1. GENERAL ORIENTATIONS

This handbook has been designed to introduce you to Centre de la petite enfance Hellénique Ta Pedakia (CPE) and the four other early childhood centres of the Hellenic Community of Montreal (HCM). This particular section contains information common to all five of the CPEs:

1.1 A BRIEF HISTORY

In order to respond to the childcare needs of working families of the Hellenic community, the HCM decided to add childcare to its many services:

In 1982 its first childcare facility was opened. In 1988 its second childcare facility was opened, which shares its

occupancy with the HCM at 5757 Wilderton Avenue in Montreal. Since 1994 three additional early childhood centres were opened in

Laval, Roxboro and South Shore. 1.2 LEGAL STATUS CPE Hellénique Ta Pedakia is a trilingual (Greek, French and English) corporation incorporated by virtue of part III of the Companies Act and subsidized by the Ministère de la Famille et des Aînés (MFA) It holds:

A permit issued from the (MFA) for: o One childcare facility of 60 childcare spaces for children between the ages

of 18 months to less than 5 years of age, as of September 30th.

1.4 OFFICE HOURS

Office hours are: Monday to Friday, 9:00 a.m. to 5:00 p.m. *For closures due to bad weather announcements will be made as early as possible that morning

on your local radio stations. CKDG (105.1 FM),CJAD(800AM), CFCF (60), CHAA(103.3),

1.5 CHILDCARE FEES Whether a child attends our childcare facility or one of our recognized home childcare services, childcare fees are set in accordance with the Regulation Respecting Reduced Contribution (C-8.2, r.3). In order for a parent to benefit from the reduced contribution ($7.00 per day, per child) or to be exempted from its payment she/he must meet the conditions set out in articles 12 to 16 of the above mentioned Regulation. Applications are made using the forms provided by the MFA (Application to determine eligibility for the reduced contribution), which is available at our offices and our recognized HCC services. Parents are required to provide the information and documentation required by Regulation.(). Please contact the CPE for more information.

1.7 GENERAL ASSEMBLY

Annually, a minimum of one general assembly is held. Members are invited and expected to attend General Assemblies and to exercise their right to vote. Our employees and providers are also invited to attend them as guests.

1.8 BOARD OF DIRECTORS

The corporation is administered by a board of directors (B.O.D.) composed of nine (9) administrators, two-thirds of whom are parents of children attending the childcare facility the CPE. Only one parent per family is eligible to sit on the B.O.D. simultaneously. Administrators are elected at an Annual General Assembly (Reference: Article 11.01 of the by-laws). Administrators remain in office for the year. Following the Annual General Assembly the B.O.D. meet to elect from among themselves their Officers: Each member of our Board elected has to do a police verification

President (must be a parent-user of one of the childcare services) Vice-president Treasurer Secretary

The B.O.D. is the guiding authority of the CPE and meets at least once a month to ensure its smooth functioning with respect to its human, material and financial resources and its home childcare services. If you would like to serve on the B.O.D., or would like to have more information, please speak with the Director by phoning the telephone number listed on the cover page of this document. 1.9 VISITING YOUR CHILD

Whether your child is in a home childcare service or in a childcare facility you are free to visit your child at any time, without having to notify anyone in advance.

1.10 RESOLVING YOUR CONCERNS

Should you have a concern please do not hesitate to resolve it. What is sometimes a minor concern can quickly become a major problem if not resolved quickly and efficiently. Should you have a concern, we recommend that you follow these steps:

Approach the person with whom you have a concern (be it an educator or any other person), and request some time to meet so that you may speak together about it;

If your concern is related to a person in the daycare facility, and is still not resolved after speaking directly with the person, please speak with the Director of the CPE.

If, following all of the above, the situation has still not been resolved to your satisfaction, you may address the issue to the members of B.O.D in writing.;

Should you wish to make a formal complaint, we invite you to follow the complaint procedure at the end of this document.

1.11 SUSPENSION AND EXPULSION

The B.O.D. can suspend or expel a family from the childcare services of the CPE. Such a decision may be taken when a family:

1. Has failed to pay its childcare fees; and/or

2. Has failed to comply with the Internal Rules and Regulations of the CPE; and/or

3. Acts contrary to the interests of the CPE; and

4. Has been given the opportunity to present its position to the B.O.D.; and

5. The decision is expressed in a resolution passed by two-thirds (2/3) of the B.O.D.

Additionally, the B.O.D may suspend a member from the corporation.

