1. INTRODUCTION

General

The certification and attestation requirements laid down in this assessment directive are used by the certification bodies, which are recognised for this by the Council for Accreditation and which have a licence agreement for this purpose with the KOMO® Foundation, when processing an application for, or the maintenance of, a KOMO® attest-with-product certificate for Glued Laminated Timber. In addition to the requirements laid down in this assessment directive, the certification bodies impose additional requirements, in the sense of general procedure requirements for certification, as laid down in the general certification regulations of the relevant body.

Subject and application area

This assessment directive applies to glued laminated timber for bearing applications which are fit for developing building works which can be applied in combination with other building systems. Based on this assessment directive, two types of attest-with-product-certificate can be given out:

o Type 1: For glued laminated timber with a strength class indication (without any further statements in the quality declaration on the strength in relation to the application), intended for "trade" or;

o Type 2: For glued laminated timber with a strength class indication (with statements in the quality declaration on the strength in relation to the application).

Contrary to the strength aspect, the other performances apply to both types of quality declarations. The use of glued laminated timber at or below the waterline as well as cross-laminated timber is not covered by this assessment directive.

Validity

As from the binding declaration by SKH, KOMO® attestations with product certificates can be issued on the basis of this assessment directive. This assessment directive will replace KOMO® BRL 1701 ‘Glued load-bearing wooden building constructions’ dated 15-04-2003 and its amendment dated 13-04-2015. In any case, the certificates and quality declarations issued on the basis of that version of the assessment directive lose their validity on 24-05-2019

Relationship with the European Construction Products Regulation (CPR, EU 305/2011)

The harmonised European standard NEN-EN 14080 applies to some of the products that fall within the scope of this assessment directive; this concerns glued laminated timber made from the types of timber listed in section 5.5.2 of NEN-EN 140801.

Requirements for conformity assessment bodies

1.5.1 Research carried out for essential characteristics The essential characteristics set out in Annex ZA of the harmonised European standard shall be based on the values set out in the Declaration of Performance of the producer concerned.

1.5.2 Research carried out for other characteristics For the other characteristics, reports from test facilities or laboratories shall be submitted by an applicant (producer/supplier) as part of an external audit to demonstrate compliance with the requirements of this assessment directive. It will have to be demonstrated that these reports were drawn up by a body that meets the applicable accreditation standard for the subject in question, i.e:

− NEN-EN-ISO/IEC 17020 for inspection bodies

− NEN-EN-ISO/IEC 17021-1 for certification bodies that certify systems

− NEN-EN-ISO/IEC 17025 for labs

− NEN-EN-ISO/IEC 17065 for certification bodies that certify products An institution is deemed to meet these criteria if an accreditation certificate can be submitted for the subject in question, issued by the Council for Accreditation (Raad voor Accreditatie, RvA) or an accreditation body with which the RvA has concluded an agreement of mutual acceptance. If no accreditation certificate can be submitted, the certification body itself shall assess whether the accreditation criteria have been met.

KOMO® attest-with-product certification

On the basis of this assessment directive, there will be submitted:

− KOMO® attest-with-product certification. A distinction is made in the KOMO® attest-with-product certificate to be issued:

o Type 1: For glued laminated timber with a strength class indication (without any further statements in the quality declaration on the strength in relation to the application), intended for "trade" or;

o Type 2: For glued laminated timber with a strength class indication (with statements in the quality declaration on the strength in relation to the application).

The KOMO® Foundation's website (www.komo.nl) contains the model of the attest-with-product certificate to be issued that is applicable for this assessment directive. The attestations-with-product certificate to be issued shall correspond to this model.

2. TERMINOLOGY

Durability class Classification used as an indication of the resistance of the heartwood of wood species to attack by decay fungi. Glued Laminated Timber Structural timber member composed by wooden boards which are joined together layer by layer using glue. The laminations may contain small finger joints. Climate class Classification showing the influence of moisture content and temperature on material properties (=service class) Loose knots Wood knots that do not or are less than a quarter of the circumference of the surface intergrown with the surrounding wood Sapwood Part of the wood situated outside the trunk containing cells which are still active in the living tree For a description of the other definitions and names of common terms contained in the Assessment Directive, please refer to chapter 3 of the NEN-EN 14080 and to the website www.komo.nl.

