As a resident of Coconut Grove and a small business owner, I have been proud to serve the business community of Coconut Grove during my first year as City Commissioner and Chairman of the Coconut Grove Business Improvement District (BID). From the start, I outlined a vision for the BID that focuses on improving transportation throughout the Grove, helping our shops and restaurants thrive, improving the quality of life for our residents, and expanding our footprint to serve more of the Grove.

We are coming out of a period where the sidewalks were shadowed by the paper-covered windows of many closed shops. The Grove is now going through a Renaissance as a shopping and dining destination while maintaining its original character.

In order to remain successful, the BID cannot be focused solely on the bottom line of its stakeholders. My fellow board members and our Executive Director, Manny Gonzalez, recognize that we must foster a holistic approach to improving our community in a way that makes it enjoyable, attractive, and convenient to residents and visitors alike. We have to embrace everything that makes Coconut Grove such a unique and charming escape from the busy metropolis that surrounds us. In doing so, our business community will thrive and grow.

I have enjoyed this first year serving our community. We are just getting started and will continue to improve and have fun!

ABOUT THE COCONUT GROVE BIDThe Coconut Grove Business Improvement District (BID) is a semi-autonomous Board of the City of Miami, dedicated to protecting and enhancing the vitality of Coconut Grove’s commercial core. Established in 2009 by its property owners and merchants, the Coconut Grove BID has developed a variety of programs to keep the District clean and secure, fund marketing projects, beautify the streetscapes, capital improvements, collect and disseminate economic and development research, facilitate access to parking, foster new business relationships and partner with national, state and

local organizations.

The BID is led by a dynamic board of directors representing a cross section of Coconut Grove stakeholders, which includes elected officials, retailers, restauranteurs, property owners, merchants,

tenants and ex-officio representatives.

The Coconut Grove Business Improvement District continues to keep the commercial streets of the District inviting with over 120 flower baskets decorated atop our Victorian street lamp posts along Grand Ave., Main Highway, Florida Ave., Mary St. Virginia St., Fuller St. & Commodore Plaza. In 2016 the BID introduced three different variations of basket designs that consisted of black prince coleus, purple and red impatiens, red potato vine, green potato vine and poinsettias, during the winter, summer and fall seasons.

The decorative flower basket program was introduced by the Coconut Grove Business Improvement District’s Operations Committee in 2010. As of 2016 the decorative flower basket program continues to be under the purview of the Operations Committee.

TREE TRIMMING PROJECT

In 2016 the Coconut Grove BID contracted the Brickman Group to facilitate the trimming of 250+ trees located in the public right of ways throughout our District boundaries, via the conclusion of the procurement process associated with RFP #10012015.

This is the second mass tree trimming project conducted by the Coconut Grove Business Improvement District’s Operation Committee, in our continued efforts to ensure that the heralded Coconut Grove tree canopy will be enjoyed today and for many more generations to come.

DECORATIVE FLOWER BASKET PROGRAM

Visitors and locals are drawn to the charming beauty, historical architecture and lush tropical vegetation of the Grove. The BID‘s seasonal streetscape programs are designed to support our mission of enhancing the aesthetic appeal of our District.

STREETSCAPE Enhancing the Grove’s Natural Beauty

SOUTH BAYSHORE DRIVE MEDIANS:The Coconut Grove Business Improvement District’s streetscape program was created to ensure that the main thoroughfares that lead into the District were planted, landscaped and maintained to ensure an aesthetically pleasing experience when entering the District limits.

In 2010 the Coconut Grove BID and Miami Dade County agreed on a partnership that would allow for the planting of various decorative flowering specimens to be planted along 12 medians located along South Bayshore Drive and McFarlane Road. Today the Coconut Grove Business Improvement District continues to maintain approximately 14 medians and abutting swales along South Bayshore Drive and Grand Avenue with approximately 8,500 plants that are watered and maintained on a weekly basis

BLOCK BY BLOCK HURRICANE ACTION PLAN

The Coconut Grove Business Improvement District has created a hurricane action plan with our safety and cleaning provider, Block by Block, designed to provide the District with immediate coverage and services at the conclusion of inclement weather making landfall.

Block by Block ambassadors are scheduled to work in tandem with the City of Miami Police Department and Ceres Environmental to ensure the area is safe and clean for our merchants and property owners.

HURRICANE DEBRIS & REMOVAL SERVICES

In an effort to assist our property owners in the case there was a tropical storm or hurricane scheduled to make landfall the Coconut Grove Business Improvement District passed a resolution approving the piggy-backing of the City of Miami’s Emergency Debris Disposal agreement, totaling up to $182,585 between the Coconut Grove Business Improvement District and Ceres Environmental Services Inc.

