PRESIDENT’s REPORT Few items: We have a lot of things in the vision plan and so we are asking if you have suggestions for Advisory Board Members to the board of the SWP that can offer specialties to SWP, please submit to Michael Seipp. Need to create a finance workgroup to support the Treasurer and Executive Director in preparation of budget, preparation for annual audits, looking over expenditures, making recommendations to the board, etcetera. Treasurer would make those recommendations to the board from the workgroup. George appointed to chair the workgroup by the President. Contact Southwest Partnership at the [email protected] email address if interested in joining the workgroup. Need to establish a Fund Development Group. Leonard Taylor agreed to be the chair of the group. A question was asked if anyone had any issues with an anchor institution chairing the group. No opposition from the assembly. Email the Southwest Partnership at the [email protected] email address. Please consider whether or not you want to be a part of this workgroup as it will meet primarily during daytime hours.

TREASURER’s  REPORT  Budget  Protocols  presented  to  the  board.  Document  attached  to  these  minutes.    Jane  Buccheri  raised  a  question  about  indicating  the  number  of  bids  to  request  when  an  RFP  is  sent  out  for  bids.  There  is  a  hesitance  to  put  in  a  definitive  number  according  to  George  Kleb.    Lisa:  Rawlings  suggested  setting  budget  approvals  by  December;  limits  should  be  placed  on  money  that  the  Executive  Director  can  sign,  for  example,  $10,000,  without  another  signature;  should  have  a  second  signer  on  checks;  Don’t  think  we  need  a  separate  process  for  functional  contracts  unless  they  meet  a  certain  threshold.    Lisa  Also  thinks  that  the  committee  budgets  need  a  due  date.  Thinks  we  need  some  limitations  on  who  can  submit  a  grant  proposal,  for  example.  Does  every  grant  proposal  need  to  go  through  a  workgroup?    Josh  Harris  agreed  with  Lisa  Rawlings  on  max  limits  as  well  as  having  two  people  to  sign  off  on  items.  Suggested  include  some  wording  in  special  contracts  that  local  contracts  be  sought  first  before  going  outside  of  the  [SWP/Baltimore]  area.      Stacy  Smith:  Do  we  adopt  the  protocol  of  Fusion  for  budgets?  Need  to  talk  to  them  to  find  out  per  Treasurer.    President:  Seems  to  be  consensus  to  this  budget  proposal.  George  will  take  the  feedback  and  incorporate  into  the  protocols.    Leonard  Taylor  moved  to  authorize  the  Executing  Director  to  act  in  accordance  with  what  is  in  the  budget  protocols  as  interim  guidance.  Seconded  by  Stacy.    Motion  approved  unanimously.      Early  budget  draft  of  2016  presented.      Current  expenditures  presented.    Suggestion  made  by  Leonard  Taylor  to  remove  the  budget  line  items  showing  anchor  institutions  amounts  pledged.  Treasurer  is  will  to  do  so.      COMMUNITY  ROUNDTABLE  The  Community  Roundtable  is  a  synopsis  of  things  that  are  going  on  in  each  individual  community.  Anything  relative  to  your  community  that  needs  to  be  brought  to  the  attention  to  the  partnership  (events,  concerns,  etc.)  that  are  relevant  to  the  community.  Please  send  any  events  info  to  [email protected]  e-­‐mail  address  for  announcements  to  the  community.  Philicia  will  get  them  out  to  the  community.    Barre  Circle:  Discussions  with  Camden  Crossings  on  how  they  can  integrate  into  the  community.    Franklin  Square:  In  August,  the  neighborhood  is  having  annual  Ruth  Kirk  event.  2nd  weekend  in  August.

