NancyJeanTubbs: ThelastthingthatIwanttosay,beforeIturnitovertoMichaelPaul,iswehavealotofpeoplesay,"WhyisUCRhostingthisconferencewhenIgotoCaliforniaCommunityCollege?"SoI'mgoingtotellyouabriefhistoryofhowthiscametohappen.
Wehadasummergraduateinternnamed,JessicaNewman,threeyearsagoandforhersummerproject,sheworkedwithRiversideCityCollegeaboutwhattheycoulddotoimproveresourcesforLGBTQstudents.Becauseshedidthatwork,sheinspiredmetodoaninventory.
Ivisitedall114websitesofCaliforniacommunitycolleges,andImadealistofwhatIfound.There'ssomeexcitingstuffthatwashappening,butcomparedtotheothersystems,thereweren'talotofresources,asstudentsintheroomknow,forLGBTQstudents.
Inaddition,afterwepostedthatinventoryonablog,westartgettingphonecallsfromstaff,facultyadministratorsabout,"Well,whatcouldwedoorhowcouldwedevelopmoreresources?"
SosomefolksinCaliforniacommunitycollegesworkedwithmetocreatethisevent.ItwasplannedbyCaliforniaCommunityCollegestaff,faculty,administrators,andthestudents.LogisticsweredonebyprofessionalstaffandvolunteersatUCRiverside.Themotivationforme,tohaveyouhere…IwanttotakeamomentandIwanttoaskallthestudents,clapyourhandsifyou'reastudentfromaCaliforniacommunitycollege.Clapyourhands.
Clapyourhandsifyou'reastaff,faculty,oradministratorfromaCaliforniacommunitycollege.Students,youheardthatsecondclap,everyoneofthosefolksarehere,tomakesureyou,asanLGBTQstudentorallysucceedattheCaliforniaCommunitycolleges.Theyarehereforyou.

Iwanttobacktrackamomentandjustexplain,I'mhavingvisionproblems.Ican'tseeanyone'sfaces.I'massumingyou'reallsmilingatme.Awesome.IfIcouldseeyourfaces,IwishIcould,becausewhatIseeifyou'reastudent...asfarasI'mconcernedeveryoneofyouarefutureHighlanders.I'mnotsayingyouhavetoapplytogotoUCR,butreallyyoushouldapplytogotoUCR.Wewantyouhere.UCRwantsyouhere.Wewantyouhere,notdespitethefactthatyoumaybeLGBTQ,butbecauseyouareLGBTQ.Becausewevalueyou.

Youknow,whenweworkedinthecommunitycollegeorcommunitycollegesyouknowwheneversomebodysays,"Heywe'vegotsomeworktodo,it'sreallyimportant.Let'sdoit."Youknow,we'relike,"Yeah,me,me,me!"Andthensometimesyoulookaroundandnobodyelseisdoingthatbutinthiscasealotofpeoplejumpedinandsaid,"Yeah”andIwasoneofthemsoI'msoproudtobeapartofthiseffort.
We'vegotsomefantasticspeakersforyoutoday,butalsoasaformerstaffmemberhereatUCRiversidebeforeIcametoCaliforniaCommunityColleges,IdowanttoechowhatNancyJeanissayingaboutUCR.Theyreallyshould[inaudible00:04:17]frommyownpersonalexperience.

IworkinSacramentoattheChancellor’sOfficesosincealotofyouarestudentsandmaybedon'tknowwhattheChancellor’sOfficeevenis,I'mgoingtostartoutwithalittletwominute,trytokeepittotwominutes.
Somostpublicsegmentsofhighereducationhaveasystemoffice.AttheChancellor’sOfficewe'reabout140peopleinSacramento.Ourmostimportantfunction,ifyoutalktoalltheadministratorsattheCaliforniaCommunityCollegesistosendthemthemoney.
SothestateintheGovernor'sbudget,andthelegislatureappropriatesabouteightpointsixbilliondollarstothe114communitycollegesandthetwopointsomeoddmillionstudentsandattheChancellor’sOfficewesendthemoney.
Wealsotellyoualltherules.Tellthecampusesalloftherulesabouthowtospendthatmoney.Sowemakeregulations,wehelpimplementandinterpretthelawsthatthelegislaturesetsout.
OnebigdifferencethoughbetweentheCaliforniaCommunityCollegesystemChancellor’sOfficeandthesystemofficesforliketheCaliforniaState

