    b. Citizen Empowerment

    b.1 Institutionalization of Barangay Peacekeeping Operation (BPO). For the period, there were 113 Municipal Police Stations and 2,105 Barangays with Barangay Peacekeeping Action Teams (BPATs).

    b.2 BPAT Related Trainings. A total of 30 Trainings were conducted for the period to 1,500 BPAT members. The participation of BPATs contributed more in the successful conduct of various community activities such as house visitation relative to the PNP Oplan Tokhang, Providing Assistance during special activities/occasion (i.e. LIGTAS SUMVAC, LIGTAS UNDAS, Islamic festivals and etc.), relief assistance such as disaster preparedness and response and conflict mediation activities.

    b.3 Community Awareness Activities. A total of 222,113 seminars and lectures were conducted to empower the community and support the thrust of the PRO particularly on crime prevention.

    B. SUSTAIN PARTNERSHIP AND COLLABORATION

    1. Partnership and Collaboration with Stakeholders and other Pillars of the Criminal Justice System (CJS).

    1.1 Community Organization and Mobilization. There were 3,450 Non-

    Government Organizations (NGOs) that were active in the drive against criminality and other activities. There were a total of 1,550 total number of BPATs with training for the period.

    1.2 Community Dialogues and Pulong-Pulong. Community dialogues and

    pulong-pulong activities totaled to 9,498 with total number of participants of 83,890.

    1.3 JPSCC Meeting. A total of two (2) Joint Peace Security Coordinating Center

    Meetings were conducted by this PRO for the period. 1.4 Regional Peace and Order Council Meeting. A total of four Regional Peace

    and Order Council (RPOC) Meeting conducted by this PRO.

    1.5 Brigada Eskwela 2019. Personnel of this PRO joined the Brigada Eskwela 2019, to help the school authorities within our AOR to ensure peace and security during the school opening.

    C. PARTICIPATION IN FAITH-BASED ORGANIZATION

    c.1 Fun Run. This PRO conducted fun run on September 24, 2019 at PRO ARMM Grandstand, Camp BGen Salipada K Pendatun, Parang, Maguindanao.

    c.2 This PRO celebrates “77th Araw ng

    Kagitingan” on April 9, 2019 held at Camp BGen Salipada K Pendatun, Parang, Maguindanao with the theme: "Serbisyo ng Beterano ay Gunitain Gawing Tanglaw ng Kabataan Tungo sa Kaunlaran".

    c.3 Police Regional Office BARMM celebrates the 118th Police Service Anniversary with PLTGEN Fernando H Mendez Jr., Deputy Chief, PNP for Administration as guest of honor and speaker on September 30,2019 at Camp Bgen Salipada K Pendatun, Parang, Maguindanao.

    c.4 This PRO celebrates 28th

    Day and 25th

    Ethics Day Celebration at PRO ARMM Grandstand on January

    28, 2019 with DepEd BARMM Undersecretary for Madaris Professor ALZAD T SATTAR as the Guest of Honor and Speaker.

    c.5 JPSCC Meeting. A total of 115 JPSCC regular meeting were attended by the

    personnel of this PRO for the enhancement on the conduct of operations and coordination between PNP/AFP and other friendly forces.

    c.6 Holy Week and Easter Sunday Activities. This PRO celebrate Lenten Season

    in the observance of the Holy Week on April 14-20, 2019 was held at Camp BGen Salipada K. Pendatun, Parang, Maguindanao

    c.7 2019 Eid’l Fitr Celebration. Muslim Personnel of this unit together with their dependents attended the morning congregational prayer “Sambahayang” at Salaam Police Mosque inside this PRO in celebration of Eid’l Fitr which signifies the end of the Holy Month of Ramadhan held at Camp BGen Salipada K. Pendatun, Parang, Maguindanao.

    c.8 LOI 17-10 “SUGO” Church Based Project/Activity. In relation to ITP as part

    of Spiritual Upliftment and Growth of the Organization, personnel from this unit attended the Holy Mass at Mt. Carmel Parish officiated by the parish priest on every Wednesday of the Month at St. Martin de Pores Chapel, Camp BGen Salipada K. Pendatun, Parang, Maguindanao.

