1 HR updates School Pay Policy – decisions arising from the School Teachers’ Pay and Conditions Document (STPCD) 2017 pay award Following the publication of the STPCD 2017 document, Central Bedfordshire Council (CBC) provided schools with information and guidance on the main changes via Central Essentials, which can be found here. The HR Statutory Services team have been informed by the Recognised Trade Unions that they have received a low number of schools’ pay policies for consultation following the publication of the STPCD 2017 and CBC's STPCD 2017 Guidance for Schools. Teachers’ Pension Scheme It’s now even easier for members to register for My Pension Online (MPO) as the requirement to input your Teachers’ Pension Reference number (also known as DfE number) has been removed from the registration process. There is a poster that has been created to display in staff rooms so members can find out about registering and making the most of their pension. 2 Diminishing the Difference conference on 2 February 2018 – CHANGE OF VENUE I am delighted so many of you have taken the opportunity to book your places on the forthcoming conference; over 100 senior colleagues have booked to date. We are aware the location of the Wyboston venue results in a very long journey for colleagues located in the south of Bedfordshire and, as such, we are pleased to advise you that we have managed to secure The Rufus Centre for the conference and, consequently, the nominal charge for schools will be reduced to £20 per head. As we have agreed that working collaboratively to help diminish the differences for our most vulnerable pupils is our main priority, please will you book your places as soon as possible. The venue can take up to 150 so we have another 45 places still available. I look forward to seeing as many of you there as possible on 2nd February. Attached is an updated flyer.

3 Latest news from the Education Endowment Foundation (EEF): teacher retention and employer engagement in schools Science teacher retention in secondary schools The EEF and Wellcome are seeking proposals for interventions to improve the retention of science teachers in secondary schools, particularly those in highest need, with the aim of developing and testing the most promising ideas. They expect to fund 3-5 proposals in total and have identified several approaches from which they would particularly welcome responses.

Review of evidence on employers in education published The EEF has published a review of the evidence on how employers can support schools to improve outcomes for pupils. The researchers identified four broad areas of employer engagement in education that could benefit young people.

4 Moderation and academies Many thanks to all those academies who have confirmed they wish to be with Central Bedfordshire Council for statutory moderation this summer. We will send out confirmation letters shortly. We have been told this week by the Standards and Testing Agency (STA) that it requires academies to notify it direct of the LA with which they have a moderation arrangement. This can be done via the Teacher Assessment section of NCA Tools. Even though it says the deadline was 15 December 2017, we understand this is still open. To avoid being chased by the STA, if you have not done so already, please go through this step even if you have notified us.

5 Term dates for 2019/2020 As you are aware, the local authority is required to set the term dates for community, voluntary controlled, community special and maintained nursery schools in England. Please find attached a copy of the term dates for 2019/2020. The 5 training days have been specified but schools are free to switch these if they wish as long as any alterations still result in the school being open for 190 pupil days. As in previous years, with Bedford Borough as our closest neighbouring local authority, we have aligned our term dates with their dates to limit the disruption to families who have children attending schools in both authorities.

6 Opportunities for a Head of School Improvement and School Improvement Adviser Here within Central Bedfordshire we’re determined to help all children fulfil their potential. We’re pleased to say that Children’s Services has recently been awarded a ‘Good’ Ofsted rating for its Children’s Social Care Services. Whilst we’re proud of this achievement, there’s still more to be done as we seek to deliver great education, with a particular focus on diminishing the difference for our more vulnerable learners. We are investing in the future of our School Improvement team by creating new opportunities for those who are passionate about making a real difference.

10 Education Health Care Planning (EHCP) Outcomes training sessions The following update has been provided on behalf of Julie Cronin, Designated Clinical Officer, and Hero Slinn, SEND Practice Manager. The Local Area is offering a training opportunity to practitioners across Education, Health and Social Care on the development of outcomes when contributing to the EHC Needs Assessment and review process. We recommend that a representative from every school attends a session to ensure a consistency of approach to this key aspect of the SEND Reforms, ensuring outcomes are well developed and focused on developing independence and resilience for children and young people with SEND. Attached is the booking form which needs to be issued to all training candidates for completion and email return to Lorraine Doyle at [email protected] by Friday 26 January 2018. Once completed forms are received, we will confirm training placements by email to each candidate prior to the first training session on 02 February 2018. We appreciate this is a tight turnaround and would be grateful for everyone to prioritise form submission. Available dates and venues for these training sessions are detailed on the booking form. Each session will run from 10.00 am to 1.30 pm and will have enough space to accommodate up to 20 participants. Lunch is not provided. In relation to potential trainers to support this training, please can names be forwarded to Lorraine Doyle by Monday 22 January 2018. Please be mindful that these trainers will need to be available to attend a training run through on Friday 26 January from 10.00 am to 1.00 pm at Wrest Park, Silsoe. 11 Moderation training 2018 Dates and venues have been published for training for EYFS, KS1 and KS2 moderation of teacher assessment. The flyer for EYFS is attached and please see below for the KS1 and KS2 flyers. All of these training events can be booked via CPD Online:

• Flyer KS2 Year 4 As you will have seen from previous issues of Central Essentials, Central Bedfordshire Council has launched a pilot project to evaluate the use of Comparative Judgement as an alternative to external moderation of writing. We are delighted that a good proportion of schools from across all clusters are signed up to pilot this new approach. We will, of course, share the learning when the cycle has been completed and evaluated. In addition, as a result of moderation and assessment being identified as priorities for several clusters, we are exploring alternative models with regard to reading and maths moderation. As such, we are not advertising moderation training dates, at this stage, but will keep schools informed and will provide any training that might be needed for schools that are to be moderated, in due course.

12 NQT twilight enrichment sessions Please find attached a list of the twilight sessions that we will be running over the next months for NQTs registered with Central Bedfordshire Council as their appropriate body. Bookings should be made on CPD Online. Could induction tutors please remind NQTs to register for alerts on NQT courses with CPD Online so that they receive details of these (including updates on the ‘TBC’ dates), and any future CPD designed for NQTs.

This workshop is aimed at multi-agency practitioners who either work predominately or who have regular contact with children and young people, or those looking to develop their knowledge and practice. Learning Outcomes:

• Have a greater recognition and response to neglect, including support to identify neglect and factors that can impact upon parenting capacity.

• Gain clarity of understanding of neglect indicators.

• Build confidence in assessment, analysis and planning.

• Have a raised awareness of early intervention strategies and sources of support for children, protective family members and workers, working together across agencies.

• Gain an understanding of the local context and resources to support families.