UniversitiesandtheUCs,theCSUsandtheUCssystemofficehavealotofauthority.SotheUniversityofCaliforniaPresident'sOffice,whichisinOakland,canreallybossaroundtheUCcampuses.Theyhaveauthority.TheCSUsystemofficeislocatedinLongBeach.Theyhavealotofauthority.
InadditiontolawsregulationsandgivingoutthemoneytheCaliforniaCommunityCollegesareorganized,114collegesinto72districtseachofthosedistrictshasalocallyelectedBoardofTrustees.AndthereisalotmorelocaldecisionmakingthathappensattheCaliforniaCommunityCollegesthansomeoftheotherpubliceducationsystems.
Whichisnice,becauseyougettohavealocalvoice.Itmakesitalittlebitmoredifficultbecausesometimeswhenyouwanteverybodytobedoingthesamething,wedon'thavetheauthorityattheChancellor’sOfficetoensurethateverybody'sdoingthesamething.Soyourjoblocallyisalittlebitmoredifficultbutyoualsodohavelocalautonomyandcontroltomakesurethatyourdistrictsandcollegesaremakingdecisionsthathelpyourcommunityandthepeoplethatyoucareabout.
So,speakingofmoneywehave,Itrytothinkofsomeofthepotsmoneythatyouwouldbeinterestedin.There's140milliondollarsthat'sappropriatedtoallofthecommunitycollegesforequity.Inaddition,there's260milliondollarsforstudentsuccessandsupport.There's100milliondollarsforbasicskills.Wejustgotthisyear135milliondollarsforaGuidedPathwaysproject.Acoupleofyearsagotherewasaonetimefundingforequalopportunityemploymentfundingandweprovidedsometraining.
Sowesendoutthosepotsofmoney.Letmeconcentrateontheequityfundingforasecond.So140milliondollarsstartedin,Ithink‘14-‘15wasthefirstyearthosefundscameout.Andthere'salistof14populationsthatthatmoneyissupposedtohelp.You'renotoneofthem.SotherewaslegislationthattheGovernorjustsignedinOctoberthataddedLGBTQpopulationsasoneoftheequitypopulationsthatmustbeincludedindisproportionateimpactstudiesandindeterminingtheuseofthatstudentequitymoney.
It'sgood.I'lltakealittlebow,becauseIaskedourlegislativestaffingovernmentrelationstospecificallyaddLGBTQtotheeducationcode.BecausewhatIsawhappeningisinstitutionswereaskingus,"Areweallowedtospendanyofthat140milliononLGBTQ?"AndIwouldsay,"Yesofcourseyouare.They'reanequitypopulation."Andmanywouldpointtothelegislationandsay,"Butitdoesn'tlistLGBTQinheresowearehavingtroublegettingourcampusestosendanyofthatmoneyourwaybecauseit'snotexpresslycalledoutinthelegislation."
SoeventhoughIwouldsendane-mailnote,youknow,withmyhighstatus,not,eventhoughIwouldsendane-mailnotegivingthem,youknow,permission,therewasstillhesitationatthelocallevelbecausetheydidn'tthink

