(i) Introduction of running Pay bands will remove

stagnation.

(ii) 1-S Scale is not for any purpose as no future

recruitment is to be made in this grade.

(iii) Group 'D' employees possessing matriculation

Qualification will be straight away placed in PB

1 pay band.

(iv) All Group 'D' not possessing matriculate

Qualification will be placed in Group C running

Pay band PB 1 after they are suitably trained.

(v) Appropriate designations can be devised for

erstwhile Group 'D' is placed in PB 1 pay band

like skilled work Assistant etc.

(vi) Minimum salary at the entry level of PB I pay

band will be 6660 (Rs 4860 as pay + 1800

Grade Pay). The Minimum : Maximum ratio is1 : 12.

(vii) Total number of grades reduced to 20 spreadacross four distinct running Pay bands.

(viii) The Grade pay for the merged scale so derivedhas been computed with reference to themaximum of the highest scale. Grade Pay willdetermine the status of a post.

(ix) DA and all allowances, facilities, pension etcshall be payable on the sum of grade pay andpay band.

(x) An employee in the higher grade pay will besenior to an employee in a lower grade pay. Incase of employees drawing same grade pay,priority shall be governed by the totalemoluments drawn.

2. Date of Effect1. Revised pay scales will be given effect from

01.01.2006.2. Allowances with prospective effect.3. Increments1. Annual increments will be paid in form of 2 ½

percent of the total pay + Grade pay.

2. The date of annual increments, in all cases will

be First July.

3. Employees completing six months and above

in the scale as on July 1 be eligible.

4. Fixation on Promotion(i) The grade Pay attached to posts in different

levels with in the same running band will be

granted in addition to increase in form of one

increment.

5. In case of stagnation, if any(i) If stagnated at the maximum of any pay band

for more than one year continuously, it will be

placed in the immediate next higher Pay band

without any change in the grade pay.

6. Performance Related Incentive Scheme6 PRIS may be introduced under which

employees are eligible for pecuniaryremuneration over and above the pay.

7 This will replace adhoc and PLB Bonusscheme.

8 This will be budget neutral.9 The adoption of PRIS is voluntary.10 In the event of Depts. deciding not to adopt

PRIS, the employees will continue to receivenormal salary and compensation.

7. Dearness Allowance7 Base year of the consumer price Index (CPI)

be revised as frequently as feasible.8 Formation of separate CPI for CG employees

by National Statistical Commission issuggested.

9 Meanwhile, the AICPI (IW) base year 2001 maybe used for calculation of D.A.

10 D.A will continue to be sanctioned from 1st Jan& 1st July every year.

(iv) Special (Duty) Allowance(a) For postings to North East Regions, the

Category Project allowance

For posts in the grade pay of Rs.5400 and above Rs. 1500 p.m.

For posts in the grade pay of less than Rs.5400 Rs. 1000 p.m.

allowance at the existing rates should be paidon posting on transfer to any North East Regionirrespective of whether the transfer is fromoutside the North East Region or from anotherarea of that region. The condition that theemployees have all India transfer liability bedispensed with.

(b) It will be extended to the Govt. employeesposted in Ladakh.

(v) Travelling Allowance

In case of road travel between places

connected by rail, travel by any means of publictransport may be allowed provided the total fare

does not exceed the train fare by the entitled

class. In case of places not connected by train,travel by AC bus for all those entitled to travel

by AC II tier and above in train and by Deluxe/Ordinary bus for those who are entitled to travel

by First Class/AC III Tier/AC Chair Car/Sleeper

Class in train is recommended.(vi) Daily Allowance

The rates of all the components of Daily

Allowance shall automatically increase by 25%

whenever the Dearness allowance payable on the

revised pay bands goes up by 50%.

The above rates do away with all distinction

between hotel and ordinary rates because all

reasonable expenditure incurred by an employee while

on official tour has been made reimbursable.(vii) TA on Transfer

The existing condition prohibits T.A. for those

having accommodation with in one year beremoved.

Physically disabled employees shall continue

to draw this allowance at double the normal

rates.(ix) Education Allowance(i) CEA + Reimbursement of Tution Fee will be

enhanced to Rs. 1000/- per child per month

subject to maximum of two children.(ii) Hostel subsidy enhanced to Rs. 3000/- per

months.(x) Risk Allowance(x) This is withdrawn.

(xi) A new insurance scheme with free medical andlife insurance of Rs. 5 lakhs for employees in

PB I, Rs.7 lakhs for PB II, Rs. 10 lakhs for PB

III will be introduced.(xii) The entire expenditure of paying premium will

be borne by the Government.

(xiii) The amount insured will be paid in case of

serious injury/death.(xiv) Mandatory health check up in every Quarter

should be provided.

(xi) Kit Maintenance Allowance(i) The existing rates will be doubled.(xii) Miscellaneous Allowance(i) The existing rate of Cycle Allowance, Washing

Allowance, Cash handling Allowance, Special

Allowance, Night duty Allowance, & Splity dutyAllowance is doubled.

(ii) Machine Allowance should be withdrawn.

11. Medical Scheme(i) A new Medical Insurance scheme is

recommended. Employees in Group 'C' should

pay 20% of the annual premium and the

remaining will be paid by the Govt.

(ii) The new scheme is optional for the existing

employees and pensioners.

(iii) It will be compulsory for new Govt. employees

and new pensioners.

12. Encashment of Leave(i) Encashment up to 300 days at the time of

retirement will continue.

(ii) The encashment availed up to 60 days during

LTC need not be reduced from the 300 days

maximum at the time of retirement.

(iii) HPL will be encashable at the rate equal to half

the amount of leave salary with out any reductionbeing made on account of pension payable.

13. Advances(i) Interest free Advances will be continued. The

Quantam of Festival Advance and NaturalCalamity Advance will be doubled.

(ii) The advances in respect of warm clothing &cycle will be doubled.

(iii) In respect of other interest bearing Advances,Avail advance from an approved bank and Govtwill give an interest subsidy equal to twopercentage points on the rate of interestcharged by the Banks. The interest subsidy fordisabled employees will be 4 percent.

(iv) Existing limits of various advances are increasedand provisions made for their automatic revisionperiodically.

14. Holidays(i) Govt offices will remain closed only on three

national holidays. All other Gazetted holidaysare abolished.

(ii) The present Restricted Holiday of 2 days willbe raised to eight days in a year.

15. Fitment Benefit(i) Basic Pay, 74% DA as on 01.01.06 have been

totalled and then rounded off to next multiple of10. This has been taken as the pay in therevised running band.

(ii) The grade pay has been computed at the rateof 40% of the maximum of basic pay in each ofthe pre-revised pay scale, where two or morepre-revised scales merged, the maximum of thehighest pay scale has taken.

(iii) The interest of seniors is protected by the newstructure of pay Band.

(iv) The Fixation Table is furnished. (Annexure I)16. Career progression(i) The existing ACP scheme has been retained

in a modified manner.

17. L. T. C(i) In one block, the employees can avail three

Home Town & one All India LTC.

(ii) The existing blocks will remain the same but

the entitlement of new recruits will be different

in the first eight years of service.

(iii) The Parents/Step parents shall be included in

the definition of family.

(iv) Dependency definition will be determined on the

basis of minimum pension plus relief granted

to Govt. employees.

(v) days encashment of leave during LTC will

continue and 60 days may be availed. This

period should be deducted from the maximum

of earned leave encashment at the time of

retirement.18. Overtime Allowance(i) Only in operational and industrial area, the OTA

may be continued.19. PLB Bonus for Postal(i) The Bonus formula be examined and revised.20. Women Employees(i) The concept of staggered working hours need

to be introduced for women employees as itwould give flexibility to employees to work eitherearly or late depending on their requirementsat the home front. Under this scheme, 11 AMto 4 PM will be core hours during which allwomen employees will necessarily need to bepresent in the office. They will, however, havethe option of either coming upto one and a halfhour earlier or leaving upto two hours latedepending upon the actual time they haveclocked in. The time may be adjusted in casethe office follow different work hours. For thisarrangement to succeed, biometric entry/exitwould be required.

(ii) All women employees having minor childrenmay be allowed total leave of upto two years

(i.e. 730 days) for taking care of upto 2 childrenwhether for rearing the children or looking afterany of their needs like examination, sickness,etc, Child care leave should also be allowed forthe third year as leave not due. However, nochild care leave shall be given for a child who is

eighteen years of age or older.(iii) Setting up of crèches should be made

mandatory in offices where the employees,male and female, have pre-school or primaryschool going children.

(iv) Maternity leave should be increased from 135days at present to 180 days. Further, the periodof leave which can be availed of in continuation

of maternity leave should be increased to 2 years

instead of one year at present.

(v) Government should build or lease working

women's hostels so that the initial years of

service are smooth.

(vi) Fifty percent of the transfer grant on transfer

should be allowed to the spouse transferred later

in case the transfer takes place within six

months but after 60 days of the transfer of the

spouse transferred earlier.

21. Persons with disabilities

(i) Number of casual leave shall be 12 days.

(ii) Aid and appliances like Dictaphones, Braille

writing equipments, CD player/tape recorder,

low vision aids etc shall be provided free of

charge.

(iii) The office environment should be made user

friendly.

(iv) A higher interest subsidy of 4% for loans

recommended.

(v) Flexi hours should be allowed.

(vi) An extra allowance of Rs. 1000/- PM called as

Specail Allowance for Child care will be paid to

women with disabilities. The allowance will be

payable till the child attains two years and

restricted to two children.

(vii) Higher Transport Allowance at doubled the rates

subject to a minimum of Rs.1000/- P.M.

22. Group insurance Scheme

The rate of monthly subscription and the amount of

insurance cover under the Central Government

Employees Group Insurance Scheme should

be enhanced as under: -

The minimum prescribed will be removed and

the GPF can be credited as per the wish of

employees.

