THE OPPORTUNITYThe East Bay Regional Park District is conducting a national search for a highly energetic and experienced Chief Human Resources Officer. This is a rewarding opportunity for a self-directed human resource professional who exemplifies the highest standards and implements best practices. Reporting directly to the Deputy General Manager, the Chief Human Resources Officer will be an expe-rienced leader prepared to engage quickly, thoughtfully, and effectively to assess and evaluate current processes and structure to determine the best course of action for the Human Resources function. The ideal candidate will be approachable, confident in themselves and others, and demonstrate the ability to collaborate while anticipating and resolving issues proactively.

EXPERIENCE EAST BAYAlameda and Contra Costa counties, located on the east side of the San Fran-cisco Bay, comprise the region known as the “East Bay”, which for more than two decades has seen faster growth in its communities than anywhere else in the San Francisco Bay Area. Much of its popularity is due to its desirable location, incredible diversity, ideal climate, and broad economic base plus its range of available housing and business opportunities.

Alameda and Contra Costa counties are a blend of culturally and ethnically diverse communities, offering a rich array of amenities and extensive cultural resources. The Oakland Museum offers lessons in the rich history of California while Berkeley’s Cal Performances and the Oakland East Bay Symphony offer a complete season of live musical performance. The East Bay is also home to the Chabot Space and Science Center and the Livermore and Tri-Valley Wine Country as well as three major professional sports franchises and a breath of esteemed public and private universities, including Cal Berkeley. The mission of the EBRPD’s Chief Human Resources Officer (“CHRO”) is to function as the “Chief People Person” for the orga-nization and to provide high quality support to the Park District’s employees, maximize employer-employee relationships, and recognize and celebrate staff’s contributions with an emphasis on the strength derived from the collective whole. As a dynamic leader with an engaging personality, the CHRO will assist in setting the overall tone of the organization as an employer of choice in Alameda County, establishing a “can-do” approach to problem-solving with employees, and supporting management in achieving its operational goals relative to human capital needs.

The newly appointed CHRO will be a collaborator, facilitator, and supportive of a change-management culture. While this enhanced approach has been undertaken recently, it needs further develop-ment, refinement, and full implementation. The CHRO will seek to inspire and grow this positive approach to fruition. Success-ful candidates will welcome this approach and be comfortable moving away from the more traditional approach of personnel management and working to instill the concept of a people-driven organization while incorporating best practices. THE POSITIONReporting to the Deputy General Manager, the Chief Human Resources Officer will assume responsibility for the implementa-tion of broad-based comprehensive human resources services. Assignments undertaken by the CHRO will be broad in scope and allow for a high degree of administrative discretion to include:

• Formulate and oversee the development and implementation of Human Resources goals, objectives, guidelines, policies, and procedures that provide the framework for organizational effectiveness;

• Promote an EBRPD philosophy that enhances morale, promotes productivity, and generally encourages a culture of caring, professionalism, and a culture of excellence;

• Provide advisory and consulting services to senior leadership and the Board of Directors on complex human resources mat-ters and strategic organizational issues;

• Represent the Park District in collective bargaining (EBRPD has two labor entities: AFSCME Local 2428 and Police Officers Association); serve as management’s primary contact for meet and confer issues, negotiated grievance procedures, and third-party arbitration;

• Direct the Park District-wide recruitment and selection of employees and support processes, encouraging diversity within the workforce;

• Understand and promote the importance of organizational development and set the tone to encourage and facilitate employee development;

• Administer EBRPD’s classification and compensation plans including reviews of market trends; recommend employee salary and benefits improvements necessary to keep the Park District competitive in the attraction and retention of the diversely skilled employees necessary for mission delivery;

• Ensure compliance with EBRPD policies and procedures and current employment laws; interpret policy; interact with Park District legal counsel as necessary;

• Manage and facilitate benefit, insurance, and other benefit programs including coordinating with insurance representa-tives; and

• Be aware of new legislation, regulations, and policies relevant to human resources operations; maintain integrity of legal mandates while demonstrating flexibility in implementing appropriate recommendations and best practices.

The CHRO will oversee a Human Resources function comprised of 12 full-time employees (including the CHRO) and a 2017 operating budget of $2.9 million.

The Park District is a full service governmental agency with police and fire. The largest local park agency in the country, the EBRPD encompasses 1,745 square miles and serves a populace of approximately 2.8 million in Alameda and Contra Costa counties on the eastern side of the Oakland/San Francisco Bay region. The Park District offers the outdoor enthusiast a wide variety of recreational opportunities that include: picnicking, swimming, boating, and fishing on a choice of 11 freshwater swimming areas as well as boating and/or stocked fishing lakes and lagoons; camping at the 235 family campsites or 42 youth camping areas; playing 18 holes on one of the two Park District golf courses; participating in one of the numerous annual special events and fes-tivals; or simply taking in the scenic views of the San Francisco Bay shoreline.

The Park District’s 2017 budget totals $193.8 million for all funds (operating and capital). Approximately 83.8% of the funding is generated from property taxes and assessments levied in Alameda and Contra Costa counties.