thelawallowedthatmoneytobespentonLGBTQ.Somecampusesweredoingit,otherswerenot.
SotheGovernorsignedthelegislation.LGBTQandactuallyhomelesspopulationswereaddedtothelegislation.YoucannowspendmoneyonLGBTQpopulationsandcollegesarenowrequiredtoconductdisproportionateimpactstudieswhentheynextdotheirstudentequityplans.
Forthestudentsintheaudience,letmeexplainwhatthatmeans.Forthreeorfouryears,collegeshavebeenrequiredtoconductdisproportionateimpactstudiesbygenderforLatinos,forAfricanAmericans,forAsians,forfosteryouth,forveterans.Sothere's14ofthose.There'stwomoreaddednow,LGBTQandhomeless.
Disproportionateimpactstudies,andthere'slotsofthem,IwasgoingtogiveyouoneexampleandIwasgoingtousetheexampleoftransfer.Ifyourtransferrateonyourcampusis35percentofthosestudentswhoindicatetransferastheirgoal,everybodyoncampusis35percent.ButifyouconductedtostudytoseewhatthetransferratewasforLGBTQstudentsanditwasonly14percentthat'sthedisproportionateimpact.Ifyourcampusistransferring35percentofitsgeneralpopulationbutonly14or15percentoftheLGBTQpopulation,there'saproblemthere.That'scalledanachievementgap.Andthat'swhatthatmoneyismeanttohelpaddress.
Soyouhave,inyourhandsrightnow,legislationfromthestateofCaliforniaandhelpfromtheChancellor’sOfficeupinSacramentoandhelplocallytomakethathappen.Itdoesrequirestilllocalefforts.Ican'ttellyourcampustospendonesixteenthofthat140milliondollarsonyourpopulation.Idon'thavetheauthoritytodothat.You'vegottoworkthatoutlocally.Okay?
Andjustseeingthepeopleinthisroomandthesupport,youhavethepowertodothat.Okay?Youjustgottokeepitup.AmIrunningoutoftime?Okay.
Justacouplemorethings.Inordertoconductthedisproportionateimpactstudies,youhavetohavethedata.We'vebeenontheCCCApplyapplication,whichthevastmajorityofourcollegesuseforadmissionsdata,thereisaquestionaboutsexualorientationandgenderidentityonthatapplication.Wehavebeendutifullycollectingitbecauselegislationsaidwehadtooverthelastcoupleofyears,butwehaven'tbeensharingitwithyou.
Thefolksthatrunourtechnologycenterhavehadahesitationtosharethatdatawiththecampusesbecausethey'reafraidforLGBTQstudents'safety.WehavetheLGBTQcommunityforthemostpartsaying,"Where'sthedata?Where'sthedata?"Butourtechnologycenterissaying,"There'saliabilityifwesharethedataandastudentisharmedbecauseofsharingthatdata."

It'sbeenforagoodreasonthatthetechnologycenterhasbeenhesitanttosharethedata,butwethinkthedataneedstobeshared.
MichaelPaulWong: ThesearelegallyprotectedcharacteristicsinthestateofCalifornia,justlikegender,veteranstatus,ethnicity...
RhondaMohr: Thereisabsolutelynoreasonforusnottosharethisdata.Itbecamea...wehadtoactually,ourattorneyshadtosendalettertothetechnologycenterandprettymuchdemandthatthedatabereleased.ItwassupposedtobereleasedyesterdaysothatIcouldcomeuphereandgetlikeextrafidgetthingsorsomething,abiggerbottleofwater.Thedataisreadytobereleased,we'regoingtotestitwithacoupleofinstitutionsnextweek.Withinthenextcoupleweeksyou'llhaveyourdata.
SomeinstitutionsdonotusetheCCCApplyapplication,theyhavetheirownapplication,soifyou'refromacollegethathastheirownapplication,ifyourcollegeisnotcollectingthatdata,you'regoingtohavetoworkwithyourcollegetogetthatdatacollectedandthensharethatdatawiththeresearchdepartment.Ithinkthere'sonly10or12collegesthatruntheirownadmissionsapplicationandyou'llhavetochecklocally.Ididn'tcomewithalistofthose.
IthinkI'llstopthereandletDolorestalk,becauseI'vebeenjabbering.
DoloresDavison: Thankyou.GoodmorningsomynameisDoloresDavison.IamtheSecretaryfortheAcademicSenateforCaliforniaCommunityColleges.Iama24yearfacultymemberatFoothillCollegeastheChairofthedepartmentsofHistoryandWomen'sStudies.WewereoneofthefirstWomen'sStudiesprogramsinaCaliforniaCommunityCollegecreatedin1972.WeactuallywerebeforemostoftheUCssothat'sasmallproudmomentandI'llsaynothingelse.No,sotheAcademicSenateforCaliforniaCommunityCollegesrepresentsthe58thousandfaculty,parttimeandfulltimeinthecommunitycollegesystemintermsofacademicandprofessionalmatters.
Wearenotaunion,weareanadvocacygroupincreasinglybecausewereallyhaven'thadachoice,butourfocusprimarilyisonareasaroundthingslikecurriculumandprogramdevelopment,programreview,rolesoffacultywithinthecurriculumprocesses,grading,allofthosesortsofthings.TheAcademicSenateforCaliforniaCommunityCollegeswasactuallyfounded50yearsago,nextyear.ThepoweroftheAcademicSenatebothatthestatelevelandlocallycomesoutoflegislationthatwaspassedin1988byJohnVasconcellos.hewastheauthorofAB-1725whichisthelegislationthatgrantedallofyourlocalcommunitycollegeacademicsenatespoweroverwhat'sknownasthe10plusone,whichareareassuchascurriculum,gradingprocesses,programdevelopment,thosesortsofthings.
AndthereasonthatI'msharingthatwithyouisthat'sbecausefacultyaretheprimarycreators,purveyors,etc.ofthingslikecurriculum.Andsoonyour