3. PROCEDURE FOR OBTAINING THE KOMO® ATTEST-WITH-PRODUCT CERTIFICATE

For the certification agreement to be concluded voluntarily with the applicant, an initial inspection shall be carried out before the attest-with-product certificate is issued.

Start of the assessment

The applicant indicates the performance of his product/system for drawing up the KOMO® attest-with-product certificate and provides the necessary documents and substantiation. Where applicable, he provides the necessary data for the preparation of the 'technical specification' as included in the declaration.

Admission assessment

3.2.1 Approval test for the KOMO® certificate part In order to obtain a KOMO® certificate, the certification body shall carry out an assessment. The admission assessment must include:

− the certification-body assesses whether the determination of the product characteristics of the glued laminated timber meets the conditions as stated in section 1.5 of this assessment directive;

− determination and/or assessment of the performance in the application in the specified construction works and/or building elements determining whether the requirements laid down in chapter 4 of this assessment directive can be met;

− determination of the processing instruction;

− determination of the conditions of application;

− assessment of the complaints registration.

3.2.1 Approval test for the KOMO® product certificate part In order to obtain a KOMO® product certificate, the certification body shall carry out an investigation. The admission assessment must include:

− verification of documents provided or to be provided by the applicant to verify compliance with the requirements laid down in chapters 5 and 6 of this assessment directive;

− request the declaration of performance drawn up by the applicant (drawn up in the framework of the European Construction Products Regulation) and verify whether the essential characteristics declared therein comply with the limit values set out in this assessment directive;

− determination of the other product characteristics as set out in this assessment directive insofar as they are not essential characteristics as set out in Annex ZA of the relevant harmonised European standard(s), also checking whether these characteristics comply with the requirements of this assessment directive.

Evaluation of the quality system

3.3.1 Assessment of the quality system for the KOMO® attestation part In relation to the product characteristics (among them the Declaration of Performance drawn up within the framework of the European Construction Products Regulation) no assessment of the quality system and/or control of samples takes place.

3.3.2 Assessment of the quality system for the KOMO® product certificate part

3.3.2.1 For essential characteristics In relation to the essential characteristics (as laid down in the declaration of performance drawn up within the framework of the European Construction Products Regulation) no assessment of the quality system and/or control of samples takes place. Quality assurance is covered by the Factory Production Control (FPC) as defined in Annex ZA of the harmonised European standard for essential characteristics.

3.3.2.1 For the other characteristics In order to obtain the KOMO® attest-with-product certificate in relation to the other product characteristics, the certification body shall conduct an assessment. The admission assessment includes:

− assessment of the production process;

− assessment of the quality system and the IQC-scheme of the applicant;

− verification that the other required procedures are in place and working properly. The certification body shall test the quality system and the corresponding IQC scheme. It must be established to what extent the quality system complies with the requirements laid down in chapters 7 and 8 of this assessment directive. Comment: Companies that have been certified on the basis of NEN-EN-ISO 9001 are deemed to comply with the requirements of chapter 7 provided that all relevant requirements at product level are included in the quality system.

Granting of the KOMO® attest-with-product certificate

The results of the assessment audit shall be recorded in a file by the certification body. The file shall comply with the following requirements:

− Completeness: the file gives a ruling on all the requirements of the directive;

− Traceability: the findings on which statements are based must be recorded in a traceable manner.

The decision on the granting of a KOMO® attest-with-product certificate must be taken by a qualified decision-maker who has not himself been involved in the assessment investigation. On the basis of the assessment, the decision maker decides whether the KOMO® attest-with-product certificate can be granted or whether additional data and/or examinations are required before the KOMO® attest-with-product certificate can be granted. The decision must be recorded in traceable manner.

Validity period of the KOMO® attest-with-product certificate

The validity period of the KOMO® attest-with-product certificate is regulated in the regulations of the certifying body. In case the production is (temporarily) stopped, the quality declaration will be suspended at a stop for longer than 1 year unless then still from stock is delivered. In the event of a new start of production, in the event of a suspension period of more than one year, an additional periodical assessment will be carried out to determine whether the KOMO® attest-with-product certificate can be retained. In the event of suspension for more than 2 years, the KOMO® attest-with-product certificate shall lapse.