    D. PARTICIPATION IN RELIGIOUS, HEALTH/PHYSICAL FITNESS AND

    ENVIRONMENTAL PROTECTION PROGRAMS/CAMPAIGNS

    d.1 Sunday Mass. A regular Sunday mass is being held inside camp attended by Roman Catholic PNP personnel and its dependents.

    d.2 Blue Mass. Blue Mass is being held at this

    PRO every Wednesday at RHQ Building and attended by Roman Catholic PNP personnel.

    d.3 Muslim Friday Prayer. Congregational

    prayers were held every Friday at the Regional Mosque, inside camp attended by Muslim Brothers PNP personnel and its attendant.

    d.4 Clean-Up Drive. This PRO regularly conducted clean-up drive to the different

    areas of responsibility in this region.

    d.5 Tree Planting Activity. Personnel of RMFB 14 participated in the Tree Planting Activity at Macasandag Watershed, Brgy. Macasandag, Parang, Maguindanao. The tree planting is a yearly event held for Forest Protection. A total of 400 Maghogany Seedlings were planted during the said activity. Further, the

    organizers of the event once again invited the PNP and other line agencies on their future activities such as the Mangrove Planting on August 20, 2019.

    d.6 Outreach Program (Marawi City). On October 2, 2019 RMFB 14 headed by

    PCOL MICHAEL C BAWAYAN JR, once again extended help for the victims of the Marawi Siege thru an Outreach Program sponsored by ABS CBN Star Magic Artist Lance Lucido in partnership with Board Walk Charity Foundation at Marawi City Hall. The activity was made possible thru the cooperation and support of the 1403rd RMFC, RMFB 14 headed by PMAJ JANZ VLADIMIR HILARION, Lanao Del Sur PPO, Marawi City Police and LGU Marawi. In addition to the the gifts given to the recipients, they were also entertained by a song and dance number from the RMFB 14 and 1403rd RMFC personnel.

    d.7 Maagang Pamaskong Handog (South

    Upi, Maguindanao). On October 8, 2019- Regional Mobile Force Battalion 14 headed by PCOL MICHAEL C BAWAYAN JR., Force Commander shared love and delivered smiles through a gift-giving activity dubbed as "Maagang Pamaskong Handog ng RMFB 14" to the Indigenous People (IPs) of Brgy. Kuya South Upi, Maguindanao. Grocery Items for the families and toys for the children were given to the beneficiaries of the said activity. In addition, lectures on Anti-Illegal Drugs, Anti-Terrorism, FJGAD and Violence against Women and their Children (VAWC) were also conducted focusing more on VAWC for the area is among those municipalities with highest Rape Cases reported for Maguindanao area. Thus, imparting knowledge on the subject and the prevention of such cases is one of our main goal for the activity. Aside from giving of toys and grocery items, the residents were also entertained by the RMFB 14 dancers and games were also played. The activity was made possible through the

    assistance of the Battalion Advisory Council (BAC) members, all the line companies of RMFB 14 who shared their blessings through their gifts and financial assistance for the activity, Barangay Officials and staffs of Barangay Kuya, South Upi and South Upi MPS personnel who provided area security throughout the activity. A total of one hundred fifty (150) families received grocery items while five hundred fifty (550) toys were given to the children. The troops were then rewarded by the warm smiles and grateful faces of the residents, indeed true essence of Christmas relies not merely on the gifts but the love and unity that each of us have build.

    In line with the Integrated Transformation Program this PRO continuously conduct Physical Fitness Test every month and “zumba” activity every Tuesday and Thursday to all personnel from RHQ down to lower units and other Sports Development Program.

    E. FAMILY, JUVENILE AND GENDER AND DEVELOPMENT PROGRAM

    Specialized Course for WCPD Officers. This PRO conducted two (2) trainings of

    17-Day Specialized Course on Investigation of Crimes involving Women and Children for PNP-WCPD Officers culminated on March 26, 2019 held at Tawi-Tawi PPO and August 12, 2019 held at Basilan PPO.

    Gender Sensitivity Trainings. This PRO conducted four (4) Orientation Seminar on Laws for the Advancement of Women and four (4) Sexual Harassment Awareness for Police Officers attended by 400 PNP personnel of this PRO.

