1.0 COMPANY OVERVIEW

1.1 BACKGROUND

MPA Engineering is one of Australia’s leading electrical system integrators specialising in sophisticated machine and plant automation solutions. With its head office located in Brendale on the north side of Brisbane, MPA also has branches in Ipswich, Sydney, Melbourne and Townsville from which it services customers throughout Australia, as well as internationally.

Established in 1990, MPA is a highly competent, customer focused organisation that is dedicated to providing the best design, manufacture, installation and commissioning of electrical control systems to some of Australia’s prominent manufacturers and processing companies, including CSR Humes, Pioneer Roof Tiles, Shell Australia, Castlemaine Perkins and Bundaberg Sugar.

A team of professional engineers, with extensive skills and experience enable MPA to competently execute large and contractually challenging engineering projects. A specialised team of trades-people, technical specialists and office staff, supports this expertise. MPA is therefore well equipped to develop and implement industrial solutions to improve plant productivity.

MPA has quality assurance in compliance with the requirements of ISO9001; all project work and software designs are undertaken to comply with the QA system.

1.3 WORKERS COMPENSATION / PUBLIC LIABILITY / PROFESSIONAL INDEMNITY

MPA maintains Workers Compensation for all its employees and holds Public and Products Liability cover for $30,000,000 and Professional Indemnity cover for $10,000,000. These levels are able to be reviewed on a project basis and can be increased to any appropriate level.

2.2 TECHNICAL SERVICES

MPA’s technical service division specialises in the repair and maintenance of electrical equipment. As Queensland agents for Siemens, MPA supplies, services and commissions AC and DC servo drives and positioning systems. MPA also provides breakdown assistance for electrical controls on lathes and general industrial machinery. MPA’s technical service division is also responsible for general machine retrofits and upgrades including PLC or CNC Control Systems.

2.3 ELECTRICAL WORKSHOP AND INSTALLATIONS

MPA’s electrical workshops design, build and installs electrical switchboards and motor control centres. MPA has developed and type tested an ‘in-house’ modular switchboard to fault levels of 63kA rating conforming to the Australian Standard AS3439. MPA holds an electrical contractors license and undertakes electrical installations and contract work, specialising in the industrial environment.

4.0 MAJOR PROJECTS SUMMARIES

Project Title: BEVERLEY PARK WATER RECLAMATION PROJECT - SYDNEYClient: Aquatec Environmental Services

Description: Kogarah Council constructed a water reclamation plant at Beverley Park Golf Course to treat wastewater extracted from a nearby sewer main. This plant is expected to save up to 125 million litres of Sydney’s drinking water every year. The Beverley Park Water Reclamation Plant was the outright winner of the ‘2008 Water Association’s Project Innovation Award’, in the Operations/ Management Projects category.

MPA designed, programmed, installed, tested and commissioned the electrical, instrument, control and automation systems for this plant.

The electrical system of the plant consists of a 250A main switchboard and a 32A pump station sub-board. An Allan-Bradley CompactLogix PLC System is located in the main switchboard and an Allan-Bradley MicroLogix 1100 PLC System is in the pump station sub-board. Communication between the PLCs is achieved using fibre optic cable. A workstation loaded with Citect HMI control and monitors the plant’s operations.

MPA also supplied and commissioned five variable speed drives which control the flow at different stages of the plant.

Project Title: CLEVELAND BAY WPP UPGRADEClient: Water Matters Alliance

Description: MPA was asked to construct and supply the majority of Motor Control Centres used in the Cleveland Bay Upgrade, and to design and supply three major PLC cabinets to control the existing and new site hardware as well as integrate all other PLC/SCADA systems on site into a single control system.

The upgraded plant uses Membrane Filters and replaces the old surface aeration basin technology allowing for a higher grade of effluent. The plant was also increased in size to handle higher flow quantities.

The new system benefits the client as it uses currently supported PLC hardware and software. The Membrane Reactors are state of the art wastewater treatment technology and produce a high quality of effluent in a smaller physical area. The PLC/SCADA automates many plant functions thus reducing the workload on plant operators.

Control Equipment: Siemens S7-315-2PN/DP, Citect SCADA v6.1, DELL PCs, Siemens Scalence X408-2 GIgatbit Fiber/Copper Ethernet ring switches, Siemens Step 7 Programming Software.

