SRIDHARAN Editorial The Expert Committee set up to achieve Excellence in Postal Services, in its final report in 1989 observed that, "The legal monopoly of letters enjoyed by the Indian Post Office is no longer relevant; it is also neither effective nor deterrent. It is high time that it is discarded through a suitable legislative amendment. The postal system must be encouraged to face confidently competition from national and international private couriers. This legal reform will provide the basis for converting the post office into a vibrant dynamic, efficient and viable organisation." Considering the above observation, the Review Committee headed by Shri Gurcharan Singh, Former member, Postal Board in 1994 has suggested that only parcels between 200 grams and 1000 grams should be left for private couriers to carry, that too with the introduction of licensing system. The committee further concedes that "letters weighing above 300 grams are negligible in number. The fact is that typical documents weight 60-80 grams. Almost 96 percent of the total documents carried by private couriers are below 200 grams in weight." The Review Committee has also made an attempt to define "letter" which is in any forms of communication and suggested to amend the section 4 of the Indian Postal Act 1898, retaining the exclusive privilege of receiving, collecting, sending, despatching and delivering all letters within India. Due to protracting the decision in the amendment of Section 4(j) of the Post Office Act 1898 declaring the monopoly and exclusive privilege of receiving, collecting, sending, dispatching and delivering the letters by the India Post, the illegal presence of 2500 national and international courier services have taken away a huge volume of mails over two decades and now the functions of the postal department have swift to business arena. The couriers are concentrating only on metro and bigger towns and take away the metro mails with an aim to leave the Postal Department to serve to the rural villages. The amendment to Postal Act placed in the Parliament has been protracted on one pretext or the other and it is being delayed. We fear that the delay may due to provide some loopholes for continuance of the existence of couriers even in case of handling articles less than 300 grams. The sub clause, now as learnt, provided in the bill that if the cost is exceeding 2 ½ times of the postage stamp value, it will provide private couriers to handle even the articles having less than 300 grams weight. A very dangerous provision and proposition! Anyhow, we should also demand and fight for the restoration of monopoly of handling of mails to the department not only for the existence of the post but also for the improvement in the service condition of the postal employees. We should not allow the traditional postal services be shrunk to the rural villages alone. Let the move in this direction. RESTORE POSTAL MONOPOLY

Editorial

The Expert Committee set up to achieveExcellence in Postal Services, in its final reportin 1989 observed that,

"The legal monopoly of letters enjoyed bythe Indian Post Office is no longer relevant; it isalso neither effective nor deterrent. It is hightime that it is discarded through a suitablelegislative amendment. The postal system mustbe encouraged to face confidently competitionfrom national and international private couriers.This legal reform will provide the basis forconverting the post office into a vibrant dynamic,efficient and viable organisation."

Considering the above observation, theReview Committee headed by Shri GurcharanSingh, Former member, Postal Board in 1994has suggested that only parcels between 200grams and 1000 grams should be left for privatecouriers to carry, that too with the introductionof licensing system.

The committee further concedes that "lettersweighing above 300 grams are negligible innumber. The fact is that typical documentsweight 60-80 grams. Almost 96 percent of thetotal documents carried by private couriers arebelow 200 grams in weight."

GOVERNMENT ORDERSGrant of Child adoiption Leave for 135 days

to the female Govt. servants on adoption of a

child upto one year of age.

The undersigned is directed to refer to this

Department's OM No. 13018/4/89-Estt. (L) dated

25th October, 1989 regarding grant of leave to female

Govt. servant on adoption of a child and to say that

on having considered the justifications given by the

Association of Adoptive Parents (ATMAJA) and the

views of the Ministry of Health & Family Welfare as

well as those of the Department of Women & Child

Development, it has been decided to extend the

benefit of leave for 135 days to the adoptive mothers

with fewer than two surviving children as 'Child

Adoption Leave' on adoption of a child upto one year

of age, on the lines of maternity leave admissible to

natural mothers.

2. During the period of Child Adoption leave, she shall

be paid leave salary equal to the pay drawn

immediately before proceeding on leave.

3. Child Adoption leave may be combined with leave

of any other kind.

4. In continuation of 'Child Adoption leave, the adoptive

mothers may also be granted, if applied for, leave of the

kind due and admissible (including leave not due and

Commuted leave not exceeding 60 (Sixty) days without

production of Medical certificate) for a period upto one

year reduced by the age of the adopted child on the

date of legal adoption without taking into account the

period of Child Adoption leave, subject to the following

conditions.

(i) This facility shall not be admissible to an adoptive

mother already having two surviving children at the time

of adoption.

(ii) The maximum period of one year leave of the

kind due & admissible (including Leave not due and

Commuted leave upto 60 days without production of

Medical certificate) will be reduced by the age of the

child on the date of adoption without taking into

account Child Adoption leave as in following

illustration:

If the age of the adopted child is less than one

month on the date of adoption leave upto one year

may be allowed.

If the age of child is six months and above but

OFFICE MEMORANDUM

Appplicability of CCS (Pension) Rules, 1972

in respect of those appointed prior to 1-04-04

and put on induction training.

The undersigned is directed to say that the

staff side of the National Council (JCM) have

pointed out that the period spent on induction

training by employees after their appointment is

treated as qualifying service for pension. Staff side

of National Council (JCM) has sought clarification

whether such of those employees who were

appointed prior to 1-1-04 and put on induction

training may be treated as convered under the CCS

(Pension) Rules.

2. The request made by staff side of the National

Council (JCM) has been examined and it is clarified

that the employees who were put on induction training

after their appointment prior to 1-1-04 and are paid

salary from that date would be covered under CCS

(Pension) Rules, 1972.

the leave account.

Accounts Departments are concerned, these orders

are being issued after consultation with the C & AG of

India.

7. Relevant rule is being incorporated/amended.

convey approved of the competent authority for the

following :-

(a) to grant Ex-post-facto approval for continued

redeployment of the post of PMG, Sambalpur Region

as General Manager-II (BD & Mktg. Directorate) with

effect from 28-12-2005 till further orders;

(b) the work of PMG, Sambalpur will be looked after

by PMG Behrampur in addition to this normal duties

without any extra remuneration. Therefore, the

statutory powers of PMG, Sambalpur are vested with

PMG Berhampur till further orders.

Fixing contributory negligence/

responsbilities.

