Dr. Moses Coady, founder of theAntigonish Movement, a people’s movementfor economic and social justice which began inNova Scotia during the 1920’s.Through oureducational programs, our global partnerships,and through our efforts to help youngCanadians become active global citizens, weare producing positive, lasting results that willbuild a better future for our world.

When the Board of Governors of St. Francis XavierUniversity took the bold step, 45 years ago, to establishthe Coady International Institute they were responding tothe hundreds of people from all regions of Canada andthe world who had already been drawn to the campus byMoses Coady’s inspired vision of the “good society” andhis practical and respectful people-centered approach toachieving that vision – building the capacity of peopleand communities to be “Masters of Their Own Destinies”.

In today’s language, Moses Coady would be called asocial innovator and innovation is the heart of the CoadyInstitute’s work in 2004.

Ever at the forefront, Moses Coady was a greatbeliever in the educational power of the mass media –print, radio and television.Through the newspapers andbroadcasts, people throughout the region and across thecontinent were attracted to the spirit of the AntigonishMovement and learned about effective methods forimproving social and economic conditions.Today, theCoady Institute builds on that drive to innovate bylaunching our new web-based distance educationplatform (Cooperator) and our new knowledgenetworking software (Connector).

Credit Unions were Moses Coady’s answer to people’sneed to build assets, access loans and have ownership ofcommunity capital.Today Coady is working with SEWABank, a cooperative bank in India owned by 600,000women.We are assisting SEWA in the launch of the newIndian School of Microfinance for Women in an effortwhich will result in providing financial services for manymillions of poor women throughout India.

We would like to celebrate and thank our staff,volunteers, graduates, partners and our financialsupporters. Looking to the future, we look forward toredoubling our efforts and continuing to innovate in theservice of humanity.

Forty-five years ago, St. Francis Xavier University startedan institute named after Rev. Dr. Moses Coady –prominent founder of the Antigonish Movement – whichtoday has become a global network of tens of thousandsof community-based leaders in almost every country inthe world.The motivation to begin the Coady Institutearose from the deep belief that until all people in theworld are free from grinding and dehumanizing poverty,none of us are free. His vision, which had grown out ofthe experience of ordinary people in the Atlanticprovinces, linked the power of adult education withdemocratic participation and community economicdevelopment. In the post World War II era of the UnitedNations, he wanted Canada to play its part in the creationof a new, more hopeful and peaceful world.

The need for the message of Moses Coady, the deepbelief in the capacities of all people, and the unshakablecommitment to learning, democracy and economicdevelopment at the community level are as important in2004 as they were in 1959. Happily the CoadyInternational Institute has continued to grow and expandits range of service to the world over these years.

We hope our report this year will intrigue you, informyou and perhaps draw you into our work in still otherways.The only limit to our capacities to make realdifference in the world is our imagination! Let's think big.

E D U C A T I O N• Over 100 development practitioners from 26 countries

participated in Coady’s Diploma and Certificateprograms.This year Coady increased its certificateprograms to a total of nine, including two newlylaunched certificates in Community-BasedPeacebuilding and Conflict Transformation and YouthLeadership for Development.

• Starting in September 2005, the Coady InternationalInstitute and the Department of Adult Education atStFX will jointly offer a new self-directed, self-paceddistance learning Community Development stream inthe university’s Masters of Adult Education Program.

• Coady is in the final stages of developing its DistanceEducation platform and will pilot its use in the area ofCommunity-Based Microfinance in November 2004.

• Coady concluded its First Nations Fisheries MentorTraining and Certification program implemented onbehalf of Fisheries and Oceans Canada. One-hundredand seventy-eight mentors and technical advisorscompleted the program and provided training to over460 trainees in 22 First Nations communities.

I N N O V A T I O N A N D A C T I O NStrong partnerships have been the hallmark ofCoady’s work over the past four and a half decades,allowing Coady staff to work directly on the groundwith communities worldwide.

We currently have partnerships underway inall of our areas of focus in countries such as Ethiopia,the Philippines, Egypt, Sri Lanka,Vietnam, Kenya,South Africa, Cambodia, Indonesia, India, Botswana,Rwanda, Sierra Leone, Canada and Ecuador.

I T @ C O A D YThis year sees the launch of the much anticipatedCoady online services, specifically web-based distanceeducation and knowledge networking.TranslatingCoady’s participatory educational offerings to the webhas involved several years of study and planning, andhas resulted in a unique software design methodologyaimed at placing the user at the center of the onlineeducational experience. Initially unveiled at theUN World Summit on the Information Society(Geneva, 2003), this methodology has informed thedevelopment of Coady’s new knowledge networkingsoftware (Connector) and distance education platform(Cooperator). In 2004, the Coady will also enhance andexpand its Web presence with a newly designedwebsite.

It was a very successful year for the staff,participants and partners of the CoadyInternational Institute as we completed thefirst year of our three year action planEducation for Democracy, Prosperity and Peace.

Today, approximately 600 million people in the world lack accessto the basic financial services they need to build assets for theirhouseholds and communities. Because access to capital isfundamental to people’s ability to make a living and invest in theirfamilies and communities, it is critical to reach these mainly ruralcommunities to help them leverage local resources and build equity.Working with Southern microfinance institutions, Coady isdeveloping the capacity to build productive livelihoods andprosperous communities.

• Coady staff completed the last phase of a four year partnershipwith the Self Employed Women’s Association (SEWA) Bank, inAhmedabad, India.Through the Women’s Microfinance Project,Coady staff, and a core group of SEWA trainers, designed anddeveloped materials to improve SEWA’s training techniques.Thisproject resulted in the production of three training manuals focusedon business and financial planning for more than 70,000 low-income women working in micro-enterprises.

• The Institute has entered into a new partnership with the recentlyopened Indian School of Microfinance for Women (ISMFW) set upto build the capacity of microfinance groups, associations, andwomen leaders in the microfinance sector. Coady’s partnershipincludes the design and delivery of a distance-based microfinancecourse, training of Master Trainers,and support in preparing abusiness plan for the School.With additional financial support fromCitibank, partnership work with ISMFW will continue in 2004.

• Called to action by the fragile post-conflict situation in SierraLeone, Coady staff, Peaceful Schools International (PSI), andthe International Centre for Conflict Resolution and Mediation(ICCRM) have begun a five-year partnership with three SierraLeonean organizations – The Association for RuralDevelopment (ARD), Partners in Adult Education (PADE) andConciliation Resources/Sierra Leone (CR/SL) – to strengthenthe capacity of Sierra Leonean partners to build cultures ofpeace.

• The Institute completed the second phase of work with theTalaat Harb Training Centre of the Coptic EvangelicalOrganization for Social Services in Cairo (CEOSS), Egypt.Coady developed a peacebuilding training manual based on theEgyptian reality and worked with the staff to deliver a trainingof trainers program.

• The Coady Institute and the UN University for Peace in CostaRica are collaborating on a course on “Education for ConflictTransformation and Peacebuilding,” to be offered as part of the2005 MA Peace Education degree program.

In Southern societies, most people derive their livelihoodfrom natural resources: from the oceans, rivers and lakes;from the land and from the forests. Because those re-sources are being over-used and over-harvested, people’slivelihoods are being depleted creating a need for modelsof sustainable community-based resource managementand governance that will protect and preserve theseresources and the livelihood opportunities they provide.

• Coady continued its action research work with theCommunity-Based Coastal Resource Management Learningand Research Network (CBCRM LeaRN),an East and SouthAsia network anchored in Canada and the Philippines thatsupports community-based training and research in thePhilippines,Vietnam,Cambodia, Indonesia and Sri Lanka.

• The small grants program in Southeast Asia, coordinatedby CBCRM LeaRN, and funded by the InternationalDevelopment Research Centre (IDRC), has providedsupport to more than a dozen small community, NGO, anduniversity researchers for participatory research andsupport projects.

In this age of globalization,development practitioners andcitizens around the world areincreasingly finding the needto be actively engaged ininfluencing policies, programsand laws that guaranteeaccess to basic public services.They are putting increasedpressure on governments tobecome more responsible,accountable and transparent.Coady is strengthening the capacity of civil societyorganizations to network with each other and to advocatefor a just and democratic world.

• Since the launch of the Advocacy and NetworkingCertificate in 2001, three Master Trainers have beeninvolved in the delivery of the program, two from theglobal South and one from the North. One trainer hasgone on to establish an Institute for Disability Advocacy inNamibia. In 2003, a Coady graduate from Egypt (now withthe Advocacy Institute,Washington, D.C.) assisted in thedesign and delivery of the Advocacy certificate.

• Coady launched an action research project with EktaParishad, an advocacy organization based in Bhopal, Indiathat focuses on “advocacy by the people” – on educatingand mobilizing tribal peoples, dalits, landless labourers andwomen to advocate for their rights to land and a livelihood.A Coady staff member is currently contributing to a studyfocused on Developing Effective Leadership in Mass-BasedPeople’s Organizations: The Case of Ekta Parishad and theLand Rights Movement in India.

• Coady staff member,Olga Gladkikh was invited to be apanelist at the World Social Forum in Mumbai in January2004,a five-day event attended by more than 100,000 people.She presented on land rights movements and the strategiesused by advocates to affect change in their societies.

Community development practice has traditionally focused on the needs,problems and deficiencies of poorer communities and nations.The Asset-Based Community Development approach focuses instead on identifyingand mobilizing a community’s existing assets and strengths to stimulatecommunity-driven development.This approach gives people and commu-nities the power to become self-reliant and is much more sustainable thana problem-focused approach.

• Coady is partnering with Community Research in Environment andDevelopment Initiatives (CREADIS) in Bungoma, Kenya to apply the ABCDmethodology in Western Kenya. CREADIS has integrated ABCD into theiroverall strategic framework and has been actively engaged in implementingan asset-based approach in selected communities.

• The Institute is in its second year of a three year action research partnershipwith Oxfam Canada and three of their partner organizations in Ethiopia whichare integrating ABCD approaches into their work with local communities.

• Coady began a research partnership with the Centre for DevelopmentServices (CDS) in Egypt.The organization is producing 10 case studies ofABCD community development initiatives considered successful by donorsand the Egyptian NGO sector, of which five have been completed.

• Coady is in the second year of a seven-year project with the Self-EmployedWomen’s Association (SEWA) of Ahmedabad, India which aims to help40,000 households recover from the earthquake that devastated GujaratState in 2001. SEWA is now integrating asset-based principles into theirmicroplanning process.

• A new project with Jambi Kiwa in Ecuador isslated to begin in fall 2004, with additional ABCDaction learning partnerships starting in Braziland South Africa.

St. Francis XavierUniversity is the firstuniversity in Canadato commit itself tojoining forces, throughits Xtending HopePartnership, withpeople and agencies in Rwanda and Botswana that areaddressing the HIV/AIDS pandemic. Xtending Hope –a partnership of the extended university community offaculty, staff, students, alumni, and the Coady Institute, aswell as other Canadians and organizations – is providingsupport in the areas of human resource mobilization,specialized training, and creating awareness throughpublic education activities.

In its inaugural year, with financial support from theCanadian Auto Workers Social Justice Fund, theCongregation of the Sisters of Notre Dame and theFondation Internationale Roncalli, the Partnership wasable to establish over 20 partnerships with key AIDSagencies and organizations and send 35 senior and youngprofessional volunteers to fulfill the human resourceneeds of partner organizations.

Coady International Institute, the Partnership’s homebase, has been one of the lead partners in the initiative,providing specialized training and capacity buildingprograms for 10 people from Botswana and Rwandawhose work is dedicated to HIV/AIDS prevention, careand treatment.The Institute has also contributed humanresource support by sending over 25 young professionalvolunteers to work for six months with communityorganizations in areas such as early childhood education,HIV prevention education, youth leadership, advocacy,nursing, health promotion, communications, andfundraising.

With support from theCanadian InternationalDevelopment Agency,Human ResourcesDevelopment Canada, andthe Department of ForeignAffairs and InternationalTrade, Coady Instituteexpanded its youth leadership programs for Canadianand Southern youth.This May, the Institute launched itsthree-week Certificate in Youth Leadership for Developmenttailored to build the capacity of development practitionersbetween the ages of 20 and 35.

This year, the Coady significantly expanded its InternationalYouth Internship Program, offering 22 internships.Throughthe Xtending Hope Partnership, interns worked withcommunity organizations focused on HIV/AIDS preventionand care in Rwanda and Botswana.The remaining internsworked with organizations in Ethiopia, India, South Africa,Kenya and Uganda on projects such as incorporatingasset-based community development into partners’ projectwork and women’s empowerment.

The global reach of the Coady International Institutehas grown immensely over the past 45 years inresponse to a world of change. Now we are furtherchallenged to respond to the ever-increasingdemands for our educational programs and directaction partnerships overseas, as well as for our workwith Canadian youth both on-campus and throughthe international internship program.

Fuelled by this increasing demand for our uniqueprograms, the Coady Institute has outgrown itscurrent location.With the leadership of our campaignteam, we are raising $12 million to expand ourfacilities in order to maintain our tradition ofeducational excellence and to improve our service toCoady and StFX students, graduates, and thecommunity at large.

The Coady International Centre will be the newhome for all of StFX’s international activities andlocal community outreach. Encompassing fourrestored historic campus buildings (Augustine,Aquinas, the Somers complex and the old library), theCentre will be a state-of-the-art facility equippedwith information and communications technology tosupport the various activities of the Coady Instituteand to provide a focal point for the university’sinternational initiatives.

This modern facility will enable us to:• enhance our campus-based educational programs• broaden our reach through distance education

programs• strengthen our international partnerships• expand our unique Marie Michael Library• expand our extensive knowledge networks in areas

such as microfinance• host forums to address global issues• provide a meeting place where young StFX

students, international community leaders and thelocal community can interact and learn from oneanother

The Centre’s location in the heart of the campus willimprove the accessibility of the Coady’s specializedMarie Michael Library for all StFX students, facultyand alumni and will become a central location forStFX and Coady students to connect with oneanother. It will be our platform for growth andinnovation into the next century.