Project Cost: $1.23 Million

Project Title: TUGAN SEWERAGE PUMP STATION - Switchboard and Control SystemClient: Tugan Sewerage Plant #1398

Description: MPA used the latest technologies to renovate and install the new switchboard and control systems for the plant. MPA used its custom designed Form 3B type tested switchboard (tested to 63kA rating) with Siemens PLCs and switchgear to provide a cost-effective renovation.

Control Equipment: Siemens S7-216 with OP 5 operator panel.

Project Title: POLY DOSING AND CHEMICAL FEED PANELSClient: Alldos Oceania

Description: MPA was asked to design, build and factory test 22 switchboards for Polymer Batching Systems, Polymer Dosing Systems, Unloading Panels and Chemical delivery systems for the Tugun Desalination Plant commisoned by Gold Coast Water.

All 22 switchboards utilised the Siemens ET200M redundant remote I/O to provide distributed I/O to the main plant PLC. The systems utilise 24VDC to permit future access by non-electrical personnel, and in particular PLC programmers who may not possess appropriate electrical licences.

The systems provide controls for transfer pumps, mixers, dilution valves, dosing pumps, level instruments, flow meters and other equipment required for Polymer Batching and Chemical Dosing Systems.

Project Title: CLERMONT SITE SERVICES AND INDUSTRIAL AREA LV ELECTRICAL SERVICESClient: O’Donnell Griffin/Clermont Coal

Description: MPA designed and manufactured ten switchboards, including a 2500 Amp 50kA Main Switchboard, Pump Control Panels, Major Distribution Boards and Local Control Stations for the new Coal Mine at Greenfield, in Central Queensland.

The switchboards distribute power to the Mine-Site Workshops and vehicle wash down bays.

Control Equipment: Merlin Gerin MCCBs, Motor Protection Relays, Advantys distributed I/O, Magellis Industrial PC/Touch Screens

Project Title: RBH TI MASTER UPGRADE & UQ CCRClient: Queensland Health, RBH Herston

Description: MPA was asked to convert the client’s existing TI505 series CPU to Redundant (Hot-Standby) S7-414H CPUs. The project involved the design and construction of redundant CPU cubicles, and the reprogramming of TI PLC code into new Siemens S7 format using structured functions.

This project also involved the design, programming and commissioning of the circuit breaker load-shedding controls and interface with the diesel backup generator.

MPA also supplied the emergency power control system for the University of Qld’s Centre for Clinical Research, also located with the RBH complex.

The system controls the site-wide load shed controls in the event of a loss of power to the site. Each building has its own set of switchboards with essential

and non-essential supply distribution and its own PLC controlling these circuit breakers.

The Master PLC now controls the operation of the slave PLCs as well as the High Voltage distribution for the connection/disconnection of three HV Generator Sets with a combined generating capacity of 7 MW.

This integrated approach allows the hospital to precisely tailor the load shed of individual building supply feeds based on very specific load conditions.

Detailed reporting and analysis of faults/power usage are also now possible.

Control Equipment: Siemens S7-200, S7-300 and S7-400 PLCs with Citect SCADA v5.41 and Step 7 Programming software.

Project Title: MACHINE CONTROLSClient: Ritek Building Solutions

Description: MPA designed and installed a custom control solution which interfaces with an XL Wall Panel Stud Press. The control software was designed according to the operational specifications supplied by the client and has resulted in the automated pressing of wall stud supports.

A Siemens S7 200 series PLC was used for the control panel which interfaces with the operator via both a TD 200 HMI panel and an operator interface pedestal. For operator safety a Sick light curtain was installed and machine safety was enabled using Sick proximity switches and optical laser sensors. The machine positioning uses hydraulic pistons monitored via encoder proximity switch feedback.

With the use of the new control panel the client has a greater product range, and less material wastage, as well as higher efficiency and productivity.

Control Equipment: Siemens TD200 HMI, Siemens S7 200 PLC, Schnieder Main Isolators and MCBS, NHP Safety Contactors, Relays, Enclosure, Sick Proximity Sensor, Sick Encoder, Schnieder Push Button + Switch Contacts

Project Title: SAFETY SYSTEMClient: Hautamaki

Description: MPA was asked to design and construct safety fencing and gates around an existing tub printing machine. The safety system now ensures that access can only be gained by request and only if the machine is in a stand still state.

