Department of Defense Base Structure Report FY 2011 BaselineI. Introduction

The Base Structure Report (BSR) FY 2011 Baseline presents a consolidated summary of annual real property inventory (RPI) data that is reported by each of the Military Departments and Washington Headquarters Services (WHS), based on their native real property databases. This snapshot of data is collected at the end of each fiscal year, as of September 30, 2010, and serves as the baseline for the start of the next fiscal year. The BSR includes summary statistics for assets and sites in which DoD has a legal interest, both within the United States and throughout the world. The Department manages a global real property portfolio consisting of more than 542,000 facilities (buildings, structures, and linear structures) located on nearly 5,000 sites worldwide covering over 28 million acres. While the BSR will not answer every single question about the vast portfolio of real property maintained by the Department of Defense, but it is intended to provide the reader with a snapshot view. The Military Departments annual reporting of real property assets (facilities and land) to the Secretary of Defense is in accordance with DoD Instruction 4165.14 to support the requirements of title 10, U.S. Code, section 2721, Real Property Records. Each year DoD uses this same source data to submit real property data at the constructed asset level to the General Services Administration (GSA) for the Federal Real Property Profile (FRPP), as required by Executive Order 13327. II. Content and Organization The BSR FY 2011 Baseline provides a comprehensive listing of all sites owned or managed by DoD (inclusion criteria provided in Section III of this report). For the purpose of this inventory reporting, a site is defined as a specific geographic location containing real property assets. Each site is then assigned a Real Property Site Unique Identifier, along with a name specific to that location. Sites are usually assigned to military installations even though they may be physically separated in location. This report does not attempt to replicate all the details included in the source databases, but instead provides a summary view of DoD sites using those common elements that should answer most questions. A portfolio summary is provided in the front after the data definitions to provide a birds eye view of the size of the DoD inventory. Then summary information is provided first alphabetically by State for all of DoD, then repeated in sections dedicated to each Service, and the last section provides summary details on sites managed by the States as part of the Army National Guard. Please take the time to read these important parameters for the content of this report before moving on to the data: - Timeliness. While the physical base structure will naturally change throughout the year (new construction, demolitions, etc.), the BSR is intended to be an annual snapshot of the DoDs physical plant, in this case as recorded on September 30, 2010. Some of the sites listed may be in various stages of activity, including unused or awaiting disposal. Due to the legalities involved in transferring deeded property, individual Military Service inventories may still include a legal property record long after the decision has been made to transfer that asset to another organization. - Personnel Data. Personnel data is included in this report ONLY as a means of showing relative magnitude and should not be construed as validated Military Department Manpower Data. Personnel data was collected from multiple sources, including inputs from the individual Military Services personnel databases. Since personnel totals reflected in this report attempt to show all personnel regardless of Military Service affiliation assigned to individual sites or locations, these Personnel totals should not be confused and viewed as representing Military Service total strength. Detailed personnel questions should be addressed to the appropriate Military Service manpower or personnel offices. III. Data Sources, Display Criteria and Definitions As mentioned in the Introduction, this inventory data is extracted directly from the Military Departments authoritative real property inventories as submitted to the Office of the Secretary of Defense (OSD) in the Real Property Assets Database (RPAD): Army Headquarters Installation Information System (HQIIS), Navy and Marine Corps internet Navy Facilities Assets Data Store (iNFADS), and Air Force - Automated Civil Engineer System - Real Property (ACES-RP). WHS provided their real property inventory from their internal database. - Display Criteria: To qualify for individual entry in the BSR, a DoD site located in the United States must be larger than 10 acres AND have a PRV greater than $10 million. If the site is located in a foreign country, it must be larger than 10 acres OR have a PRV DoD - 3

Sites that do not meet these criteria are aggregated as an Other location within each state or country. Since Army National Guard State sites tend to be smaller, sites that are larger than five acres AND have a PRV greater than $5 million are shown. Army National Guard sites not meeting this criteria are aggregated as Other for each state. Site: Physical (geographic) location that is or was owned by, leased to, or otherwise possessed by a DoD Component. Each site is assigned to a single installation. A site may exist in one of three forms: land only - where there are no facilities present; facility or facilities only - where there the underlying land is neither owned nor controlled by the government; and land and facilities.