24. Pension & Retirement benefits

(i) Quantum of pension available to the old

pensioners should be increased as follows: -

On attaining age of Additional quantum

of pension

80years - 20% of basic pension

85years - 30% of basic pension

90years - 40% of basic pension

95years - 50% of basic pension

100years - 100% of basic pension

(ii) Linkage of full pension with 33 years of

Qualifying service should be dispensed with.

(iii) Once an employee renders the minimum

pensionable service of 20 years, pension should

be paid at 50% of the average emoluments

received during the past 10 months or the last

pay drawn which ever is more beneficial to the

retiring employee.

(iv) The maximum pecuniary limit of Rs. 3.5 lakhs

on payment of Gratuity should be raised to 10

lakhs.

(v) Family pension may be paid at enhanced rates

for a period of 10 years in case of Govt

employees dying in harness.

(vi) Quantum of pension available to the family

pensioners should also be increased at par with

that recommended for pensioners as under: -

On attaining age of Additional quantum

85years - 30% of basic family pension

90years - 40% of basic family pension95years - 50% of basic family pension100years - 100% of basic family pension(vii) The childless widow of a deceased Government

employee should continue to be paid familypension even after her remarriage subject tothe condition that the family pension shall ceaseonce her independent income from all sourcesbecomes equal to or higher than the minimumprescribed family pension.

(viii) Central Government employees seekingvoluntary retirement on completion of qualifyingservice equal to or more than 15 years but lessthan 20 years should be paid on time, lum-sum,retirement benefit equal to 80 months' salarylast drawn or average salary, whichever is morebeneficial to the retiring employee inclusive ofbenefits like service gratuity and death cum-retirement gratuity that shall stand subsumed.

(ix) 50% of the overage emoluments/last pay drawnwithout any reference to the Qualifying serviceof 33 years for full Pension.

(x) Simplified the procedure for computation of

pension. Revised Commutation factor has beensuggested.

REJECT RETROGRADERECOMMENDATIONS OF 6th CPC

Dear Comrades,

The 6th Central Pay Commission has submitted

a bunch of most retrograde and disappointing

recommendations to the lower level Group D and Group

C employees. The Pay Commission paid just lip

sympathy on rendering justice but in effect hadcunningly and cleverly applied only cosmetic effect tocover up its attempt of denial of justice to the workers,while it recommended maximum benefits to the higherup in the bureaucracy. NFPE and Confederation willtake every effort to stand with the entirety of CentralGovernment Employees including Railways andDefence and oppose with our total might at disposalto throw the retrograde recommendations to thedustbin.

COMMON ISSUESThe most blatant injustice is done to the Group

D employees. In the name of elevating all Group D tothe level of Group C, the Pay Commission hasrecommended to abolish the very Group D categoryitself from the Central Services. It wants all the existing1,10,000 vacant Group D posts in different departmentsto be abolished and no recruitment to Group D shouldever take place except on compassionate grounds withconditions. If the Government accepts thisrecommendation then the future of the entire threelakhs GDS in Postal Department will be totally

doomed. The recommendation of the CPC for total

outsourcing of Group D work through contractualisaiononly mirrors its real face of liberalisation andglobalisation.

Depressed Minimum Wage:The minimum level

of salary at the entry level of Group D is kept very lowas 5740/- including the quantum of 'Grade Pay' [aretrograde invention of the 6th CPC] and not Rs.6660/

- as being published in the press and media. Only the

matriculates who in future going to be recruited not asGroup D but as Group C will alone start their careerwith Rs.6660/- as their basic pay. This is most

despicable. The Staff Side demand for a need-based

minimum wage based on 15th ILC norms viz.,Rs.10,000/- is denied by mutilating the 15th ILC Norms

by the Pay Commission only to deny any real wage

hike to Group D at the bottom and all the other Group

C employees above.

Even the application of the V CPC formula of

NNP [Net National Product] would have ensured a

minimum of Rs.7450/- at the entry level of Group D.

To deny this the Pay Commission has invented the

grade pay and abolition of Group D totally.

Irrational Grade Pay: The invention of Grade Pay

by the CPC is a dangerous recommendation as it is

aimed at introducing 'PRIS' [Performance Related

Incentive Scheme] based wages in future.

Illogical Pay Band: The minimum of every scaleright from 2550-3200 to 4500-7000 has not beenevaluated rationally. As a result the existing gapbetween the minimum of different scales gets narroweddown. Vertical and horizontal relativities have beenthus disturbed.

Rate of increment: The rate of increment is only2.5% of the basic pay as against our demand for aminimum 5%. Despite the recommendation that thenext increment will be on the cumulative amount ofthe earlier increment and basic pay, the gain is onlyvery less. However arbitrarily fixing of July 1 as theincrement date for all will result in denial of incrementcausing perennial loss including retirement benefit formany whose increment date falls between January toJune 30.

Minimum Maximum Ratio: The minimummaximum ratio after the V CPC was 1:13. Now the6th CPC has made it 1: 15.68 and thus further widenedthe gap between the Group D and the CabinetSecretary.

Illusionary 40% Hike: Though the bunching ofseniors and juniors is prevented and a kind of point-to-point fixation is ensured the declared net increase of40% wages is only a delusion. The benefits derivedout of 50% merger of DA from 1.4.2004 have beentaken out while fixing the new scales by the 6th CPC.Thus reducing the real hike in wages to 28%. Inaddition, as the new scales are kept depressed, thereal increase to many lower level officials is verymeager.

End of Bonus, OTA etc: The PerformanceRelated Incentive Scheme is recommended as areplacement to the existing Adhoc bonus, ProductivityLinked Bonus, Over Time Allowance and Honorariumschemes.

New Index for DA: The 6th CPC furtherrecommended to construct a separate cost of livingindex for Central Government Employees for payment

of DA in future instead of the existing AICPI (IW) [All

India Consumer Price Index (industrial Workers)]. In

the meanwhile it has recommended continuing the

existing formula with the base year 2001 till it is

changed.

Lower level employees suffer most: The other

lower level employees like Sorters, the LDCs, the

Clerks, the Postal Assistants / Sorting Assistants,

the TBOP PA/SA etc are awarded with most depressed

scales. For example at the level of the TBOP PAs/

SAs scale of pay in all Departments it can be seen

that only a sum of Rs. 360/- has been added to the

pre-revised scale of pay of 4500-125-7000 and the new

scale is fixed as 4860-20200 with annual increment at

the rate of 2.5%. The Staff Side demand for this

category was a minimum of Rs.20,000/- as basic pay

with Rs.1000/- as annual increment.As far as the lower level Group C staff like Sorter,

LDCs, the PA/SAs are concerned, these are all placedunder the same pay scale of 4860-20200 with only amarginal difference of Grade Pay quantum @ Rs.1800/- for Sorters; 1900/- for LDCs; 2000/- for Clerks andPostmen/Mailguard; 2400/- for the PA/SAs and 2800/- for the TBOP PAs/SAs. Due to this the starting payof these categories in future will be only Rs.6790/- forSorters; 7210/- for LDCs; 7570/- for Postmen/Mailguard/ Clerks; and 9360/- for PA/SAs.

Abolition of CCA: The abolition of CCA isanother retrograde step. Though the Pay Commissionsays that by increasing the Traveling Allowance by 4times it has compensated the loss on abolition of CCA,the reality is otherwise. Except for those above 5000-8000 scale for whom the Transport Allowance is fixedas 1600/- + DA on it the benefit is nil for others. Forexample the lower level employees those who arebelow the scale of pay of 5000-8000 in the pre-revisedscale of pay would draw only Rs.400/- + DA on thatamount in A1 and A Class cities and Rs.300/- + DAon that amount in other places. There is no justificationto abolish the CCA in this background.

Reduction of Holidays: The CPC had furtherslashed the number of holidays from 17 to 3 byrecommending that only three national holidays shallbe closed holidays. But it has only increased the RH

from 2 to 8 and no matching increase of CL and RH.The net loss is 8 days. It speaks about 5 days weekto continue but did not take into account that theoperative departments are functioning for 6 days in aweek.

End of Advances: The Pay Commission wantsthe end of grant of interest bearing advances like HBA,Scooter Advance etc by the Government andrecommended for grant of advances through Banksby Government subsidizing the rate of interest. This

may cause problems in getting the loans for many

staff.

No recommendation on ACP/Promotions: The

CPC has not made any recommendation on the

demand of the Staff side for three ACPs / Promotions

at 10, 20 and 25 years of service for all cadres. Even

the embargo in granting ACP in each cadre instead of

individual employee [Promotees] has not been

removed.

As usual Allowances doubled: Various

compensatory allowances are as usual doubled. In

the case of North East CG Employees are concerned

the SDA would given if they are transferred to some

other station in the North East from their present

station. The Children Education Allowance and the

Reimbursement of Tuition Fees are merged together

and a sum of Rs.1000/- per month per child upto 2children is recommended. Though the date of effect ofrevision of pay is recommended as 1.1.2006 the dateof effect of all allowances is left to the discretion of theGovernment. As in the past the Government may takeadvantage of this and go for some prospective date ofeffect instead of 1.1.2006 to deny arrears on theseallowances.

Women and Disabled:¨The Pay Commissiongives some recognition for women and Disabledpersons. The increase of maternity leave upto 180 daysand recommendation for staggered working hours,special leave for child care, better accommodation likeworking women hostels etc for women provided. Asfar as staff with disabilities benefits like enhancedCasual Leave, special aids and appliances forfacilitating office work, higher interest subsidy forautomobile loans. Liberal flexi hours, higher rate oftransport allowance for disabled women workers totake care of child til l the age of two etc arerecommended.

Commutation depressed: The conversion factor

in granting commutation has been tightened resultingerosion of commuted value to the retiring employees.

CPC against improvement or modification: Thereis a catch in the whole that the pay commission statedthat all the recommendations are to be treated as anorganic whole as partial implementation will bringseveral anomalies and inconsistencies. This is toprevent any improved modification by the Government.