External quality assurance

After the KOMO® attest-with-product certificate has been issued, the certification body shall carry out checks as described in chapter 9 of this assessment directive.

requirements for 'renovation'. From this point of view, the requirements for "renovation" have not been worked out in more detail.

Technical building regulations from the point of view of safety

GENERAL STATEMENT OF THE CONSTRUCTION; BD art. 2.1

4.1.1 Strength of construction; Performance requirements, BD articles 2.2, 2.3, 2.4, 2.5b and 2.5c Building constructions must meet the performance requirements as indicated in BD art. 2.2, BD art. 2.3, paragraphs 1-2, BD art. 2.4, paragraphs 1-3, BD art. 2.5b and BD art. 2.5c. Limit Value A structure shall not fail during its design life to comply with the fundamental and extraordinary load combinations as referred to in NEN-EN 1990. In addition to the provisions of BD article 2.2 and BD article 2.3, further regulations have been laid down with regard to floating structures by ministerial regulation (Regulation on the Building Act 2012). Determination Method The performance of glued laminated timber used as a supporting structure is determined in accordance with the Eurocodes listed in table 1. When determining the performance of glued laminated timber used as a supporting structure in floating buildings, the further regulations laid down by ministerial regulation (Regulation on the 2012 Building Decree) are also taken into account.

4.1.2 Strength of construction in the event of fire; Performance requirements, BD articles 2.10 and 2.11 Building constructions must meet the performance requirements as indicated in BD art. 2.10, paragraphs 1-3 for residentiaries/residential buildings and paragraphs 1/4-7 for other buildings and BD 2.11, paragraphs 1-2. 5. PRODUCT REQUIREMENTS

General

Glued laminated timber must be constructed from planed or sanded boards.

Glued laminated timber of coniferous wood

Glued laminated timber of coniferous wood must comply with NEN-EN 14080.

Glued laminated timber of deciduous wood

5.3.1 Production requirements deciduous wood Annex I of NEN-EN 14080 applies to the production of glued laminated hardwood.

5.3.2 Glue The adhesive shall comply with § 5.5.3 of NEN-EN 14080 and with the requirements of BRL 2338.

5.3.3 Strength class

5.3.3.1 Strength grading timber The strength grading of deciduous timber for boards for glued laminated wood shall be in accordance with NEN-EN 14081-1. If the strength grading has not been carried out by the producer but by third parties, the timber shall be marked with the strength class in accordance with NEN-EN 14081-1.

5.3.3.1 Strength class of the glued laminated timber The strength class of the glued laminated timber must be determined in accordance with the following: The characteristic bending strength (fm,k) of the laminated section is determined by the tensile strength parallel to the fibre orientation (ft,0,k) of the individual slat. This tensile strength parallel to the fibre direction (ft,0,k) is assumed to be 60% of the characteristic bending strength (fm,k) of the slat. The test of the beam for bending is then carried out as follows:

Depending on the application, a certain 'appearance' may be expected from the glued laminated timber. A distinction is therefore made between 3 different finishing classes: 1. "Industry quality", glued laminated timber not having an aesthetic function, which is

Climate classes

The thickness of the laminations, the durability of the wood and the choice of adhesive for the glued laminated timber also depend on the climate class in which the glued laminated timber is used. The classification of the climate classes is described in NEN-EN 1995-1-1 (Eurocode 5 - Design of timber structures - Part 1-1: General - Common rules and rules for buildings). In addition to this classification, climate class I is subdivided into climate class Ia, Ib and Ic. The separation between these classes is shown in table 4. Table 4

5.5.1 Thickness of the laminations in relation to the climate classes The minimum thickness of the laminations should be at least 6 mm. The maximum thickness or diameter of the laminations must be in accordance with table 5. 5.5.2 Durability of wood in relation to the climate classes Glued laminated timber shall be made of timber with durability classes 1 to 5 in accordance with NEN-EN 350. Depending on the climate classes in which the glued laminated timber is used, the following additional condition applies for the durability of the timber:

− application in climate class I shall be realised with wood durability class 1 to 5 in accordance with NEN-EN 350;

− application in climate class II shall be realised with wood durability class 1 to 4 in accordance with NEN-EN 350;

− application in climate class III shall in principle be realised with wood that can be classified as durability class 1 to 3 in accordance with NEN-EN 350.