    F. ANTI-CORRUPTION INITIATIVE

    A. ATTAIN FINANCIAL AND LOGISTICAL ADEQUACY CONSISTENT WITH THE LAW

    1. Optimized utilization of logistical resources

    1.1 Management of Donations from LGUs and other Agencies

    In April 2018, a Memorandum for Agreement was entered into between PRO ARMM represented by PBGEN GRACIANO J MIJARES and Office of the Regional Governor-Autonomous Region in Muslim Mindanao represented by Governor Mujiv S Hataman for the Construction of PRO ARMM Lounge Building amounting to ₱ 3,123,000.00. On August 28, 2019, the procurement process was started then on October 31, 2019 it was awarded to the Lowest Calculated and Responsive Bid (LCRB), the RNS Construction for the

    contract amount of ₱ 3,022,942.75. The said project was inaugurated on May 30, 2019.

    1.2 Management of Resources

    Funded the purchases of Office supplies amounting to Php 10,370.00.

    Funded the amount of Php 3,500.00 for the conduct of 1st

    quarter CY 2019 RAC meeting.

    Funded the amount of Php 4,600.00 of every quarter for the snacks during the conduct of twelve (12) Weekly PICE and Cascading Activities.

    Funded the amount of Php 1,200.00 of every quarter for the snacks during the conduct of quarterly training/seminars.

    Released the amount of Php 18,000.00 for allowances of six (6) personnel during the issuance and installation of ICOM HF Base Radio and Issuance of VHFLowband THALES Radio at Maguindanao, Lanao, Basilan, and Sulu PPO’s.

    Funded the purchased of two ceiling and stand fan amounting 3,800.00.

    Released funds for the purchased of relief goods for donations to Makilala evacuees amounting to 2,000.00.

    Funded the purchased of three (3) microphones amounting to Php 9,330.00.

    1.4 Maintenance and other Operating Expenses (MOOE)

    As provided under the General Provision (GP) No. 104 of the approved General Appropriations Act (GAA) FY 2019 (RA 10924), the total approved MOOE of PRO ARMM for CY 2019 was Php 313,587,000.00 with an increase of 23.48% compared to the last year MOOE of Php 253,962,000.00. However, based on RA 10924, Centrally Managed Items (CMI) are mandatorily being deducted from the General Appropriation such as Intelligence Fund, Provincial Reserve Fund (PRF), Regional Reserve Fund (RRF), Training Fund, Insurance/Fidelity Bond Fund, Ammunition, Fixed Expenditures, Health Service, Insurance and Fidelity Bond, Investigation Fund and ISO Fund with a total amount of Php 117,333,952.20. The said funds are intended for a particular purpose but being centrally managed by the Regional Comptrollership Division. This PRO has complied the guidelines, policies and procedures in the distribution of Maintenance and Other Operating Expenses (MOOE) for FY 2019 such as monthly allocation of One Thousand Three Hundred Ninety (P1,390.00) per capita to Police Provincial Office (PPO), City Police Stations (CPS), Municipal Police Stations (MPS) and the distribution of One Thousand (P1,000.00) per capita for Mobile Forces such as Regional Mobile Force Battalion (RMFB), Provincial Mobile Force Company (PMFC) and Provincial Mobile Force Platoon (PMFP).

    A total of Php 287,454,750.00 from January – November 2019 programmed for the MOOE was released to RMFB and five (5) PPOs of this PRO. The Mobile Forces (RMFB, PMFC, and PMFP) have an annual ISO Fund in the amount of Php 22,863,632.66 and Provincial Reserved Fund (PRF) for the PPOs with the total amount of Php 3,900,000.00 annually.

    1.4 Personal Services This PRO received and released a total amount of Php 343,846,431.29 for

    Personal Services (Pay & Allowances and Collateral Funds) to PRO ARMM personnel, broken down as follows:

    C. UPHOLD AND PROMOTE THE PRINCIPLES AND PNP CORE VALUES

    1. Promotion System

    LATERAL ENTRY PROGRAM

    For the period, 26 PCOs and 1,235 PNCOs were promoted for the 3rd and 2nd Level for Phase 1, and 29 PCOs and 185 PNCOs were promoted for the 3rd and 2nd Level for Phase 2.

