1.0 SCOPE

This specification covers the minimum requirements for the design, manufacture, inspection and testing of the indoor marshalling cabinets in SS No 3A (IER) to be supplied for the DCS PROJECT of the XXXXX NGL FRACTIONATION PLANT in RUWAIS (U.A.E.), and shall be used as a termination cabinet for junctioning Instrument Cables between the Storage area and the MCB.

The VENDOR is responsible for the design, selection, manufacturing, testing, delivery and documentation for the Marshalling Cabinets.

2.0 DEFINITIONS AND ABBREVIATIONS

The following definitions are used in this specification:

ORDER : Purchase Order of which this document forms a part, including all attachments thereof, all documents, plans, drawings and the like incorporated by reference and any additions, alterations and/or modifications to any of them as detailed by UTS KENT LTD.

OWNER : XXXXX (XXXXX Gas Industries Ltd), PO Box 665, XXXXX, United Arab Emirates

VENDOR : The person, firm, company or corporation with whom the purchase order will be placed including their assignees for the supply of the Marshalling Cabinets.

CONTRACTOR : TECHNIP GEOPRODUCTION (TPG), PO Box 7657, XXXXX United Arab Emirates who have been awarded a contract by XXXXX to provide Engineering, Procurement, Construction Management and Commissioning for the Ruwais DCS Project

CONSTRUCTION : UTS KENT LTD, PO Box 277, XXXXX, United ArabSUB-CONTRACTOR Emirates who have been awarded a sub-contract by

TECHNIP GEOPRODUCTION to provide the detailed Field Instrument / Electrical and HVAC Engineering and carry out the Construction and Commissioning Activities at Site.

3.0 GENERAL

The XXXXX Natural Gas Liquids Fractionation Plant is located at Ruwais in the United Arab Emirates.

XXXXX has awarded a contract to improve the reliability of the Process Trains, Utilities, Storage/Loading areas and Jetty. The most critical part of this project is the instrumentation, controls and security of the plant, with the key points being:

the design, manufacture, supply and installation of new Electronic Smart Field Instrumentation.

the design, manufacture, supply and installation of a new Distributed Control System (DCS) including safety systems for the Process and Utilities.

the replacement of the existing Honeywell TDC3000X Distributed Control System (DCS) including safety systems for the Storage/Loading Areas and the Jetty.

4.0 ENVIRONMENTAL CONDITIONS

The plant is located at RUWAIS, approximately 220 km West of XXXXX City, on the coast of United Arab Emirates (U.A.E.).

The atmosphere is laden with dust and contains traces of hydrogen sulphide, sulphur dioxide and chlorides. All selected indoor/outdoor materials and accessories shall be suitable for the above mentioned condition and severe Arabian Gulf Environment. The materials shall be suitable for humid atmospheres, high humidity and ultra violet resistant.

5.0 DESIGN STANDARDS, CODES AND REFERENCE DOCUMENTATION

5.1 STANDARDS AND CODES

The MC shall be designed, selected, manufactured and tested in accordance with the design standards and codes listed here after. Any deviations or conflicts shall be reported in writing and shall require prior approval of the SUB-CONTRACTOR. The standards and codes shall be of the latest edition (with amendments) and shall form an integral part of this specification.

5.2 REFERENCE DOCUMENTATION

Refer to the Material Requisition for the relevant documents.

5.3 ORDER OF PRECEDENCE

This specification is to be read in conjunction with the following documents. In the case of conflict between documentation the following order of precedence shall apply:

1. Marshalling Cabinet Specification

2. Other Contractual Specifications

3. SHELL Design and Engineering Practice (DEP)

4. International Codes and Standards

5.4 COMPLIANCE

In case of any conflict or ambiguous interpretation of the MC Specification, Standards and Codes, other Reference Documentation noted herein, the VENDOR shall notify the SUB-CONTRACTOR for clarification during the tender period.

The VENDOR shall prepare a tabulated list of discrepancies between any of these documents for review with the SUB-CONTRACTOR. Resolution and/or interpretation shall be obtained from the SUB-CONTRACTOR in writing before proceeding with the design/manufacture.

