California Wildfires Status at (07:00 AM PT) 19 November, 2018

Seventy-seven fatalities associated with the Camp fire are reported.

Over 1000 people reported missing as a result of the Camp fire.

14,500 structures are threatened, 11,713 residential and 472 commercial structures have been destroyed.

Three fatalities associated with the Woolsey fire have been reported.

The Woolsey fire is 96,949 acres and is 94% contained. An estimated 1500 structures have been destroyed.

The Hill Fire has burned 4531 acres and is 100% contained.

Summary

As of 07:00 PT (1500 UTC), ten fires are active across the state of California. The two fires of greatest concern continue to be the Camp and Woolsey fires. Camp Fire

Seventy-seven fatalities associated with the Camp fire are reported. The fire has burned 151,000 acres and is 66% contained. Expected full containment is 30 November. Approximately 14,500 structures are threatened, 11,713 residential and 472 commercial structures have been destroyed. More than 5,332 fire personnel are working the fire. Evacuation orders are established for Paradise, Magalia, Concow, Butte Creek Canyon, and Butte Valley.

Fire activity ranged from minimal to moderate overnight throughout various areas of the fire perimeter as firefighters continued to strengthen and improve control lines. Crews continue to implement containment lines, patrol for heat in the interior, and mitigate hazards in the fire area. Search & Rescue crews as well as the multiple California US&R resources will use their specialized human and canine skills to assist the Butte County Sheriff in the search for missing victims.

Woolsey Fire

Three fatalities associated with the Woolsey fire have been reported. The fire continues to burn in a densely populated area and currently threatens the communities of Thousand Oaks, Oak Park, Westlake Village, Agoura Hills, West Hills, Simi Valley, Chatsworth, Bell Canyon, Hidden Hills, Malibu and Calabasas.

The fire is 96,949 acres and is 94% contained. An estimated 1500 structures have been destroyed. Currently 1,086 personnel are fighting the fire.

For today, north to northeast winds will gradually diminish through the day. Temperatures will be a little bit higher today than Sunday. Relative humidity will drop to around 20 percent. Firefighting resources will continue to mop up and patrol. Crews remain diligent in providing public service to residents as they return to their homes. Structures destroyed and damaged have been validated by damage assessment teams. Currently 95% of the burn assessment is complete.

Hill Fire

The Hill fire is 4,531 acres and 100% contained. Four structures are reported destroyed. No fatalities are reported. Fire crews continue to mop up and patrol the fire perimeter. Fire suppression repair teams are actively engaged working around the fire perimeter and affected areas.

National Weather Service has issued air quality alerts due to smoke impacts from surrounding wildfires. Areas affected are: San Joaquin, Stanislaus, Merced, Madera, Fresno, Kings, Tulare, and valley portion of Kern counties. The alert is in effect until the fires are extinguished. Elevated fire concerns persist in southern California today, while air quality and stagnation issues from smoke and pollutants will last over the next few days from California into the Pacific Northwest. Impact: Exposure to particle pollution can cause serious health problems, aggravate lung disease, cause asthma attacks and acute bronchitis, and increase risk of respiratory infections.

Instructions: Use caution as conditions warrant. People with heart or lung diseases should follow their doctor`s advice for dealing with episodes of unhealthy air quality. Additionally, older adults and children should avoid prolonged exposure, strenuous activities or heavy exertion, as conditions dictate. ‘Unhealthy’ conditions persist

Wildfire Smoke Precautions Eight Tips for Protecting Yourself from Breathing Wildfire Smoke

If possible, limit your exposure to smoke. Here are eight tips to help you protect your health: 1. Pay attention to local air quality reports and the U.S. Air Quality Index. When a wildfire occurs in your area, watch for news or health warnings about

smoke. Pay attention to public health messages and take extra safety measures such as avoiding spending time outdoors. 2. Pay attention to visibility guides if they are available. Although not every community measures the amount of particles in the air, some communities have

guidelines to help people estimate air quality based on how far they can see. 3. If you are told to stay indoors, stay indoors and keep your indoor air as clean as possible. Keep windows and doors closed unless it is very hot outside.

Run an air conditioner if you have one, but keep the fresh-air intake closed and the filter clean to prevent outdoor smoke from getting inside. Seek shelter elsewhere if you do not have an air conditioner and it is too warm to stay inside with the windows closed.