When used in climate class III, the elements do not need to be covered if the elements are installed almost vertically. ‘Almost vertical’ is defined in the figure below.

In other situations, the elements must be covered in accordance with paragraph 6.2.1. When using glued laminated timber in climate class III, if there is more than 2% sapwood on the external surface of the glued laminated timber, the would should be preserved in accordance with BRL 2338. When using glued laminated timber in the façade of a building (climate class III), the following additional condition applies:

− If a finishing coat is applied (and maintained), sap-free wood with a durability class 1 to 3 must be used;

− If a finishing coat is not applied, sap-free wood with a durability class 1 to 2 must be used.

The durability of the wood may also be obtained by means of preservation in accordance with BRL 0601.

Protection of end grain of wood

6. PROCESSING INSTRUCTIONS

Upon delivery of glued laminated timber, processing instructions must be supplied. In those, at least the following points must be listed.

General

6.1.1 Transport and storage (quality declaration type 1 and 2)

− The certificate holder of the glued laminated timber must provide appropriate advice for the work with regard to transport and storage.

− The transport and storage must take place in accordance with the certificate from the certificate holder.

− Preferably, parts should be stored on a paved surface with a flat support.

− The components must be kept free of the substrate for at least 300 mm during storage.

− If necessary, make provisions to prevent contamination of the parts.

− Process or store the parts as quickly as possible in a windproof and waterproof manner.

− Parts that do not have a protective shield must be protected against moisture ingress immediately after delivery / assembly.

− Remove packaging in the form of wrapping film within 48 hours of receipt, in order to prevent discolouration of wood, due to condensation between wood and foil.

− With long-term storage several parts must be separated by stacking bars.

− If the parts are stored on the construction site for longer than 1 week after delivery, the parts must be stored in a dry manner by means of tarpaulins.

− If the parts are covered with tarpaulins or the like, the underside of the tarpaulins must be folded back so that ventilation is possible.

− Preferably store the smaller construction components on a pallet and with the use of tarpaulins.

− When hoisting, the components must be adequately protected against mechanical damage.

− Always place 2 hoisting points when hoisting.

− Hoisting points must be positioned in such a way that there are no unacceptable distortions.

6.1.2 Installation on site (type 2 quality declaration)

− The certificate holder of the glued laminated timber must provide appropriate advice for the work with regard to the installation on the construction site.

− The installation on the construction site must take place in accordance with the certificate from the certificate holder.

− Remove damage and dirt from components before assembly/repair, if necessary seek advice from the supplier.

− In the application, the distance between the surface and the wood must be at least 200 mm, due to rising damp and/or splashing water.

− Apply laminated timber on masonry and concrete on a moisture-resistant material and avoid any contact with mortar.

− Prevent water and snow from accumulating in crevices, seams and corners. Ensure sufficient slope and permanent drainage of roofs.

6.1.3 Adaptations on site (type 2 quality declaration) - Adaptations on or in the glued laminated timber and/or changes in the design that

deviate from the order, drawings and the assembly advice may only be carried out with the written consent of the certificate holder of the glued laminated timber.

6.1.4 Coatings (type 2 quality declaration) - The certificate holder of the glued laminated timber must provide appropriate advice on

painting and maintenance. Any final finishing layer to be applied to the construction, on the factory-fitted system, must be carried out in accordance with the delivered paint technical advice of the certificate holder.

Additional processing instructions for use in climate class III

6.2.1 Facilities for the most heavily exposed areas (type 2 quality declaration) - All lying parts and ends that are directly exposed to sun and/or rain must be protected

by a ventilating, draining cover (with a ventilation space of at least 8 mm between timber and cover) made of metal, wood or with a durable, UV-resistant plastic.

- Other products used for the shielding of the lying parts and the end faces of the glued laminated timber shall be shown to have a durable protection of the glued laminated timber.

- All ends, including those not directly exposed to sun and rain, must be sealed with a UV-resistant product developed for this purpose.

