REPORT SUMMARY
UNDERWATER INSPECTION
The substructure units inspected at Bridge No. 31514, Piers 1 and 2, were generally in good condition with no defects of structural significance observed below water. The concrete was relatively smooth and sound with no significant deterioration, and just some light scaling located from the waterline to the channel bottom with typical penetrations of 1/8 inch. Footing and original timber formwork was observed to be exposed and/or protruding from the channel bottom on the channel side of both piers. The top of footing at both piers was typically exposed in and around the footing edges, with sand on top of the footing closer to the pier shafts. The maximum vertical exposure of the footings has increased slightly compared to what was last found in 2012, with maximums of 3.5 feet and 1 feet at Piers 1 and 2, respectively, indicating that some minor channel bottom degradation has occurred.
A. The channel bottom material consisted of sand with scattered 1 foot diameter and smaller rocks allowing a 2 inch maximum probe rod penetration. Armoring, consisting of 2 foot diameter rocks was observed at the upstream and downstream noses of the piers.B. Overall the concrete was smooth and sound with no significant deterioration.C. Light scaling was observed from the waterline to the channel bottom with a typical penetration of 1/8 inch.D. Footing and formwork was exposed 6 feet out from the west face of Pier 2, with the top at 6 feet below waterline. The footing (and formwork) was exposed from 8 feet downstream of the upstream nose to 6 feet from the downstream end of Pier 2. The maximum vertical exposure was 1 foot.E. Footing and some formwork (mostly towards downstream) was observed 6 feet out from the east face of Pier 1 from center of upstream nose to 5 feet upstream of the downstream nose. Top of footing was located 7 feet below waterline and maximum vertical exposure of 3.5 feet was located around the middle of the pier. F. For approximately 8 feet upstream of middle of pier there was slop concrete sticking out up to 3 feet from the footing face. Immediately, downstream of the slop concrete, there was a small cavity at the interface of the footing and seal below. The cavity was approximately 3 feet long by 3 inches high with up to 12 inches of penetration. G. Seal was exposed from upstream corner of footing to approximately 3 feet downstream of the middle of the pier with maximum vertical exposure of 1.5 feet at upstream quarter point of pier. Seal surfaces were very irregular due to section loss and corrugations from being formed with sheeting.

The routine underwater inspection of Bridge 31514 (7 Ave over Mississippi River) was completed on September 28, 2016. The underwater inspection was conducted from the shore. The inspection was conducted by a team consisting of a Professional Engineer Diver with a valid MnDOT Team Leader certification, a backup diver and dive tender. The inspection utilized commercial dive equipment and techniques (SSA and/or SCUBA) in accordance with OSHA regulations. Profiles were taken along the upstream and downstream faces of the bridge and around the periphery of substructure units to determine the presence, location, and area of scour.
The bridge elements inspected consisted of two reinforced concrete piers. According to structure inventory, the inspected substructure units are founded on rectangular reinforced concrete footings supported by concrete piles. Inspection procedures followed FHWA guidance and the MnDOT Bridge and Structure Inspection Program Manual with channel bottom probing to search for foundations. The maximum routine underwater inspection frequency is recommended to remain at 60 months based on those findings and risk factors. Also, inspection procedures should continue to follow the above approach and standard guidance with 100% Level I and 10% Level II intensity efforts.

Bike trail added beneath north abutment slope.2012 - No real change from 2011 condition other than the overlay shows signs of continuing cracking.2013 - No significant change from the 2012 condition. Most floor drains along the east gutter line were plugged andnon-functioning at the time of the inspection. Slight settlement of sidewalk off north end of bridge.2014 - No significant changes from the 2013 inspection. 2014 inspection was done in December. Little or no snow on theground. Snow did not appreciably effect inspection. All major elements were visible.2015 - New conduit system installed in fall of 2015 along easternmost beam bay. Bridge was inspected in November aftersignificant rainfall. Heavy joint leakage was evident at south abutment at joint at top of parapet wall, causing water to pool onabutment seats adjacent to bearings. Contributing to corrosion of bearings. Some leakage noted at north abutment but not assevere. Removed scour smart flag from report this year since scour code is "I-Low Risk". Underwater inspection was done in2012. No undermining or scour was reported. Vertical exposure of Pier 1 footing was 3 feet maximum, vertical exposure ofPier 2 footing was 1 foot maximum. Inspection from ground only in 2015 (no snooper).