Prepare industrial action: NFPE shall exploreall possibilities including industrial action under thebanner of Confederation unitedly with the entirety ofCG Employees to get these retrograde

recommendations dropped or suitable modified.

POSTAL ISSUES:1. The recommendations for abolition of the Group

D would cause a serious blow to the promotional

avenue of GDS. Moreover the job of Group D in Postal

Department is very responsible one and therefore

outsourcing or contractualisaion of this job would be

dangerous. This cannot be accepted.

2. The Group D minimum scale of pay is very

unjust and depressed.

3. The Postmen and Mailguard scale of pay is

elevated to 3200-85-4900 scales. This is welcome and

advancement as far as our demand is concerned.

However the Pay Commission has depressed the

replacement scale of 3200-4900 by fixing it at only

4860-20200 + 2000 Grade Pay.

4. The replacement scale for PA / SA cadre is

amalgamated with all lower scales and kept depressed

at 4860-20200 + 2400 Grade Pay. Only

5. The TBOP PA/SA scale of pay, which was 4500-

7000, is also amalgamated with the scale of pay ofPA and Postmen and LDC etc at the same level of4860-20200 but with slightly higher Grade of Pay ofRs.2800 only in PB-1 Scale. However another 4500-7000 scale holders Junior Accountants in Postal A/cs appears to have been elevated to PB-2 scale ofpay because of parity recommended betweenSecretariat and non-Secretariat organizations.6. Though Pay Commission had unjustifiablydenied existence of any anomalies in LSG and HSG-II pay scales, the long pending demand of higher scaleof HSG-I and BCR/HSG-II is however stands addressedby its recommendations wherein the demand for 7450-11500 scale of pay for HSG-I has been recommendedand the demand for grant of 6500-10500 to BCR/HSG-II though not directly granted also stands addressedto some extent by the amalgamated scale of pay of8700-34800 + 4200 Grade Pay. Due to this the BCR/HSG-II officials get highest fixation benefit of 38.71%at the entry level and 21.77% at the maximum level.This 38.71% fixation benefit is highest amongst allPB-1 and PB-2 Pay Band categories. However in thegeneral manner the Pay Commission keepsreplacement scales for all those in the 7450-11500

and 6500-10500 depressed for the entire CGEmployees.7. The demand for higher scale of pay for PO &RMS Accountants is rejected in an unjustified manner.Their Special Allowance of 180/- is doubled as 360/-but not in converted into Special Pay even.

8. There is no mention about the key role playedby the Supervisors of LSG, HSG-II and HSG-I in fieldoffices like Post Offices, RMS offices, Administrativeoffices etc and no recognition by way of grant ofsupervisory allowances etc recommended. There isabsolutely no difference between the officials who

shoulder additional responsibilities by way ofsupervisory duties and the rest. The Pay Commission's

approach to the whole issue is most disappointing.

9. As far as the Artisans of MMS is concerned

the Technical Supervisors in the scale of pay of 4500-

7000 are upgraded to 5000-8000 scale of pay and they

are placed in the PB-2 new scale of pay of 8700-34800

+4200 Grade Pay corresponding with the pre-revised

pay scale of 6500-10500. Artisans Grade I will be

upgraded to the scale of pay of 4500-7000 and placed

in revised scale of 4860-20200 + 2800/- Grade Pay.

The Chargehand presently in 4500-7000 shall be

merged with Artisan Grade I and placed in the same

pay scale of 4860-20200 + 2800/- Grade Pay. This

revised structure is advancement to Artisans of MMS

as part of common category of staff in the central

services.

10. The Drivers who are common category of staff

will be placed in the corresponding pay scales for 3050-4590; 4000-6000; 4500-7000 only. However for theselection grade drivers in the scale of pay of 5000-8000, the merged pay scale of 5000-8000, 5500-9000and 6500-10500 viz., the 8700-34800 + 4200 GradePay.11. The MPCM Machine Allowance of Rs.100/-stands abolished by the Pay Commission.12. The System Administrators who play a very vitalrole in the field of handling the technology and theMarketing Executives who play a crucial role in bringingmore postal traffic are given a raw deal. No recognitionat all of their services by the pay commission.13. The Postal Dispensaries shall be merged withCGHS and all staff and Pensioners are to be allowedthe CGHS benefit.

FUTURE COURSE OF ACTIONComrades,

There have been spontaneous demonstrationsall over the country at the call of the Confederationimmediately after the submission of pay commission'srecommendations.

The retrograde recommendations are to bemodified. The Staff Side shall demand a bilateraldiscussion and settlement on all these issues. Thereis no question of allowing abolition of Group D oraccepting the low minimum wages for them. Thereshall be proper elevation to every hierarchical cadrefrom the Group D onwards. If the Government isreluctant to modify then there is no course before usexcept to launch industrial action.

The Confederation leadership is undertakinginteraction with the entire leaders of JCM NationalCouncil including Railways and Defence for mutualexchange of opinion for forging a common approach

and a common united platform of struggle;

National Executive of the Confederation ofCentral Government Employees will meet on

arising out of its interaction with the Staff Side JCM

and also with the Government Authorities and the

course of action to be undertaken by the Confederation

The All India Executives of all Federations

including NFPE will sit along with the National

Executive of the Confederation on 28.04.2008 in New

Delhi to finalise our common approach and the

agitational programmes

The Federal Executive of NFPE will meet on

29.04.2008 to endorse the decisions of Confederation

on the common approach and also to finalise our

approach on all Postal Issues in connection with the

Pay Commission Recommendations and the

Programme of action to be launched in consultation

with the Postal JCA;

The All India Central Working Committees of NFPE

Affiliates will be meeting immediately thereafter in April -

May 2008 to plan the implementation of agitational

programme of action. The AIPEU Group 'C' Union has

notified its CWC in New Delhi on April 30 - May 1, 2008.

The AIPEU Postmen and Group D will conduct its CWC

in Patna in the first fortnight of May 2008.

GENERAL SECRETARY'S DESK-IMembership Verification

Please refer NFPE's circular dt. 29.03.08 which

was forwarded by the CHQ recently. Please note the

important points and act swiftly.

1. The authorisation form bearing the signature of

the Director (SR) should alone be used while

obtaining declaration from the members

2. There is a separate form prescribed for GDS

employees in which alone the declarations shall

be obtained from GDS. The form used for

departmental employees should not be used for

GDS comrades.

3. The last date for submitting application is 10.06.08.

Need not wait till last date. Enrol more membership

as early as possible.4. The membership list should be submitted in

triplicate and in each page the Divisional/Branchsecretary should sign.

5. If any official has signed more than one declarationform, he can not be allowed to become memberof any association till another five years. Therefore,this should be explained to all members andensure that they have not signed in more thanone application to different unions.

6. If any fake or fabricated or in genuine authorisationis proved, the concerned divisional Secretary shallnot continue as office bearer in the union foranother five years.

7. The D.D.O should display the list from 11.06.08to 20.06.08. Have a close watch and see ourmembership intact.

8. As per the revised practice, the Circle Unions canobtain a statement from the circle office on 25.7.08on the verification process and it is moretransparent. Percentage should be arrived basedon the real working strength only.

9. One senor officer will be entrusted at Circle officefor attending complaints and settlement of disputesin the verification process. This may also beproperly utilised in case of any problems arisenat the time of obtaining declarations frommembers.

10. If any irregularity is noticed on part of DDOs,disciplinary action shall be taken against him.

is second none by enrolling more membership in ourfold. The only requirement that we should work hard

01.04.2008A delegation of NFPE consisting of its SecretaryGeneral and the General Secretaries of P3, P4, R3,Admn and Postal Accounts met Shri.I.M.G.Khan, theSecretary Department of Posts informally on 1.4.2008.The Delegation thanked the Secretary [P] for grantingthe recognition to the Federation. The issues raisedand the response of the DG Posts are as follows:1. Reconstitution of Postal DepartmentalCouncil JCM in the wake of recognition toFederations and holding of Periodical Meetingwith the Federation and All India Unions:Secretary [P] agreed to the above.2. Anomaly in pay for TBOP and injustice toSystem Administrators etc:We pointed out that consequent on placing theTBOP / LSG Supervisors in the same PB-1 payband along with Sorters, LDCs, Postmen, PA/SAand some of these cadres who are to besupervised by the LSG also reaching the sameGrade Pay of the Supervisor, the LSG /TBOP aremuch downgraded. The issue of Pay Commissionneglecting the services of System Administratorsalso was pointed out. The DG mentioned that aCommittee has been constituted in the Directorateto look into the issues arising out of PayCommission's Report and suggested that the StaffSide can communicate such issues to theCommittee after mutual consultations amongstthe staff side.3. Promotions to JAO qualified Hands.We tried to find out whether any progress hadbeen achieved in the matter with the Departmentof Telecommunications. It was told that theHonourable Minister of State for Communications& IT with both the Secretaries is beckoning ameeting and the issue might be sorted out there.However he assured that if necessary pending afinal decision on the matter of merger, the

qualified JAOs might be given promotion adhoc/ temporary basis and therefore on this issue wemay prefer a discussion with the Member [P].4. Modification of Member [P] orders to postFTP officials as SPMs in Delivery offices.Secretary [P] told us that this has been done. Laterthe modified order has been made available tous. The order is modified to the effect that thoseofficials who have genuine problems in gettingdisturbed from their present posts could bepermitted to stay on etc. [Now affected officialsshould be guided to submit representations citingtheir difficulties and the latest DG instructions andget the transfer orders cancelled]5. Non-grant of notional promotions to LSG inOrissa circle.The attempt to convene the DPC to fill up theposts of HSG-II without sorting out the notionalpromotions in Orissa Circle was raised by us.Secretary [P] assured that the Director wouldshortly pay a visit to Orissa to sort out the issue.6. Attempt to form Mumbai City Region. Secretary [P] categorically stated that no suchproposal had been cleared by the HonourableMinister and the Directorate and therefore no newregion could be formed as such.7. Atrocities of SSP Meerut Division.Secretary [P] assured that necessary action wouldbe taken.8. Changing the nomenclature of RMS inKerala.