    2. Internal Reforms

    This PRO still continuously conduct random drug testing to all RHQ Personnel down to lower units.

    3. Further Reduction of Uniformed Personnel at Headquarters. Out of the

    7,528 actual strength of the PRO 27.17% or 277 personnel were assigned at Regional Headquarters (RHQ); 6.11% or 1,231 Provincial Mobile Force Company (PMFC) personnel were assigned in the field. Also out of 7,528, 19.93% or 957 personnel were assigned in BNQs; and 10.52% or 909 personnel were assigned in Maneuver Companies.

    4. Assignment of at least 21 personnel at every MPS. All C/MPS of PRO

    ARMM are manned by at least 21 PNP personnel. The designated OIC and/or COPs of the 118 C/MPS are all PCOs.

    5. Living the PNP Core Values

    Through the conduct of Spiritual Enhancement. This unit is religiously

    participated in the conduct of the said activity. For the period covered a total

    of eighty-seven (87) weekly religious activities (Friday Congregational

    Prayer/Sunday Mass Service and other significant religious activity) were

    accounted and attended by personnel of this unit.

    118th Police Service Anniversary with PLTGEN Fernando H Mendez Jr., Deputy Chief, PNP for Administration as guest of honor and speaker on September 30,2019 at Camp Bgen Salipada K Pendatun, Parang, Maguindanao.

    Blood Letting and Fun Run. personnel of this PRO volunteered as blood donors while others joined the fun run and kind hearted extended their help/assistance to the less fortuned individuals through feeding program.

    Human Right Desks have been established in all units/offices of this PRO. A total of nine various seminars/lectures relative to Human rights were conducted and participated by 2,701 PNP personnel.

    Dialogues and Pulong-pulong with stakeholders. The Continuous Police Community interaction and public information undertaken by our Maneuver Line Companies developed the trust and confidence of the community and mobilize them to be effective partners in crime prevention and maintenance of peace and order. For the period covered, a total of nine thousand four hundred ninety eight (9,498) dialogues and pulong-pulong were conducted.

    This PRO continuously supports the DENR in protecting and preserving the natural and residual forest against illegal operations.

    Clean-up Drive. Personnel of this unit taught not only how to defeat the enemy in the battle and the strategies to win the hearts of the community but also on how to support our mother nature. Adherence to proper waste disposal is always encouraged and tree planting activity is always attended by this unit.

    c.1. Anti-Criminality Initiatives.

    Police Visibility. The PRO intensified its efforts against street crimes and other criminality through the Enhanced Managing Police Operation. Further, a total of 201.282 Foot and Mobile Patrols were conducted with a total of 15,720,741 man hours spent in patrolling.

    c.2. On Law Enforcement.

    Campaign against illegal drugs. A total of 644 operations were conducted on the campaign against illegal drugs that resulted in the arrest of 722 and 38 were neutralized and the recovery of 4,861.8291 grams of “shabu” and 13,297.448 grams of Marijuana with a total of DDB value of Php 33,078,691.28, drug paraphernalia and 1,425 cases filed in court.

    Campaign against Carnapping. A total of 72 operations were conducted that resulted in the arrest of 19 alleged carnappers and the recovery of three (3) vehicles and thirty-one (31) motorcycles for the period.

    Campaign against Bank Robbery. No incident of bank robbery was recorded for the period.

    Campaign against Hijacking/Highway Robbery. There was no monitored hijacking and highway robbery incident for the period covered.

    Campaign against Illegal Gambling. A total of 93 anti-gambling operations were conducted that resulted in the arrest of 261 gambling personalities and the confiscation of 23 slot machines and money amounting to Php 131,013.65.

    Campaign against illegal Logging. A total of 56 operations were conducted that resulted in the arrest of 39 alleged loggers and the confiscation of 101,609.86 board feet and 995 pieces assorted lumbers with an estimated value of Php 73,752.00.

    Campaign against illegal Fishing operations. Seven (7) operations conducted which resulted to the arrest of 66 persons and the confiscation of 26 fishing paraphernalia.