This agreement allows Ceres Environmental to address any debris cleaning within the District immediately after landfall to allow our property owners, merchants and public immediate access to their establishments.

ZIKA EMERGENCY PREPAREDNESS

On November 9, 2016 the Coconut Grove Business Improvement District Board of Director’s proactively approved a resolution approving a Zika Emergency Expenditure Plan totaling $110,136 which would come into effect if a Zika case would ever be confirmed within the boundaries of 33133.

The Coconut Grove BID worked in tandem with the Florida Department of Health, Offices of Commissioner Ken Russell, City of Miami and Tusk Ventures in developing the City’s first multi-faceted action plan.

The Coconut Grove BID’s street services program ensures that the District looks clean and feels safe year-round, making our residential and working community feel welcome and inviting.

The Coconut Grove BID currently employs Block By Block to provide supplemental cleaning services Wednesday to Sunday throughout the District boundaries totaling over 114 hours every week.Clean Team Ambassadors are responsible for working in tandem with the Coconut Grove NET office and the City of Miami maintaining the District clean from litter and graffiti, in addition to providing additional services like Zika prevention and answering general questions from the public.

Other tasks performed by the BID’s Clean Team include weed abatement, touch-up painting of handicap parking zones and fire hydrants and filling roadway pot holes.

In 2016 the scope of services for Block By Block, the Coconut Grove BID’s security and clean team provider, expanded to also include Zika prevention efforts.

Block by Block Clean Team ambassadors were tasked with removing standing water from public right of ways, reaching out to property owners that were observed with standing water on their premises, team seminar training and dissemination of Department of Health material to our merchants and visitors of the District.

BLOCK BY BLOCK SAFETY AMBASSADORS

A team of ambassadors are hard at work making the District cleaner, safer and friendlier. Clad in bright green shirts and blue shorts, BID ambassadors serve as the eyes and ears of the Coconut Grove Business District.

Since the project’s inception in 2011, Block by Block, the nation’s leading business improvement district security and cleaning provider, has been in charge of providing well trained safety ambassadors that monitor the District 5 days a week. The safety ambassadors work in tandem with our off-duty City of Miami Police officers communicating via radios and using the HD cameras as the security network’s umbrella.

PROJECT GREEN LIGHT AT GROVE LEGAL

In 2016 the Coconut Grove BID created an agreement that would allow for security cameras to be mounted on private property, thus granting the City of Miami Police access to monitor public right of ways throughout the District. Project Greenlight was introduced in Detroit several years ago and the template was introduced by the BID in 2016.

This security camera installation agreement was the first of its kind used by the Grove BID and is an example of the potential partnerships that can be forged between the public and private interests with the use of a business improvement district.

The Coconut Grove BID is committed to ensuring public safety. Its security programs encompass continuous partnerships with BID merchants, City of Miami Police Department, Neighborhood Resource Officers, and the Coconut Grove Commander.

OFF-DUTY POLICE SERVICES

The City of Miami Police Department provides off-duty coverage for the Coconut Grove BID (5) days a week.

Coconut Grove BID off-duty police officers are equipped with a radio for efficient communication with safety & cleaning ambassadors, in addition to a cell phone, provided by the BID, which are used by merchants to communicate directly with the officer on duty.

This partnership was made possible by the City of Miami Police Department in an effort to promote the efforts of both the private and public sectors within the District.

HD SECURITY CAMERA NETWORK

In 2016 the BID has increased its security camera totals to 13 high-definition cameras that are installed within the BID District. The HD cameras operate 24 hours a day, 7 days a week and are monitored by the City of Miami Police Department.

In 2016 the Board of Directors approved the purchase of two trolleys for the City of Miami in an effort to create an official Coconut Grove trolley route which was one of

the major expenditure items identified as high importance to the Coconut Grove BID since its inception in 2009.As of March 1, 2016 the initial Coconut Grove trolley route commenced and currently serves as one of the District’s main forms of transportation with stops along Grand Ave, South Bayshore Drive, City Hall and the Douglas Road Metrorail station located at 37th Avenue. Expansions into Coral Gables and the Coconut Grove Metrorail Station on 27th Avenue are planned for 2017 pending final approval from Miami-Dade County.

In the summer of 2017 the City of Miami Capital Improvements Department is scheduled to commence the sidewalk improve- ment project along Grand Ave., from 32nd Ave to Mary St.Proposed streetscape improve- ments will include the installation of new pavers and trees that will have Silva Cell technology under the sidewalks to avoid future uplifting of pavers.Capital improvements are funded by the Offices of Commissioner Ken Russell and facilitated by the City of Miami Capital Improve- ments Department. Please note hat the BID began the planning process via the Coconut Grove Business Improvement District’s Planning and Infrastructure sub-committee.