I am directed to refer to the subject cited above

and to say that the penalty of recovery under Rule

11(iii) of the CCS (CCA) Rules, 1972 can be imposed

on a Government servant only when it is established

that the Govt. servant is directly responsible for the

act of negligence or breach of orders causing the

financial loss. Rule 106, 107 & 111 of P&T Manual

Vol. III and Govt. India Instructions No. 23 below Rule

11 are relevant in this regard.

2. The guiding principles for imposition of penalty of

recovery as contained in the Government of India

Instructions No. 23 below Rule 11 ibid are reiterated in

the following :

"In the case of loss caused to the Government,

the competent disciplinary authority should correctly

assess in a realistic mannar the contributory

negligence on the part of an officer and while

determining any ommisison or lapses on the part of

an officer, the bearing of such lapses on the loss

considered and the extenuating circumstances in

which the duties were preformed by the offcer, hall be

gien due weight.

The above-mentioned instructions may be kept in

view by the concerned authorities, while deciding caes

relating to imposition of penalty of recovery.

NO. 01/2007), Daed: 12-01-2007.

Grant of honorarium for calculation of interest

in RD premature closure-cases- Regarding.

In continuation of the Directorate's letter No. 50-

2/96-SB dated 25-03-1996 (SB Order No. 6/96), on

the subject mentioned above, I am directed to say

that it has been decided to grant honorarium to the

staff of non-computerized Sub Post Offices engaged

in manual calculation of interest in RD premature

closure cases at the following rate, subject to fulfillment

of other conditions governing the grant of honorarium:

(a) at the rate of Rs. 2.35 per account to the Postal

Assistant; and

(b) at the rate of Rs. 0.45 per account to the

Supervisor.

2. These orders are effective from 01-01-2007.

3. This issues with the concurrence of Integrated

Finance Wing vide they Dy. No. 21/FA/07/CS dated

11-01-2007.

Introduiction of new system of bag number

in Mail System.

Consequent upon reduction of mail volume in the

past, the circulation of bags with nil contents has

increased due to existing system of due bag concept.

This has resulted in increase in dead weight in case

of air mail and unnecessary handling of bags with nil

contents in sections and mail office. In order to over

come this problem it has been decided to introduce

the system of bag number with effect from 1st January,

2007, with following feateurs :-

(i) Under this system each bag closed by any office

say BOs/SOs/Head Offices/Mail Offices/TMOs/CSD/

PSD, Divisional Office/Circle Office/Directorate/any

other administative or operative offices except BO and

Account bags under Postal network will assign bag

number from 1st January, 2007 each year.

(ii) The bag number will be numerical and in

consecutive order starting from 1,2,3... so on and

continue till the end of year. It should be ensured that

number is in Arabic number not in Roman. The Head

Sorter/Postmaster/Suervisor will ensure that all the

bags closed by the office have bag number and no

bag is sent out without bag number. A sample of the

bag label is enclosed.

(iii) The label of the bag will contain all the information

which are presently being mentioned i.e. office of

closing of bag with set, date of closing, destination

besides bag number at top right hand corner.

(iv) In case of D bag/Mail Bag/Insured bags or any

other type of bags where two bags are used each bag

will have separate bag number.

(v) In order to avoid problem of detachment of label in

transit, a replica of the label with bag number, name of

the office with set and date stamp will accompany the

mail inside of each bag. This should be consigned

loose and should not be tied with any bundle. In case

of registered/parcel bag the bag number should be

mentioned on the registered/PL list.

(vi) The bag number will be given on each bag closed

by an office whether it is a due bag or undue bag or

the bags closed by SPC, Business offices. It is

necessary for all type of bags except BO and Account

bags under postal network. No bag should exit the

mail office/stg office without a Bag number. Any

receiving office should retain the label that does not

have bag number and will forward the same to the

controlling officer of the dispatching office for

disciplinary action later on.

(vii) The APM/PM/Head Sorter will be personally

responsible to ensure bag number is given to each

bag closed by the office. The ASRM attached to the

set and ASPO's will also ensure proper follow up of

the system.

(viii) This system will be done manually till it is replaced

by a computerized system.

(ix) In case there is no content for any destination on

any particular day, bag will not be closed on that day

and next bag number will be allotted only when bag is

closed. In case there is a gap in the bag number the

matter should be reported in the DR and action should

be taken as per provisions of rules on the subject as

in case of non receipt of due bag. It is further made

clear that there will no change in due mail and sorting

list that will continue to serve important purpose about

opening and closing of bags. The only difference will

be that in case of no contents, bag will not be closed.

(x) In case of receipt of bag without bag number the

Incharge of the office will report the matter to SRM/

SSRM/SPO/SSPO through EB or ER in the daily

report. The SSRM/SSPO's will report this to his counter

part alongwith the label of the bag received without

bag number. On receipt of the report, disciplinary action

should be taken against the responsible official (say

closer as well as mail supervisor/APM) under the

provision of CCS(CCA) Rules, 1965 and CCS (Conduct)

Rules, 1964.

(xi) Each office that has to close a bag as well as

every ofice that has to receive and open a bag will

maintain information in respect of each bag closed/

received with reference to dispatch number for the

destination/office of closing. Such information may be

prepared by opener and supervisor of registration

branch of the set as well as closer of the set. A

Proforma to be used is enclosed as Annexure-I&II. At

the end of month, total of all types of bags closed and

received shall be sent to DBO/CBO as the case may

be. At the end of month each CBO will send the

information of all type of bags received from all the

circles for confirmation within a fortnight. In case no

confirmation is received it should be presumed that

information is correct in respect of that circle and this

information may be used for bag account purpose. A

copy of monthly statement should also be sent to

ADG(MO) Dak Bhawan alongwith monthly statement

of bag balance.

(xii) Whenever a receiving office notices missing bag

number from a particular dispatching office, an error

(FR/EB) should be sent to the concerned dispatching

office through record office which will check the receipt

of bag through any other source in subsequent set

before forwarding to dispatching office as well as to

the last mail office/post office from which the said bag

was to have been received. In such cases all the

procedure should be followed as prescribed vide clause

144(1)(a) of postal manual volume V read with clause

29(d) in case of non receipt of a due bag.

(xiii)The visiting officer/inspecting officer during the

course of visit/inspection will ensure that instructions

on the subject are being followed by all concerned

and will also provide necessary guidance to the staff.