    Campaign against Smuggling/Piracy. Four (4) operations were conducted that resulted in the arrest of three (3) persons and the confiscation of 40,000 sacks of rice and13 boxes cigarettes.

    Campaign against Cattle Rustling. Two (2) operations were conducted that resulted in the arrest of one (1) cattle rustler and the recovery of two (2) animals.

    Campaign against Syndicated Crime Groups/Criminal Gangs. A total of one (1) operations conducted for the period that resulted in the arrest of four (4) members of criminal gangs.

    Campaign against Loose Firearms (Kontra Boga). A total of 264 operations conducted that resulted in the arrest/surrender of 220 gun personalities and the confiscated/recovered of 507 assorted firearms and 56 were killed during police operations.

    Community Oriented Policing System (COPS). There were 132 COPS established/maintained.

    Search and Rescue Operations. A total of one (1) search and rescue operation was conducted with a total of 150 man-hours spent for the period.

    Disaster and Relief Operations. A total of two (2) Disaster and Relief Operations were conducted with a total of 339,276 man-hours spent.

    VIP Security Operations. A total of 919 VIP Security Operations were conducted with 180,924 man hours.

    Traffic Management. A total of 10,761 operations were conducted with a total of 417,551 man-hours were spent on traffic management.

    b.1 Institutionalization of Barangay Peacekeeping Operation (BPO). For

    the period, there were 113 Municipal Police Stations and 2,105 Barangays with Barangay Peacekeeping Action Teams (BPATs).

    b.2 BPAT Related Trainings. A total of 30 Trainings were conducted for the period to 1,500 BPAT members. The participation of BPATs contributed more in the successful conduct of various community activities such as house visitation relative to the PNP Oplan Tokhang, Providing Assistance during special activities/occasion (i.e. LIGTAS SUMVAC, LIGTAS UNDAS, Islamic festivals and etc.), relief assistance such as disaster preparedness and response and conflict mediation activities.

    b.3 Community Awareness Activities. A total of 222,113 seminars and lectures were conducted to empower the community and support the thrust of the PRO particularly on crime prevention.

    A. Optimize Utilization of Financial and Logistical Resources

    1. Financial Management Program

    Below are the breakdowns of settled/paid Personal Claims of PNP Personnel:

    I. MAINTENANCE AND OTHER OPERATING EXPENSES (MOOE)

    As provided under the General Provision (GP) No. 104 of the approved General Appropriations Act (GAA) FY 2019 (RA 10924), the total approved MOOE of PRO ARMM for CY 2019 was Php313,587,000.00 with an increase of 23.48% compared to the last year MOOE of Php253,962,000.00.

    However, based on RA 10924, Centrally Managed Items (CMI) are mandatorily being deducted from the General Appropriation such as Intelligence Fund, Provincial Reserve Fund (PRF), Regional Reserve Fund (RRF), Training Fund, Insurance/Fidelity Bond Fund, Ammunition, Fixed Expenditures, Health Service, Investigation Fund and ISO Fund with a total amount of Php117,333,952.20. The said funds are intended for a particular purpose but being centrally managed by the Regional Comptrollership Division. This PRO has complied the guidelines, policies and procedures in the distribution of Maintenance and Other Operating Expenses (MOOE) for FY 2019 such as monthly allocation of One Thousand Three Hundred Ninety (Php1,390.00) per capita to Police Provincial Office (PPO), City Police Stations (CPS), Municipal Police Stations (MPS) and the distribution of One Thousand (Php1,000.00) per capita for Mobile Forces such as Regional Mobile Force Battalion (RMFB), Provincial Mobile Force Company (PMFC) and Provincial Mobile Force Platoon (PMFP).

    A total of Php287,454,750.00 from January – November 2019 programmed for the MOOE was released to RMFB and five (5) PPOs of this PRO. The Mobile Forces (RMFB, PMFC, and PMFP) have an annual ISO Fund in the amount of Php22,863,632.66 and Provincial Reserved Fund (PRF) for the PPOs with the total amount of Php3,900,000.00 annually. II. PERSONAL SERVICES (PS)

    This PRO received and released a total amount of Php68,514.00 for Personal Services (Collateral Funds) to PRO ARMM personnel, broken down as follows:
