BROCHURE FOR ADMISSION IN GOVERNMENT ITIs/ITCs/Jr. POLYTECHNIC AND PPPGOVERNMENT ITIs FOR THE SESSION COMMENCING FROM AUGUST 2019.

Applications in prescribed format are invited from willing and eligible candidates for admission in different tradecourses, affiliated to the NCVT (under Craftsman Training Scheme (CTS)), running in different Govt. ITIs/ PPP Govt.ITIs / Govt. Jr. Polytechnics (JP) of West Bengal, as per the list given as Annexure-B, for August 2019 academicsession.Admission process for Govt. ITI Tung and ITC Kalimpong, located within Gorkha Territorial Administration (GTA) willbe conducted separately by the appropriate authority.

A. Eligibility:

Candidates passed the requisite entry qualification from any school located within the State of West Bengal, are eligible for admission in Govt. ITIs / ITCs/JP and PPP Govt. ITIs.Institute/ trade would be allotted through e-counselling based on the rank in the merit list and choice ofthe applicant. Institute/trade choice would be collected on-line, from the applicants, in due course.Those candidates who appeared Madhyamik or equivalent Examination in the year 2019 may alsoapply and they have to submit filled in OMR with in seven working days after publication of result.Though such candidates have to collect Blank OMR with in the stipulated time.

Madhyamik appearing Candidates who are willing to apply on-line will also get seven working days afterpublication of result for filling up the online application and submission of printed application form alongwith requisite fees to the nearest Govt / PPP ITIs.

Previously admitted/passed out trainees from any Govt.ITI/ ITC /JP and PPP Govt. ITI: ITI Passed-out trainees: Passed-out trainee of any Govt.ITI/ ITC/ JP or PPP Govt. ITI is not eligible for

admission for three consecutive years in the same ITI and for one year in other ITIs. (excluding thepassing out year).Example: a trainee passing out from ITI Gariahat (CTS, BBBT & AM courses) in the examination ofJuly 2016, is not eligible for admission in ITI Gariahat for academic sessions commencing from August2017, August 2018 & August 2019. Again, a trainee passing out from ITI Gariahat (CTS, BBBT & AMcourses) in the examination of July 2018 is not eligible for admission in any Govt. ITI for the session ofAugust 2019.

ITI admitted but drop-out/discharged trainees: Previously admitted but drop-out/discharged trainee fromany Govt.ITI/ ITC/ JP or PPP Govt. ITI is not eligible for admission for three consecutive years in the same ITIand for one year in other ITIs, considering the completion of the training session of the discharged trainee.Example: A trainee admitted in August 2014 session (for 2 year trade) or in August 2015 session (for1 year trade), in ITI Gariahat (CTS,BBBT & AM courses) but subsequently dropped out/discharged, isnot eligible for admission in ITI Gariahat for academic sessions commencing from August 2017, August2018 & August 2019. Again, a trainee admitted in August 2016 session (for 2 year trade) and in August2017 session (for 1 year trade), in ITI Gariahat (CTS, BBBT & AM courses) but dropped out/discharged,is not eligible for admission in any Govt. ITI for the session of August 2019.

Age limit: Applicant should attain at least 14 years of age as on 01.08.2019, i.e. born before 01.08.2005.There is no upper age limit.

B. Entry qualification:

Trade courses are divided under two groups viz. E-Group & M-Group. Minimum entry qualification for M-Group trades : Passed Madhyamik or equivalent examination from a

recognized board. The school should be located in West Bengal. For E-Group trades: Class Eight passed from a recognized school located in West Bengal.

N.B: Candidates passed Madhyamik or equivalent Examination without Mathematics and PhysicalScience as subjects will not be eligable for admission in Engineering Group of trades.

Applicant is eligible for applying in any one Group of trades (either M-Group or E-Group). Applicantsfound applying for both the groups will be rejected.

C. Preparation of Merit list of applicants: For M Group trades: On the basis of marks obtained in Madhyamik or equivalent board examination.