(xiv)All the circles will examine the instructions and

will send their suggestion, if any, to improve the system

before 30th Nov. 2006.

OFFICE MEMORNADUM

Up-gradation of Jamnagar City as B-2 class

city for the purpose of HRA.

The undersigned is directed to invite attention to

this Ministry's O.M. No. 2(21)/E.II(B)/2004 dated 18-

11-2004 regarding re-classification/Upgradation of

cities on the basis of the population figures of 2001

census for the purpose of HRA/CCA to Central

Government Employees and to say that consequent

upon re-constitution of the area forming part of

Jamnagar Muncipality by addition of certain areas

within the Muncipal limits vide notification dated 14-

02-2006 and 20-07-2006 of the Government of Gujarat,

the population of Jamnagar municipality has increased,

as per 2001 census, qualifying for classification as

'B-2' class city for the purpose of House Rent

Allowance to the Central Government employees.

2. The president is accordingly, pleased to decide

that Jamnagar (MC) shall stand classified as 'B-2' class

for the purpose of grant of HRA to the Central

Government employees posted at Jamnagar (MC).

3. These orders shall be effected from 01-01-2007.

4. These orders will apply to all civilian employees

of the Central Government. The orders will also be

applicable to the civilian employees paid from the

Defence Services Estimates. In regard to Armed

Forces personnel and Railway employees, separate

orders will be issued by the Ministry of Defence and

Ministry of Railways, respectively.

5. In so far as the persons serving in the Indian Audit

and Accounts Department are concerned, these order

issue in consultation with the Comptroller and Auditor

of India.

Introduction of new system of bag number in

mail system.

Ref.: This office memo No. 25-07/2006-D, Dated:

15-11-2006.

Attention is invited to para (xiv) of the above said

memo and in response to the several questions raised

by various circles have been examined and enclosed

clarifications to all the relevant items have been

provided in the appended pages.

There is an apprehension that bag number will

increase documentation work. It is felt that under this

system there will be a certain decrease in the number

of bags closed which are presently being closed even

without contents. In addition to this, it will make track

and trace very simple. All this will result in saving of

resources to be utilized productively in other areas of

work.

It is requested that full information on bag number

is disseminated right up to the lowest field units, if

necessary through meeting/workshops and action

taken to ensure that the new system is made effective

from 1st January, 2007.

Sr. Point on which clarificaiton is called for.

1. Special covers are closed by HOC for DG Post,

New Delhi and for Divisional Heads. It is not

clear whether these covers, which are normally

paper covers would also require numbering, if

so, the manner of doing so.

2. While closing D bag/Mail bag/Insured bag where

two bags are used, it has been indicated that

each bag is to be numbered. It is not cleared

Clarification

In para 1 of the memo is clearly mentioned that every

office including Divisional and Circle office (except BO

and Account bag) will assign bag number.

b) Bag number is also required to be given to PC and

information in this regard is to be mentioned in the

register in the proforma mentioned in Annexure B&C of

the memo.

2. In continuation of para (iv) it is further clarified that

as registered branch is functioning separately in mail

office, it should have own opening and closing register

whether the inner bag is to be numbered in the

same sequence as the outer bag. If so the

number on the inner bag would not be found by

the receiving/transit office. If the number of inner

is to be different from the sequence of bags on

the outside, it would not be of much use.

3. Vide par (v) of the memo it is mentioned that

bag number should be put on registered and

parcel list also. If an insured bag or insured

parcel bag is closed the insured bag will bear

one bag number while outer bag will bear

separate number. Format in such is case may

be clarified.

4. A continuity of number has to be maintained in

case closing of D bag separately for outer bag

and the registered bag inside which calls for

coordination between mail and registration

branches and this involves time.

5. Maintaining of prescribed format Annexure B&C

to indicated individual number of bags received

or dispatched increases the time required for

opening and dclsoing.

6. It is suggested that numbering should be month-

wise. Office-wise and set-wise. This will make

the job of opener/closer a bit easy.

7. This system may be followed only in parts or

may not be observed at all in bigger offices

where more than one thousand bags are opened

or closed.

8. Parameter for justification of D,M,L & R are to

be revised, as per para IX of the Dte letter, if

there are one or more article, bag will be closed.

9. As per annexure B&C system of closing of bag

in paper cover will be continued and account of

number of PC closed and received will be

maintained. It is not clear that dispatch bag

number of PC will be given or not. In Speed

Post Centre bag for National speed post centre

wil invariable be closed even if only one SPA is

and separate number be assigned to registered bag

irrespective of number assigned to mail bag by mail

branch. In case bags are closed by one SA as in case

of Insured parcels set the bag numebrs of both the

bags may be in consecutive order.

As mentioned above in such case separate number is

to be assigned to registered bag and number of

registered bag is to be mentioned in the registered list.

In case of Insured bag/insured parcel bag the number

on the inner bag should be mentioned on the parcel/

insured list, and separate number be given to outer

bag.

As discussed above separate number is to be assigned

to registered bag irrespective to number assigned to

mail bag.

This format will replace the existing posting register

which is used for working out short and excess bags

opened by the office. Only difference is, instead of one

column one page is to be assigned to each bag closed

or opened by the office. Generally separate opener or

closer are being provided there would be hardly any

impact of this. However if required it will be examined

by work study unit.

The suggestion of month wise numbering can not be

accepted regarding allocation of page to office/set are

very clear. No change is called for.

Proposal can not be accepted, it has to be rolled out

all over India at one go.

Para 9 of the memo has not made any change in the

parameter and not prescribed any bag having one or

more letter. it only state if there is no article on any

particular day bag will not be closed, which is must in

the existing system of M.D. Or L bag so there will be

no change in the parameters. The unjustified bag, if

any, is required to be discontinued.

The closing of bag in PC particularly in SPC is must to

avoid the dead weight. So closing of PC will continue

considering the volume of contents. However as

prescribed vide Para 1 it is mandatory to give bag

number for all the offices so bag closed by SPC in

PC is also required to be given a number and

accounted for the same will be maintained as per

available. On an average 40-60 SP bags are

closed in PC or in polythene cover in every SPC,

it is suggested that either bag number should

be given on PC also or no bag should be closed

in PC to avoid loss of any PC.