The project involved expansion of the E-Stop circuit, installation of safety devices and interlocks and also the design and construction of a Safety Control Panel, which isolates run states within the machines existing main control panel.

Project Title: INSTALLATION OF RE-LOCATED MACHINESClient: United Bonded Fabrics

Description: The project involved the design and installation of power supply to machinery relocated from Melbourne to Brisbane.

The machine is used to manufacture different kinds of insulating materials such as noise and heat. The insulation material is then cut to size or rolled up.

The main power supply is from an Energex 750 KVA transformer to an MPA designed, manufactured and installed Switchboard through 240mm² 1000A SDI cables. It also involved the design and installation of cable ways (in the form of 600m ladder) and varying sizes of cable trays all installed at roof height level in the factory.

Different parts of the machinery were synchronized (interlocked), as well as repaired or redesigned and included the old relay logic in the Blending System and the Cross Lapper System.

MPA also programmed the PLC’s and HMI on the two carding machines, as part of the upgrading procedure.

With the upgrade of the machine, the client can now increase productivity and save transport costs of product, as all products can now be produced on site in Brisbane.

Project Title: CASTLEMAINE PERKINS PLC MAINTENANCEClient: Castlemaine Perkins beginning #1700

Description: MPA has been supporting Castlemaine Perkins in a maintenance role since 1995 in the packaging department, and since 1997 in brewing. MPA provides PLC programming modifications to new and existing systems including bulk chemical handling, CIP sets, yeast storage and handling, beer filtration, carton palletisers, and line controls for bottle packers and labelers, the keg line, and can line singulisers. SCADA system modifications have also been carried out including PlantScape for brewing, and Citect for Packaging. MPA are the specified PLC programmers for Castlemaine Perkins.

Control Equipment: SquareD, Siemens S5, S7-200, and S7-300/400, Allen-Bradley, Mitsubishi, Honeywell PlantScape, Citect.

Project Cost: $2,000,000

Project Title: MOLENDINAR WPP PROCESS CONTROL – Control Systems Upgrade works

Client: Gold Coast City Council #2642 & #2768

Description: MPA undertook the design, programming, installation and commissioning for this project. The project involved a complete upgrade of the existing control system to achieve Y2K compliance, as well as increased efficiency and reliability.

The project included multiple SCADA screens and programming networked PLCs. With the new control system, five Siemens S7 300 PLCs using Profibus as well as two remote I/O racks control the plant. The PLCs use PID control for some processes. The SCADA system was implemented using Siemens WinCC with Server-Client Redundancy and Storage options. A network of four PCs was configured with remote dial-in access to one of the PCs for after-hours and emergency monitoring. The project also involved configuration of an alarm dialer, operator training and O&M manuals.

Control Equipment: 2 x Siemens S7-315 and 3 x Siemens S7-314 CPUs.

Project Title: RBH – high voltage network control systemClient: John Goss Projects Pty Ltd #2660

Description: MPA undertook the design, programming and commissioning of this project. MPA networked four S7 300 PLCs via fibre optic LAN to a 545 master PLC for remote control and monitoring of 11kV and 415V switchgear in the new main intake substation of the Royal Brisbane Hospital and the Central Energy Plant. The PLCs control and monitor over 100 CBs and two 11kV 2.5MVA generators to provide standby power control, controlled load shedding and essential load restoration, co-generation, no break re- synchronisation and generator test mode. All devices and switchboards are monitored and controlled via a redundant Citect SCADA configuration, which is also on the PLC LAN.

Description: MPA designed and manufactured all the sitewide substation control PLC systems. Twelve sitewide PLC systems were then networked and programmed for remote control and monitoring of LV main switchboards throughout the hospital. The PLC network was interfaced to a Citect SCADA system via a fibre optic cable and OLMs. Each PLC was interfaced to an intelligent power- monitoring meter via a MODBUS protocol implemented in the PLCs. All PLCs were networked as Profibus slaves to a central SIMATIC 545 Master PLC that performs the overall supervision of the system.

Project Title: CLEVELAND BAY WWTP – control system upgradeClient: Citiwater - Townsville City Council #3439

Description: MPA designed and developed the detailed specification documents and drawings for the upgrade of the PLC / SCADA control system for the entire plant including the planning of the changeover while maintaining the availability of the plant. The project was subsequently won by MPA through a public tendering process.

