What are our Aims?

• To provide high quality local provision for secondary aged students with

SEBD who are unable to access mainstream provision.

• To provide a more flexible continuum of provision to meeting students’

needs from short term re-engagement programmes to long term

placements for students with the most complex needs.

• To provide personalised learning opportunities and a broader more flexible

range of curriculum pathways to ensure all students can achieve.

• To provide coherent and integrated multi agency provision for the young

people and their families and to ensure effective and responsive

approaches to meeting the holistic needs of young people and their

families.

Who do we cater for?

The CCfL is Camden’s educational provision for secondary aged students whose

primary need is their social, emotional or behavioural development.

We cater for up to a 100 young people who require specialist SEBD provision,

including students:

identified as requiring such provision through a statement of SEN (SEBD),

who have been permanently excluded from mainstream school, or are at

significant risk of being permanently excluded, and

requiring a managed short term intervention to prevent permanent exclusion.

How are we organised?

The CCFL is comprised of the three specialist services in Camden that currently

provide support for secondary aged children and young people with social, emotional

and behavioural difficulties (SEBD): The SEBD Special School; the KS3 Pupil Referral

Unit and the KS4 Pupil Referral Unit. The provision is predominantly organised into

two schools split by Key Stage.

A small number of students have an Individualised Programme and these are co-

ordinated through Brecknock House but could take place at a variety of venues

around Camden.

In addition we have students who attend our Re-engagement ‘Reach’ Programme and

these students attend on a half term basis, remain on the roll of their mainstream

school and are re-integrated back into school

The CCfL has embedded support from a multi-agency team to enable a more

responsive and effective approach to meeting families’ and individual’s needs.

Where are we located?

The provisions are located predominantly on two school sites: one focusing on Key

Stage 3 and one on Key Stage 4. There is an ongoing building programme to remodel

and improve the existing buildings so they are fit for purpose and enable the CCFL to

meet the continuum of need from small group provision to more personalised learning

packages for students who cannot engage in group learning activities. It is envisaged

the building programme will be completed by 2015. In addition a small number of

students who are on individualised programmes receive education at Brecknock House.

Students referred on to the Re-engagement ‘Reach’ Programme attend The Eversholt

Centre.

What are the Referral Routes?

Referral Pathways to KS3 & KS4 specialist SEBD provision - See Appendix 1

Schools - Students who require a short term Re-engagement Placement

The KS3 Re-engagement ‘Reach’ Programme is available for schools to refer directly into

and the referral process and criteria for this programme are circulated to all schools

annually.

Referrals to this programme are monitored via the CCfL Referral Panel. In the majority

of cases schools would refer to this programme prior to a student being allocated a

permanent CCfL placement. If a student was not successful whist on the programme this

would provide further evidence for placement at the CCfL

School Inclusion Team – Students who have been permanently excluded

For students who had been permanently excluded from schools, referrals need to be

made directly from schools via the School Inclusion Team.

The referrals would be processed by the relevant Head of School and would be reported

at the next CCfL Referral Meeting for ratification of appropriateness of placement.

School Inclusion Team – Students at point of exclusion

For students who require a managed move as an alternative to permanent exclusion

referrals need to be made directly from schools via the School Inclusion Team.

In order to ensure we correctly identify students who would benefit from a managed

move it is important schools ensure they follow the referral criteria checklist procedure.

See Appendix 2.

SEN Panel - Students with a Statement of Special Educational Needs

All students with a statement of Special Educational Needs would need to be referred

through the Statutory SEN process. This would usually be through the Annual Review of

the student’s statement.

Camden students in Outborough schools

For students who are currently attending an outborough school, the process needs to be

followed as above. The CCfL multi agency staff could be available to attend a multi-agency

meeting in an outborough school to explore appropriateness of transition back to Camden

Re-integration back into School

It is envisaged that the majority of students at Key Stage 3 and a smaller number of

students in Year 10 would be referred to the Fair Access Panel for a re-integration

placement at a local secondary school. It is important that students who can manage in

mainstream school are placed back into school to ensure that the CCfL has capacity for

the most complex students.

All referrals must go through the CCfL Referral Panel

Referral Documentation

The Camden Passport needs to be fully completed for the referral to be accepted and any

accompanying and relevant paperwork needs to be attached. For Referrals at KS4

Academic Pupil Information also needs to be completed. See Appendices at the end of the

pack.

The Referral Panel considers all referrals into the CCfL and is comprised of the following

representatives:

The Referral Panel meets fortnightly on Thursdays. Referrals received by the Friday

before the following meeting will be processed for the following Thursday. Referrals

received after that date will be processed for the meeting two weeks later. Incomplete

referrals will be returned and referrers will be asked to provide the additional

information prior to a decision about placement being made.

Informal Queries

If schools would like to discuss a referral prior to submission they can contact one of the

Panel to discuss, who will either try to respond to their queries or direct them to the

most appropriate person to talk to. If capacity allows we would try to attend a meeting in

school to discuss the appropriateness of a referral.

Placement

If a student is accepted for a placement within the CCfL the current school may be

expected to attend a multi-agency meeting to ensure all the appropriate information is

shared and a smooth transition is facilitated.

The CCfL Referral Panel will decide on the most appropriate aspect of the provision for

placement within the CCfL.