No separate entrance test will be held. For E Group trades: On the basis of a Common Entrance Test (CET- 2019). Percentage (%) of marks obtained in Madhyamik or Equivalent examination will be calculated

as per following manner :(a) Where grand total marks obtained is shown in the mark-sheet :

Percentage (%) of marks = Grand Total marks obtained × 100Full Marks of Exam

(b) Where grand total marks obtained is not shown in the mark-sheet :Percentage (%) of marks = Summation of individual subjects marks × 100

Total nos. of subject The percentage of marks are explained as follows:

Category A: Candidates passed from any board where Full marks and marks obtained is shown in theMark sheet in numerical, like WBBSE board: Candidate will fill up Full marks and marks obtained asshown in the mark-sheet.Category B: Candidates passed from any board where subject wise marks are shown in percentagebut, summation of full marks and marks obtained is not shown (in numerical), like ICSE etc.: Full marksmay be calculated as “100 multiplied by total no. of subjects” and marks obtained may be calculated as“summation of percentages of marks of each subject”.Category C: Candidates passed from any Board(s) where final marks obtained by the candidate areshown in Grade only, instead of any numerical value, for them, percentage of marks can be calculatedby the multiplying factor prescribed by concerned board.

The percentage of marks will be calculated by considering exact two digits after decimal and the samewill be put in the OMR/Online application.

Tie-breaking procedure for applicants securing same percentage of marks in Madhyamik or equivalentexamination: Marks obtained in mathematics, science and date of birth would be considered for breaking of tie.

For E group applicants, one Common Entrance Test (CET-2019) of Two hour duration (MCQ type) will beheld tentatively on 1st June 2019 at 11.00 A.M (Saturday).

All related Notifications regarding admission would be published in the web- portal : www. webscte.co.in.from time to time.

D. Instruction for M-Group Applicants:

Institute/ trade would be allotted based on the rank and choice of candidates. Candidates getting allotmentof seat will report to the concerned ITI for verification of original certificate/testimonials. In case of anydeviation of data found during verification of original certificate, the allotment of seat would be summarilyrejected and no chance for rectification/ correction of application form would be entertained.

Applicants are to produce their original mark-sheet of Madhyamik or equivalent examination and otherrelated certificates in original at the time of submission of filled in application form, for preliminary checkingby the receiving authority. No copy of any certificate is to be attached with the filled in form.

Kanyashree enrolled candidates and Physically challenged candidates are to produce the respectiveoriginal certificates at the time of collecting the admission forms or submission of online froms. Copy ofthe same need not be enclosed during filled-in form submission.

List of Documents to be produced at the time of reporting at the ITI, after getting allotment of seat.1. Self attested photo copy of Admit card of Madhyamik or equivalent examination as proof of age.2. Self attested photo copy of mark-sheet of Madhyamik or equivalent examination.

3. Self attested photo copy of Certificate of Madhyamik or equivalent examination.4. CBSE internal 10th pass candidates will have to produce self attested mark sheet issued by

competent Authority.5. Self attested photo copy of certificates SC, ST, PH certificate (if any). A candidate should have

certificate in his/her own name only for availing admission under any reserved seat (SC/ST/PH).6. Self attested copy of Kanyashree enrollee certificate/document.7. Two coloured passport size recent photograph(To be retained by the ITI).8. Self attested photo copy of Aadhar Card9. Self attested copy of Vocational pass certificate (if any).

Candidates have to produce above mentioned certificates in original for varification which is mandatoryfor admission in M-Group of trades. If any applicant fails to produce the above mentioned documents atthe time of admission, the candidate will be debarred from admission even after appearing the name inthe merit list and securing seat in counseling.

No enclosures will be required during submission of OMR/On-line application forms. E. Instruction for E-Group Applicants:

Submission of Class VIII passed certificate is mandatory for admission in E-Group of trades. If anyapplicant fails to produce the above mentioned documents at the time of admission, the candidate willbe debarred from admission even after appearing the name in the merit list and securing seat in counseling.

No enclosures will be required during submission of OMR/On-line admission form. The subjects of Common Entrance Test (CET-2019) for E-Group will be Science, Mathematics, English&

General Awareness.