4. Use an air filter. Use a freestanding indoor air filter with particle removal to help protect people with heart disease, asthma or other respiratory conditions and the elderly and children from the effects of wildfire smoke. Follow the manufacturer’s instructions on filter replacement and where to place the device.

5. Do not add to indoor pollution. When smoke levels are high, do not use anything that burns, such as candles and fireplaces. Do not vacuum, because vacuuming stirs up particles already inside your home. Do not smoke tobacco or other products, because smoking puts even more pollution into the air.

6. Follow your doctor’s advice about medicines and about your respiratory management plan if you have asthma or another lung disease or cardiovascular disease. Call your doctor if your symptoms worsen.1

7. Do not rely on dust masks for protection. Paper “comfort” or “dust” masks commonly found at hardware stores trap large particles, such as sawdust. These masks will not protect your lungs from smoke. An “N95” mask, properly worn, will offer some protection. If you decide to keep a mask on hand, see the Respirator Fact Sheet provided by CDC’s National Institute for Occupational Safety and Health.

8. Avoid smoke exposure during outdoor recreation. Wildfires and prescribed burns—fires that are set on purpose to manage land—can create smoky conditions. Before you travel to a park or forest, check to see if any wildfires are happening or if any prescribed burns are planned.

Determine if there is Harmful Exposure

When employees are working outdoors where the air is affected by wildfire smoke, employers are required by Cal/OSHA's standards on Control of Harmful Exposure to Employees and Respiratory Protection to determine if the outdoor air is a "harmful exposure" to employees. Exposure is harmful when the pollution or contaminants in the air cause (or are likely to cause) injury, illness, disease, impairment or loss of function. Impairment and loss of function could include shortness of breath, difficulty breathing, frequent coughing, and severe eye and throat irritation.

Local air quality districts provide information on outdoor air that can assist employers in determining if the outside air is harmful to employees. Employers should pay special attention when the outdoor air quality for airborne particles is "unhealthy," "very unhealthy," or "hazardous." The outdoor air quality is posted at the U.S. EPA website airnow.gov.

The following factors should also be considered when determining if the outdoor air is harmful:

• How long workers are outside • Level of physical exertion • Symptoms consistent with exposure to wildfire smoke, such as those listed above • Pre-existing medical conditions

Protect Workers if the Outside Air is Harmful

When exposure to wildfire smoke is considered harmful, employers are required by Cal/OSHA's Control of Harmful Exposure standard to take the following measures to protect workers:

• Implement feasible modifications to the workplace to reduce exposure. Examples include providing enclosed structures or vehicles for employees to work in, where the air is filtered.

• Implement practicable changes to work procedures or schedules. Examples include changing the location where employees work or reducing the amount of time they work outdoors.

• Provide proper respiratory protection equipment, such as disposable filtering face piece respirators (dust masks)* if the previous measures are not feasible or do not prevent harmful exposures. See the following webpages and the "Resources" section below for further information on providing respirators to employees.

If the Outside Air is Not Harmful

If an employer determines the outside air is not harmful, the employer may voluntarily provide filtering face piece respirators (dust masks)* to employees or allow employees to bring their own. Evacuation preparation:

• An evacuation alert is a notification of potential danger that might arise. An evacuation alert does not mean you have to evacuate; rather, you should be prepared to evacuate with very short notice. Consider the following actions:

• Family members should:

o Agree on which evacuation resource center they’re traveling to o Set up meeting a point in case of separation o Establish an emergency contact who lives out of town that will be able to keep track of their whereabouts

• Pack an emergency kit or “go bag” to include items such as:

o Important paperwork like insurance and identification documents o Medicine o Non-perishable food o Water (4 liters per person per day) o Clothing for a few days o Blankets o Cash o Comfort items for children o Cellphone chargers

• Secure your home – you should do the following if it is deemed safe:

o Close doors and windows o Close and latch gates, but leave them unlocked o Shut off the water o Switch electricity off o Leave the natural gas "on."

• Officials say you should take your pets with you.

o However, you'll need to plan where to take them as many evacuation shelters do not allow animals. o Household pets should be leashed or in a carrier. Find more information on animal evacuations.