The decision of the B.O.D is final and cannot be appealed.

2. INTERNAL RULES, POLICIES AND REGULATIONS – CHILDCARE FACILITY

2.1 HOURS

The childcare facility is open Monday through Friday, 7:00a.m. to 6:00 p.m. 2.2 PERSONNEL

Each member of our personnel has undergone police verification. They are qualified early childhood educators, experienced and committed to offering quality early childhood experiences to the children.

2.3 ADMISSION

Admission priority is given to families living in Quebec who: a. Have children ranging in age between 18 months to 59

months, as of September 30th. b. Already have a child registered in one of the childcare

services offered or coordinated by the CPE. c. Have been referred by a social service (e.g., CLSC

social worker, Hospital physician / psychiatrist, etc.) d. First come, first serve.

2.4 REGISTRATION

When registering your child, you will be required to read, fill in and sign the registration documentations and to provide all necessary authorizations requested on the Application for the eligibility for the reduced contribution.

2.5 CHILDCARE FEES

Please refer to article 1.5 above. 2.6 LATE FEE

Families are expected to pick up their children and exit the childcare facility by 6:00 p.m. A fee of $1.00 per minute is charged for each minute remained in the building after 6:00 p.m. This fee is payable to the educator on duty.

2.7 WITHDRAWAL

Two (2) weeks advanced notice is required to withdraw a child from the childcare facility.

2.8 NUTRITION

Two snacks and one meal is served daily. Our daycare is PEANUT FREE Our rotational, three-week menu is prepared in accordance with the Canada Food Guide to Healthy Eating. It is nutritious, delicious and well-balanced. At the time of registration you will receive a copy of the menu, and should you loose it, it will be posted in the childcare facility for your reference. If your child has an allergy, a special contract will need to be signed with the CPE so that your child’s menu may be adapted accordingly, as long as extensive costs will not be incurred. Since our goals are to feed your child nutritious food and to teach him/her about nutrition, we do not permit candies, potato chips and other “junk food” into the childcare facility, except for special occasions - such as birthday celebrations. Reminder, the daycare is not responsible for the content of the loot bags during birthdays, parents must make sure items are safe for the children.

2.9 EXCURSIONS / OUTINGS Throughout the year the children are taken on outings and excursions as a part of the educational program offered to them. Each time an event is scheduled you will be informed and will receive an “authorization” form that must be signed and returned to the CPE in order for your child to participate. When applicable, a fee will be applied. If changes notices will be posted on the bulleting board at the entrance of the daycare. You are responsible to check the board daily for changes/updates.

2.10 HOLIDAYS – DAYS CLOSED

The regular childcare fee is required whenever one of the holidays coincides with a day a child would have normally attended:

2.11 ACTIVITIES

The childcare facility offers a wide range of developmentally appropriate early childhood activities for the children. These activities are geared toward promoting the whole development of each child: social, emotional, physical and intellectual. We are fortunate in that we have a very large and secure facility for the children. It is our hope that each child will develop a vision of the world where self-respect and other-respect will occupy a very important place in their hearts and minds. We also hope that the children will develop the competences and skills they will need to help them meet the challenges of the future.

For a typical example of your child’s day, please refer to appendix 1 or 2. 2.12 ARRIVAL AND DEPARTURE

We encourage you to arrive with your child by 9:30 a.m., so that she/he may benefit fully from the program of the day. When you arrive it is of utmost importance that you bring your child directly into the facility and that you leave only when your child’s educator has seen him/her. Parents arriving after 10:00a.m must advice the office. When you return to pick up your child, your responsibility for him/her begins the moment of your arrival. Please keep in mind daycare closes at 6:00p.m. lingering in the hallways and wasting time after 6p.m. cost $1.00/miniute. If you plan on having someone other than the persons indicated in the registration documents come to pick up your child (over 18yrs old), it is imperative that you advise a regular member of our staff. We will never release your child to someone we have not received authorization for.