5.5 SPECIFICATION DEVIATION/CONCESSION CONTROL

VENDOR may propose alternative improved performance features as long as they are field proven features.

The VENDOR only through CONCESSION REQUEST format shall seek any technical deviations to this specification and its attachments. CONCESSION REQUESTS require SUB-CONTRACTORS review/approval, in writing prior to the proposed technical changes being implemented. Technical changes implemented prior to approval are subject to rejection.

6.0 TECHNICAL REQUIREMENTS

6.1 PANEL CONSTRUCTION

The individual MC layout arrangement of the terminal strips, trunking, earth bars, utility components etc. shall be as per the individual MC General Arrangement drawings.

The MC shall consist of a wall mounted Cabinet with all necessary Electrical Components and Accessories. The Cabinet shall be suitably reinforced to provide rigidity and shall be of normalised construction.

The cabinet shall be manufactured from Carbon Steel. Suitable Stiffeners and gussets shall be provided where necessary.

The Cabinet shall be IP42 rated. The Cabinet shall be installed indoors in a Safe Area. The Cabinet shall be moisture proof.

The MC shall have epoxy powder polyster coating and external finish colour shall be RAL7032.

Access to the equipment mounted within the panel shall be from lockable (door key type), vertically hinged doors. The cabinet shall have double doors and shall be hinged to open 180º.

Removable access doors and panels shall be fitted with dust tight seals.

All door locks shall be provided with the same lock and key combination. Keys shall be removable with the doors either locked or unlocked.

Adequate natural ventilation shall be provided to ensure the internal ambient temperature does not exceed the safe continuous operating temperature of the components located therein.

Cabinet shall be provided with sufficient louvers with dust filters to extract heat out of the cabinet.

Welding shall be neat, uniform and have sufficient strength to withstand the loads imposed upon it. Welding shall have 100% penetration and shall be free from slag inclusions. All welds to be fully cleaned and free from burrs on completion of operation.

VENDOR shall provide tapped holes and ring bolts for lifting purposes.

A metallic/plastic pocket shall be provided on the inside of the door to hold drawings and data.

The Cabinet shall be bottom Cable Entry type with removable gland plate.

6.2 GROUNDING

There shall be two types of earthing systems within the MC.

a. Safety earth (power system earth)

b. Instrumentation (clean) earth

All metallic structures, enclosures, doors and equipment shall be bonded, within each cabinet, to a single safety earth point. This single point shall be a brass or copper bolted lug connection, adequate to receive a 16 mm² copper earth cable terminated in a ring lug.

All earth conductors shall be insulated. Each conductor insulation shall be coloured as follows:

Safety Earth : Green with yellow stripe

Instrumentation Earth : Plain green

6.3 POWER SUPPLIES

The field signals which shall be junctioned in this cabinet and terminated at site shall operate on 24V DC circuits.

6.4 INTERNAL WIRING / CABLING

Vertical and horizontal PVC ducting shall be supplied as applicable, with properly sized cover plates to accommodate the field/internal wiring. Exact sizing shall be calculated by the VENDOR, allowing 20% spare capacity.

Asymmetrical DIN rails / TS 32 or equivalent shall be supplied to install field terminals/ rail mounted components.

All terminals blocks shall be logically arranged with signal levels suitably separated.

Wiring shall be colour coded as follows:

Power 24 VAC Red (L) Black (N)24 VDC Red(+ VE) Black (- VE)240 VAC Brown (L) Blue (N)

PE Green/Yellow

IPE Green

Signal Control Black

All analogue and digital signal terminals shall be provided with disconnect facility for maintenance and testing.

Joints in internal panel wiring are prohibited. All jumpering shall be done at the terminal strip, using proprietary cross links if required.

6.5 PAINTING / FINISH

After completion of all cutting and fabrication work, all metal surfaces shall be thoroughly cleaned and protected from corrosive atmospheres.

All panels, including doors and framework shall have a coat of primer applied before being painted.

The finished surface shall be smooth with powder coating. VENDOR shall indicate exact finish and RAL number with his proposal.