6.2.2 Joints (quality declaration type 2) - Connections must not cause capillaries and must be able to ventilate sufficiently, which

means that the connection surfaces must be kept free of wood. - The free ventilation space between steel and wood, wood and wood, or wood and

concrete must be at least 8 mm. - The contact surfaces in the vicinity of the spacers should be kept as small as possible.

6.2.3 Coatings (type 2 quality declaration) - The certificate holder of the glued laminated timber has drawn up a suitable painting

and maintenance advice for the work. - Any final finishing layer to be applied to the construction, on the factory-fitted system,

must be carried out in accordance with the delivered paint technical advice of the certificate holder.

- The finish must not be film forming due to shrinking and swelling of the glued laminated timber.

- A colourless clear, non-UV-resistant finish is not permitted. - Other products used for the shielding of the lying parts and the end faces of the glued

laminated timber should prove to have a durable protection of the glued laminated timber.

- Damage must always be repaired. - In order to keep the paint layer in good condition, especially during the construction

phase, it is important that no aggressive substances and/or steel particles that arise during welding, grinding of steel anchors, steel plates, etc., are deposited on the painted surface. When welding and grinding steel, it is best to protect the surrounding timber structure. In this case, the paint layer will not be damaged.

6.2.4 Maintenance (type 2 quality declaration)

− During maintenance, also check the construction and free up the ventilation facilities (if applicable) if necessary.

− Maintenance and possible repairs must be carried out in accordance with the advice on painting and assembly.

7. REQUIREMENTS FOR THE QUALITY SYSTEM

General

This chapter contains the requirements to be met by the producer's quality system.

Responsibility

The producer is responsible for the production process of the product and for internal quality control, for the finished product and for the processing instructions.

Manager of the quality system

The organisational structure must include an official responsible for the management and operation of the quality system.

Quality system

7.4.1 Document management The procedures recorded in writing for the inspection and testing must be evaluated and approved for suitability and effectiveness by those responsible within the company prior to publication. The management of documents must ensure that only valid documents are available during inspection and testing. The documents must be in Dutch, English or German.

7.4.2 Inspection and assessments

7.4.2.1 Internal quality control The producer must use Internal Quality Control (IQC), recording and including in writing at least the following:

− an entry check on the raw materials;

− workplace instructions (including check of the production process);

− inspection of the final product;

− inspection of the measuring equipment;

− complaint registration. The following components are added to the production of glue laminated deciduous wood:

− checking the small finger joints (in accordance with Annex E of NEN-EN 14080);

− checking the quality of the adhesive bond (in accordance with Annex C, Annex D and Annex I, § 5.8 of NEN-EN 14080);

− checking the large finger joints (in accordance with Annex I § 6.6 of NEN-EN 14080).

7.4.2.2 Registration A record must be kept of the inspections and assessments as described in the IQC scheme. Recorded data shall be kept for a minimum of 10 years

7.4.2.3 Calibration Inspection, measuring and test equipment shall be calibrated at least once a year. Records must be kept of this.

7.4.2.4 Supply Raw materials, semi-finished products, etc., for which reference is made to another assessment directive, must comply with the requirements of the relevant assessment directive. The goods received must be checked in accordance with the IQC scheme.

7.4.2.5 Laboratory In order to carry out laboratory activities, there must be an equipped (separate) room and the prescribed measuring and testing equipment. If an external laboratory is used, it must be approved by the certification body.

The samples used for inspection and testing should be clearly identified. Any test sequence must be recognisable. The producer of glued laminated timber must have the following equipment:

− hygrometer;

− wood moisture meter;

− thermostatic bath (or other sample conditioning agents);

− drying oven;

− scale and balance;

− pull bench/pressure bench;

− stopwatch;

− thermometers, including a calibrated thermometer.

7.4.2.6 Products with shortcomings Products or parts of products found not to be in conformity during the production process shall be recognisable as such. If necessary, corrective measures must be taken.

7.4.3 Complaint handling The producer (holder of the quality declaration) must have a demonstrable record of complaints and the handling thereof with regard to the product to which the quality declaration relates and its application. For each complaint, it must be indicated how the complaint has been analysed and dealt with, and possibly followed by appropriate corrective measures.