  Stacy  Smith  asked  Jane  Shabb  if  the  $500  donated  to  the  Urban  Business  Center’s  past  Health  Fair  (but  unused)  can  be  provided  to  Franklin  Square  event  instead.  Jane  Shabb  said  yes.         Graduation  program  in  the  works  for  Youthworkers  that  Franklin  Square  has  been  utilizing  to  clean  up  community.      University  of  Maryland  has  been  engaged  with  children  at  Franklin  Square  Elementary  School    Hollins  Roundhouse:  asking  SWP  to  help  keep  the  Orange  Route  circulator  stops  in  the  neighborhood  that  the  Hollins  Roundhouse  Association  approved  to  take  a  position  on.  Also  asking  SWP  to  work  with  the  other  neighborhoods  to  see  where  route  expansion  can  be  made.         Mike  Seipp  noted  that  a  letter  from  the  SWP  was  already  sent  to  DOT  regarding  the  circulator.  Waiting  for  DOT  to  advise  the  partnership  when  there  can  be  a  meeting  to  talk  about  the  circulator.    Pigtown:  Summer  Concert  Series  in  Carroll  Park.  August  13.  Last  one.  Seating  and  performance  will  be  positioned  between  Mt.  Clare  Mansion  and  the  Pavilion.      Poppleton:  Service  requests  put  in  for  Model  Park  about  the  high  grass.  Now  that  the  grass  has  been  cut,  churches  have  been  using  the  park.  Working  on  the  organization’s  bylaws.  Next  meeting  is  in  August.         Back  to  School  Festival  in  Poppleton  at  Poe  Homes.  Aug  29,  12  pm  to  5pm  by  Hollins  Creative  Placemakers.      Union  Square:  First  Crab  Feast  August  22nd  in  Union  Square  Park.  1500  block  of  West  Lombard  Street.  12pm  to  5pm.  $45  adults.  $10  children  5  to  12  years  old.  Paypal.  No  music  this  first  time  around.  Police  officers  hired  to  come  and  mingle  with  the  crowd.  This  is  a  fundraiser  for  the  Union  Square  neighborhood  association.       Movie  Series:  August  21,  22,  and  23rd  in  lots  of  art  at  Booth  and  S.  Carey.         Music  in  the  Park  this  Sunday  from  5  to  7pm.         Butterfly  Lot  beautification  project  is  coming  along  at  117  South  Carey  Street.    Goes  in  conjunction  with  the  other  Lots  of  Art  sites  at  Sunflower  Village,  Lot  at  Booth  and  Carey,  and  1218-­‐1220  West  Lombard  Street.      Mt.  Clare:  community  is  in  the  process  of  revamping  the  memorial  area  at  South  Gilmor  Street  and  Wilkens  Avenue.  Plans  developed  by  student  architects.  Now  community  is  looking  for  money  for  stoneworks  and  other  elements.  Also  adding  commemorative  statues  for  solders  that  served  in  multiple  wars.  Will  have  a  seating  area  for  people  who  want  to  sit  and  enjoy  the  space.      UM  Medical  System:  Starting  hourly  loitering  rounding  by  members  of  the  staff  on  the  external  premeses.  To  deter  loitering  and  methadone  diverting.  Will  get  loitering  citations.

Anyone  getting  more  than  three  citations  will  cause  patients  to  be  kicked  out  of  the  clinic  in  an  attempt  to  manage  patient  populations  at  addiction  centers.       Jane  Buccheri  asked  if  any  conversations  with  BBH  have  occurred  to  see  if  they  are  going  to  be  willing  to  participate  in  the  same  rounding  on  their  facilities.         Matthew  Achhammer  asked  if  there’s  a  way  to  identify  the  patients  doing  this?  Can  the  community  submit  photos  to  the  clinic  to  make  them  aware  of  the  people  engaging  in  activities  beyond  the  boundaries  of  the  clinic?  Leonard  Taylor  is  open  to  receiving  photos.         James  Pitts  mentioned  that  the  corner  of  South  Arlington  and  West  Pratt  is  still  a  problem.  Would  like  the  Southwest  Partnership  to  help  with  that  corner.         Matthew  Achhammer  wants  to  present  letters  to  the  owners  of  the  clinic  that  the  problems  with  the  high  traffic  and  drug  issues  at  the  corner  of  West  Pratt  Street  and  South  Arlington  Avenue.  He  indicated  that  he  was  speaking  as  a  resident  and  not  for  any  organization.         David  Shackleford:  There  are  security  cameras  on  West  Pratt,  and  B&O  has  partnered  with  the  Robotics  Center  to  provide  safe  passage  to  visitors  attending  events  at  the  Robotics  Center.  Trying  to  tie  cameras  in  to  the  city  watch  system.  We  would  like  to  move  away  from  high  security  at  the  museum  because  it’s  expensive.         Michael  Seipp:  Planned  to  meet  with  the  Abell  Foundation  the  continuing  problems  at  West  Pratt  Street  and  South  Arlington  Avenue  after  Christopher  Redwood  asked  him  to  remind  Robert  Embry  about  the  problems  at  the  corner.  Embry’s  response  was  that  BBH  has  signed  an  agreement  that  they  will  leave  by  September  30th.  The  reason  they  are  still  there  is  because  they  put  pressure  on  Abell  by  way  of  the  city  to  keep  BBH  on  the  site  even  though  they  were  behind  on  their  rent.  SWP  will  convene  a  meeting  with  Abell,  SWP,  Police,  elected  official(s),  and  stakeholders  to  discuss  the  ongoing  problem  at  South  Arlington  and  West  Pratt.         Jane  Shabb:  Looking  to  rent  the  spaces  at  1101  W.  Pratt  in  order  to  provide  office  space  for  tenants  from  the  Biopark  once  BBH  moves.      UM  Baltimore:  Looking  at  moving  an  Urban  Extension  Center  into  former  goodwill  space  on  North  Poppleton  and  West  Baltimore  Street.  UEC  is  modeling  off  Drexel  U  model  to  work  on  cutting  edge  solutions  to  problems  by  using  faculty  and  staff  at  anchor  institutions  to  help  abate  community  issues.  Monthly  seminars  possible.  Expungment  workshops.  Tax  law  clinic.  Legal  clinic,  HR  teams  open  once  a  week  to  help  community  members  with  resume  writing,  interviewing  techniques,  etc.  Will  be  forming  a  committee  at  UMB  and  will  extend  invitation  to  neighborhoods  to  participate  in  committee.    UM  Biopark:  Employees  at  Biopark  have  taken  on  the  Back  2  School  program  at  the  JMH  elementary  school  three  years  in  a  row.  A  team  of  people  from  the  parent’s  council  who  have  been  working  with  the  principal  to  see  what  their  needs  are  to  provide  them  with  what  they  need.      Wexford:  Reiterated  what  Jane  Shabb  said  about  the  Biopark.  Amazed  at  the  interest  of  the  tenants  to  want  to  interact  with  the  students  at  James  McHenry  Elementary.