F. Instruction for Collection and Submission of Application form: Blank OMR application forms along with information brochure may be purchased @Rs.250/- per application

form, in cash (For Kanyashree enrolled candidates the application fees will be @Rs.125/-) per applicationform, from all Government ITIs, PPP Government ITIs starting tentatively from 8th March 2019 on allworking days from 11:00 am to 4:00 pm.

Applicants may also apply on-line through www.webscte.co.in. After submitting the applicationon-line ,the candidate have to take a print out of the same. The candidates have to submit the print outat any ITIs with a fees of Rs 200.00 ( For Kanyashree Rs 100.00) tentatively from 8th March 2019 on allworking days from 11:00 am to 4:00 pm.

Filled in application form (OMR) are to be submitted at any of the form selling centers within the closingdate. Application form is to be filled in according to the guideline mentioned in the information brochureand “filling up instruction” available in the OMR application form. Application forms are to be submitted inperson only. Forms sent through any other mode /place would be treated as cancelled. Any manualerror in OMR application form will be treated as cancelled. Tentative Closing date for submission of filledin application form will be 26th April, 2019 up to 4.00PM.

All applicants are requested to preserve a photo copy of their filled in application form. Application fee for Kanyashree Enrollees: For Kanyashree Enrollee woman candidates, cost of OMR with Information brochure is Rs.125/- (Rupees

One hundred Twenty five only)per form and for on-line submission, application fee is Rs.100/-.However,Kanyashree Enrolled candidates need to produce a supporting document during collection as well assubmission of filled in application form.

G. Issuance of Admit Card for Common Entrance Test:1. Admit card for Common Entrance Test (CET-2019) for E-group will be available in the website i.e.

www.webscte.co.in.

2. Applicant can view and take a print-out by entering their Application Form number. The actual date andvenue of the Common Entrance Test (CET-2019) will be mentioned in the Admit card.

H. Common Entrance Test (CET-2019):Applicants for E-Group of trades are to appear for a Common Entrance Test of Two Hour duration, tobe held tentatively on 1st June 2019 (Saturday) at 11 am. I. Reservation of seats: Seats will be reserved as per following norms.

Note:- Seats reserved for ST candidates will be converted to SC category seats on unavailability of ST candidatesand vice-versa. In case of unavailability of SC and ST candidates, seats reserved for both of the categories will beconverted to General seats. Seats reserved for Physically Challenged and Women candidates will be converted toGeneral category seats on unavailability of Physically Challenged and Women candidates.

50% of total seats are reserved for District Quota for which the candidates, who passed the entryqualification from the schools located within the district where the concerned Govt. ITI/ITC/JP is located,shall be considered.

The following nine (9) major ITIs shall not have any district quota seats:1. ITI, Gariahat.2. ITI, Tollygunj.3. ITI, Howrah Homes.4. ITI, Kalyani.5. ITI, Hooghly.6. ITI, Durgapur.7. ITI, Siliguri.8. Women ITI, Kolkata.9. ITI for Physically challenged Boys & Girls.

All other general reservation rules such as SC, ST, PH & WOMAN quota will be applicable for DistrictQuota seats.

One seat in each of the “E” group of Trades will be kept reserved for inmates (boys and girls) of theState Welfare Homes having educational qualification of class VIII pass.

a. Reservation of Seats for IMC Quota for Govt.ITI/ITC/JP:20% of total seats will be reserved for Institute Management Committee (IMC) quota for selectedGovt.ITIs. Candidates willing to avail the admission under IMC quota in those selected Govt. ITIs, shallhave to select the IMC quota option in the Application Form (OMR/Online). However the seats reservedfor IMC quota will be filled up from 1st phase of counseling based on the merit position of the willingcandidates. Tuition Fee for IMC sponsored candidate for Govt.ITI/ITC/JP is @ Rs. 2500/- per Semesterfor 1 year and 2 year courses.