campuses,ifyouhaveaprogramthatisanacademicorstudentservicesprogram,itislargelycreatedbyfaculty.Oneoftheabsoluteheroesofthisparticularmovementintermsofcurriculumdevelopmentishereandifyouhaveanopportunitytoseehimspeakthisafternoon,JohnnieTerryfromSierraCollege...IhavetosaythatmostofwhatIdoastheEquity,DiversityandActionCommitteeChairthisyearcentersaroundthe,"WhatwouldJ.do?WhatwouldJohnniedo?"That'swhatmyWWJDbraceletis.BecausethisyearI'mfortunateenough-reallyIseriouslylike,"WhatwouldJohnniedoaboutthis?WouldJohnnieagreetothis?NoJohnniewouldthinkthiswasadumbidea.Iwon'tdothis."
MostofthetimeJohnnieagreeswithme,but,youknow...ButtheEquityandDiversityActionCommitteeforthestatewideAcademicSenate,whichIhavetheprivilegeofchairingthisyearisfocusedonanumberofissuesaroundequityanddiversity.TheplansthatRhondaspokeabout,aboutnotincludingLGBTQstudentsintheoriginal2014/2015plans,theAcademicSenatepassedaresolutionin2015demandingthatLGBTQstudentsbeincludedinthoseequityplans.Andwe...Thankyou.Thankyoutotheoneperson.I'lltakethatapplause.I'mfaculty,I'mneedy.Ineedfeedback.
TheSenatestartedputtingpressureontheChancellor’sOfficeinspringof2015thatthiswasapopulationthatneededtobeincluded.Weneededtolookatthedisproportionateimpact.Iknowthattherewasacommentabouttheconcernsaboutreleasingthatdatafromthetechcenter.IhappentoteachatFoothillCollegeintheheartofSiliconValley,oneofthemostfortunatelyopenandproudareasofCalifornia,butIhavealotofcolleaguesthatteachatcollegesthatarenotnearlythatwayandthatarenotnecessarilyofthemindsetthathavingLGBTQstudentsoncampusissuchagoodthing.Andsotherewereconcernsthatthosestudentswouldbetargeted,especiallyifthosepopulationswerereally,reallysmallandtheycouldbeveryeasilyidentified.
Sothetechcenterdidhesitate,theChancellor’sOffice,thankgoodness,continuedtofightuntilthatinformationwillactuallybereleasedinthenextcoupleofweeks.AndtheSenatewillcontinuetoworkwiththatinformationtoinformanumberofdifferentdecisionsaboutwhatwedo.
IntermsofthemakeupoftheAcademicSenate,thereare14electedmembers,fourofficers,ofwhichIamone,andthentenregionalrepresentatives.Andthe14ofusrepresentthe58thousandfacultyaroundthestate.Ifyouthinkthatthatiscrazy,youareright.WedohavealotofvolunteersandIsawPeggyCampocomeinsomewhere.She'sherefromNorcoCollege.JohnnieTerryhasservedonanumberofcommitteesforusovertheyears.We'vehadalotofassistancesoaquickplugtoanyofthefacultyinhere,IstillneedonemorememberoftheEquityandDiversityActioncommitteeforthisyear,andI'malwayslookingforadditionalfolkstohelpoutsoifyou'reinterestedtalktomeafterwards.