10. To implement the new system in mail offices,

functioning in alternate batches, common

register for both batch will have to maintained

for Annexure A&B.

11. In mail offices and post offices excess bags/

short bags are received due to late arrival of

train/misconnection/cancellation or air flights or

by some other reasons. That excess or short

bag can be received in next set or batch or

SMO. In such circumstances issue of ER/EB

for each dispatching office by each set will

Increase unnecessary correspondence with nil

result. It is suggested that a consolidated ER

for all offices be isused by HAS and concerned

SRO will cross check both ER and final

correspondence should be made by SRO/RO.

12. It is suggested that the register of bags

dispatched and received in each branch of the

SM be prepared in alphabetic order.

13. Vide para (iv) of the instruction R bag in D&M

bags and insured bag will have separate bag

number. It means whenever, there is no

registered article, R bag will not be closed in

such position class of bag i.e. D&M will be

converted into L bag in the absence of R bag.

14. There will be lot of correction in the mail list

which will be prepared in advance when due

bag will be closed with nil contents.

15. The work of RO/SRO will be increased and more

stationary will be consumed.

16. a) The bag number is to be assigned to all

classes of bags separately i.e. MB/D/SP/

EPP/PL/R for effective moinitoring.

b) The bag number is to be assigned from

each set/mail office to each set/mail office/

section.

17. To include the transit section/TMOs for noting

of new system of bag number.

Prompt settlement of personal problems

of the employees.

In the course of discussions at JCM (Deptl.

Council the staff side complained of excessive

delay in the settlement of personal cases of

employees and consequent hardship to them. In

this respect instructions have been issued form

time to time, to give adequate attention to these

cases so that the staff do no disgruntle/due to delay

in settlement. Expeditious disposal of personal

claims like increments, efficiency bar, pay fixation,

promotion, drawal of leave salary and other

allowances is necessary for ensuring cordial

employer-employee relationship which has a part

to play in the improvement of operational efficiency.

It is therefore requested that all concerned to

various levels are suitably instructed to keep this

in view in the larger interest of the Department.

The staff side also stated that sometimes officials

are kept under suspension for a long time without

charge sheets being even issued. Secretary (C) has

ordered that effects should out be made to issue

charge sheet in a month's time except in cases

where police complaints are involved.

Punctuality in attendance- Action to be

taken for late coming.

The undersigned is directed to say that the

existing instructions provide for deducting half-a-

day's casual leave when a Government servant

comes later without sufficient justification and the

competent authority, while not considering it as a

fit case for initiating disciplinary action is also not

prepared to condone the late coming. Sometimes,

it so happens that a Government Servant who

comes late without sufficient justification has no

casual leave to his credit and it is not, therefore,

possible to debit half-a-day's Casual leave to his

casual leave account. The question has, therefore,

been raised by many Ministries and Departments

as to how such a situation is to be met.

2. The matter has been examined in consolation

with the Ministry of Law, and it has been decided

that if an official who has no casual to his credit

comes late without sufficient justification and the

administrative authority concerned is not

prepared to condone the late-coming but does

not, at the same time, propose to take disciplinary

action by may inform the official concerned that

he will be treated as on unauthorised absence

for the day on which he has come late and leave

it to the official himself either to face the

consequences of such unauthorised absence or

to apply for earned leave or any other kind of

leave due and admissible for that day, as he may

choose. If he applies for earned leave or any other

kind of leave due, and admissible for the entire

day, the same may be sanctioned by the

competent authority.

3. The contents of this office memorandum may

be brought to the notice of all administrative

authorities for their information an guidance.

praised by one and all. With the suggestions and

modifications from CWC members incorporated, the

n ORGANISATIONAL REVIEW

All other items of notified agenda were taken up

together for discussion. Com. K.V. Sridharan, General

Secretary initiated of the discussion. All Circle

Secretaries and CHQ Office bearers participated in

the discussion. The discussion brought out the fact

that the strike participation of Postal Group C workers

all over the country is better than all earlier one day

strikes launched against the policies of liberalisation.

It was noted that West Bengal, Kerala, Assam, North

East, Jharkhand, Chhatisgarh, Orissa had total strike.

Very good strike took place in circles like Tamilnadu,

Andhra, Karnataka, Maharashtra, Punjab, Uttar

Pradesh and Bihar. Good strike reported from areas

of Gujarat, J & K and Rajasthan.

The attack on Postal services and staff like

introduction of Franchise Post Offices, refusal to

exempt the Postal from the purview of Screening

Committee, refusal to constitute ED Judicial

Committee etc. were some of the major issues

touched by the Comrades in the debate. The

unanimous opinion prevailed in the house was to

organise a sustained united postal employees

movement under the banner of Postal JCA including

indefinite strike action. The issue was decided to be

referred to the NFPE for taking final decision.

n FINANCIAL ASSISTANCE TO AP COMRADES

DIES IN ROAD ACCIDENT

The CWC has taken decision to disburse Rs.

20,000/- each to the families of three comrades of AP

Circle who dies in road accident while attending All

India Conference at Jwalaji. The amount will be remitted

soon.

n THE CWC MEETING HELD AT KARIM NAGAR

(AP)

The first Central Working Committee meeting of

our CHQ was held at Karim Nagar (AP) from 22nd to

23rd December 2006 under the esteem presidentship

of Com. M. Krishnan, the CHQ President. The venue

of the CWC at Sri Raja Rajeswara Kalyana Mandapam

was named after our late lamented leader Com. K.

Adinarayana, the Ex. Secretary General of NFPE. The

flags of our Federation and CHQ were hoisted by

Comrades R.N. Chaudhary (NFPE President) and M.

Krishnan (CHQ President) respectively amidst slogans

renting the air.

The inaugural session was addressed by

Comrades C.C. Pillai (SG NFPE); R.N. Chaudhary

(President NFPE); Des Raj Sharma (Dy. SG NFPE);

Giri Raj Singh (GS R-III); P. Suresh (GS R-IV); S.S.

Mahadevaiah (GS GDS); B.G. Tamhankar (Ex.

President CHQ); R.L. Bhattacharjee (Ex. Dy. SG

NFPE); and G.S. Asiwal (Ex. AGS P-III); Com. N.

Balasubramanian (Ex. Circle Secretary TN) and Com.