We pointed out the change ofnomenclature of RMS in Kerala Circle while theissue is being discussed at the all India levelbetween the official and staff sides. The Secretary[P] assured us that he would sort it as he is goingto Kerala soon.9. Exemption of Screening Committee.Secretary [P] informed us that a meeting ofSecretaries was held and a decision with regardto those departments where already 10%establishment had been downsized, stoppingfurther application of Screening Committee islikely to be accepted soon.10. Curtailment of Delivery by CircleAdministration.

On 4.4.2008, NFPE and GDS Union will jointly

tender oral evidence before the Nataraja MurtiGDS Committee on the issues of three lakhs ofGramin Dak Sevaks. The Delegation wouldconsist of the Secretary General NFPE, GeneralSecretaries P3, P4, R4 and GDS. In thebackground of 6th Central Pay Commissionalready submitted its recommendations, ourdelegation would place the issues of GDS beforethe Committee in a comprehensive manner.TBOP/BCR Court Case

The case relating to higher pay scale to TBOP/

BCR did not came up for nearing on 13.03.08 due to

more number of stages. It may come up for hearing at

any time and final hearings will be held continuously.

If the parity of Pay scales of TBOP and BCR is equated

with Telecom. The TBOP will also the brought in to

the Pay Band 2 of the Sixth Pay Commission whichwill mitigate the unjustice caused to TBOP. We arefollowing the case.

The Commission is of the view that grant ofspecial allowance for performing the assigned dutiesin respect of any organization is not justified becausethe same is taken care of by the salary attached tothe posts. The Government has, in the past,extended special allowances in various forms tocertain posts in different organizations which, in theiropinion, deserved to be paid such an allowance. Thecommission is maintaining status quo in respect of

these allowances extended by the Government in

the past. Insofar as further extension of any allowanceon this account is concerned, the principle whichshould be followed is that more onerous duties should

result in a relatively higher pay scale being attached

to the post rather than any special allowance. Amechanism exists for evaluating the duties attachedto different posts in an organization which should

be used to assess the appropriateness of the

existing, pay scale (proposed to be substituted bygrade pay and pay band) rather than granting specialallowance for performing the normal duties.

Performance of duties beyond the normal call should,

in the revised scheme of things, result in a higherperformance related incentive.

GENERAL SECRETARY'S DESK-IIThe CHQ is in receipt of number of E-Mails,

Suggestions by Post etc since ten days on Pay

commission recommendations. We are very much

thankful to them and considering all their opinions and

suggestions. However, we could not reply to each

individual separately. Please bear with us.

We are having hectic discussions and debates

to finalise the demands to improve the

recommendations of the Sixth CPC to the best

possible. The staff side (JCM) has finalised the

modifications required to be made in the Sixth Pay

Commission and communicated to Cabinet Secretary

on 08.04.08. The following are the important

modifications, the staff side sought for.1. Minimum wage need to be worked out afreshand it should not be lesser than Rs. 7400/- arrived byapplication of NNP as per Fifth Pay Commissionformula.2. Fitment formula may be as suggested by theSixth Pay Commission but subject to the conditionthat' the Pay and grade Pay so fixed is not lesserthan 2.625 times of the pre-revised basic pay.(N.B: the Group A officers Pay scale has been revisedfrom Rs.8000/- to 21000/- The Similar minimum benefit(2.625 times) should be given to other Group 'C' also.If so, all will get the increase of 41% of the payirrespective of the cadre)3. The rate of increment be raised to 3.5%.4. The condition prescribed to have a minimumsix months for applying the uniform date of increment(i.e) 1st July must be done away with.5. Transport Allowance be revised as follows:

provided at the intervals of ten, twenty and twenty-five

year of service.

11. Pay Scales of S 9 to S 12 - Grievances must

be addressed by appropriate decisions.

12. Pension : (i) Minimum pension to 75% (i.e)Rs.4995/-

(ii) Refix Pension on the basis of notional Pay ason 01.01.96.

(iii) New commutation table to be applied onlyprospectively.

(iv) Restoration of commutation after 12 years.

13. GDS:- (i) Pay, Allowance, Pension & allother benefits proportionate to regularemployees.

(ii) GDS may be promoted/absorbed directly inGroup 'C' after the Group 'D' category abolished.

14. Anomalies: - Constitute anomalies Committeeat National & Departmental level to discussabout the anomalies arising out from thedisturbance of vertical & horizontal relativitiesetc.

15. Fast Track committee: - Some Pay scales havebeen reduced to a lower scale. To considerthese types of cases, a fast track committeemay be set up.

(This is not exhaustive. It will be improved bythe staff side further based on the requirements,discussions, decision etc.)

The meeting of the staff side, standingcommittee is slated to be held on 25.04.08

In respect of our Postal Problems, we haddiscussions with DDG (Establishment) on 04.04.08and thereafter further discussed with SriBalasubramanian, Director, Specially nominated forthe purpose on 10.04.08. we insisted the following.

1. TBOP/LSG: - (i) TBOP/BCR are unique only toPostal & Telecom. In Telecom, the TBOP officialis drawing in Rs.5000/- Pay Scale. Thisanomaly be rectified and the TBOP/LSG bebrought to pay band 2 with the upgraded Pre-

revised pay scale of Rs.5000-8000.

(ii) After the introduction of ACP, the officials on

promotion to ACP can exercise option to avail

FR 22(c) benefits or under FR 23. They can

avail next pay scale to ACP on regular

promotions (i.e) and may be fitted in Rs.5000/

- Pay scale.

(iii) Since we have not shifted yet to ACP but

termed the TBOP/BCR as Financial

upgradations, the benefits of Rs.5000/- (pre

revised pay scale) be extended to TBOP/LSG.

2. Charge Allowance to Postmasters &

Supervisors

(i) Now the Supervisors & Supervised are put in

the same 1 Pay Band. This caused resentment.

(ii) Reintroduction of graded supervisory allowance

for LSG, HSG II & HSG I to match thesupervisory responsibilities be considered.

3. System Administrators

(i) May be granted atleast three advanceincrements or 10% of the Pay plus grade payas if recommended by Sixth CPC to Caretakersof the Department.

(ii) A separate technology wing be constituted andother grievances may be sorted out.

(iii) They may be made as a distinct establishment.

4. Marketing Executives

(i) May be granted advance increments or atleast

10% of Pay & grade pay.

(ii) Separate establishment be created.

5. PO & RMS Accountants

Though we could not swallow the summary

rejection of our demand merely by citing that

they are not organised accountants, we placed

the demand to consider the Special allowance

for Pay fixation similar to that of the JAO

Qualified hands in Postal Accounts.

6. Cash handling Allowance to Treasurer

The discrimination between the PO Treasurer

& RMS Cashier should be ended.

7. Group D

(i) There will be no abolition of Present Group D

Posts but up graded to Group 'C'.

(ii) All Group 'D' Posts can be upgraded to Group

C with nomenclature of Packer/Mail Assistants

etc.

(iii) GDS shall continue to be promoted in the

upgraded Group D Posts in Group C cadre.

Though the Sixth Pay Commission denied the

existence of anomalies in LSG and HSG pay scale

arbitarily and unjustifiably, the long pending demand

of higher Pay scale of HSG I and HSG II/BCR is

however resolved by its recommendations where in

the demand for Rs.7450-11500 scale of Pay for HSG

I and Rs.6500-10500 to BCR/HSG II (due to

amalgamation of scale of Pay from 5000 to 6500 pay

scale with same graded pay). Due to this BCR/HSG II

officials get the highest fixation benefits.

We are taking all sincere efforts to resolve the

above said issues and assure to leave no stone

unturned in our efforts. The CHQ is convening its

executive on 30th April & 1st May 2008 to discuss at

length & decide further action on all these issues.

The National Executive of the Confederation will

meet on 27.04.08 in New Delhi and All India executive

of all Federations including NFPE will meet on 28.04.08

to finalise the common approach.

The Federal Executive of NFPE will meet on

29.04.08 to decide our common demands, approachand future action.

All Branch/Divisional/Circle Secretaries are

requested to send their suggestions/Views positivelyon or before 26.04.08 to CHQ so that we canconsolidate and place them in the ensuing WorkingCommittee Meeting on 30.04.08 & also in the NFPE'sexecutive.Expected Revised D.A. Rates as per the 6th CPC

Dear Comrades,This is to keep all comrades updated with the

latest developments taken place on the PayCommission front and organisational matters. OurCircle Secretaries are once again requested to circulatethe same to all divisional / branch secretaries of theirrespective circles.

Pay Commission related issues1. The Confederation leaders were in contact withthe leaders of JCM National Council Organisations anddiscussions were being held to evolve a consensuson issues to be taken up with the Government formodification by the Staff Side as such. There wereinformal meetings of Confederation leaders to decidewhich are all the common issues to be taken up withthe Government through Staff Side JCM, in which theSecretary General NFPE and General Secretaries P3,P4, R3, Admn and Postal Accounts also participated.It was decided to request the Staff Side leadership totake up with the Government for bilateral negotiationsto modify many adverse recommendations. The finalnote submitted to the government by the Staff SideSecretary of JCM National Council is enclosed.2. The Government has constituted an EmpoweredCommittee consisting of Secretaries of variousdepartments to study the recommendations.3. The Secretary [P] has constituted a Committee forpay commission related issues of postal. On invitationfrom DDG [Estt], the Staff side attended an informalmeeting on 4.4.2008. Various issues were discussed.The Federations have to submit a Note and there willbe more interactions. A final Report would be sent tothe Finance Ministry after consultations with the staffside. Further on the suggestion of Member [P], theSecretary General and the General Secretaries of P3and GDS met Shri. Balasubramanian the Director ofPostal Services and Special Officer on deputation tostudy the recommendations of Pay Commission anddiscussed the issues of TBOP/LSG; SystemAdministrators/Marketing Executives; PO & RMSAccountants; Charge Hand in MMS; SupervisoryAllowance; and Promotional avenues of GDS foreffecting appropriate modifications in therecommendations of pay commission.