Wehavethelargestsystemofhighereducationinthecountryandpossiblyintheworldandsoyourvoiceisveryimportanttowhatwedo.Thewaythatoursystemworks,orourboard,we'verecentlybecomeincorporatedsoweareanon-profitorganization.We'reallstudentruncurrently.Wehavenofacultyorstaff.Wearerun,rightnow,[inaudible00:26:23]grantthroughtheChancellor’sOffice[inaudible00:26:27]we'llmakeitwork.
Thestateissplitupintotenregionssoyoufirstneedtoknowwhatregionyou'reinandtheneachcampushasadelegate.Youdecidewhothatdelegateis.Somecodify[inaudible00:26:40]yourbylawswhereyousay,thestudenttrusteeorthestudentPresidenttheywillalwaysbeyourrepresentative,buttheyareyourvotingvoice.

Sofromthatlanguage,again,twoyearsagowehadastudent,IbelievefromSantaBarbaraCommunityCollege.TheyputforwardaresolutionthatwoundupturningintobilllanguageforAB-1995.

SotheStateSenateisactually-wejustpassedaresolutionlastweekthatwearerevisingourstudentequityplanpaper.Iwillbechairingthat.We'replanningtohaveitoutbyfalltoincludethoseissuesofhousinginsecurityandfoodinsecurityandtoprovideresourcesforfacultyandstaffandadministratorsandstudentsoncampus.
We'vehadalotofdiscussionsaboutthefactthatyouneedtoknowwhothepersoniswhoknowswherethoseservicesareavailableandinalotofcampuses,youknow,youmayknowbywordofmouththatso-and-soknowsthisorso-and-soknowsthis.Butthoseresourcesneedtobemorevisibleandmoreobviousandthereneedtobemoreofthem.

DoloresDavison: Okay,so.Ispentlastyearasthestatewidecurriculumchairworkingonstreamliningcurriculumprocesses.Wedidahugestatewideeffortandweheardcomplaintsattwolevels.Basically,atthelocallevelandattheChancellor’sOfficelevel.TheChancellor’sOfficelevelhastothispointlargelybeendealtwithintermsofnewcoursestoexistingprograms.Intheory,ifyousubmitanewcoursetotheChancellor’sOfficethat'sforaprogramthatalreadyexists,whichwouldbepsychology,youwouldhaveautomated,almostimmediateapproval.Itwillnottakesixmonths,itwillnottakethreeyears,itwilltakeabout24hours,intheory.
Thoseofyouwhohavenotyetdealtwiththecurriculuminventory,wewilltalkseparatelyaboutthat.Butthatpartofithaslargelybeenclearedup.Thelocalprocessesareaslightlydifferentstoryandthosedependonwhatyourlocaladministrativeproceduresandprocessesaroundcurriculumare.Inmostcases,whenwepolledcampusesandItalkedtopeoplefrom-Iwentto12differentcollegeslastyearandtalkedtofaculty.Weendeduptouchingabout90ofthecampusesalltold.
Mostofthemsaidthattheircurriculumprocessesiftheyworkedwell,tookaboutthreetosixmonths.Theproblemisthatifyougetaholdup,forexampleifyourdepartmentchairandyourchairinyourdepartmentdoesnotwantthatclass,ifyouhaveaDeanthatdoesnotwantthatclassandrefusestoenterit,youhaveachairthatdoesnotwantthatclass,oranyofthosethings,thenyou'rebasicallybuttingyourheadagainstawall.WhatIwouldstronglyrecommendtoanyofyouthatarestrugglingwithcurriculumissuesistoreachouttotheSenateandtalktooneofthecurriculumexpertsontheSenatebecausewecanhelpwiththat.
