Acts and laws
In June 2004, the Prime Minister called for the replacement of the issuance of the Certificate of Fitness of Occupation (CFO) by the local authorities with certification by professionals. The intention was to improve the efficiency of the building delivery system
All Acts and laws related and governing development and construction were amended to facilitate the implementation of CCC.
(CCC came into force on April 12, 2007 and replaces the certificate of fitness for occupation (CFO) previously issued by the Local Authorities)
CCC - BACKGROUND
CCC works on the basis of a matrix of responsibility. All professionals, qualified persons and licensed trades are required to be accountable and responsible respectively. Including also site supervisors or Inspector of Works
The G Forms account for this matrix. Upon completion of the G Forms by the respective parties, the PSP (Architect or Engineer) will then issue the F or F1 Form
CCC – G AND F FORMS
Development and construction can be a complex proposition with phases and separate building uses, management and ownership
The Strata Management Act and recent revisions to the Strata Titles Act were to facilitate such developments
Partial CCC (F1) was designed to enable phased and integrated development
CCC – F & F1 FORMS
Under the old CFO or OC regime, there was allowance in the law for the issuance of Temporary CFs (renewable every 6 monthly etc)
It was acknowledged that temporary CFs gave rise to many issues with some buildings never being fully completed to obtain CF
Partial CCC (F1) is not a Temporary CF
Partial CCC is a full CF for the part/s of a building that has been planned and designed for phased completion
Clearly defined under the amended UBBL