Comrades are requested to analyse thefollowing suggestions and give their feed back to theNFPE and their respective CHQs:

1. NFPE submitted memorandum to Pay Commissiondemanding upgradation of pay scale of Group 'D' alongwith enhancing qualification to Matric. This has beenaccepted and entire Group 'D' is upgraded to Group'C'. Now the Pay Commission has clarified that theupgraded pay will be given to all non-matriculate GroupD also with effect from 1.1.2006 including arrears oncompletion of training within 6 months. The minimumwages suggested by the pay commission is beinghowever disputed by the Staff Side JCM NationalCouncil and that therefore the minimum wages maybecome a matter for bilateral negotiations with theGovernment. However abolition of Group D posts wouldcause serious repercussions in the Department ofPosts as the work would be outsourced and norecruitment would take place that would adverselyaffect the GDS.2. There is the question of promotional avenue toGDS against these upgraded posts. The Departmenthas to continue the present promotional avenue of GDSon seniority basis to become the Group C in theupgraded Scale of PB-1 in addition to their promotionas Postman / Mailguard as at present.3. The Pay Commission has not conceded theupgradation of pay scale of TBOP / LSG. This isunjustified. In Telecom the TBOP pay scale wasupgraded to 5000-8000 w.e.f. 1.1.1996. Therefore theparity that had existed long ago had been disturbedvery badly. We should therefore to demand theupgradation of pay scale of TBOP /LSG and BCR /HSG-II to pre-revised 5000-8000 and 5500-9000 so thatthe TBOP / LSG also goes to PB-2. More over we cansite the difference with ACP under which the option toavail next upgradation with FR 22(c) benefits or FR 23is available and in case of their due promotions theyare granted the pay scale next above the ACP. This isnot available to us under TBOP / BCR Scheme andtherefore the scales should be at least in the pre-revised5000-8000 and 5500-9000.4. The Pay commission has not given anyrecognition to the supervisory staff. We have to demandsupervisory allowance for norm-based supervisors todistinguish them from non-functional staff?5. In the absence of any recommendation forSystem Administrators / Marketing Executives, wesuggest for three advance increments or 10% of Payas an interim measure and formation of a separateestablishment for these categories. We also want todemand formation of a separate technology wing aslike civil wing. Please suggest.6. The higher pay to PO & RMS Accountants has

been denied. What can be our demand at present?7. The Charge hand is placed in the same scalealong with Artisan Grade I. We may demand elevationto PB-2 for Charge hand at the level of 5000-8000 or5500-9000.8. Any other suggestions on any other issue - pleasecommunicate.

FEDERAL EXECUTIVEThe NFPE Federal Executive will be held in New

Delhi on 28th and 29th April 2008. There shall be ajoint session of national executives of all affiliates ofConfederation on 28th April 2008. These meetings arevery important, as by that time the efforts to unify theentirety of CG Employees on the issues to be takenup for negotiation and future course of action wouldhave reached more clarity. As far as the postal issuesrelated to pay commission are concerned, we willdiscuss in our Federal Executive and the CWCmeetings of some NFPE affiliates.

ORAL EVIDENCE FOR GDSNFPE Secretary General and all General

Secretaries of affiliated unions including the GeneralSecretary, CHQ President and Office Bearers of GDSCHQ tendered oral evidence before the GDSCommittee headed by Shri. Nataraja Murti. All issuescontained in our memorandum were placed before theCommittee for its consideration. The following issueswere prominently placed for the consideration of theGDS Committee:a. The Departmentalisation of GDS and the method

for Departmentalisation;b. Nomenclature as Gramin Dak Karmachari or Rural

Postal Employees;c. Replacement of TRCA by elongated running scale

with protection of seniority;d. Ensuring two career progression in GDS Service;e. Counting of 50% GDS service as qualifying service

on regularization;f. Protection of promotion to Group D on seniority

basis even if the Group D posts are upgraded toGroup C as per VI CPC recommendations;

g. Grant of Social Security including Pension,h. Gratuity as per Gratuity Act 1972;i. Enhancement of Group Insurance quantum to

1,50,000/-;j. Introduction of a system for Medical treatment;k. Changing the entire GDS Conduct and Recruitment

Rules to end the discrimination in conduct anddisciplinary matters between the GDS and the regularemployees in line with the Supreme Court Judgmentas well as making these rules statutory one;

l. Facility for transfer to a vacant post;m. Free Insurance covering accident, natural calamity etc;n. Rationalization of leave with the facility to carry

forward unutilized leave; Grant of 180 Days of

Maternity leave for women GDS and specialdisability leave;

o. Protection of wages by application of foot beat formula;p. Grant of Advances like Fan, Festival, Moped, HBA

etc; Facilitating formation of cooperative societiesfor GDS;

q. GDS Mailmen in RMS larger platformed railwaystations to be regularised as Group D;

r. Supply of uniforms to RMS GDS and outdoor GDS;s. Work standards for GDS in RMS or straightaway

departmentalizing RMS GDS as Group D sincethey work for 5 hours and more;

t. Ending the discrimination between the RMS andPostal GDS to ensure RMS GDS also can becomeMailguard through seniority basis in ½ vacancieslike Postal GDS becoming Postman - etc.

VERIFICATION OF MEMBERSHIPThere shall be an all out effort to increase our

membership in all unions / associations. We areconfident that Circle Unions leaders would be takingall necessary steps in this matter. NFPE requestsour entire Circle / Divisional / Branch Secretaries totake special efforts to enroll membership of SBCOand Civil Wing as these are the two newly formedassociations that require our help and assistance. Allregular employees unions should render full help forGDS union also. Do not forget that the letter ofauthorization form is different for GDS. It is time toforget internal differences if any and work shoulder toshoulder with all NFPE unions and associations.

Postal Crusader Special IssueAs already focused in the NFPE Circular dated

29.03.2008 a special issue of Postal Crusader will bereleased. However due to less time at our disposalinstead of May the special issue will be brought outfor the month of June 2008 in memory of 5th Anniversaryof the demise of our great leader and former SecretaryGeneral Comrade Adinarayana. Tariff for securingadvertisement would be dispatched to all Circle /Divisional / Branch Secretaries shortly. 'One BranchOne Advertisement' at least will make the Federationvery strong financially. Circle Secretaries and ourleaders running the societies can play a major role toensure advertisements from all our cooperativesocieties and banks.

OPENING OF NEGOTIATING FORUMSNFPE delegation met the Secretary [P] on 1st

April and thanked him for recognizing the Federationand requested him for early opening of all negotiatingforums of JCM as well as the Periodical Meetings. Heassured early action. It is brought to our notice that the due DPC for

LSG, HSG II & HSG I has not been held in the Circle

causing vacant of many promotional posts.

Even the provisions available in the rules to

prepare a panel of senior most officials in respective

cadres to fill up the short tem vacancies exceeding 45

days has not been adhered to provide officiating

arrangements to the senior most officials.

The present incumbents who are officiating in

HSG II & HSG I vacancies exceeding fifteen days have

not been paid with any due officiating pay which is

against rule GOI (9), FR 22. The Gradation list of LSG,

HSG II has also not been circulated so far.

It is requested to address the above said

problems of the circle at the earliest and a line in reply

may please be sent about the action taken in this

forwarded long back for the grant of peripheral HRA to

The Postmaster General, Western region

Coimbatore has also sent another proposal vide his

letter No. EST/82-127/07 dt 23.11.07 to the ADG (Estt)

afresh for approval.

accord early and mitigate the long pending grievances

Lotttery Tickets through Post offices - case of

The sale of lottery tickets through Post Offices

has a concern. In many states, the lottery tickets have

been banned as it deceives the gullible public. It is

still termed as authorised gambling in many parts of

our country. The sale of lottery tickets in Post Offices

will mar the morale and ethics on our functioning.

It is requested to withdraw the scheme atonce

and cause instructions to all circle heads to desist

such kind of business work in the Post Offices.

As the allotted funds have been distributed and

ordered to utilise proportionately through out the year

by the divisional heads, they are not furnishing the

exact information to Circle/Directorate about the

of bills are invited from the divisions, it will prove the

reality at divisional level on the pending bills.

It is requested to provide sufficient funds to all

the divisions to wipe out all the pending bills early.

could not be sent to the site. Due to slow functioning

of modem, the transfer of data takes more time.

connection to all the computerised offices immediately.

The Chief PMG, West Bengal Circle has fixed

Rs. 0.50 per S.B data entry work for creation of

Accounts and Rs. 0.15 for the subsequent posting of

deposit/withdrawal for the computerised work. This

order did not contain the quantum of incentive to the

supervisors. This arrangement is causing some relief

to manage the acute shortage of staff in the circle.

If similar kind of orders is issued by the

Directorate for uniform application of the same to all

divisions, this will be purposeful to manage the shortage

and also to avoid pendency of work in S.B. branch.

and cause orders at the earliest.

Apropos reference, it is constrained to note that

no reply has so far been received about the

consideration of our request to discontinue the practice

of obtaining Fidelity/Security bond from employees

handling cash.

The Fifth Central Pay commission, in its report

vide Para 62-13 recommended that the present

practice of obtaining fidelity/Security bond from

employees handling cash should be discontinued.

A study of the amounts claimed from guarantors

will reveal that only in very few cases the guarantee

money is received. This causes a lot of work in

Accounts branch. Besides the officials have to incur

more than 150 to 200 rupees every year for obtaining

such fidelity bonds.

It is therefore requested to consider the same

on the lines of Fifth Pay Commissions

recommendations and accord orders early.

money values.

Due to non allotment, the residents of the colony suffer

lllll Discontinuance of Medical facilities availed

from Ispat General Hospital (IGH) Rourkela in

Orissa Circle.