2.13 HEALTH

We require in the file of each child a copy of the Medical Booklet containing information on the vaccinations you child has received and the signature of the attending physician. MEDICATION Articles 60 to 63 of the Regulation respecting childcare centres (Regulation) of the Ministère de Famille de la Aines et de la Condition féminie (MFACF) provides the CPE with the guidelines to following when administering medication to a child.

When authorization of a physician required: The Regulation states that only medications prescribed by a physician, who is a member of the Collège des médecins du Québec, may be administered to a child. In the case of a prescribed medication, the information listed by the pharmacist on the label describing the medication is proof of the physician’s authorization. The pharmacist’s label is to indicate the name of the child, the name of the medication, its expiry date, the dosage and the duration of treatment. When authorization from a physician is NOT required: Acetaminophen and oral hydration solutions may be administered without medical authorisation to a child received, provided it is done according to the appropriate procedures outlined in Schedule I of the Regulation. Please note, however, that parental authorization is required. Saline nasal drops, zinc oxide-based cream for the seat area and sun cream without PABA may be administered without medical authorization to a child received, provided written authorization is received from the parents. Register of medication administered Except for sun cream without PABA and zinc oxide-based cream for the seat area, each time a medication is administered it is recoded, in the register kept for this purpose, by the person authorized to administer the medication. The name of the child and of the medication, the date and time at it was administered, the quantity administered and the signature of the authorized person who administered it are entered into the register. ILLNESS If your child becomes exposed to or is infected with a contagious illness/disease we require parents to inform the CPE without delay, so that the other families may be informed of the illness, the symptoms to watch out for and the appropriate course of action to take. If and when your child becomes infected with a contagious illness, please contact the CPE to determine whether or not she/he poses a health risk to the other children and whether or not your child may attend the childcare facility. Your cooperation is of utmost importance. The following pages contain a list of common childhood illnesses and diseases, along with the appropriate course of action to take should your child become ill with one of them.

Colds and upper respiratory infections: The average child will experience about seven colds per year. Symptoms may include:

runny nose sometimes, greenish discharge watery eyes sore throat sneezing wheezing bad mood and crying fever (38) coughing

When your child is at the onset or at the height of a cold he/she should be kept at home, since we will not be able to properly care for him/her at the facility. If, during the day, your child develops a fever (38), you will be called to come to pick him/her up. Sore Throat: Symptoms may include:

soreness redness whitish tonsils fever headache nausea and vomiting

Whenever your child is ill and his/her needs, or the needs of the group, cannot be met he/she will be required to remain at home. If the sore throat is caused by a virus: Your child may return to the facility when she/he is feeling better and able to participate in the activities of the group.

If the sore throat is caused by a bacteria: Your child may return to the facility twenty-four hours (24 hrs) after treatment has begun, providing she/he is able to participate in the activities of the group. Cough: If the cough is accompanied by a cold or fever, see the policies for these conditions. However, he/she should be kept at home if experiencing discomfort. Diarrhea: Symptoms include:

Three liquid stools per day (3 or more in a 12-hour period) or More than one liquid stool per hour or More frequent and abnormal (consistency) movements for that child

Children are to remain at home whenever they have diarrhea. They may return to the facility once the diarrhea has stopped. If your child develops diarrhea during the day you will be called to come to pick him/her up. Vomiting: We require a child to remain at home when:

He/she vomits for no apparent reason and still feels nauseous after vomiting Has diarrhea Has fever Has headache Has stomach cramps

The child may return to the facility once the above symptoms have disappeared. During the day, parents will be called to come to pick up their child when any of the above symptoms are present.

Rash: Symptoms may include:

Skin eruptions Crusty lesions Severe itching Fever and vomiting

Whenever a rash appears parents are required to bring their children to the doctor to have the rash identified and treated. Also, depending on the rash the child is required to stay at home until the following time passes: Impetigo: 24 hours after treatment has started Measles: 5 days after the rash appears German Measles: 5 days after the rash appears Roseola: after the rash disappears Scarlet Fever: 24 hours after treatment has begun Chicken pox: 7 or 10 days after rash begins or when all chicken pox are

scabbed over and dry. It is not necessary to keep a child, who has been exposed to the chicken pox, at home.