As part of our commitment to improve entry corridors that lead into the central core of the Coconut Grove Business District, the BID is currently working with property owners along Grand Avenue and McFarlane Road to facilitate an FPL utility burial project in the coming months.The FPL burial project calls for the removal of 11concrete utility poles that are currently found along sidewalks on Grand Avenue and McFarlane Road that will allow for additional pedestrian walking space and enhanced aesthetic appeal for this major entry focal point of the District.

The BID currently maintains over 80+ individual pieces of wayfinding signage to help visitors and locals navigate within the District boundaries. The BID also maintains (10) designer benches, (6) overhead banner poles and (15) bicycle racks all installed within the boundaries of the BID.

COCONUTGROVE.COM MOBILE SITEIn 2016 CoconutGrove.com mobile was launched. The mobile site functions like an app that helps visitors and locals alike navigate the business district. The mobile site features a business directory and map of stores, restaurants, historic sites and more.

GMCVB TRAVEL / VACATION PLANNER & VISITORS GUIDEIn 2016, the Coconut Grove BID continued their partnership with the Greater Miami Convention & Visitors Bureau (GMCVB). The BID advertised in the GMCVB Travel Planner, Vacation Planner and Visitors Guide with a combined readership of 2.8 million visitors promoting Coconut Grove as an attractive world-class destination to shop, dine and visit.

WELCOME CHANNEL CO-OP The BID, in partnership with The Welcome Channel, offered BID Businesses an exciting co-op program designed to reach travelers staying in South Florida hotels. The Welcome Channel is Miami’s premier visitor in-room programing and is viewed in 30 hotels and over 9,500 hotel rooms. The commercial emphasized shopping, dining, historical landmarks and entertainment in Coconut Grove.

BRAND VIDEO In 2016 The BID created a 60 second brand video to be shared via social media and on CoconutGrove.com. The video is available to all merchants for use on their websites and social media. The video highlights the rich history, beautiful bayside location, unique shops, galleries and dining options in Coconut Grove.

SOCIAL MEDIA INITIATIVES Social media in one of the most powerful forms of communication. The BID’s social media marketing efforts center on creating valued, original content and captivating images that attract attention and reach thousands of followers daily.

INSTAGRAM Instagram provides a unique platform for consumers and businesses tointeract and post live, unfiltered comments and responses. Growingthe BID’s Instagram @CoconutGroveMiami has been a focus over the past year. @CoconutGroveMiami had approximately 6,000 followers December 2015 and has over 26,000 followers as of December 2016 through all organic growth, with no paid advertising. This year the BID started #TakeoverTuesday an

initiative for a business to be featured for a day and share original content, creating awareness to drive business.

FACEBOOK @CoconutGroveMiamiFL, the BID’s Facebook page is used to promote Coconut Grove as a shopping and dining destination to both locals and visitors. The BID posts special events, free community classes and tours, photos, news articles, promotions and more. The BID also uses paid targeted advertising to create awareness of special events such as the Holiday Tree Lighting and Fashion, Art + Music Night.

THE GROVITE

The Grovite is a quarterly newspaper publication produced by the BID. The newspaper highlights Coconut Grove’s attractions, events, businesses and editorial articles from our merchants with the objective to keep locals and visitors informed of all that is happening in the District. The newspaper is distributed by The Miami Herald to over 35,000+ homes in neighboring zip codes throughout Miami, including Coconut Grove, Brickell, Key Biscayne, Pinecrest, Coral Gables and South Miami. An additional 10,000 copies are distributed to local businesses, office buildings and hotels within the District by our Block by Block ambassadors.

MONTHLY CALENDAR OF EVENTS

Coconut Grove was founded by an eclectic mix of pioneers, artists, intellectuals and adventurers. As a nod to the neighborhood’s artistic roots the BID has created original artwork for its monthly calendar. The art reflects elements of the neighborhood’s rich history, vibrant shopping and dining scene and tropical beauty. Community and local business events are featured on the monthly print calendar which is distributed digitally and in print throughout the District.

COCONUT GROVE WALKING MAP

The BID produces an illustrated walking map of the District with a directory of merchants, historical narrative on Coconut Grove and a self-guided walking tour. The map is illustrated by local artist Eileen Seitz.

SAIL THE GROVE

Coconut Grove is a world-renowned sailing destination home to numerous regattas including The Orange Bowl Youth Regatta, Bacardi Sailing Week and Sailing World Cup Miami. The BID works with the regatta organizers to distribute information on the District encouraging sailors and visitors to shop, dine and explore Coconut Grove.