It is brought to our notice that the Rourkela steel

plant authorities had suddenly stopped the treatment

facilities in IGH to the Postal staff and family members

in Dec' 07.

After the intervention of the Circle

administration, the indoor facilites have been extended

to our staff despite the requests for both indoor &

outdoor treatments. It is also stated that the indoor

facilities have been facilitated after they have accepted

adhoc advance of one lakh rupees from the department.

The SSPOs, Sundargarh division has not yet

carried out the decision arrived with Rourkela steel

plant authorities for extension of both the medical

facilities to the staff by issuing authorisation cards.

The staff are being compelled to deposit money

to avail medical facilities from the hospital at the time

at urgency and due to no tangible action has so for

been taken, there is a total resentment amidst staff

who have no other medical facilities in that place.

It is therefore requested to intervene immediately

and ensure appropriate immediate action to issue

identify/authorisation cards to each postal employees

on due consultation with IGH authorities for availing

both indoor & outdoor treatment by the staff.

lllll Fixation of the pay for officials on promotion

in HSG I (adhoc basis) who are drawing maximum

of pay in HSG II (NB) in the pay scale of Rs.5000-

8000 clarification regarding.

The officials who were drawing maximum of Pay

in the Pay scale of Rs.5000-8000 have been denied

Pay fixation benefits under FR 22 (1) a (1) on the plea

that their promotions were on adhoc basis and not on

regular basis.

We are of the firm opinion that as per the

instructions contained in G.I.O (3) below FR 22 & 35,

the fixation should be done at par with regular basis

promotions.

When the issue was taken by the Circle Union,

Rajasthan Circle, the same was refered to Directorate

to accord clarification vide its letter dt. 07.11.07.

Further more, the adhoc promotions in HSG I

accorded earlier as per the Directorate orders may

also be regularised at once in anticipation of finalisation

of the revised recruitment rules for HSG I. The officials

retiring during the period have been denied of their due

pensionary benefits.

It is therefore requested to cause appropriate

orders at the earliest.

Despite crystal clear orders from the Ministry

of Finance vide its letter no. 1 (1)/2005/TA/42-45 dt.

24.01.06 that salaries of the Govt. employees be

allowed to be drawn and paid in cash, if demanded,

irrespective, of their scale or grade, the Foreign Post

administration of Delhi circle is insisting all the staff to

produce bank accounts and also to take ATM cards

for disbursement of salary.

This will tantamount to the denial of rights to

the employees as envisaged in the MOF orders citedin para supra and against to the orders of the Govt.

It is therefore requested to cause appropriateinstructions to Foreign Post administration to drop themove and allow the officials to draw their salary as per

their decision.

In fact, there are many vacant HSG I Posts and

also HSG II officials without required minimum serviceof three years are available in Tamilnadu Circle.

If the spirit of 20.11.06 orders is extended

further, several HSG II officials will get their chance to

work in HSG I before their retirement.It is requested to consider the same and accord

It is brought to our notice that the election of

Sri Gurnam Singh as Circle Secretary in the Circle

Council meeting held on 24.02.07 at Chandigarh has

not been approved so far by the Circle administration

and the Trade Union facilities have been with held for

the Circle Union.

According to our Union constitution, under

Article 33 (i), the president shall nominate one of the

Asst. circle Secretaries to officiate as Circle

Secretary in the event of any vacancy arisen in

between two circle conferences. Accordingly Sri

Gurnam Singh has been nominated and he held the

Circle council for filling up the vacancy of Circle

Secretary on 24.02.08 in which he has been elected

as Circle Secretary.

The Central Head Quarter has also deputed our

Asst. Treasurer to the Circle Council as observer and

the election was held democratically.

It is therefore requested to accord recognition

to the Circle Union and restore trade Union facilities

immediate.

lllll Filling up of vacant Posts of Inspector Post

Offices with surplus qualified candidates.

After this declaration of result of Inspector Post

Office for the year 2007, some One hundred twenty

two posts of Inspector Posts are lying vacant at

Present. These posts are requested to be filled up

immediately from the surplus qualified IPO candidates

available.

It is requested to expedite the process and

accord IPO promotions to the qualified officials at the

earliest.

Placement of Group D in PB-1As mentioned in para 3.7.9(i) of the Report, all GroupD employees possessing prescribed qualificationsshall be placed in the PB-I pay band of Rs. 4860-20,200 along with grade pay of Rs. 1800 with effectfrom 1.1.2006. Other Group D employees notpossessing prescribed qualifications shall be retrainedand after retraining they shall also be placed in thePB-I pay band along with grade pay of Rs. 1800 witheffect from 1.1.2006. Arrears shall be payable in boththe cases with effect from 1.1.2006. Further, retrainingshould preferably be completed with in a short period,say 6 months also, so that fixation in pay band PB-Iand payment arrears of salary is not unduly delayed.

IDEAL OR IDOLTo keep the staff requirement at minimum, only

multi-skilled functionaries were taken and no Group Dstaff employed. The Members and the officials of theCommission were not provided individual secretarial

assistance or peons. Although 48 posts were

sanctioned, the Commission filled only 17 posts. Thishas to be viewed Vis-à-vis the strength of earlier PayCommissions where the Fifth CPC had a total

sanctioned strength of 141 posts(out of which 135 post

were filled) AND THE fourth CPC had 209 posts. TheCommission was able to achieve its target with a verysmall staff complement because the work processes

in the Commission were reoriented to have a result-

oriented approach with emphasis on output rather thanprocesses. Due to these work practices, the

Commission was able to complete its work utilizingless than 60% of the allocated budget. In the

commission's opinion, a similar policy needs to beadopted in all Government offices, which wouldincrease efficiency and improve the end usersatisfaction.

HOLISTIC OR WHOLE SICK?By incorporating systemic changes in the

existing procedure of appointments, efforts havebeen made to ensure a young and dynamicbureaucracy, with a result oriented approach,where the best persons available are selected forbolding specific posts. While proposing thesechanges, the Commission has also kept in viewthe capacity of the Government to pay and theprinciple that every rupee pent on allowances,facilities and salaries of Government employeeshas to translate into a specific measure for publicgood. The Commission, at the very outset, wouldlike to underline the fact that this Report is a holisticdocument and has to be treated as an organic

whole s ince al l the major recommendat ions

contained therein are inextricably inter-twined.Accordingly, any modification in the scheme ofrecommendation can severely affect the outcome

this Report sets out to achieve. The Government,

therefore, Would recommendations contained inthe Report as a package.

Introduction

7.6.1 Ministry of Communications and Information

Technology has three departments under its control,

namely,

i) Department of Telecommunications

ii) Department of Posts

iii) Department of Information Technology

7.6.2 Each of the three departments is headed by a

Secretary. Department of Telecommunication has

Telecom Commission headed by Secretary,

Telecommunication at its apex. Department of

Posts has Postal Services Board comprising

Secretary (Post) as its Chairman and three Members

in the grade of Rs.24050-26000.

Assistant Superintendent Post Office (ASPOs)

7.6.7 Upgradation for the post of AssistantSuperintendent Post Office (ASPOs) on par withAssistant Director (Marketing), who is in the pay scaleof Rs.7500-12000, has been demanded. TheCommission has addressed this demand in para7.6.14.

Artisans

7.6.8 Restructuring of the category of Artisans in MailMotor Service has been demanded. It is observed that

Technical Supervisors are diploma holders in

automobiles and are in the pay scale of Rs.4500-7000.Their entry post of Artisan Grade II is in the pay scaleof Rs.4000-6000 which is identical to that of Artisan

Grade I eventhough the latter is a feeder post for

promotion to the former. Technical Supervisors beingdiploma holders need to be extended the higher scaleof Rs.5000-8000. On account of restructuring of pay

structure, the post will be placed in the revised pay

band PB-2 of Rs.8700-34800 along with grade pay ofRs.4200 corresponding to the pre-revised pay scaleof Rs.6500-10500. Artisans Grade I will then be

upgraded to the pay scale of Rs.4500-7000

corresponding to the revised pay band PB-1 ofRs.4860-20200 along with grade pay of Rs.2800. This

revised structure will remove all the present problems

in the hierarchical structure. The post of Charge hand

that is presently in the pay scale of Rs.4500-7000

shall be merged with that of Artisan Grade I in the

same pay scale corresponding to revised pay band

PB-1 of Rs.4860-20200 along with grade pay of

Rs.2800.

Assistant Director (Recruitment)

7.6.9 Higher pay scale has been demanded for the

post of Assistant Director (Recruitment). The post is

presently in the pay scale of Rs.6500-10500. The pay

scales of Rs.5500-9000 and Rs.6500-10500 are being

merged in the restructuring of pay scales being

recommended by the Commission. The post shall,

accordingly, be placed in the next higher pay bandPB-2 of Rs.8700-34800 along with a grade pay ofRs.4600 that corresponds to the existing pay scale ofRs.7450-11500.

Medical store keepers and LaboratoryTechnicians

7.6.10 Higher pay scales have been sought for thecategories of Medical Store Keepers and LaboratoryTechnicians in Postal Dispensaries. The Commissionhas considered these categories in

Chapter 3.8. The recommendations made therein shallbe extended to these categories as well.

Statistical Assistant

7.6.11 Higher pay scale of Rs.6500-10500 has beensought for one post of Statistical Assistant. The scalesof Rs. 5000-8000, Rs. 5500-9000 and Rs. 6500-10500are being merged. No further upgradation is functionallyjustified. The post shall, accordingly, be placed in thecorresponding revised pay band and grade pay.

Indian Postal Service Group A

7.6.12 Various demands have been raised by officersbelonging to Indian Postal Service Group A and PostalService Group B. Issues relating to officers of organizedGroup A service are discussed in Chapter 3.3 of theReport. No separate recommendations are necessaryin this Chapter.