C. Amirthalingam (Ex. Dy. General Secretary P-III).

Com. P. Narasinga Rao, the General Secretary of the

Reception Committee welcomed all the leaders and

the CWC members and presented an Executive File

with Executive Diary and all documents to all as

memento to the CWC meeting in the presence of

Comrades D.A.S.V. Prasad (Circle Secretary AP

Circle) and Sivannarayana (AGS CHQ). Later

Comrade S.P. Mukherjee, GS Admn also addressed

the CWC and greeted.

n PREPARATION OF MEMORANDUM TO 6TH

CPC

The main task of the CWC was to finalise the

memorandum to be submitted to the 6th CPC.

Comrade K.V. Sridharan, General Secretary had

presented the 99 paged draft memorandum prepared

by him in the CWC. The entire draft memorandum

was read out to the CWC by the General Secretary

and an in depth discussion took place over nine hours

on all paragraphs. Valuable suggestions and ideas

letter mail articles.

(vi) Complete take over of SB and PLI by the Postal

Department and grant of full autonomy to the

Postal Board as in the case of Railway Board.

As first phase of the nationwide campaign four or

five vehicle Jathas may be organised from various parts

of the country led by leaders of affiliates of NFPE

travelling through all the circles and addressing

employees at maximum important centres in each

circle and each Jatha culminating in an important

centre with a mass rally.

A second phase of the agitation mass rally dharna

may be organised in front of Dak Bhawan (Postal

Directorate) by the circle unions of NFPE, each circle

organising the dharna for one day.

On the last day of the relay dharna, in front of

Directorate, mass dharnas may be organised in front

of all circle / regional / divisional offices throughout the

country. The date of the indefinite strike may be

announced on the last day of the mass dharna in front

of Directorate.

As a final phase of the campaign programme strike

notice may be served to the Department on a particular

day fixed by NFPE with a mass rally of postal

employees of Delhi and nearby circles.

From the day of serving strike notice onwards

intensive campaign should be organised amongst the

employees at Divisional / Branch level by organising

General Bodies, Conventions, Gate meetings and

circulating posters and notices.

Efforts should be made to make the strike a

joint strike of all the unions of Postal Department

including FNPO by forming JCA at National and

Circle level.

n GDS CONVENTION

On 24th December a mammoth rally of Gramin

Dak Sevaks was organised in Karim Nagar. A grand

Convention of GDS employees in which more than

1000 Gramin Dak Sevaks participated was presided

over by our CHQ President Com. M. Krishnan. The

Convention was addressed by Com. K.V. Sridharan,

The CWC meeting ended with the confidence that

the ongoing assault on the interests of the postal

masses would be met with total unity of Postal Group

C union and by throwing our entire might with the

Federation.

n THANKS TO RECEPTION COMMITTEE

The CHQ records its sincere and abundant

thanks to all the CWC members for their co-

operation and effective participation and making the

CWC meeting as a historical success one. We

record our sincere appreciations to the team led

by Com. Narasinga Rao, General Secretary,

Reception Committee for their tireless work and

excellent arrangements and successful conduct of

the meeting. Our thanks to Com. DASV Prasad,

Circle Secretary, Andhra Pradesh Circle too for the

splendid arrangements to host the CWC at Andhra

Pradesh Circle. It is our pride and privilege that it

is the first time that the draft for CPC is placed in

the CWC, subjected for discussion, arrived

consensus with a more detailed report. The

transparency, and openness of the CHQ has been

exhibited in CWC and the collective wisdom has

been given due credence.

n RESOLUTION

The Central Working Committee meeting of All

India Postal Employees Union Group 'C' held at

Karimnagar (Andhra Pradesh) from 22nd to 23rd

December, 2006 calls upon the National Federation of

Postal Employees (NFPE) to start intensive nationwise

campaign culminating to indefinite strike of the entire

postal employees of the country, on the following

demands:-

(i) Exempt Postal Department from the purview of

ban on recruitment of posts and Screening

Committee and fill up all vacant posts.

(ii) Drop the proposed move to outsource postal

business by franchise outlets.

(iii) Constitution of a separate Judicial Committee for

Gramin Dak Sevaks on par with Justice Charanjeet

Talwar Committee.

(iv) Set right the anomalies in the pay scales of the

postal employees by implementing the S.C. Dutta

Committee agreed recommendations.

(v) Ensure monopoly of the Postal Departments in

the proposed Post Office Act Amendment Bill in

respect of collection, conveyance and delivery of

the General Secretary CHQ besides other leaders

including Comrades S.Veeraiah (GS CITU AP State);

Rao (CS GDS AP); B.V. Rao (Ex. CHQ President

AIPEDEU); and V. Mohanrao (Circle President P3 AP).

Shri Jagapathi Rao, Hon'ble Ex. Minister of AP

Government graced the Convention and addressed.

The participants of the Convention were welcomed by

Com. P. Narasinga Rao, Divisional Secretary, P-III,

Karim Nagar Division and the formal vote of thanks

was delivered by Com. Lakshminarayana, President

of Jagityal Branch, P-III. The Convention adopted an

unanimous resolution demanding the Government to

immediately appoint a Judicial Commission for GDS

employees.

SUBMISSION OF MEMORANDUM

The CHQ has E-Mailed its memorandum on 30-

12-2006 itself. Another copy was handed over in person

on 02-01-2007. A delegation led by Com. C.C. Pillai,

Secretary General, National Federation of Postal

Employees; Com. D. Theagarajan, Secretary General,

FNPO along with other General Secretaries of their

affiliated unions met Member Secretary, Sixth Pay

Commission Smt. Sushma Nath in person and handed

over the memorandums.

During discussions, the Member Secretary stated

that if any other items which are not furnished in the

Memorandum shall be discussed during tendering of

oral evidence and assured that the entire Memorandum

at length will be studied by the Chairman and other

Members and other items be brought to their notice

during the evidence.

The Sixth Pay Commission will hear the

Federations first and then the affiliated unions.

Accordingly 23-01-2006, our Federations will be invited.

Thereafter we will be invited for oral evidence.

Balwinder Singh, Asstt. Treasurer were present at the

time of submission of Memorandum to the Member

Secretary, Sixth Pay Commission.