VETERANS DAY PARADE

In honor of and to show thanks to all who have served in the United States Armed Forces, a Veterans Day parade, ceremony, and community gathering was held in Coconut Grove on November 11, 2016. With the involvement of organizations and performers throughout Miami-Dade and neighboring counties, this past year’s parade grew into a large music and food filled event for the entire South Florida community. The event was organized by Commissioner Ken Russell and American Legion Post 182 as a commemorative celebration of South Florida’s veterans.

D. WADE COMMUNITY BIKE RIDE

On September 17, 2016, a six mile bike ride led by NBA superstar Dwyane Wade took place in Coconut Grove, starting and finishing at the City of Miami’s new waterfront Regatta Park. Families and friends gathered for the ride to benefit Wade’s World Foundation, a 501 (c) (3) not-for-profit organization supporting local programs in South Florida.

SIGNATURE EVENTS

Coconut Grove’s bayside location is one of the most scenic and ideal backdrops for outdoor festivals such as the Coconut Grove Arts Festival, Coconut Grove Pumpkin Patch, Mad Hatter Arts Festival, the Veterans Day Parade and the king Mango Strut parade. Each year, these events attract hundreds of thousands of people to the District.

With more than 350 artists from around the world, the Coconut Grove Arts Festival is one of the nation’s largest outdoor art festivals that transforms the picturesque streets of Coconut Grove into an artistic paradise.

To complement the high density of families surrounding the neighborhood, the Coconut Grove Pumpkin Patch kicks off each autumn with an interactive celebration for the whole community to enjoy. The Mad Hatter Arts Festival is an all-village affair with an antique and vintage marketplace. In its 35th year, the king Mango Strut is an irreverent parade satirizing the year’s events, public figures and celebrities.

FASHION + ART + MUSIC NIGHTOctober 2016 kicked off the 4th season of Fashion, Art & Music Night (F.A.M) the first Saturday of each month October through April. This year the BID integrated an interactive map on the mobile site encouraging attendees to visit numerous businesses in the Grove. The BID partners with Uber to offer free first time rides to Coconut Grove for F.A.M. During the November event the BID partnered with The New Tropic for a Grove Scavenger Hunt with over 80 participates checking into local businesses on social media. Participating galleries, restaurants, boutiques and businesses host artists, feature live music, offer special promotions and extended hours on F.A.M. Night.

4TH ANNUAL COCONUT GROVE TREE LIGHTING CEREMONY & COCOVILLAGE Families gathered on December 3, 2016 for the 4th Annual Tree Lighting Ceremony sponsored by The Office of Commissioner Ken Russell, CocoWalk & The Coconut Grove BID. Visitors enjoyed live music, performances and photos with Santa. New in 2016: CocoVillage The BID partnered with local schools and businesses including; Coconut Grove Elementary, Carver Elementary, St. Alban’s Enrichment Center in Coconut Grove and South Miami, Frances S. Tucker Elementary, Sapient, The Miami Conservatory of Music, Barracuda, Art Box and The Barnacle to create a hand painted holiday village. The holiday village houses were made possible by Shell Lumber. The event was fun for the entire family featuring a holiday marketplace, music, face painting, hot cocoa from The Mayfair Hotel and more.

ST. ALBAN’S ENRICHMENT CENTER TOY DRIVE

The Coconut Grove BID continued its partnership with The Coconut Grove Arts Festival and Yacht Harbour for the annual toy drive. FREE HISTORIC BIKE TOURS

Every 1st and 3rd Saturday of the month from 9:30 AM to 12:00 PM, the Coconut Grove BID and Royal Palm Tours of Miami offer free bicycle tours through the historic sites and shady lanes of Coconut Grove with local historian and bike enthusiast, Frank Schena. The tours are sponsored by the BID for locals and visitors to explore the Grove.

4TH OF JULY FIREWORK CELEBRATION AT PEACOCK PARK

The Coconut Grove BID in tandem with the Offices of Commissioner Ken Russell sponsored the 4th annual 4th of July Fireworks Celebration at Peacock Park. Families, locals and visitors gathered for an evening of live music, games hosted by the Miami Marlins Street team, face painting by Fellowship Church and fireworks display.

HALLOWEEN TRICK OR TREAT

On Monday October 31st the Coconut Grove BID sponsored the first annual Community Trick-Or-Treat. The BID provided local businesses in the District with candy for safe after school trick-or- treat. The event was promoted in several local publications, on Coconut Grove elementary school sites and via social media.

FREE COMMUNITY PILATES

New in 2016 the BID in partnership with Rachel Scherdin of Transition Pilates offered a free community Pilates class at Peacock Park. The class meets at 6pm Wednesdays and is open to all levels.

FREE COMMUNITY YOGA

Since 2013 the BID has partnered with Dharma Studio to provide free community yoga on Tuesdays and Thursdays at 6pm in Peacock Park and Sundays at 8am on the rooftop of The Mayfair Hotel.