Indian Postal Service Group B

7.6.13 Better promotional prospects have beendemanded by Postal Officers Group B. An integratedpay structure for the posts in JTS and STS has alsobeen sought. The Commission has recommendedrunning pay bands and percentage increments. Thiswill ensure continued progression as well as anincrease in the amount of increment available everyyear. This, along with the Modified Assured CareerProgression being recommended by the Commission,will effectively alleviate all stagnation. In the schemeof running pay bands, one single pay band PB-3 of

Rs.15600-39100 has been proposed for the posts from

Junior Time Scale to the Senior Administrative Grade

which will also include the posts in Senior Time Scale.

Postal officers of Accounts Division have demanded

higher pay bands on par with Central Secretariat

Service. The issues relating to organized accounts

Recommendations made therein shall apply to the all

organized accounts cadres including the one existing

in Department of Posts. No separate recommendations

are, therefore, necessary.

Inspector (Posts)

7.6.14 Postal Inspectors in Department of Posts have

demanded a higher pay scale of Rs.6500-10500 on

par with Inspectors and analogous posts in CBDT/CBEC as well as Assistants of Central SecretariatService (CSS) on the ground that they are recruitedthrough the same examination. The Commission isrecommending the merger of pre-revised pay scalesof Rs.5500-9000 and Rs.6500- 10500 which willautomatically bring Inspector (Posts) on par withAssistants in CSS/Inspectors and analogous postsin CBDT and CBEC. With this upgradation, Inspector(Posts) shall come to lie in an identical pay scale asthat of their promotion post of Assistant Superintendent(Posts) [ASPOs]. ASPOs shall, accordingly, beplaced in the next higher pay scale of Rs.7450-11500corresponding to the revised pay band PB-2 ofRs.8700-34800 along with grade pay of Rs.4600. Thenext higher post in the hierarchy, that of Superintendent(Post), which is also a promotion post for ASPOs,shall be placed in the pay scale of Rs.7500-12000corresponding to the revised pay band PB-2 ofRs.8700-34800 along with grade pay of Rs.4800. Parityexists between the posts of Inspector (Posts) andInspectors in Mail Motor Service (MMS). This paritywould need to be maintained and Assistant Manager,

Mail Motor Service shall be placed in the higher gradeof Rs.7450-11500 whose corresponding replacementpay band and grade pay is PB-2 of Rs.8700-34800

along with a grade pay of Rs.4600. Similarly, Manager,

Mail Motor Service shall be placed in PB-2 pay bandof Rs.8700-34800 along with a grade pay of Rs.4800which corresponds to the pre-revised pay scale of

Rs.7500-12000.

Lower Selection Grade, Higher Selection GradeII & I

7.6.15 Higher pay scales have been sought for LSG(Lower Selection Grade), HSG-II (Higher Selection

Grade) and HSG-I officers. No anomaly exists in the

present pay structure of these posts. However, onaccount of the proposed restructuring of pay bands, a

higher grade would need to be extended to HSG-I.

The post of HSG-I should, therefore, be placed in the

revised pay band PB-2 of Rs.8700-34800 along with

grade pay of Rs.4600 corresponding to the pre-revised

pay scale of Rs.7450-11500. The other posts shall be

extended only the corresponding replacement

pay band and grade pay.

Dispensaries in Department of Posts

7.6.16 Department of Posts presently runs

departmental Dispensaries in some cities and towns.

The employees of postal department posted in these

cities are not eligible for CGHS facilities. Demands

have been received that these employees should also

be given the option for being covered under the CGHS,

particularly after they have retired. The issue was

discussed with Department of Posts which has statedthat a proposal was sent to Ministry of Health andFamily Welfare for merging these Dispensaries withCGHS, but no action has been taken so far. There isstrong merit in the proposal made by the Department.The Commission, therefore, recommends that all theDispensaries presently being run in Department ofPosts should immediately be merged with CGHS andall postal employees be covered under the CGHSscheme, wherever available. This facility should alsobe extended to the retired postal employees.

Postman and Mail Guard

7.6.17 Historical parity has existed between the postof Constable in CPOs and the analogous post of MailGuard in Railway Mail Service and Postman inDepartment of Posts. The Commission hasrecommended that all the Constable in CPOs shallbe placed in the revised PB - I of Rs.4860-20200 alongwith grade pay of Rs.2000. The in Department of Postsand the analogous post of Mail Guard in Railway MailService should also be similarly upgraded and placedin the pay scale of Rs.3200-4900 corresponding tothe revised pay band PB-1 of Rs.4860-20200 along

with grade pay of Rs.2000.

Translation officer (French)

7.6.18 Post of Translation Officer (French) exists inthe scale of Rs.6500-10500. It is an isolated post.

Higher scale of Rs.8000-13500 has been demanded

for the post. The minimum qualification, prescribed forthe post includes a Post Graduate degree. The postis, therefore, similar to that of PGTs, who are proposed

to the upgraded to Rs.7500-12000. A similar

dispensation may be needed in this case also. It is,therefore, recommended that the post be placed inthe scale of Rs.7500-1200 Corresponding to the revised

pay band PB-2 of Rs.8700-34800 along with grade

pay of Rs.4800.

Common investors seem to be fast discarding

the traditional post office savings schemes - which

once were the popular mode of parking funds,

especially for the middle class.

A whopping Rs. 113505 crore has been

withdrawn from the schemes as on January 2008.

The small savings schemes have seen a negative

growth, with Rs. 10,230.06 crore more withdrawals

over deposits into such schemes in the last year.

Though the figures of February and march are yet to

be compiled, it is expected that the downfall will

continue and the deficit may widen. These figures

exclude the collections in public provident fund (PPF)

and senior citizen schemes through banks. Thesetwo schemes are available through banks apart frompost offices. Collections from banks may show thesame trend too, feel experts.

A negative growth in these schemes will leadto a corresponding deficit in the national socialsecurity fund (NSSF), a corpus of over Rs. 600000crore. The NSSF is used to lend long-term loans tostate governments, which use the money fordevelopment projects.

The post office schemes, which in includessavings plans such as national savings schemes,post office recurring deposits, monthly investment

scheme and so on, are managed through the Nagpur

headquartered National Savings Institute (NSI).

It is for the first time in the recent post that

withdrawals are more than the deposits, leading to a

negative growth, say sources. The last time it

happened was just before the Harshad Mehta

securites scam in 1992, when the stock market was

at its zenith.

Though the collections have been falling

since 2006, a negative growth was seen only in

2007. The gross collections as on January 2008

stand at Rs 103275 crore as against RS. 125557.41

crore during the same period last year, registering

a negative growth of 17.75 per cent. There is awithdrawal of at least Rs. 1000 crore in each month,say sources.

The negative growth is being attributed to ahost of factors - low interest returns being theforemost. It is for this reason that the tax sops offeredin post office term deposits and senior citizenschemes do not help attract fresh investment. Theaverage returns on the scheme range from 7.5 to 8%,whereas banks offer around 10 per cent. With inflationat around 6.68%, real returns are always more in bankschemes.

The undersigned is directed to convey theapproval of the Compentent Authority to therecognition of federations namely : (i) NationalFederation of Postal Employees; and (ii) Federation

ofNational Postal Orgtanisations, in the Department

of Posts, in terms of instructions contained inO.M.No.2/14/98-JCA dated 3rd July 2002 of theMinistry of Personnel, Public Grievances and

Pension, Department of Personnel and Training. The

recognition so granted to the both the federations ison provisional basis subject to review after June 2008,when the results of the next verification process,

necessary action for which has already been initiated,

7.6.19 Accountants of this cadre have demanded paritywith organised Accounts cadres. No functionaljustification exists for the same. The parity withorganized Accounts cadres is, therefore, notrecommended. The special allowance of Rs.180presently given to them may be doubled.

Sports Inspectors

7.6.20 Post of Sports Inspectors exists in the scale ofRs.4500-7000. They have demanded parity withInspectors of Post Offices and RMS who have beengiven the scale of Rs.5500-9000. No anomaly exists intheir pay scales. Their cadre is not similar to that ofInspectors of Post Office & RMS, either functionally or

as per the hierarchical structure. Only replacement pay

band and grde pay may, therefore, be extended in theircase. Further, Department of Posts should look intothe continued necessity of continuing with these posts.

System Administrators & Marketing Executives

7.6.21 Postal Assistants assigned the jobs of SystemAdministrators & Marketing Executives have

demanded creation of a new cadre with higher pay

scales. Creation of a new cadre I their case is notfunctionally justified. The Commission, in any case,is not looking into demands relating to individual cadre

reviews. Status-quo may, therefore, need to be

maintained especially because the existing scenarioallows usage of available manpower for need based

multifarious functions.

GOVERNMENT ORDERS

Branch Offices whereby on work load calculation,

manpower found surplus somewhere would be

redeployed to Branch Offices where work load wise

more staff was required.

3. A review of these orders has revealed that

implementation of these orders has resulted in

inordinate delay in filling up of vacant posts in GDS

category even where they are genuinely required to

be filled up. In fact, due to paucity of time, it has been

imp[ossible to simultaneously review all the BOs under

a Sub Office, because the only person to do the review

is the Sub-Divisional Inspector, who has other urgent

work relating to business development, investigation

of fraud cases etc. to attend to, which cannot bepostponed. Information was collected from all theCircles about the number of GDS posts which haveremained unfilled as a result of these orders and ithas been found that as on date around 22,212 postsare lying vacant on account of these orders. Theresultant impact on services in rural areas has led tostrong and repeated protests from the peoplesrepresentatives etc.4. It is therefore, decided with the approval of thecompetent authority to rescind these orders issuedfrom Planning Section and PE-I Section of theDirectorate as referred to in (a) & (b) of the first para.However, the order issued vide No. 17-115/2001-GDSdated 21.10.2002, which discourages engagement ofsubstitutes for a long period and stipulates managingthe work of GDS vacancies by combination of poststill such time GDS recruitment is finalized will continueto be in force, because these orders are basicallyintended to discourage the practice of managing theposts with the help of substitutes/outsiders for a longtime thereby giving them scope to go to the Courts for

regularization.