Eye Irritation/Conjunctivitis: Symptoms include:

Inflammation of one or both eyes Crusty eyelids that sometimes stick together Sensation of sand paper in the eye Itchiness Tearing Yellow or greenish discharge

The child can return to the facility 24 hours after the antibiotic treatment has begun. If antibiotics have not been administered, the child must remain at home until the eyes are completely healed. A final note: If you have any question about our childcare facility, please contact us. Due to the PANDEMIC, if child has fever for 2 consecutive days he/she must stay home for 7 days thereafter.

PERSONNAL BELONGINGS Child should bring the following when enrolled: -Running shoes or any rubber sole shoes -A box of Kleenex every month -A fitted labelled crib sheet and small bed cover -Diapers (if applicable) -Two changes of clothing (Under Wear/Socks/Pants/T-Shirt/All labelled)

-A cloth bag for their shoes -A large pillow case with child's name on! All clothes must be clearly identified For the Summer (Labelled) For the Winter Labelled A swimsuit A pair of gloves or mittens A towel A hat Sunscreen lotion Snowsuit A summer hat Winter boots Change of clothes Scarf Note: The daycare is not responsible for items lost or stolen. If you cannot find something, look in the "lost and found" box. Remember all items must be labelled and children go out daily unless it’s minus 15 degrees Celsius. Please keep in mind No Plastic bags are permitted in locker area.

3. PROCEDURES FOR

HANDLING COMPLAINTS

3.1 Guiding Principles for Making a Complaint The B.O.D. must respond to all complaints arising from all persons regarding an employee, a provider, a parent, or a person acting on behalf of the corporation, including the B.O.D. itself.

3.1.1 Anyone can make a complaint to the CPE regarding a situation or event prevailing in a:

a. Childcare Facility or in a home childcare service which leads him/her to suspect that a violation of the Act or its Regulations has been made or, if s/he notices a situation that poses a risk to the health, safety or well-being of the children.

b. Child’s family or concerning a person known or unknown to a child that leads him/her to believe that the situation poses a risk to the health, safety or well-being of a child.

3.1.2 Anyone can make a complaint to the CPE whenever s/he believes that an employee or a person acting on behalf of the Corporation is

a. Failing to perform an obligation or duty required of him by the law or its regulations;

b. Not acting in a fair and equitable manner. 3.1.3 Anyone can make a complaint to the MFACF whenever they have reason to

believe that the: a. B.O.D. is failing to fulfil its obligations or duties as required by

the Act or its Regulations. 3.2 Person Designated to Handle Complaints

The B.O.D. has designated the direction as responsible for handling complaints. 3.3 Guidelines for Treating Complaints All complaints are treated with diligence and confidentiality.

3.4 Procedures for Receiving Complaints

3.4.1 All complaints must be presented in writing, containing the signature of the person making the complaint (plaintive) and his/her identify, since it could be necessary to communicate with him/her to clarify certain details or obtain further information. However, it is possible for complaints to be made verbally. All complaints will be treated with diligence and confidentiality.

3.4.2 The plaintive is encouraged to reveal the complaint and to provide any and all necessary information to determine its nature and validity.

3.4.3 For every complaint received, a file is opened. Relevant information is recorded onto the “Record of Complaint and Follow-up” form.

3.4.3.1 This form is placed in the complaint file. 3.4.3.2 If the complaint was received in writing a written “confirmation of

receipt” is sent to the plaintive within 48 to 72 working hours of its reception.

3.4.4 However, in the case of an emergency the plaintive may contact the direction immediately by phone and then follow-up with a written complaint.

3.5 Examination and Treatment of a Complaint

When a complaint is received it is examined to determine its nature and how to respond.

3.5.1 Where the complaint concerns an abuse, mistreatment, an assault,

physical or verbal abuse, or any other event of this nature, of a child:

3.5.1.1 The direction immediately signals the situation to the Department of Youth Protection (DYP).

3.5.1.2 The direction co-operates with the representatives of the agency(ies) concerned.

3.5.1.3 Notes are taken of the conclusions of the investigation carried out by the agency(ies) concerned on the Record of Complaint and Follow-up form.