The project involved installing a redundant fibre optic network system to replace the slower and less reliable ET100 twisted pair network. MPA replaced the aging S5 PLC system with dual S7 300 PLC and the DOS based SCADA system with a Redundant Citect SCADA system. The network protocol was upgraded to PROFIBUS-DP and now has two SCADA PCs, two PLC CPUs and 14 field I/O stations installed around the site. MPA managed the project and installation subcontractors, performed all PLC and SCADA programming, configuration, testing and commissioning.

The system provides full-featured remote access to operations personnel as well as alarm paging via the Telstra Mobilenet GSM SMS. MPA also has remote access from Brisbane to monitor the performance of the system and make adjustments if required. MPA was also invited to perform a detailed PLC and SCADA training course for the client’s personnel in addition to training provided under the contract.

Description: Redland Shire Council augmented their existing STP by installing a new BNR plant. There were five main switchboards manufactured for the project: four MCCs and one Main Switchboard, as well as two RAS MCCs and three Aerator MCCs. All of these boards were designed and built to Form 3b/4 standard. The RAS and Aerator MCCs were constructed to Form 4.

MPA supplied, programmed, and commissioned the PLC and SCADA system. This system comprised two S7 315-2DP PLCs, a Citect SCADA I/O server, 13 Siemens Micromaster 440 VSD’s, three Siemens MasterDrive VC VSDs, and five Siemens SIMEAS-P power meters, all communicating on a Fibre-Optic Profibus network at 1.5Mbps. The power meters monitor voltage, current, power, power factor, and total kWh in each of the MCCs and the MSB. Description: B&D Doors automated their existing panel line production process by installing a new switchboard/MCC and Siemens Safety rated PLC, to control the entire panel production line machinery. The safety system has Cat 2, 3 and 4 sections and is fully integrated into the PLC/SCADA system using the Siemens Safety PLC CPU and I/O Cards.

The controlled machinery includes a dual arm decoiler, an embosser, a sheet leveller, a press, a variable width/length punch trolley, a sheet slitter, two

different roll formers and various conveyors.

Project Title: NIGHT CAP WTP CONTROL UPGRADEClient: Rouse Water #11387

Description: Rous Water commissioned MPA to upgrade the Night Cap Water Treatment Plant MCC’s, PLC’s and SCADA system whilst keeping the existing plant operational. The original equipment included DAF filters, dosing systems and the Wilson’s River Dam Pump Station which had to be integrated with new equipment for Ozone disinfection as well as BAC filters.

MPA provided MCC panels, as well as PLC/SCADA supply, programming, and commissioning services for this project.

The SCADA system previously in use at Night Cap WTP required re-engineering and also the addition of graphical displays. Local HMI’s were added to provide localised control of equipment. Communication between PLCs was moved to Ethernet, enabling communication cables to be removed. Device Net was used where appropriate to stream line the changeover of remote IO. Involvement A Telemetry system was provided to allow communication between Night Cap and the Wilsons River Pump Station.

The project involved a complete electrical distribution system design which incorporated nine new switchboards. It also included 40 analog instruments and 18 VSD’s ranging from 1 kW to 132 kW. The VSD’s were controlled by PLC using PID control for numerous processes. This project included complete electrical design, Siemens PLC and Citect SCADA system programming, site commissioning and training.

MPA supplied, programmed, and commissioned the PLC and SCADA system for all plant items except HST Blowers, Membrane Reactors, and Biosolids

Plant, however it was required to provide an interface with these items.

The plant control system comprises four S7 315-2PN/DP PLCs, two S7 317- 2PN/DP PLCs, three 315-2DP PLCs, two Citect SCADA I/O Servers, and two

Citect SCADA Clients. All plant PCs and PLC CPUs are interconnected by a Gigabit Redundant Ethernet backbone network over fiber optic.

MPA supplied programmed and commissioned six MCCs, five stand-alone VSD Cabinets, and 5 PLC control cubicles. Across these there are 35 Electronica-Santerno VSDs, eight ES Regenerative VSDs, and three Siemens SIMEAS-P power meters, all communicating on a redundant Fibre-Optic/ Copper Profibus network at 1.5Mbps. The power meters monitor voltage, current, power, power factor, and total kWh in each of the MSBs. A remote access laptop was configured to dial-in to the Citect SCADA server using redundant Analogue Modem/Routers for monitoring the process.