Even though all the unions submitted Joint

Memorandum with FNPO, we could not do it. On

29-12-2006 evening, Com. P.S. Babu, Ex. General

Secretary, P-III FNPO met me at our union office

and took a copy of the Memorandum which we

finalised. On 31-12-2006, he informed that as he

did not prepare separate Memorandum so far he will

submit the very same to the Sixth Pay Commission

as their Memorandum also. My thanks to Com.

P.S. Babu, who has endorsed our Memorandum in

toto and submitted the same to the Sixth Pay

Commission.

Comrades, the Memorandum submitted to Sixth

Pay Commission is the solid work of the Central

Working Committee and its contributions. A

transparent, open functioning in drafting the

Memorandum has this time been established and my

sincere thanks to all the Central Working Committee

members for their valuable suggestions and unstinted

co-operation.

n GENERAL SECRETARY ON TOUR

After attending Circle Working Committee meeting

of Assam & NE Circle from 06-01-2007 to 08-01-

2007 the General Secretary is visiting Tamilnadu and

will remain there for 10 days. He will be returning on

21-01-2007. Com. Somenath Mukherjee, Dy. General

Secretary will function at CHQ as the Officiating

General Secretary during his absence.

n P-III MEMORANDUM

The copy of the P-III Memorandum will be

despatched to all Divisional / Branch Secretaries by

post within a week. On receipt of the same, the

Divisional / Branch Secretaries are requested to remit

the cost of the book which is being released at

without a single manpower for rural populace,collected premium of Rs. 475 crore for the year 2005-2006. Rural PLI also had a fund balance of Rs.1624.76 crore as on 31-03-2006.

In Extra Departmental Agents(EDA) now calledGramin Dak Sevaks Group Insurance Scheme,Postal Department has Rs. 5301 crore.

Thus, for huge savings work and insurancebusiness postal staff have been sweating in summerand shivering in cold. Yet, the complaint of doingnothing is louder and louder. Office buildings, papers,records, and staff everything belong to post officesbut the entire cream is taken away by the great"Mahajan" - Ministry of Finance. Postal Departmenthas no right to invest accumulated amountselsewhere whereas by a part of investmentnationalised banks and insurance companies havegot inflated with huge profits.

Postal Department has increased its revenue toRs. 4431.85 crore last year. Yet it is a loss-makingorganisation.

The answer is "NO" in spite of reduction intraditional mail traffic New Value Added PostalServices (Business Development) has earned Rs.953.34 crore in 2004-2005.

Postal Savings Bank is the largest bank in Asia.It has a balance of Rs. 3,75,000 crore against 18crore account holders. Annual deposit in SavingBank is more than 1 lakh crore and savingscertificate count several crore of rupees.

How many people know that post offices performinsurance business? Almost no publicity for PostalInsurance in TV & Newspapers, whereas LICI,TATA.AIG, BIRLA.SUN, AVIVA, ROSE VALLEY aremaking wide publicity.

Postal Life Insurance (PLI) had a fund balanceof Rs. 89.33.59 crore with Government of India ason 31-03-2006, premium collection was more thanRs. 1080.48 crore, interest accrued against PLImoney deposited with Government of India for thelast year was more than Rs. 640.16 crore. the misdeeds and atrocities unleashed by the SPOs,Chamoli Division is enclosed herewith forappropriate action.

It is unfortunate that despite the abolition ofsteno post, he is engaging one Postal Assistantfor this purpose whereas he did not order for

officiating arrangement for the post of ASPOs,Gopeswar which is vacant for a long.

More than 80 service phones were

disconnected in the division resulting hardshipsto the Sub Postmasters to clear surplus /

remittances and also doubts on officialdischarges.

The TA bills of the officials are kept unpassed

since 2004 and the similar is the position in thesanction of speed post incentive bills.

There are many other allegations like non-

supply of computer papers, non sanction of cashconveyance charges, non supply of bulbs,carbons & tube lights etc. There are charges

against the misuse of official vehicle for hispersonal use.

The staff are being threatened every day

causing unwarranted mental torture, abusing themin the presence of others which is the order ofthe day. In short, there is total apprehension

prevailing amidst the staff and could not workpeacefully.

It is therefore requested to cause appropriate

action and set right steps in Chamoli Division dulyensuring the peace atmosphere to the staffworking there.

It is brought to our notice that despite clear

instructions to accord notional LSG promotionsince 1986 as per the divisional list and grantHSG.II promotion on notional basis, in many

divisions in Uttaranchal Circle, the procedureshad not been carried out, resulting with denial ofdue chances of HSG.I promotion to the senior

officials.To cite an instance, in Almora division, the

notional LSG promotion has not been granted so

far on notional basis. No DPC is constituted,resulting the officials did not get their LSGpromotion in 1986 onwards.

Similarly, there are 8 HSG.II posts which are not

in Bhubaneswar Division - lapses

It is brought to our notice that despite therequests of the circle union to computerise the

post offices after reviewing and providing fullsecurity on electrical fittings, the SSPOs,Bhubaneswar has carried out the computerisation

of B class offices without minding the endangeringposition.

For instance, Bapujinagar NDT SO,

Bhubaneswar has now been computeriseddirectly without any electrical / civil work. Theexisting wiring in the said office is in a dangerous

position and without fresh electrical wiring, withoutcasing / cabling, without installation of the UPS /Server, one MPCM has been installed at this post

office.Similar is the position at IRC village SO,

Bhubaneswar. The circle union has taken up this

issue in its letter dated 14-07-2006 but with futileresult. The I.R.C. village SO has no doors andwindows fitted inside the room except the outside

doors and windows which are fitted with glass andthus not considered safe.

It is, therefore, requested to cause necessary

action to carry out the necessary electrical andcivil works to these post offices besides causinginstruction to computerise the post offices with all

It is most apt to say that in many divisions, theSPM posts are filled up with junior Postal Assistantsand the TBOP / BCR officials are ordered to work

under their juniors. The seniority has been totallyignored in the posting to single handed SPMs.

It is therefore requested to cause necessary

instructions to adhere the rulings strict in the SPMspostings and also to convene DPC and fill up allLSG/ HSG.II/HSG.I posts immediately.

