EuropElectro China RoHS Work Group Target

� The work group shall concentrate on common interests of the member companies.

� The work group ‘s target is to find out ‘ How can industry to compliance with China RoHS’

from manufacture

Our work Group tasks (per meeting on 30th Oct 2007)

1. to track and influence transparency of the China ROHS CCC process e.g key catalogue

for CCC and to organise members earlier aware of the risk

2. to Lobby to MII regulator in earlier phrase that Cat.9, which listed in EU RoHS

directive but allowed exemption in EU, shall not in CCC catalogue, due to product

safety reason.

3. to consider China RoHS shall compatibility with EU ROHS directive.

4. to continue conclude our industry position in legislation process

Highlights: What’s new from Sep 2009 - Oct 2010

1. ‘ KEY Catalogue of CCC’ has not published yet

On 9th Oct 2009, MIIT has published a ‘key catalogue of CCC RoHS’ for

public comments by 9th Nov 2009.

It consists of

Mobile phone,

Telephone

and Printer.

It has not published yet by Sep Oct 2010.




2. ‘ China RoHS Voluntary Certification’ will start on 2011

On July 2010, MIIT and CNCA have joint announced the ‘China RoHS

voluntary certification’ for 6 finished product and relevant components.

Its purpose is to support China RoHS CCC implementation.

It will start in 2011.





3. ‘China RoHS’ is in Revision; MIIT solicited for public comments on the draft of ‘China

RoHS’

On July 20th MIIT is officially soliciting public comments on the “Measures for the Control of Pollution

from Electronic and Electrical Products (Draft for comments)”.

-It covers all electronic & electrical products and refers to equipments and auxiliary products with a

working voltage below DC 1500V or AC 1000V !

-It is intended to refer to a ‘Voluntary certification’ for compliance.

Our Risk is that once the new ‘China RoHS’ will be revised as Article 21, this voluntary certification will

be ‘Compulsory’.






3. EuropElectro China RoHS WG’s comments and proposals on the revision

in our position paper focuses on the following 6 topics referring to 18

articles/clauses. (Detail refer to EuropElectro Position paper)

2. Provisions on “Environmental protection use period of electronic &

electrical products”

3. Provisions on Package Specification

4. Product Label Specification

5. Standardization Regulation

6. Conformity Judgments for Restriction of Hazardous Substances




Proposal of next step on 2011

e.g., Material declaration standard :IEC 62474 Ed. 1.0: Material Declaration for Products of and

for the Electro technical Industry (111/193/CDV)

� This CDV standard is transferred into China national standard since 2009. It is in the

phrase for expert comments, it will be soon sent for public comments. It is named as

‘ GB/T XXXX Basic requirements for hazardous substances composition and

concentration representations ‘.

� EuropElectro, Siemens China and Philips China experts are the member of draft team.

�Our work group should strengthen promotion of IEC TC 111 standard in China

Development of the ‘China RoHS Voluntary Certification’

- On May 25th MIIT and CNCA jointly published the “Advices on the Implementation of

Voluntary Certification of Electronic and Information Products promoted by the State”

( so after the ‘China RoHS Voluntary Certification’’.

For the official notice please refer to http://www.cnca.gov.cn/cnca/zwxx/ggxx/gw/2010ngw/05/257439.shtml.

- On June 11th CNCA called for a ‘China RoHS Voluntary Certification’ Expert Work Group

for design the structure of the Certification.

EuropElectro is the European Industry Member of Work Group,

- On Sep 17th, The initial draft of the model of the ‘China RoHS Voluntary Certification’

was discussed in WG meeting.

- It is voluntary certification, but strong promoted by MIIT and CNCA, It is planned to

start on beginning of 2011




Certification model:

the model is similar like CCC,

- Basically is, Test + Factory inspection + Follow up

- The certification body and test bodies will be authorized by CNCA

- The Implementation Rules will be developed by the ‘China RoHS