 Bon  Secours:  Final  reader  for  zoning  for  Old  St.  Martin’s  church  on  28  July  at  City  Council.      B&O:  Partnering  with  Parks  and  People  on  razing  the  canopy  in  the  B&O  underpass  area  to  help  mitigate  the  erosion  issues  on  the  hill  facing  the  SWB  Charter  School.  No  additional  progress  with  the  upgrade  to  the  B&O  Underpass  at  this  time.      President  introduced  Senator  Pugh  to  the  assembly.      Senator  Pugh:  Welcomed  Michael  to  the  SWP.  Looking  at  ways  to  address  vacant  houses  in  the  city.  EPA  contacted  by  Pugh  to  see  what  can  be  done  to  get  the  upper  floor  of  Hollins  Market  up-­‐and-­‐running.  Thanked  the  partnership  for  the  work  that  it’s  doing.    EXECUTIVE  DIRECTOR’s  REPORT:  

1) Following  up  with  the  foundations  that  met  with  the  partnership  to  give  them  an  update  on  how  we  have  moved  from  the  vision  plan  to  action.  Three  foundations  have  expressed  interest  in  supporting  the  partnership  with  funding:  Abell  Foundation,  Weinberg  Foundation,  and  Casey  Foundation.  More  to  come.  Concrete  “asks”  for  funding/support  will  be  dependent  upon  the  SWP  focus  committees  narrowing  down  their  goals.    

2) Garrett  Napp,  director  of  Office  of  Smart  growth  at  UM  College  Park.  Will  help  the  Housing  Committee  meet  their  goal  of  creating  GIS  mapping  to  help  attract  dollars  to  help  reduce  vacants  in  the  SWP  focus  area.  Classes  start  in  September.    

3) Trying  to  get  city  agencies  to  assign  persons  to  us  that  the  SWP  can  engage  in  and  not  have  to  go  through  the  bureacracy  of  finding  the  right  person  to  go  to  in  the  city.  Michael  Braverman  has  agreed  to  making  this  happen  in  the  Housing  department.  One  person  for  all  seven  neighborhoods,  can  give  them  our  wish  list  for  abatement  and  action,  etc.    

4) Working  to  set  up  a  meting  with  Major  Dombrowski  of  the  Southern  District  Police  Department  to  address  street  crime.  Dombrowski  was  the  architect  of  Safe  Zones  back  in  the  day.  Those  zones  did  help  change  the  nature  of  life  on  the  street.  Lasted  6  weeks,  but  the  outcomes  went  to  9  months  after  the  end  of  the  program  before  the  streets  began  to  get  bad  again.    

5) Fund  Development  Group.  Feels  this  group  is  needed  in  order  to  follow  up  with  the  foundations  so  that  these  entities  see  a  commitment  from  both  the  SWP  communities  and  the  institutions  toward  the  longevity  of  the  partnership.    

 VISION  PLAN  CELEBRATION  REPORT  Postponed  until  26  September  to  make  a  better  event.  Will  still  be  held  at  Carroll  Park.  Blown-­‐up  portions  of  the  vision  plan  will  be  visible  to  attendees.  Need  members  of  the  community  willing  to  speak  about  parts  of  the  vision  plan  to  volunteer  their  time.  See  attached  report  for  more  details.      COMMITTEE  REPORTS  Committee  reports  provided  to  board  members  ahead  of  meeting  in  PPT  documents  for  review  and  comments.      Stacy  Smith  wishes  to  be  put  on  the  agenda  for  next  month  to  present  her  report  as  she  could  not  stay  to  present  owing  to  the  late  hour.

OLD  BUSINESS  Bill  Marker:  Bylaws  Workgroup  met  last  night  at  NDC.  Compilation  of  amendments  occurred  at  the  meeting.  By  august  3rd  will  distribute  the  compilation  of  all  bylaws  to  board.  Intention  at  next  meeting  will  read  the  proposed  amendments.  Persons  who  offered  each  amendment  will  not  be  identified  unless  they  wish  to  be  identified.    Bill  will  move  motions  of  each  amendment  along.    NEW  BUSINESS  No  one  presented  new  business.    Adjourned  9:07pm