It has been brought to the notice of this union

that recently the Circle Administration has orderedthe amalgamation of various Business PostCentres (BPC) of Chennai City Division numbering

about 20 with the BPC functioning at RMSDivisions vide the orders of Chief Postmaster

General, Tamil Nadu Circle in consonance withthe decision taken by the Circle Office withPMG (MM) and APMG (BD). For example the

BPC at T.Nagar and T.Nagar North weremerged with BPC Nandanam at Chennai. Likewise the BPC Mylapore Tirurallikkeni and

Greams Road were merged with BPC at AnnaRoad Sorting.

The orders issued in this regard is arbitrary

and strikes at the very roof of postal units of BPCcausing a major threat to the survival of BPC andblocking the revenue greatly. Hence the orders

are required to be cancelled to maintain statusquo on the following:-(1) The customers were utilising the services of

BPC situated in their area. The merger withoffices located approximately 6 km to 10 kmaway only drives them away towards private

run couriers.(2) The BPCs of Mylapore and T.Nagar showed

a business growth of Rs. 25 lakhs and above

per month. But its merger with Anna Roadresults in sharp decline in traffic and revenuecollections.

(3) The huge amounts incurred to buildinfrastructure at these offices exclusively forBusiness Post have become a wasteful

expenditure as the rooms are redundant andvacant now.

(4) Similarly more than 10 high-speed franking

machines utilised in these offices so far havebecome unutilised.

(5) The service rendered by the ME(s) and PRI

(P)s of city postal units to improve businessin their area have become nullified and thecustomers are not willing any more travel long

distance.(6) When we are trying to improve our revenues

through various new schemes and products.

This order defies the logic of our valuedcustomers from our fold.

(7) Most of the small and major bulk mailers favour

the BPCs to be located in their business areaitself.Hence you are requested kindly to consider

the pros and cons and intervene into the matterto set aside the arbitrary orders of amalgamation

of BPCs and maintain status quo.An early action is solicited.Letter No. P/4-1/LSG,Date: 05 January 07

promotion - reg.

It is brought to our notice that in may circles,the LSG promotions since 1996 have not been

properly accorded and there is a lot of confusionprevailing with regard to preparation andmaintenance of gradation list.

In Orissa, the LSG promotion is not yet issuedon notional basis since 1986 by the respectivedivisions upto 2002 and also 1/3rd LSG by the

divisions. Similar is the position of Bihar,Jharkhand, J&K etc.

In West Bengal, there is a confusion in

adoption of gradation list wherever it is basedon division or circle for the vacancies to befilled under 1/2nd quota for the period from

1982 to 18-05-2006. The fruits of issuingcheck list with the Directorate letter has notgone to any officials hand and the position

remains static.It is, therefore, requested to cause

clarificatory instructions about observing the

gradation list and fix a time frame to complete thenotional / regular promotions and also ensure allthe supervisory posts have been filled up as per

the Directorate instructions.A line in reply about the action taken is highly

appreciated.

It is constrained to note that many offices inthe above region are ordered to be downgraded

by the Regional Office. A case in point to theposts of HSG.I SPMs of Annanagar, Egmore MDO,Chetput, Perambur, Kalipauk and Broadway in

Chennai North Division and Ashokenagar andAdyar in Chennai City South Division are ordered

to be downgraded into HSG.II offices.In offices like Washermanpettu, Sowcarpet

NDSO in North Division and Dy. Postmaster in St.

Thoms Mount HO in South Division, the HSG.Iposts are downgraded into LSG.

It may not be out of place to mention here

that, the HSG.I posts are the products of ourvigorous persuasion. Taking this benefit awaywith a stroke of pen is highly deplorable. Further

owing to the effective intervention by theDirectorate, all the vacant posts of HSG.I are tobe filled up at once. Instead of carrying out the

directions of the Directorate; the RegionalAdministration has tried to snatch away thebenefits through these orders.

The Tamil Nadu Circle Administration isalso turning a blind eye despite its attentionwas drawn by our circle union. The non-

intervention of Circle Administration hasemboldened the R.O. which is spreading thismania to other divisions of the Region too.

The senior officials who are on the verge ofretirement and due for promotion are longing forHSG.I posting at the fag end of their service. But,

their aspirations and hopes are shattered bythese orders.

You are, therefore, requested kindly to

intervene into the matter and issue necessaryorders for cancellation of the irregular orders andalso ensure that all the existing vacant posts of

HSG.II and HSG.I be filled-up in Tamil Nadu Circleat once.An early action is solicited.

1981 and worked tirelessly upto 1995 also contributed heartily towards various movements of the central

Government Employees. Com. Bhattacharjee was a sincere follower of Late Com. Adinaryana. He had not

only made sincere contributions to the postal fraternity throughout his life but also gave consent for donation

of his corpse for the benefit of the medical students. His body was donated to the authorities of N.R.S.

Medical College Kolkata on 27th Nov. 06.

CONVENTION OF SBCO EMPLOYEES HELD IN W.B. CIRCLEAll India Postal Employees Union Group 'C', West Bengal Circle has organised a Circle Level Convention

of SBCO staff on 17-12-06 at Tarapada Memorial Hall, Kolkata. At present as a distinct cadre, SBCO

employees are not entitled to be the members of AIPEU Group C. But still, almost 50% of the employees

of SBCO have been paying subscriptions in cash to our union, as associated member. Com. Parthasarathi

Das, President, Gr. C union presided over the convention. Com. Somenath Mukherjee, Deputy General

Secretary, CHQ inaugurated the convention. He described the impact and disastrous policy of Central

Govt. on SBCO as well as entire Postal Dept. and appealed to the employees to build up united struggle.

Com. Asit Das, in favour of SBCO employees, placed a draft work paper before the convention and some

comrades of SBCO took part on discussions. Com. Shibsankar Roy, Convenor, 12th July Committee,

West Bengal and Com. Tapan Dasgupta, C/S, West Bengal also addressed the meeting.

Administration are given below.a) All Newspapers and magazines posted abroad

should not be sent to RLO; Chennai. Theyshould be sent to foreign Post, Chennai only.Rule 415 (2) of P&T Manual Vol. VIII clearly

states that all such articles will be sent to localRLO which should make an attempt todecipher the address with the help of

reference books.b) Greetings and invitations which have been

posted as books post will be disposed by Post

Office/Mail office at their level itself instead ofsending them to RLO as they can haveaccess to the senders address available

inside with out damaging the article.These articles are, for all purpose, like openedcovers. The contents have to be taken out,

the address written on a slip and pasted onthe article and the contents put back in to the

cover for dispatch. This, of course, is not thework of postal staff.

c) All registered news papers/magazines whichcould not be delivered or which do not havewrappers and received loose should be

disposed by the Post Office with out theintervention of the RLO.

d) In this case the address of the Publisher has

to be found out by unfolding it (in some casesaddress will be on an inner page also) andthe address written on a slip which has to be

pasted on it before dispatch which is timeconsuming and the P.O. Staff can not beexpected to this.