EDA(RA) Rules-1995-Re-verification ofmembership for recognition of Associations-Procedure regarding.DG Post No. 13/01/2008-SR Dated 26.03.2008

I am directed to refer to the Department's letterof even number dated 28.02.2008 on the abovementioned subject and to say that following applicantassociations of Gramin Dak Sevaks (GDSs) have beenfound provisionally eligible for participation in theprocess of re-verification.1. All India Postal Extra Departmental EmployeesUnion.2. National Union of Gramin Dak Sewaks.3. Bharatiya Extra Departmental Employees Union.2. The dates, forms and procedure regardingvericfication of membership interralia including revoveryof subscription from the pay rolls of the members infavour of the above mentioned associations will besame as prescribed for Service Associations ofdepartmental employees and circulated videDepartment's letter No.13/04/2007-SR Dated26.03.2008. However, in case of GDSs, separate letter

of authourization(Annexure II) will be used, a copy ofwhich is enciosed.3. The compilation of information and submissionof reports regarding re-verification of GDS'sAssociations will be done and communicated buyDDO to Circle Office and by the Circle Office to theDirectorate separately on the pattern of Annexure-IV

of letter No.13/04/2007-SR Dated 26.03.2008.

Review of conditions imposed on filling up of GDSposts.

DG Posts. No.17-103/2007-GDS Dated 24.12.2007Establishment Division and Planning Division of theDirectorate had issued some instructions in the years2002/2003/2001 where by certain conditions wereimposed in making recruitment in the GDS cadre. Thereferences of these orders which are under review areas follows:

(a) Letters No. 40-35/Xth Plan-Planning dated14.8.2003, 23..10.2003-and 17.2.2004

(b) Letter No.25-3/2003-PE-I DATED 1.4.2003(c) Letter No. 17-115/2001-GDS dated

21.10.2002

2. The orders issued from the Planning Divisionwere mainly intended to identify surplus staff in the

GDS cadre based on income/cost calculation andthereafter redeploy them while creating new Branch

Offices. Orders issued from PE-I Section was with

the intention of making a consolidated review of al

respect of those put on induction training prior to 1.1.04

and were in receipt of stipend.

The undersigned is directed to state that the

existing CCS (pension) Rules, 1972 are applicable to

Government Servants appointed on or before 31st

December 2003 Vide this Deportment's OM of even

NO. dated 11th October 2006, it was clarified that the

employees who were put on induction training prior to

1.1.2004 and were paid salary from that date would

be covered under CCS (Pension) Rules, 1972.

2. The staff side of the National Council (JCM) has

sought further clarification whether the cases of

persons who are put on induction training prior to

1.1.2004 but were in receipt of stipend would be covered

under the CCS (pension) Rules. 1972.

3. The matter has been further examined and it

now clarified that the employees who were required toundergo departmental training relating to jobs prior to1.1.04 before they were put on regular employmentand were in receipt of stipend during such trainingwould also be covered under the CCS (Pension) Rules,1972 provided the period spent on such training waseligible for being counted as qualifying service underthe CCs (Pension) Rules, 1972.(No.38/58/06-P&PW(A) Dated 5th March, 2008)

Compulsory Posting of FTP- ModifiedOrders

Kindly refer to Member (personnel)'s d.o. letterNo. 6-19/2007-SPB-ll dated 07.12.2007 regardingposting of such persons as Postmasters in LSGdelivery offices who have qualified in the Fast Trackexamination in the years 2003and 2004.

2. It is gathered that the Circles have takennecessary action in the said direction. It is, however,understood that due to personal reasons some officialsare not in a position to move to the new place ofposting/transfer immediately. It has been decided that

the CPMsG may consider such requests received ifany, and defer the transfer on purely temporary basisin most deserving cases only without losing sight of

the purpose for which transfers have been ordered.

CCS (RSA) Rules, 1993- Re-verfication ofmembership for recognition of ServiceAssociation-Procedure regarding.

I am directed to refer to the Department's letterof even number dated the 28th Feb, 2008 on the above

subject and to enclose a list of applicant ServiceAssociations provisionally eligible for participation in

the process of reverification (Annexure-l).

2. The following procedure regarding re-verfication

of membership and recovery of subscriptions for the

Associations from the Pay rolls will followed:-

(1) a) Every employee desiring to be a member of

a service Association will give a letter of authorization

in writing, addressed to the DDO in the prescribed

Proforma (Annexure-ll) bearing the signature of Director

(SR & Legal) for deduction of subscription from his

pay. The little of authorization is to be sent through

the applicant Service Association to which the

membership is sought, so as to reach the Drawing

and Disbursing Officer concerned on or before 10th

June, 2008. Any authorization given through a non-

applicant association will be ignored. The Associations

will also submit a list of members in triplicate duly

signed by the authorized office bearer on each page

of the list.

(b) Drawing & Disbursing Officers will receive letters

of authorization along with list f members in triplicatefrom the authorized office bearer referred to in (a) aboveand return one list to the authorized office bearer dulyacknowledging the receipt of lists in duplicate and alsothe authorization letters .Drawing &Disbursing Officerswill display one copy of each set of lists on the not ceboard from 11.06.2008 to 20.06.2008.

© In case an employee has given authorization infavour of more than one applicant Association, it willbe treated as invalid and will not be counted for anyAssociation.

(c) An individual employee, whose name has beenincluded in more than one Associations' List exhibitedon the Notice Board, may, if he so desires, submit arepresentation, to the Drawing & Disbursing Officerby 21.06.2008. The employee concerned mustspecifically indicate in the representation withsupporting material, if any, that he has given theauthorization in favour of a specific Association (namemust be given) is fake one. The drawing & DisbursingOfficer on his part will scrutinize the authorization givenby the employee and in case he finds that theauthorization was noyt genuine, he may delete his

name form the concerned list under intimation to theconcerned Association and allow it to be included inthe list the employee genulnely chooses. Trade union

facilities of such authorized office bearer who signed

the fake/fabricated/nongenuine Authorization would bewithdrawn till the next verification process. However, ifon scrutiny by the DDO both the authorizations are

found to be authentic given by the employee, both the

authorizations would be treated as invalid and theemployees concerned ould not be allowed to becomemember of any Association till the next verification

process. No. representation received after 21.06.2008

will be entertained.

(2) The letters of authorization received thoroughService Associations be grouped category/

Designation-wise and filed securely in guard files by

Drawing & Disbursing Officers. The Drawing &

Disbursing officer will note down the details of the

authorizations in a register, the formatof which is

indicated in Annexure - ll. The serial number in

Annexure lll should also be marked on the

authorization lettler placed in the guard file, duly

authenticated by the DDO concerned.

(3) (a) All the Drawing & Disbursing

Officers will start making monthly recovery from

employees who authorize such recovery out of their

pay, from the salary for the month of June 2008 payable

on 30.06.2008.

(b) Recovery of subscriptions being made in respect

of Service Associations on the basis of old

authorization will stop after May, 2008 salary (payableon 30/31.052008) except for All India Association ofPostal Supervisors (General Line ) as in their case,as per the directions of the Hon'ble Delhi High Court,New Delhi in CWP No. 1827/97, status-qua is to bemaintained till the case is heard.

(3) Drawing & Disbursing Officer shall makerecovery of monthly subscription from pay in favour ofa particular Association every month.

(4) An extract from the register in duplicate will behanded over to the Cashier for making necessaryentries in the acquittance roll (ACG 24) of the monthconcerned. A suitable column in the acquittance rollviz. "Membership/Subscription to Service Association"may be opened to record the deductions separately.The deduction made by the Cashier through acquittanceroll will be "Out-of -account" transactions of theGovernment account.

(5) Drawing & Disbursing Officer after making thedeductions will remit the amount to the DivisionalSecretary of the concerned Association who, in turn,will remit this amount to the All India, Circle etc. asper the quota fixed in their respective constitutions.There is no objection if the membership subscription

is remitted to the Circle/central body of the Association

for further distribution, provided such a provision is madein the amount remitted should also be specified.

7) Remittance to the Association should on noaccount be made by means of Service Money Orders.

(8) The amount collected by Sub/Branch Officesat the time of disbursement of Pay & Allowances tothe staff employed in those offices and kept out-of -

account shall be sent to the head Post office in the

daily account duly entered on the back with the remarks'List of out of account' attached. The amount should

be put in a separate cover.

(9) Drawing & Disbursing Officer shall complete thework relating to verification and its compilation by 10th

July, 2008 and report to the Heads of Circles with

details of the total number of persons belonging to

each of the Service Associations in the Proforma as

per Annexure-lV and display one copy of Annexure lV

on the notice board on 10th July, 2008.

(10) Drawing & Disbursing Officers will ensure that

while counting total strength in respect of a particular

category, total employees actually working and eligible

for being included in that category may be taken into

account. They should not report the total number of

sanctioned posts.

(11) The heads of Circles will send the consolidated

statement to SR Section, Department of Posts in the

Proforma at Annexure-lV by 25th July, 2008 and

display its one copy on Notice board on the same

day. The Circles will ensure that the informations inrespect of all Drawing & Disbursing Officers has beenincluded in the statement. The concerned ServiceAssociations will also be endorsed the statementreferred to above.

(12) Generally the Service Associations have agrievance that the Drawing & Disbursing OfficersMaintain a soft comer for the Association to whichthey belong (ed). The Heads of Circles will see to itthat absolute Transparency is observed in carrying outthe reverification process and it is conducted in a freeand fair manner. In case any irregularity is noticed onthe part of DDOs. A serious view in the matter betaken and prompt action may be intitated by thecompetent Disciplinary/Administrative Authorities.Further, all Heads of JAG or above), who will beresponsible for attending to complaints and settlementof disputes arising in carrying out the verificationprocess.

3. The term 'Drawing & Disbursing Officer' asmentioned above, means only such authority in chargeof the work of drawing Pay and allowances for anemployee.
