Salient Features of the CAR-66TheCAR66 hasbeenissuedinlinewiththecurrentRule61andtoharmonizetheaircraftmain tenancepersonnellicensingsystemwithEASAPart66[General] details,requirementsforqualifyinganindividualtoobtainanAircraftMaintenance EngineersLicenceandextensionofsuchlicence[CAR66] eliminatesthesystemofobtainingAirframe,Engine,Electrical,InstrumentandRa dioSystemLicencesseparately[66.A.01] redefines the syllabus for basic knowledge examination in modular pattern [66.A.25] provides for qualifying under the existing system of obtaining the licence till De cember2012[66.A.70] provides for endorsement of an AME licence after successful completion of type trainingandthetypetrainingexamination/typeexaminationwhichshallconsistof boththeoreticalandpracticalexaminations[66.A.45(c)] liststhedetailsofpracticaltaskstoqualifyanindividualtoobtainatyperating[Ad dendumIItoAMC] provides for acquiring group type rating of aircraft and certification privileges 66.A.45(g) hasaprovisiontoconverttheexistingAMElicencetoCAR66licence[66.A.70]with orwithoutlimitation details clauses under which a licence may be revoked or suspended or withheld [66.A.95]

66.01 GENERAL InordertoharmonizeIndianrequirementsforlicensingofaircraftmaintenanceengi neerswithinternationalrequirements;CAR66Rev.0dated11thNovember2011,which isprimarilybasedonEASAPart66regulationisbeingintroduced. This CAR is issued on the basis of amended Rule 61(6th amendment) of the Aircraft Rules,1937asnotifiedvideGSR1001(E)dated22ndDecember2010. ThisCARiseffectivefrom01.01.2012.Howeverupto31.12.2012 theexistingrequire ments of CAR Section2 Series L will also continue for facilitating smoothtransitionof aircraftmaintenanceengineerlicensingsystemintoCAR66pattern. TheCAR66isapplicabletoallpersonnel/Organizationsengagedinmaintenanceand /orcertificationofaircraftregisteredinIndia. TheSectionAofCAR66establishestherequirementsfortheissueandextensionofan aircraftmaintenanceengineerslicense,conditionsofitsvalidityanduse.Italsohasa provisionforconvertingtheaircraftmaintenanceengineers(AME)licenseissuedprior totheCAR66comingintoforce.Therequirementsarefollowed byAcceptablemeans ofcompliance(AMC)andGuidanceMaterial(GM) TheAMElicensesinCAR66formatwillbeavailableintwodifferentways: a)AfterconversionofexistingAMElicenseswithapplicablelimitation. b)IssueoffreshlicenseafterpassingofapplicablemodulesofBasicKnowledgeExamto beconductedbyCEO.

66.A.15.Eligibility An applicant for an aircraft maintenance engineers licence shall be at least 18 yearsofage. 66.A.20Privileges a) Subjecttothecompliancewithparagraph(b),thefollowingprivilegesshallapply: 1. AcategoryAaircraftmaintenanceengineerslicencepermitstheholdertois suecertificatesofreleasetoservicefollowingminorscheduledlinemainte nance and simple defect rectification within the limits of tasks specifically endorsedontheauthorization.Thecertificationprivilegesshallberestricted to work that the licence holder has personally performed inamaintenance organizationapprovedbytheDGCA. to issue certificates of release to service following maintenance, including aircraft structure, power plant and mechanical and electrical systems. Re placement of avionic line replaceable units, requiring simple tests to prove theirserviceabilityshallalsobeincludedintheprivileges.CategoryB1shall automaticallyincludetheappropriateAsubcategory. 3. AcategoryB2aircraftmaintenanceengineerslicenceshallpermittheholder to issue certificates of release to service following maintenance on avionic andelectricalsystems. 4.
