activities to support accomplishments in any operation. He has been responsible for preparation of annual work plans,

semiannual and quarterly work schedules, accession schedules for staffing, production output projections, and other

As the Director of the US Special Operations Command (USSOCOM) CWMD Support Program (SCSP), administered

by Defense Threat Reduction Agency (DTRA), he transformed his organization into a key enabler to USSOCOM’s

CWMD Global Enterprise. As Director of Counterterrorism under the Assistant Secretary of Defense, was instrumental

in developing the Presidential Directive for the nation’s response to Weapons of Mass Destruction. As Commanding

Officer, EOD Mobile Unit TWO, succeeded in integrating the first complete US Navy EOD Unit into a deployed Army

Infantry Division in Iraq. As Commanding Officer, EOD and Diving Training Center, led his organization to the front,

earning distinction as the US Navy’s “top” Learning Center in 2013.

Herndon, Virginia (Nov 2013 – Nov 2016)

Director Hand-selected Director and senior military leader of a classified $150M Special Program that provides programmatic,

operational and personnel oversight for 14 Government Civilians, 120 contractors and a 23K sqft special compartmented

information facility (SCIF). Leads the development of innovative analytic technology tool that is a JWICS-based

application allowing users access to a federated collection of WMD relevant content with over 145 million documents

and collaborative workspaces supporting virtual real-time planning. Solidified SCSP as key enabler to USSOCOM

CWMD Global Enterprise through constant interaction with the customer, the Special Operations community.

Center for Explosive Ordnance and Diving (CENEODDIVE)

Panama City Beach, Florida (Jun 2009 – Nov 2013)

Commanding Officer Managed the agile and adaptive high-risk training to all services, countries, and government entities to improve Navy

and Joint Force operational readiness, training over 3600 Explosive Ordnance technicians and divers annually.

Innovatively established personnel recruitment Supply Chain Working Group (SCWG) to address recruitment shortfalls

and to facilitate selection of candidates uniquely qualified to succeed in the high-risk and arduous training program. Led

his organization to the front, earning distinction as the US Navy’s “top” Learning Center in 2013.

Assistant Secretary of Defense for Special Operations/Low Intensity Conflict Pentagon Washington DC (Jun 2007- Jun 2009)

Director, Counterterrorism (CT) Coordinated with the Joint Staff, Special Operations Directorate, the Joint Staff Regional Offices, the State Department

CT Office, the National Counterterrorism Center, and National Security Council in developing Department of Defense

CT & CWMD policies. Prepared and presented classified briefings for the NSC to the Deputy National Security Advisor

for CT on USSOCOM WMD capabilities.

Commanding Officer Commanded the Navy’s largest EOD Command, earning the prestigious Battle “E” as the #1 Command in the

community and led the first complete integration of a US Navy EOD Unit into the Army pre-deployment qualification

cycle with the III Corp and the 25th Infantry Division.

25th Infantry Division FOB Speicher Tikrit, Iraq (Jun 2006 – Jun 2007)

Explosive Ordnance Disposal Battalion Commander Commanded a Joint Force in Iraq of over 180 Multi National Division-North EOD forces composed of Army, Navy, and

Air Force EOD Companies. Highly commended and awarded a Bronze Star for his performance and leadership under

combat conditions. Led an in-country Theater Campaign to Defeat improvised explosive devices (IEDs) and Terrorist

networks, including the successful development of an Iraqi military EOD capability.

National War College Ft McNair, Washington DC (Jun 2004 – Jun 2005)

Student National War College prepares senior leaders in the armed services as well as other governmental and civilian agencies

who have been identified as possessing potential for higher level positions.

Special Plans Officer / Executive Officer / Staff Officer Served in a key staff position responsible for drafting planning documents and providing flag officer briefings involving

the deployed world-wide planning, coordination, and execution of national-level Joint Special Operations. Regularly

coordinated with other Department of Defense, Department of Energy, Department of Justice, and the National

Laboratories to promote seamless interoperability during numerous National Security Events. / Responsible for leading

15 officers and 90 enlisted personnel of a forward deployed command on Guam which provided detachments for EOD,

diving, demolition, and Mine Countermeasures (MCM) throughout the Pacific arena. / Provided logistic, intelligence and

operations support/direction of all Pacific forces, including administrative, funding, inspection and operational control of

all Pacific Naval Forces and Facilities.
