BRIEF REPORT OF SIRD, MIZORAM The State Institute of Rural Development (SIRD), Mizoram has its origin in the year 1991-1992 when the Government of India sanctioned an amount of Rs.60 lakhs towards creation of building infrastructure for SIRD. Three buildings viz. Administrative Building, Hostel and Guest House were constructed in the present location and completed in the year 1996. However, the buildings were left unused due to various difficulties like non-recruitment of personnel until 2002. In the latter years, State Institute of Rural Development, Mizoram was established on August, 21, 2000 vide Gov’t of Mizoram Notification No. A. 33024/1.91-RD (Trg) dt 21.8.2000 by the Government of Mizoram as part of the National strategy for strengthening the state training infrastructure. The State Level Advisory Committee and the Governing Body of the State Institute of Rural Development, Mizoram were also set up. Upon the approval of the Governing Body of SIRD in its meeting held on October 25, 2000, various posts required under SIRD were created. The Government of Mizoram further approved creation of various posts under SIRD on April 20, 2001. It started functioning after recruitment of personnel for various posts at Directorate of Rural Development building, Aizawl.
Following the instruction of the Ministry of Rural Development, the SIRD was registered under the Registration of Societies (Extension to Mizoram) Act, 1976, (Mizoram Act No.3 of 1997) on September 5, 2000 and thereafter the state Government of Mizoram declared the Institute as an autonomous body on October 16, 2000. The Government of India provides 100% of Non-recurring expenditure and the lion’s share of Recurring expenditure by providing 100% of the salaries of the 5 Core Faculty members and 50% of the salary of other employees. The State Government provides the remaining 50%

INSTITUTIONAL VISION The SIRD, Mizoram envisions to make Mizoram a place where most of the people have an access to decent food, clothing, shelter, dignity and a chance to live his or her life to the fullest. INSTITUTIONAL MISSION The SIRD, Mizoram shall develop quality human resources and technologies for people empowerment, global competitiveness and sustainable development. OBJECTIVES OF THE INSTITUTE The main objectives of the Institute are helping the people to mould their quality, their vision, and their will to create and act upon their future that will finally determine the development of any society. To meet this challenge, the Institute envisions to :
1. Administer training to improve the knowledge, skills and attitudes of rural development officials and non-officials;
2. Conduct field study and research on identifying ways and means of rural development;
3. Provide extension services towards technology and information dissemination ;
4. Participate in the process of planning, implementation, monitoring and evaluation of rural development programmes;
5. Provide consultancy on issues related to rural development; 6. Organize conferences/consultation meetings for discussion,
interchange of ideas and experiences involving officials, experts, scholars and civic leaders; and
7. Establish strong working relationship/linkages with active GO/NGO partners in rural development endeavors.

This process is performed through training. Why Research? To obtain sustainable development, there is a need for intensive field study and research on identifying ways and means whereby scientific and technical advances can be made available to the rural people most effectively in terms of what they can comprehend and apply. Why Extension ? Information dissemination on issues related to rural development and transferring technology to the rural people that will enhance them to release and use their inherent potentials and capabilities in improving their lives.

INFRASTRUCTURE FACILITIES
The Institute has an Administrative Building, a Guest House, Hostel building, one classroom, one conference Hall and Library room.
The Institute’s Hostel is equipped with 13 double-bedded rooms, 1 visitors’ room, 1 recreation room and 1 Dining Hall.
The Institute is also equipped with different training
infrastructures like LCD Projectors, Computers with printers, Laptops, Slide Projector, Overhead Projector, Colour Television Sets, VCR, Digital Video Camera, Public Address System etc. and necessary furniture for the training

