Preamble WHEREAS Macedonia declared its inde-pendence from Yugoslaviain September 1991;

WHEREAS the Government of Canada extended formal recognitionto the independent nation as the Former Yugoslav Republic of Macedonia on July 3,1996;

WHEREAS a number of countries with which Canada has closepolitical and economic ties, including Russia, the People’s Republic of China and theUnited States of America, have recognized this nation under its constitutional name, theRepublic of Macedonia;

AND WHEREAS the Government of Canada now wishes to acceptthis nation’s constitutional name, the Republic of Macedonia, and to continue, under thatname, its recognition of the nation;

NOW, THEREFORE, Her Majesty, by and with the advice andconsent of the Senate and the House of Commons, enacts as follows:

SHORT TITLE

Short title 1. This Act may be cited as the Republic of Macedonia Recognition Act.

ACCEPTANCE

Acceptance 2. The Government of Canada accepts the constitutional name of the nationpreviously recognized as the Former Yugoslav Republic of Macedonia, and continues,

under the name “the Republic of Macedonia”, the recognition of this nation.

THE MACEDONIAN VICTORY AT CHAERONEATHE FIRST MACEDONIAN ILINDEN - AUGUST 2nd, 338 B.C.

. . .The news that aMacedonian army was at Elateacaused consternation at Athens.Demosthenes was the man ofthe moment. He led a group ofenvoys to Thebes, where theBoeotians had not yet come toa decision. Athens asked foralliance against Macedonia,offering to pay two-thirds of thecost of the war and to giveBoeotia overall command byland. A majority of the BoeotianAssembly voted in favour ofalliance. It was a courageousdecision, taken in the name ofliberty; but it was one whichbroke the oaths of alliance withMacedonia and exposed theBoeotians to the possibility ofsuffering as Olynthus hadsuffered. Each side fortified itsposition. During the winterPhilip offered conditions ofpeace to Boeotia and Athens;and through his influence thePhocian state was reconstitutedby the Council of theAmphictyonic League as anexample of reconciliation.Philip’s offers were rejected,Athens’ existing alliescommitted themselves to thewar, and Demosthenes wasawarded a golden crown at theFestival of Drama at Athens inMarch 338. A peaceful solutionseemed impossible, and if therewas further delay Persia, alreadyat war with Macedonia, mightgive Athens more than financialaid.

The Greeks made themistake of dividing their superiorforces into two detachments,some two days’ march apart. Thesmaller, consisting of 10,000mercenaries, was deceived by a(false) message of a rising inThrace and by a daytimewithdrawal of the Macedonians.It relaxed its guard. Philip cameback during the night, destroyedperhaps half of the mercenariesand captured Amphissa. He then

offered terms of peace toBoeotia and Athens. They wererejected. On 2 August 338 thedecisive battle was fought atChaeronea. The Greeks held astrong defensive position in theplain between the fortifiedacropolis of the town and theriverbank of the Cephissus.Some 5000 light-armed infantryheld the slopes below theacropolis, and the hopliteinfantry, some 30,000 in number,was drawn up in a continuousphalanx of spearmen, eight mendeep and some 3 kilometreslong. The 10,000 Athenians heldthe left part of the line, the 12,000Boeotians the right part, and theallies and 5000 mercenaries thecentre. The Greek cavalry was inreserve. Philip commanded asmaller but much moreexperienced army of 2000 superbcavalry - part Macedonian andpart Thessalian - 24,000Macedonian pikemen, and some6000 light-armed infantry.

The initiative lay withPhilip. His problem was to createa gap in the continuous line ofhoplites, so that his cavalry,commanded by his sonAlexander, could ride throughthe gap and take the line inflanks and rear. He achieved thisby a daring parade-groundmaneuver. He advanced leadinghis finest pikemen on the rightwing of the phalanx line, whichwas in oblique order in relationto the Greek line, while the leftwing was retarded, Alexanderriding beside it with ten cavalrysquadrons. Philip’s menmarched in close order. Whenthey approached the extreme leftof the Greek line, still facing thetnemy they retreated to theirright rear, ‘step by step, Philipkeeping the phalanx contractedand the men protected insidetheir weapons’. The rest of theMacedonian line was still notengaging the enemy. The

Athenians pursued impetuouslyto their left front, therebycausing the rest of the Greek lineto move to its left in order tokeep formation. But the right-hand Boeotians did not dare toleave the protective riverbankand stood still, so that a gapopened up and widened in thephalanx line. Into the gap rode

On the matter of distinctionbetween Greeks andMacedonians:1) “Neither Greeks norMacedonians considered theMacedonians to be Greeks.” Onthe composition of Alexander’sarmy:2) “Thus we look in vain for theevidence that Alexander washeavily dependent upon Greekseither in quantity or quality.”3) “The pattern is clear: the trendtoward the end of the king’s lifewas to install Macedonians inkey positions at the expense ofAsians, and to retain very fewGreeks.”4) “The conclusion isinescapable: there was a largelyethnic Macedonian imperialadministration from beginning toend. Alexander used Greeks incourt for cultural reasons, Greektroops (often underMacedonian commanders) forlimited tasks and with somediscomfort, and Greekcommanders and officials forlimited duties... In other words,the role of Greeks in Alexander’sservice was not much differentfrom what their role had been inthe services of Xerxes and thethird Darius.”On the policy of hellenizationwith Alexander conquest ofAsia and the Greek assertion

that he spread Hellenism:5) “If one wishes to believe thatAlexander had a policy ofhellenization - as opposed to theincidental and informal spread ofGreek culture - the evidencemust come from sources otherthan those presented here. Onewonders - archeology aside -where this evidence would be.”On the issue of whetherAlexander and Philip “united”the Greek city-states orconquered them:6) “In European GreeceAlexander continued andreinforced Philip II’s policy ofrule over the city-states, a ruleresulting from conquest.”On the ethnic tension betweenMacedonians and Greeks:7) “The tension at court betweenGreeks and Macedonians,tension that the ancient authorsclearly recognized as ethnicdivision.”On Alexander’s dismissal of hisGreek allies:8) “A few days later at Ecbatana,Alexander dismissed his Greekallies, and charade with Greecewas over.”On the so called Dorianinvasion:9) The theory of the Dorianinvasion (based on Hdt. 9.26,followed by Thuc. I.12) is largelyan invention of nineteenth-

century historiography, and isotherwise unsupported byeither archaeological orlinguistic evidence.”10) “The Dorians are invisiblearcheologically.”11) “There is no archeologicalrecord of the Dorian movements,and the mythic arguments arelargely conjectural, based onfolk traditions about the Dorianhome originally having been innorthwest Greece.12) “The explanation for theconnection between the Doriansand the Macedonians may bemore ingenious thanconvincing, restinguncomfortably on myth andconjecture.”On the Macedonian owntradition and origin:13) “As the Macedonianssettled the region following theexpulsion of existing peoples,they probably introduced theirown customs and language(s);there is no evidence that theyadopted any existinglanguage...”On the Macedonian language:14) “The main evidence forMacedonian existing as separatelanguage comes from a handfulof late sources describingevents in the train of Alexanderthe Great, where theMacedonian tongue is

mentioned specifically.”15) “The evidence suggests thatMacedonian was distinct fromordinary Attic Greek used as alanguage of the court and ofdiplomacy.”16) “The handful of survivinggenuine Macedonian words -not loan words from Greek - donot show the changes expectedfrom Greek dialect.”On the Macedonian materialculture being different from theGreek:17) “The most visible expressionof material culture thus farrecovered are the fourth - andthird-century tombs. Thearchitectural form, decoration,and burial goods of these tombs,which now number betweensixty and seventy, are unlikewhat is found in the Greek south,or even in the neighbouringindependent Greek cities of thenorth Aegean littoral (exceptionAmphipolis). Macedonian burialhabits suggest different view ofthe afterlife from the Greeks’,even while many of the samegods were worshipped.”18) “Many of the publicexpressions of worship mayhave been different.”19) “There is an absence ofmajor public religiousmonuments from Macedoniansites before the end of the fourth

century (another difference fromthe Greeks).”20). “Must be cautious both inattributing Greek forms ofworship to the Macedoniansand in using these forms ofworship as a means ofconfirming Hellenic identity.”21) “In brief, one must concludethat the similarities betweensome Macedonian and Greekcustoms and objects are not ofthemselves proof thatMacedonians were a Greek tribe,even though it is undeniablethat on certain levels Greekcultural influences eventuallybecame pervasive.”22) “Greeks and Macedoniansremained steadfastlyantipathetic toward one another(with dislike of a different qualitythan the mutual long-termhostility shared by some Greekcity-states) until well into theHellenic period, when both theculmination of Hellenicacculturation in the north andthe rise of Rome made it clearthat what these peoples sharedtook precedence over theirhistorical enmities.”23) “They made their mark notas a tribe of Greek or otherBalkan peoples, but as‘Macedonians’. This wasunderstood by foreignprotagonists from the time ofDarius and Xerxes to the age ofRoman generals.”24) “It is time to put the matterof the Macedonians’ ethnicidentity to rest.”

The American Philological Association refers to E. Borza as the “Macedonian specialist”. In the introductory chapter of“Makedonika” by Carol G. Thomas, Eugene Borza is also called “the Macedonian specialist”, and his colleague Peter Green describesEugene’s work on Macedonia as “seminal”. Ernst Badian from Harvard University writes: “It is chiefly Gene’s merit that recognizablyhistorical interpretation of the history of classical Macedonia has not only become possible, but it is now accepted by all ancienthistorians who have no vested interest in the mythology superseded by Gene’s work.”

A private member’s billcalling on the Canadiangovernment to officiallyrecognize the Republic ofMacedonia was tabled in theHouse of Commons last week.

Lui Temelkovski, aToronto-area parliamentarianwho was born in what is nowknown as the Former YugoslavRepublic of Macedonia(FYROM), introduced the bill inthe House of Commons lastWednesday.

The naming disputecarries significant historicalbaggage that dates backcenturies, but re-emerged as acurrent issue following the breakup of Yugoslavia in the 1990swhen several independent statesemerged. One of those wanted tocall itself the Republic ofMacedonia. But Greece hasvehemently opposed the idea,saying it implies ownership of aGreek province of the samename.

In introducing his bill,Mr. Temelkovski noted thatnumerous countries, includingthe United States, China andRussia, have recognized thestate as the Republic ofMacedonia.

Speaking to Embassy lastThursday, Mr. Temelkovski saidhis bill was prompted bylobbying on the part of theMacedonian community, whichincludes about 1,000 members inhis riding.

He did not know what thechances of his bill being adoptedwere, but acknowledgedobjections within the Liberalcaucus by some members ofGreek descent.

”We haven’t had anydiscussions about it and I don’tthink we need any discussions,”Mr. Temelkovski said whenasked whether the Liberal partyhad discussed the bill. “It’s justan administrative point.”

However, he blamed theGreek lobby for Canada’scontinued decision not to callthe country by its constitutionalname.

”I think it’s clear that thefact Canada has not recognizedMacedonia under itsconstitutional name is all due tothe Greek lobby,” he said. “It’snot up to Greece to tellMacedonia what it can call itself.It’s a matter of self-identity.

”They’ve got to forget it.I can’t go naming you Peter. Myname is Lui and you can call mewhatever you like, but my nameis Lui.”

Mr. Temelkovski, whomoved to Canada with his familyin 1968, said Greece believesrecognizing the country as theRepublic of Macedonia is anattempt by the Slavic country torob it of territory, but he said thatisn’t the case.

Fellow Liberal MP JimKarygiannis, who was also bornin Greece, also said heunderstood why Mr.Temelkovski had to bring themotion forward and that it washis right to do so as aparliamentarian.

Lui Temelkovski criticized formotion to recognize “Republic ofMacedonia”

For several weeks now, LiberalMP Lui Temelkovski has facedmounting criticism for havingintroduced a private member’sbill in the House of Commons torecognize Macedonia’sconstitutional name.

The first to challenge Lui weretwo of his own colleagues withinthe Liberal Party, both Greek-born MPs representingScarborough-area ridings.

Now, disapproval has reachedLui’s own riding of Oak Ridges-Markham.

This is why, with the possibilityof federal elections alwayslooming, it is so important forCanadian-Macedonians tocontribute financially to Lui’selection campaign. Liberal MP Lui Temelkovski (OakRidges-Markham) recentlyintroduced a private member’sbill urging Canada to officiallyrecognize the constitutionalname of the “Republic ofMacedonia.”

Given the tremendousopposition this bill has alreadyreceived from Greekconstituents and MPs alike, Luineeds our support for i t tosucceed.

First, write or speak to yourrespective MPs and encouragethem to support Lui’s latestmotion. Inform them that morethan 100 countries have alreadyrecognized Macedonia’sconstitutional name, includingthe United States, Russia, andChina. Advise them thatMacedonia is well on its way toNATO and the EU, and that ithas no ambitions on Greece’snorthern province of“Macedonia.” Remind them thatit is a fundamental right of anysovereign, democratic, peace-loving state to choose its ownname, and that there are othercountries (e.g. the UnitedKingdom) which do not feelthreatened by otherjurisdictions with similar names(e.g. “British Columbia” or “NewEngland”). Letters and otherforms of communication willstrengthen Lui’s position whenhe approaches fellow MPs tovote in favour of his proposal.

Lui especially deserves thefinancial support to enable him tocontinue serving the interests ofMacedonian-Canadians, whichhas also included such things as:setting up a meeting betweenformer Prime Minister PaulMartin and the CanadianMacedonian Human RightsMovement; challenging theopinions of a group of Greeknationalists opposed to his pro-Macedonian activities; andhelping Macedonian-Canadiansin their individual dealings withthe federal government.

Financial contributions are par-ticularly important in Lui’s casebecause his riding is so large, andbecause it is illegal for Lui to con-tribute to his own re-electionmore than the maximum contribu-tion allowed to each Canadian($1,100). For Macedonians whowish to help Lui, donors will re-ceive a high percentage of theircontributions back in tax refunds:75% for donations of up to $400;50% for donations between $401and $750; and 33.3% for dona-tions of $751 to $1,100. Izlo`bata ofici-jalno ja otvori gradona-~alnikot na op{ti-nata LaSal gospodinot GeriBakster. Na prisut-nite,pozdravi od premie-rotStiven Harper im prenese~lenot na federalniotparlament Xef Vatson. AT THE 12TH WORLD CHAMPIONSHIP IN WATER SPORTS IN MELBOURNE

LAUREN KARATANEVSKI MADE MACEDONIANSPORT HISTORY

- Lauren Karatanevski will go in sports history books as the first Macedonian representative at any International diving championship.- In Women’s 1m Springboard Lauren finished 32nd with 179.25 points, while on the 3m Springboard she placed 34th with 195.40 points.

Lauren Karatanevski will go insports history books as the firstMacedonian representative atany International divingchampionship. At the 12th FINAWorld Championships, whichwere held March 17 to April 12007 in Melbourne, Australia,Lauren competed on March 22nd

in Women’s 1m Springboard inthe Preliminary competition. Thewinner was China’s Zi He with299.35 points, ahead of Russia’sIrina Lashko and Canada’s BlytheHartley. In a field of 37 divers fromall over the World, Laurenfinished 32nd with 179.25 points,ahead of divers from Hungary,Macau, Croatia, Venezuela andSwitzerland.

Two days later Laurencompeted in the Preliminaries onthe 3m Springboard and in a fieldof 40 divers placed 34 th with195.40 points. Again, a Chinesediver placed first with 356.10points, ahead of divers fromSweden and Australia. Laurenplaced ahead of two divers fromCroatia, Hungary, Cuba, and twofrom Taiwan.

Lauren’s achievement iseven greater when one knowsthat diving is non-existent in

Macedonia, she competedwithout a coach at thisChampionship because herpersonal coach Arturo Mirandaat the same time competed forCanada and the fact that this 23year-old Toronto bornMacedonian was grantedMacedonian citizenship justover a month prior to thecompetition.

Lauren’s journey tocompete for Macedonia has alonger history. She contactedthe Macedonian OlympicCommittee in Skopje prior to the2004 Athens Olympics, with thedesire to represent Macedonia.However, because of differentsubjective and objectiveobstacles, that was not to be. Allthat changed after July 14th 2005,when a group of patrioticMacedonian sports enthusiastsheld the founding meeting of theCanadian – MacedonianOlympic Club, which goal was tosearch for and recruit talentedCanadian athletes ofMacedonian origin, and with thepotential of representing theRepublic of Macedonia on theinternational sports scene. Oncesuch potentials are identified, as

the case was with Lauren, theOlympic Club endeavors tosecure material and othersupport for the athletes.

Lauren was born July7, 1984 in Toronto, Canada. Herfather Risto was born inMacedonia and played semi-professional soccer, while hermother Debbie received herhonours specialist degree inphysical and health education.Her younger sister Katleyncompletes the sports circle ofthe Karatanevski family,because she was a gymnastand later a figure skater.

Lauren graduated inJune 2003 from Lawrence ParkCollegiate Institute in Torontowhere she was a magnificent all-around athlete on the highschool and club team level. Shecompeted in swimming for fiveyears, gymnastics for nineyears, volleyball for five years,diving seven years andsynchronized swimming twoyears. Lauren served as captainof her high school swimmingand volleyball teams and herclub diving team and was amember of the citychampionship swimming team.

A winner of Lawrence Parksportsmanship award foroutstanding leadership andparticipation in student athleticprograms, Lauren becameOntario Provincial champion inone-meter and three-meterspringboard diving in 2002 andthird in Canada in 2002 agegroup nationals on three-meterspringboard. At the CanadaSenior Nationals in 2003 on one-meter springboard she finishedseventh as well as winner ofvarious international divingmedals.

Currently Lauren is aExercise Physiology major at theUniversity of North Carolina(UNC) in Chapel Hill, USA,where she competes in the high-powered and very competitiveAtlantic Coast Conference(ACC). At the 2003-2004conference championships (herfreshman year in school) shewas the top finisher at UNC,placing seventh on the one-meter board and ninth on thethree-meter board. By 2004-2005

she was ranked No. 1 on theUNC depth-chart. Her third yearin school saw her take a top-tenspot in the highly competitiveACC Conference Champion-ships, placing 8th on the one-meter board.

Lauren did notsucceed in qualifying for theBeijing Olympics 2008 at thisChampionship, however, shestill has a chance to qualify infuture competitions and theCanadian – MacedonianOlympic Club will continuesupporting her in all futuresports endeavors.

Although Lauren is thefirst athlete sponsored by theCanadian – MacedonianOlympic Club to representMacedonia at a WorldChampionship, this is not thefirst case for internationalcompetition. Namely, onSeptember 30, 2006, at the ThirdBitola International GymnasticsCompetition, two gymnasts fromCanada competed as part of the

Macedonian national team. Thegymnasts in question wereCarrina LoBello (Markoska),who through her maternal great-grandfather has roots in thevillage of Rufci near Prilep, andMegan Fyall who through hermaternal grandparents has rootsin the villages of Ostrovo andPatele, both near Lerin.

The two gymnasts,lead by the coach DragiStojkovski and under the watchfull eyes of their mothers, madea real sensation by winningeight medals. Competing againstgymnasts from Albania andSerbia, as well as six other gym-nasts from Macedonia, Carrinawon the second place AllAround and the silver medal,gold medals in vault and floor,while on bars and beam sheplaced third, thus gaining twobronze medals. Megan on theother hand received bronzemedal for her third place in theAll Around and gold and bronzemedals for her first and thirdplacement on the bars and beam

respectively.Waiting in the wings

are other gymnasts like ErinMarkoff, Madeline Tsinokas andBiljana Markovska, who, pro-vided they receive Macedoniancitizenship, can compete forMacedonia at the European Jun-ior Championships in Francenext year.

The Canadian –Macedonian Olympic Club ishopeful that the successes ofthe above mentioned athleteswould inspire other DiasporaMacedonians to proudly com-pete for the Macedonian na-tional teams.