8. MARKING

The glued laminated timber delivered under a KOMO® attest-with-product certificate shall be legibly provided with:

− KOMO® word or figurative mark, at least 5mm in size;

− number KOMO® attest-with-product certificate;

− production identification code. For each delivery of glued laminated timber under KOMO® attest-with-product certificate, a written specification must be provided to the customer, stating per order line:

− KOMO word or figurative mark;

− production identification code;

− number of the KOMO® attest-with-product certificate;

− strength class (only for deciduous wood);

− finishing class;

− climatic class.

9. SETTING REQUIREMENTS FOR THE EXTERNAL AUDIT

General

The external quality control is recorded by the certifying body in accordance with the product certification regulation of the certifying body.

External audit

9.2.1 External audit for the KOMO® certificate part The certification body will carry out a reassessment of the performance in the application once every 5 years with regard to the attestation or as much earlier as necessary and a audit of the complaints registration.

9.2.2 External inspection for the KOMO® product certificate part

9.2.2.1 For essential characteristics In relation to the essential characteristics (as laid down in the declaration of performance drawn up within the framework of the European Construction Products Regulation) no assessment of the quality system and/or control of samples takes place. Quality assurance is covered by the Factory Production Control (FPC) as defined in Annex ZA of the harmonised European standard for essential characteristics.

9.2.2.2 For the purpose of other product characteristics In relation to the other product characteristics, the certification body checks unannounced twice a year whether the products meet the technical specifications, whether the production is in accordance with the specifications laid down by the producer and agreed with the certification body, and whether the internal quality control system of the producer meets the requirements. In the case of type 2, the certification body also checks twice a year a construction calculation made by or on behalf of the certificate holder for compliance with the requirements laid down in the Buildings Decree. A written report is drafted of these inspections. On the advice of the Board of Experts, the sanctions policy and the above-mentioned frequency of inspections can be adjusted on the basis of arguments. The country of the applicant must generally speaking be safe for inspection visits by the provider of the quality declaration. In the case of negative travel advisories, the country is not visited but the products are inspected upon arrival in the Netherlands. The producer is then obliged to report the shipments, including time and place of receipt, to the certification body in good time and in writing.

10. REQUIREMENTS FOR CERTIFICATION BODY AND PERSONNEL

General

The certification body shall comply with the requirements set out in NEN-EN-ISO/IEC 17065. Moreover, the institution must be accredited by the Council for Accreditation (Raad voor Accreditatie) for the subject matter of this BRL and must therefore have a licence agreement with the KOMO foundation or be engaged in the application procedure. The certification as such among other things has a set of regulations or an equivalent document, recording all the general rules used for certification. In particular, these are:

− the general rules for carrying out the admission examination, distinguished in; o the way in which organisations are informed about the handling of an

application; o the execution of the study; o the decision following the study carried out;

− the general rules regarding the performance of inspections and the inspection aspects used;

− the measures to be taken by the certifying body in case of shortcomings;

− the rules upon termination of a certificate;

− the option of lodging an appeal against decisions or measures of the certifying body.

Certification staff

The personnel involved in the certification process can be divided into:

− inspector: charged with carrying out the external audit;

− preliminary inspector: charged with carrying out the pre-certification tests and assessing the reports of inspectors;

− assessor: in charge of the assessment of the investigator and inspectors; decisions on the need to take corrective action;

− decision-maker: charged with taking decisions on the basis of the admission tests carried out, continuation of certification on the basis of the inspections carried out.

Qualification Requirements

Employees involved in the qualification process must be demonstrably qualified for performing the necessary activities. With regards to training, expertise/experience, the following qualification requirements apply:

Sanctions policy

The sanctions policy (the measures to be taken by the certification body in the event of shortcomings) shall be laid down in the regulations of the certification body referred to in paragraph 10.1 or in a document drawn up separately for this purpose.

Reporting to the college of experts

The certifying body reports at least once a year about the performed certification activities. This report must address the following issues:

− changes in the number of certificates (new/expired);

− number of inspections carried out in relation to the determined frequency;

− results of the inspections.

Interpretation of requirements

The Board of Experts may lay down the interpretation of the requirements of this Assessment Directive in a single, separate interpretative document. Where applicable, this interpretation document is available on the website of the scheme manager who has drawn up this assessment guideline. Every certification body that makes use of this assessment directive is obliged to use the interpretations laid down therein.