N.B: In Government ITIs operated under PPP mode, 20% Management quota seats will not be filled upfrom this admission process.

b. Reservation of seats for the candidates passed out from different Vocational Training Centers affiliated toWBSCVE&T.20% of total seats will be reserved for the passed out trainees from different Vocational Training Centers(VTCs) affiliated to WBSCVE&T, running in this state. Such applicants will be eligible for admission inM- Group of trades if he/she passed Madhyamik or Equivalent exam and also possess any short / longterm vocational courses and E-Group of trades if he /she passed class VIII examination and possessesany long/short term vocational courses from WBSCVE&T, running in this state.Such candidates should have a valid rank in the State wise merit list.Criterion of passing Madhyamik or equivalent with science and mathematics as compulsory subjects,as laid down in the NCVT norms, will be followed, for admission in engineering trades. In case ofinsufficient applications from VTC passed-outs, in comparison to the reserved seats, vacant seats willbe filled up by the general applicants.

In the above a. & b.cases general reservation (SC, ST, PH, Women) will be followed as per existingGovernment norms.

Seats of Four Women ITIs:All the seats of four Govt. Women ITIs viz. Women ITI at Kolkata, Banipur, Burdwan and Siliguri arereserved for women candidates only.

Eligibility for PH Candidates in all Govt.ITI/ITC/JP and Seats of Govt. ITI for Physically Challenged Boysand Girls at Kolkata (ITI for PCBG):Only following two types of categories of physically challenged candidates may get scope of admissionin Govt./PPP ITIs : i) Loco motor disability (disabilities to move) including leprosy cured.

ii) Hearing impaired. Extent of disabilities should be 40% and above.This certificate should be issued by Govt. Medical Officer not below the rank of DMO or qualifiedGovernment Medical Specialist in the specific area of handicappedness specially indicating the degreeof incapacitation. Photo copy of above certificate should also be attached with application form.

All the seats of Govt. ITI for Physically Challenged Boys and Girls at Kolkata (ITI for PCBG) are reservedfor the physically challenged Boys and Girls only. In case sufficient Physically Challenged candidatesare not available, vacant seats would be filled up by the women candidates other than physically challengedapplicants based on the choice of trades and merit position of Candidates.

** It is mandatory for all Physically Challenged candidates to attend with all original testimonialsin the nearby help desks for choice filling and online counseling.

J. Choice filing and online Counselling:The choice filling for counselling process will be held in on-line basis dates of which will be notified in thewebsite. Applicants are to register in the web portal for on-line choice filling using the application form numberas User ID and Date of Birth as given in the application form as password. After registration in the portalshould change the password for security system. One Applicant can provide his/ her choice of trades andInstitutes based on availability of seats in that particular institute. Auto upgradation of seats allocation willbe available only for the 1st phase of counselling. Auto upgradation norms and process will be available in thewebsite.The last date of choice filling for on-line counselling will be notified in the website.

K. Seat Allocation:After successful completion of the choice filling, based on the rank position and the choice of trades given bythe applicant on-line counselling process will be conducted and seat will be allocated to the Applicant inthose Institutes for which he/she has given the choice. The applicant can see his/her allocated seats andtake a print-out of seat confirmation slip from the website.

L. Admission:On getting trade confirmation slips applicant should report to respective Govt. ITI/ITC/JPs or Govt. ITIs runningunder PPP mode within stipulated date and time as mentioned in the Provisional allotment letter for provisionaladmission. In case the candidate does not take admission within the schedule period his/her allotted seat

will automatically be cancelled. Admission once taken in any trade of any Govt. ITI/ITC/JP can’t be changed/modified or cancelled. All the original certificates and testimonials for entry qualification along with a set ofself attested copies, Admit card of Common Entrance Test (CET-2019) for E-group candidates, Copy of meritrank and seat confirmation slip need to be produced at the time of admission. All necessary fees should bepaid mandatorily at the time of admission.

M. Fees for Admission:Fees for admission in Govt. ITIs (for both M & E Group trades) for the session August-2019

Following fees for 1st semester (6 months) to be paid by the candidates at the time of admission at theconcerned Govt. ITI/ITC/JP and Govt. ITIs running under PPP mode. Rest of the fees need to be paid bythe student at the beginning of every semester.