3.5.1.4 When a situation is retained by the DYP and it concerns a HCC service the B.O.D. must immediately suspend the recognition of the provider without having given him/her the opportunity to present observations whenever s/he, his/her assistant or someone who resides in the residence is the subject of information retained by the Director of Youth Protection.

3.5.1.4.1 In this case, the B.O.D. must inform the provider without delay, in writing, about his/her suspension, as well as the parents of the children and give the provider an opportunity to present observations as soon as possible, but within 10 days.

3.5.1.4.2 A copy of the written notice is placed in the provider’s file. 3.5.1.4.3 When possible, parents will be assisted in finding alternative care.

3.5.1.5 When a situation is retained by the DYP and it concerns an employee the

employee is suspended immediately. 3.5.1.5.1 The situation is brought to the attention of the B.O.D. 3.5.1.5.2 A written notice of suspension is sent to the employee and it is

placed in his/her file.

3.5.2 If the complaint arises from areas outside the jurisdiction of the CPE:

The person making the complaint is referred to the agency that has jurisdiction on the issue. The complaint file is closed.

3.5.3 If the complaint concerns a fact or situation concerning the CPE or one of its employees:

3.5.3.1 The direction will decide on the validity of the complaint and on the action to be taken.

3.5.3.2 When the complaint is judged founded the direction will take the actions necessary to have the situation corrected within a reasonable delay.

3.5.3.3 Should the situation warrant it, the file will be transferred to the B.O.D., whose administrators will decide on what actions are to be taken.

3.5.3.4 In rare circumstances the situation may be referred to the M.F.E.

3.5.4 If the complaint concerns an event or situation which does not constitute an infringement of the Act or its Regulations, or is not a situation that poses a risk to the health, safety or well-being of the children:

It could simply be a misunderstanding or a conflict. 3.5.4.1 In this case, the person making the complaint is invited to resolve the

issue with the person concerned. 3.5.4.2 The direction may offer assistance to the parties to help resolve the

issue. 3.5.4.3 The complaint file is closed.

3.5.5 If the complaint concerns an event or situation that does violate the Act

or its Regulations, or is a situation that poses a risk to the health, safety or well-being of the children:

In order to evaluate the situation thoroughly and to verify the validity of the complaint, the direction will meet with the person(s) concerned.

Based on the observations and discussions a decision regarding the validity of the complaint is made.

3.5.6 When a complaint is judged to be unfounded

3.5.6.1 The complaint file is closed, and 3.5.6.2 The persons concerned are informed of such, in

Writing.

3.5.7 If the complaint is judged valid

3.5.7.1 A written report is prepared. 3.5.7.2 The report is mailed to the person concerned. 3.5.7.3 In addition, the direction: 3.5.7.3.1 Communicates with the person concerned

to identify ways of correcting the situation and to ensure that it does not reoccur.

3.5.7.3.2 The B.O.D. is informed about the complaint whose administrators will decide on what actions to take.

3.6 Regulatory Follow-up of Complaints

The B.O.D. must ensure that the situation that provoked the complaint, where valid, is corrected and prevented from recurring.

To this effect, the direction: o Makes one or more unannounced supervisory visits to the HCC to

3.6.2 If the situation is not corrected or if it reoccurs

3.6.2.1 The direction prepares a written report. 3.6.2.2 The report is mailed to the person concerned. 3.6.2.3 The B.O.D. is informed and decides on what actions are to be taken.

3.6.2.3.1 When the possibility of suspending or revoking a provider’s recognition is being considered the procedures outlined in the articles 34 to 36 of the Regulation are followed.

3.7 Complaint Reports

The B.O.D. is informed monthly about valid complaints, their nature and how they were handled.

3.8 Filing of Complaints

Since information concerning these matters is highly sensitive, confidentiality is utmost importance and only the B.O.D and the persons authorized to handle complaints may have access to this information to carry out the mandates conferred on the by Law.

3.8.1 All complaints received, as well as the documents demonstrating the actions

taken to correct them are confidential and kept under lock and key in the complaints file.

3.8.2 Copies of reports of complaints that were founded, including the follow-up actions that were taken are placed in the file of the person concerned.