Hall and the Conference Hall. The equipments procured are still far from satisfactory at present to achieve desired and quality training.
During 2007 -08, the main achievement of the institute is renovation and occupied of Hostel, Guest House and Administrative building with Conference Hall and. Residence training programme like two phases in the State level training on National Rural Employment Guarantee Programme, NIRD Off-Campus training course on Integrated Wasteland Development Programme and MIS under NREGS were conducted during the year.
Recruitment of Core Faculties: Two Core faculties left SIRD
for Mizoram University and Central Agriculture University as lecturer and assistant professor respectively. Also, two faculties were promoted to Principals of ETC Pukpui and Thingsulthliah leaving four Core Faculties posts vacant during the previous year. With due approval of Governing Body of SIRD and Administrative Department, Three Core Faculties were duly recruited with one Core Faculty (Agri) post still lying vacant. The Governing Body of SIRD approved filling up of this vacant post of Core Faculty (Agri). Recruitment will be done shortly. TRAINING
The SIRD, Mizoram started conducting training on its own only after the recruitment of its Core Faculties in September, 2001. After 7 years of its inception, 179 training programme were organized and the total numbers of participants totaled to 8794.

EXTENSION TRAINING CENTRE
To supplement the SIRD, two Extension Training Centres are established at Pukpui, Lunglei District which started functioning from 3rd February, 2003 and Thingsulthliah from November 2007. ETC, Pukpui has its own building at Pukpui. Construction works for Thingsulthliah Centre is not yet started and, it functions from SIRD, Kolasib from the beginning of 2007-2008. Recruitment of staff for Thingsulthliah was completed in 2007 and all of them joined their posts in the same year.

INFRASTRUCTURES OF ETC Pukpui Centre is now equipped with computer and other facilities. From the recurring fund received from central and the state, basic requirement for training equipments like Laptop computer, Digital Camera, Xerox machine, etc are purchased during 2007-08 But the present equipments and facilities available at the ETC is far from sufficient and proposal is submitted to the state government as well as to the Central Government for purchase of those essential facilities for capacity enhancement of the ETC. It may also be mentioned that in 2007-08 the state government provided Rs. 2,50,500.00 for construction of approach road from Kawmzawl road to the Centre. However, the sanctioned amount is not sufficient to complete the pavement with black topping and it was utilized for laying boulders, chips, etc. As pointed out earlier, Thingsulthliah Centre now functions from SIRD, Kolasib. One of the reasons for such arrangement is that the Ministry of Rural Development has not yet provided Non-recurring expenditure for purchase of office equipments, training aids, etc. Thingsulthliah staff are utilizing SIRD facilities and training

equipments for conducting training at present. Achievement under Non-Recurring Grant received from MoRD Ministry of Rural Development sanctioned Rs. 35.73 lakhs for renovation of classroom, library, construction of pavement, purchase of training equipments and furnishing. The sanctioned amount was utilized for the said purposes. Themed emphasis on double entry financial system for RD establishments from SIRD Among various issues identified as stress-points by the SIRD faculties, emphasis was put forwarded to introduce and compel effective and consistent financial recording system by all RD establishments at a uniformed platform. Based on the compulsion laid by the DRDA guidelines, the RD Department, Govt. of Mizoram issued a notification No. B.11016/10/2001-RD(Acct.) to make double entry system as method of financial record keeping from 1st April, 2008. Other Activities: Besides conducting training at the Institute as well as off-campus courses at different places, SIRD, Mizoram has been appointed by the state government as one of the Mid-term evaluators of IWDP/Haryali projects in Mizoram. Faculties of SIRD and ETC, Pukpui and ETC, Thingsulthliah have evaluated 11(eleven) projects at different places in Mizoram during 2007-2008. The projects so evaluated are listed below-

It may also be mentioned that, with approval of state government, SIRD is associated with CAPART by being the Institutional monitor of CAPART projects in N.E.India. Two CAPART projects have been monitored and evaluated in 2007-2008.

IMPLEMENTATION OF RIGHT TO INFORMATION ACT: Pu R. Vanlalmuana was designated as State Assistant Public Information Officer vide Govt. Notification No. B. 16012/1/2005-RD dt 10.10.05. After his demise, Pu Khawlsiamthanga Khawlhring, the senior most Core Faculty member in office has been recommended to be designated as SPIO vide No. B. 16012/1/054 SIRD/49 dt. 26/4/06. Public enquiries have been disposed by him.