All the above items of work are to beperformed by RLO only as per rules.

To sum up, it will be pertinent to point out here

that the Administration cannot act arbitrarily andinstruct subordinate offices to stop sending articlesto RLO; Chennai without getting the relevant rules

amended.You are therefore, requested to look into the

matter personally and take immediate steps to

halt any move to reduce the present staff strengthin RLO, Chennai.

Bush's deceptive plans for the US social security system show why privatisation

is not the answer to the global pensions crisis

It is almost an optical illusion: looming on

Japan's horizon, and on Europe's and on

America's, is a pensions crisis. The problem is

real, though exaggerated. The illusion is in some

of the plans being devised to deal with it. The

main question is whether privatising pension

systems, as George Bush has proposed for social

security in the United States, would solve the

problem or merely make matters worse. With

many countries pondering whether to adopt

variants of the Bush plan, the question requires

careful examination.

By itself, privatisation is clearly not the

solution. America's troubled private pension system

- now several hundred billion dollars in debt -

already appears to be heading for a government

bail-out. There was a time when privatisation -

allowing individuals to set up individuals savings

accounts - seemed better than social security,

which invests in lower-yielding Treasury bills

(government bonds). Advocates of privatisation

argued that funds would do much better if invested

in stocks, predicting a return of 9%.

But the stock market does not guarantee

returns; it does not even guarantee that the stock

values will keep up with inflation - and there have

been periods in which they have not. America's

social security system insulates individuals

against the vagaries of the market and inflation,

providing a form of insurance that the private

market does not offer.

If does so with remarkable efficiency. The

costs of managing the social security system are

far smaller than those likely to be associated with

privatised accounts. This is understandable:

private investment firms spend an enormous

amount on marketing and salaries.

It is possible that to reduce these transaction

costs, Bush will propose restricting choice, which

was the main argument for privatisation in the first

place. But these limited kinds of choices- for

example, a T-bill fund with 90% in T-bills and 10%

in an indexed stock fund - could easily be

introduced into the public social security system.

Bush says that reform is urgently needed,

because the system will be insolvent in about a

quarter of a century. But the problem depends

on America's growth rate: if the growth rates of

the late 1990s return, there is no problem. Even

if there is a problem, it can easily be fixed:

spending a fraction of the money that went into

Bush's two tax cuts would have fixed social security

for 75 years: slight benefit cuts, adjusting the age

of retirement, or minor adjustments in the level of

contributions could fix the system permanently.

Moreover, Bush's proposals won't fix social

security- unless they are accompanied by drastic

benefit cuts. For how could they? He proposes

diverting almost a third of the social security tax

to private accounts. That means less money

coming in. If benefits are not reduced, the gap

between receipts and expenditures will increase.

One doesn't need a Nobel prize to figure that out.

So privatisation would not protect retirees against

the social security system's insolvency; it would

merely add enormously to today's fiscal deficit,

because partial privatisation entails diverting

money to private funds that would have been used

to close the gap between government

expenditures and revenue.

The anticipated increase in the fiscal deficit is

striking. The central plan discussed by Bush's

council of economic advisers would- according to

the council's own estimates- increase America's

fiscal deficit by $2 trillion over the next decade.

Advocates of privatisation claim to believe in

markets, but they are proposing budget gimmickry

that would move those losses off the books, as if

markets could be easily fooled.

America and the world should remember:

Argentina's privatisation of its pension system was

at the centre of its recent fiscal woes. Had Argentina

not privatised, its budget would have been roughly

in balance. The US is starting on its privatisation

venture with a fiscal deficit of 4% of GDP.

Privatisation advocates insist, however, that

investments in stocks would yield sufficiently

higher returns to give individuals the same

retirement income as before, with the surplus used

to fill the gap. But if markets are working well, then

returns will be higher only because risk is higher.

There is still no free lunch in economics.

With higher risk, there is a chance that, 40

years from now, many individuals will find

themselves with less than they need to retire. But

if one really thinks that free lunches exist, there is

still no reason to privatise: the government could

get the additional returns by investing in the stock

market itself. Indeed, President Clinton proposed

doing just that.

With increased transaction costs, worsening

solvency for the system, increased budget deficits

and decreasing benefits and security for retirees,

why the drive for privatisation? One reason is the

interest financial markets have in grabbing a piece

of all those transaction costs. A second is the Bus

administration's ideological hostility to the modest

amount of wealth redistribution implied by the

public system. America's social security

programme has been so successful in reducing

poverty because the poor get back a little more

than they contribute, and the rich get back a little

less. Even with social security's mildly

redistributive effect, poverty and inequality in

America are increasing. Privatisation will only

make matters worse.

Bush has tried to scare America about the

magnitude of the problem, and he has tried to

fool America about how privatisation would solve

it. The social security deficit pales by comparison

with the deficits created by Bush's huge tax cuts

for upper-income Americans or in comparison with

the deficit in Medicare, which provides healthcare

for the aged. Why has he ignored these

problems? Is there another agenda?

We had requested to the then D.G. Post for setting up of a Judicial Commission for GDS vide

our letter of even number dated 23th October 2006 (Copy enclosed).

The D.G. Post was addressed jointly by all Unions vide letter No. PF/01(e)/2006 dated 29th

November 2006 reiterating our demand for Judicial Commission for GDS (Copy enclosed). The

Dept. of Posts turned down our demand vide No. 8-7/2006-SR dated 8th December 06 (Copy

enclosed). Justice Charanjit Talwar was appointed as Chairman for GDS Committee during 5th

C.P.C. on an assurance reached during December 1993 strike. In this connection, a copy of D.G.

Posts letter No. D.O. No. 39-13-93-SR dated 10th December 1993 is also attached herewith for

your kind perusal.

We would request you to intervene effectively at the appropriate level for an early

appointment of a Judicial Commission for three lakh Gramin Dak Sevaks of the Department

of posts.