7.0 IDENTIFICATION

Each MC shall be provided with a manufacturer's Standard engraved indentification label which shall contain the following information:

Manufacturer's name or trademark

Year of manufacture

Certification and Approval Details

IP rating

The method by which MC nameplates are fixed to the MC, shall not affect the IP rating of the MC.

The identification of terminal strips and signal terminals shall be as per the individual MC General Arrangement drawings.

8.0 INSPECTION AND TESTING

The MC shall be subject to inspection by SUB-CONTRACTOR’s representative or as mentioned on the material requisition/purchase order. Refer to the Inspection and Test Plan attached to the material requisition for further details.

It is prior requirement to any final inspection that the drawings/relevant documents be certified/approved in advance by SUB-CONTRACTOR where appropriate.

VENDOR shall notify the SUB-CONTRACTOR’s representative at least fifteen (15) calendar days in advance for each scheduled witnessed inspection.

The MC shall be inspected for physical and dimensional details and for conformity with the MC Schedules/Specification.

The material test certificates, internal shop test reports, welding reports (as applicable), etc. shall be verified during inspection.

Detailed records of all tests shall be provided by the VENDOR, which shall become the property of the OWNER.

9.0 PACKING, MARKING AND SHIPMENT REQUIREMENTS

Proper packing or other suitable methods to ensure against ingress of dirt and transportation hazard must positively seal all openings of MC. The use of adhesive tape alone is prohibited.

Easily damageable parts such as machined faces, etc… shall be properly protected.

Machined or threaded surfaces exposed to the atmosphere in shipment or storage shall be coated with rust preventive.

All components/accessories made of stainless steel must be stored under cover and out of contact with the ground and shall not be exposed to salt water spray.

VENDOR shall inspect and approve the packaging and bracing to ensure that no damage occurs to the shipment during transit.

VENDOR shall supply the goods in strict accordance with the Project Packing, Marking and Shipping Procedure, FP/8217/05/P02 attached to this material requisition.

10.0 GUARANTEE

Refer to the procurement documents attached with the material requisition.

11.0 VENDOR DOCUMENTATION

All Correspondence/Documentation shall be in the English language.

The VENDOR shall include with the bid sufficient technical details on components and materials offered including manufacturer's exact model numbers, specifications and description sheets, preliminary dimensional drawings, etc. and any other details to support their compliance statements.

The VENDOR shall provide full component details, assembly and construction drawings, wiring drawings and details for approval after placement of purchase order.

All documents produced/supplied by the VENDOR shall comply with the Vendor Drawings and Documents Procedure FP8217/04/P23.

12.0 QUALITY ASSURANCE/QUALITY CONTROL

The VENDOR shall have in effect at all times, a QA/QC program which clearly establishes the authority and responsibility of those responsible for the quality system.

VENDOR’S proposed quality system shall fully satisfy all the elements of ISO 9001, “Quality Systems — Model for Quality Assurance in Design/Development, Production Installation and Servicing”, ISO-9003, “Quality Systems — Model for Quality Assurance in Final Inspection and Test” and ISO-9004, Quality Management and Quality System Elements-Guidelines.” The quality system shall provide for the planned and systematic control of all quality-related activities performed during design.

Implementation of the system shall be in accordance with the VENDOR’S Quality Manual and the Contractor’s Project Specific Quality Plan, which shall both together with all related/referenced procedures, be submitted to the OWNER for review, comment and approval.

VENDOR shall prepare/submit a proposed Quality Assurance plan including the following as a minimum:

a particular QA Plan defining the specific quality procedures and practices, resources and activities for the implementation of the project works

Origin and traceability of SUPPLIER supplied material

Quality control records shall be prepared and submitted by VENDOR to the SUB-CONTRACTOR’s representative at a proper time during the execution of the works, and a record file shall be maintained and issued with final Manufacturer Documentation of the works completion.

The SUB-CONTRACTOR may elect to waive their audits in favour of ISO 9001 register audits. Any contracted service not covered, not has ISO 9001/9002 certification may be subject to SUB-CONTRACTOR or OWNER audit requirements.
