It started operating in November 2013 and draws its mandate from the BQA Act No.24 of 2013. Its main objectives are to provide for and maintain a National Credit and Qualifications Framework (NCQF) and to co-ordinate the education, training and skills development quality assurance system. The BQA invites applications from qualified candidates to fill the following positions: VACANCIES DEPUTY CHIEF EXECUTIVE OFFICER Job Summary: To provide strategic leadership and direction to both core and support departments to ensure delivery of cost effective and quality services to clients. Deputise the Chief Executive Officer and oversee daily operations of BQA. Promote and support cross-functional exchanges and operations among BQA departments and other organisations in the education and training sector. Main Duties a) Support the CEO in effective planning, monitoring and evaluation of the organisation’s work b) Provide direct leadership and direction to ensure operational efficiency of the core and support functions of the BQA c) Take delegated operational decisions, and empower Heads of Department to take functional decisions d) Ensure that there are robust processes, systems, control and operating mechanisms in place to promote effective and efficient delivery of high performance operational outcomes e) Contribute to the development and review of corporate policies and strategy, and to the translation of strategy and corporate objectives, into corporate plans and budgets f) Provide the CEO, the Board and the Minister with periodic reports on the operations of the BQA g) Liaise with Human Resource Development Council as and when required to ensure alignment of BQA operations with the goals and targets of the Human Resource Development sector and national plans Position Requirements: Education: a) At least a Masters from a recognised institution or any other related qualification acceptable to BQA. A PhD would be an added advantage Experience: a) At least 12 years’ experience, 7 of which should have been in a senior leadership position with significant work exposure and networking experience with industry b) Significant exposure in the education and training sector would be an added advantage. Required Competencies: Knowledge of the Education and Training sector in Botswana. Knowledge of Qualifications frameworks. Knowledge of registration, accreditation and quality assurance principles, systems, processes and procedures in the Education and Training sector. Computer literate. Experience with systems and applications in the specific work area. Strong business acumen. Demonstration of visionary leadership. Resource management, budgeting, planning, prioritising, organising and coordinating. Leadership, people management and change management skills. Coaching and mentoring skills. Accuracy, thoroughness and attention to detail Ability to showing independent judgement, take decisions and be assertive BOARD SECRETARY Job Summary: To provide legal advisory services to management and the Board, with an overall responsibility for compliance with relevant legislation and regulations governing BQA. The position serves as a liaison between the Authority, its Board of Directors and relevant Stakeholders, ensuring that all matters are handled in accordance with the law and corporate governance practices and to provide secretarial services to the Board and its Committees. Key Performance Indicators 1. Compliance with statutory obligations and corporate governance practices 2. Quality of assistance, support, advice and guidance to the Board 3. Ability to deal effectively with the Board, BQA Management and relevant stakeholders 4. Good custodianship of relevant documents for the organisation Position Requirements: Education: a) At least a Masters in Law from a recognised institution or any other related qualification acceptable to BQA b) Must be admitted to practice law in Botswana Experience: a) A minimum of 8 years’ experience in board secretarial functions. b) Admitted to practice in Botswana c) Exposure to a similar function in an Educational and Training and/or a related regulatory environment would be an added advantage Required Competencies: Knowledge of Education and Training sector (policy, strategy, legislation, regulations) Excellent knowledge of board secretariat rules, regulations, principles, practices, and techniques Knowledge of corporate governance and compliance Computer literate and experience with systems and applications in the specific work area. The purpose is to assist management in the effective discharge of their responsibilities, and provide the Board and Audit Committee with an independent and objective assurance regarding corporate governance. Key Performance Indicators Effective management Development and compliance with established systems, rules and regulations, procedures, guidelines and instruments Quality service delivery Adherence to plans and budgets Quality of advice Completion of annual audit programme Effective and efficient internal controls Detection of fraud and irregularities Reduction of external audit queries and non-compliance Enhanced organisational efficiency Position Requirements: Education: a) Full professional qualification (e.g. CPA, ACCA, CIMA) or Masters in Finance from a recognised institution or any other related qualification acceptable to BQA b) Must be a certified Internal Auditor Experience: a) At least 8 years of audit experience with proven knowledge in the development of a strong control environment and/ or risk assessment background. This must include 4 years of supervisory experience b) Experience in conducting all types of audits (operational, financial and IT) c) Exposure to a similar function in an Educational and Training and/or a related regulatory environment would be an advantage Required Competencies: Knowledge of Education and Training sector (policy, strategy, legislation, regulations) Knowledge of private and public sector accounting, and financial management systems and conventions Computer literate. Key Performance Indicators 1. Clear, accurate and accessible information on HR policies, procedures and guidelines 2. Timely and effective advice and support in industrial relations matters 3. Success of welfare programmes 4. Standards of health and safety in the workplace Position Requirements: Education: a) Degree in Human Resource Management, Industrial Psychology, Labour Laws or Social Sciences from a recognised Institution or any other equivalent qualification acceptable to BQA. b) Membership of a recognised HR Professional organisation. c) Specialised training in industrial relations and staff welfare Experience: A minimum of 5 years in Human Resource Management. Required Competencies: Knowledge of labour laws and legislation in Botswana. Knowledge of best practice in HR policies, procedures, processes and strategies. Botswana Qualifi cations Authority (BQA) invites interested companies to tender for the SUPPLY, INSTALLATION AND CONFIGURATION OF STORAGE AREA NETWORK (SAN). This tender is open to Botswana registered companies only.

Tender documents can be obtained from Botswana Qualifi cations Authority Building, Plot 66450, Block 7, FOR A NON-REFUNDABLE FEE OF BWP500.00 with eff ect from 4th May 2015. Bids must be submitted using the one envelope system. One original and four copies of the proposal must be submitted in a sealed envelope labelled as follows:
