arising as an
immediate consequence of World War-II, clearly
justifies the acts of unity and unionsm. Thus, when
such great things could be possible, why can't we
consider it positive, if we can further be reunited from
ED (GDS) to AD in a common platform to satisfy the
very motto - One union, One Industry Because, it is
quite evident that althrough our goal is one we have
hardly fought united irrespective of cadre and wing.
Not only the last General Strike on 14th December,
2006, but many previous strikes and agitational
programmes have also witnessed the absence of other
sister federations and associations and there by
stading in the way of total success.
And perhaps, this is the need of the time and the
situation when the working class in general is being
seriously ill treated by the bureaucracy in the
Department supported with the anti workers policy of
the Government through liberalization, privatization and
globalization. The task may not be so easy in the
begining, but there is no harm in accepting failure,
because failure is as much as a part of life and it gives
the opportunity to being again more intelligently. It does
not matter, how many times we get knocked down,
but how many times we get up. Our greatest glory is
not in never falling but in rising each and every time
we fall. Is someone Listening?

I have gone through all your circulars and I have
conducted, divisional meeting and appraised all the
development to the members. Thanks to the plans
tken in releasing circulars in time. CHQ under your
able leadership has done a lot in 250 days. Specialy
the meeting you had secretary DOP in connection
with Sixth Pay Commision, submitting of oral evidence
etc. is quite healthy development. The organisation
need such activities.

When Maharishi Vyas completed the EighteenMahapuranas comprising of one lac chants, the
