1.0 INTRODUCTION

This Community Relations Plan (CRP) has been prepared for the General MotorsCorporation (GM) Powertrain-Bedford Plant (Facility), located at 105 GM Drive,Bedford, Indiana as part of Corrective Action activities at the Facility. In March 2001,GM and Region 5 of the United States Environmental Protection Agency (U.S. EPA)signed a RCRA Voluntary Corrective Action Agreement (Appendix A) to conductCorrective Action at the Facility. RCRA was enacted by Congress in 1976 to address thesafe management and disposal of solid or hazardous waste. Corrective Action is theprocess of investigating and cleaning up, if necessary, areas of a facility that may havebeen affected by the management of hazardous waste and hazardous constituents. Allfacilities that ever applied for a permit to treat, store, or dispose of hazardous waste aresubject to this kind of investigation.

The Facility was originally developed in the early 1900's to support limestone millingoperations. In 1942, the operation was developed into an Allison Aircraft aluminumengine foundry. After World War II, the Facility remained an aluminum foundry,casting automotive parts as part of various GM divisions, including Delco-Remy,Allison, Fabricast, Central Foundry, and Powertrain. The Facility is still in operationtoday, producing aluminum casting products such as transmission castings, engineblocks, and pistons. The Facility covers 152.5 acres, and has approximately one millionsquare feet of operating floor space. The Facility location is presented on Figure 1.1.

This Community Relations Plan (CRP) has been prepared to describe how GM will keepthe community informed during the Corrective Action process, as well as the methodsby which the community can participate in the process. GM is committed to informingand listening to community members throughout the process.

1.1 PROJECT TEAM

The Facility will be evaluated and remediated (where necessary) under the RCRAVoluntary Corrective Action Agreement between U.S. EPA and GM and GM will workclosely with U.S. EPA during all phases of the project. GM's team includes highlycommitted staff and consultants with expertise in environmental studies, human healthand ecological risk assessment, engineering, and community relations. Experienced staffat the Facility will be closely involved with the Corrective Action project. The CorrectiveAction Project Team is presented in Figure 1.2.

2.0 COMMUNITY RELATIONS PROGRAM ACTIVITIES

2.1 COMMUNITY RELATIONS GOALS

GM will conduct community relations in accordance with the RCRA VoluntaryCorrective Action Agreement for the Facility.

The goals of the CRP are as follows:

1. establish an open working relationship with the community;

2. keep the public informed as the project progresses and as investigative resultsare received;

3. provide a mechanism for disseminating information on a routine, as well as anon-routine, basis in response to individual requests; and

4. provide a mechanism for the public to provide feedback and input to GM.

2.2 CRP IMPLEMENTATION

2.2.1 SCOPE

Implementation of the CRP will provide a mechanism for dissemination of informationfrom GM to the community and to receive input from the community during the courseof the Corrective Action project. This section presents the activities necessary forimplementation of the various community relation goals identified in Section 2.1.

2.2.2 PUBLIC INFORMATION REPOSITORY

An information repository will be established at the Bedford Public Library located at1323 K Street, Bedford, Indiana. The library is within approximately five miles of theFacility. The phone number for the Bedford Public Library is (812) 275-4471.

The information repository will provide public access to final copies of work plans,technical reports, and project fact sheets.

2.2.3 PROJECT FACT SHEETS

GM will prepare project fact sheets to be distributed to the public. Copies of these FactSheets will be available at the Library and at City Hall. The fact sheets will brieflydescribe the history of the Facility, activities planned or being performed at the Facilityand describe the status of the project.

Project Fact Sheet 1 (May 2001) is presented in Appendix B.

2.2.4 POINT OF CONTACT

GM has designated a point of contact to provide the public with an individual who canbe contacted directly to provide accurate information on the status of the CorrectiveAction project and receive input from the community. The GM contact is:

2.2.5 RCRA VOLUNTARY CORRECTIVE ACTION CONTACT LIST

GM will develop a contact list that will be used to keep parties informed about activitiesrelated to the Corrective Action project and will include elected and appointed officials,and the local media. If community members would like to be included on this contactlist, they may telephone the designated point of contact identified in Section 2.2.4.

2.2.6 PUBLIC COMMENT

Once the Facility investigation is complete, GM will prepare a Corrective MeasuresStudy (CMS) that defines and evaluates potential cleanup options and recommends acleanup plan. U.S. EPA will review the CMS and propose the final cleanup plan for theFacility. U.S. EPA will provide for public comment on the proposed plan and then makea final decision based on the comments received.

2.2.7 ADDITIONAL COMMUNITY SUPPORT

This CRP is intended to be flexible and to adapt to the Corrective Action process andcommunity interests. GM will, as necessary, respond to community comments orconcerns as they are expressed and may evaluate the use of additional communityrelations tools during the project, if appropriate.

3.0 SUMMARY

This CRP was developed for this project based upon the project activities that will beconducted under the RCRA Voluntary Corrective Action Agreement for the Facility.This CRP will be revised, as necessary, to keep the community informed about, andinvolved in, the RCRA Voluntary Corrective Action process. The community relationsactivities are summarized in Table 3.1.

1. Establish Public Information Repository

Objective: To provide the community with access to comprehensive information, reports, and dataproduced throughout the RCRA Voluntary Corrective Action project at the Facility.

Action: An information repository will be established at a local public library.

Discussion: The repository will include items such as technical reports, work plans, and project factsheets. In general, all pertinent project information will be copied to the repository (finalwork products only).

2. Prepare and Distribute Project Fact Sheets

Objective: To inform the public of RCRA Voluntary Corrective Action activities at the Facility.

Action: Project fact sheets will be issued periodically.

Discussion: Project fact sheets can be an effective method of providing information to the public.

3. Designate a Point of Contact

Objective: To provide the public with a point of contact who can provide accurate informationregarding the status of the RCRA Voluntary Corrective Action project.

4. Prepare and Maintain a Contact List

Objective: To facilitate communication with interested community members.

Action: The contact list will be developed initially through research and informal meetings withFacility neighbors and elected and appointed officials. The contact list will beperiodically updated.

Discussion: An established contact list helps to ensure that information reaches interested communitymembers.

5. Public Comment

Objective: To provide for public comment on U.S. EPA's proposed final cleanup plan for theFacility.

Action: U.S. EPA will provide for public comment on its proposed final cleanup plan for theFacility.

Discussion: U.S. EPA encourages public involvement during the RCRA Voluntary Corrective Actionprocess.

6. Provide Community Support

Objective: To release accurate information, as needed.

Action: Press releases and public meetings will be conducted on an as-needed basis. AdditionalFacility-specific community support will be determined, as required.

Discussion: Press releases would be sent to the appropriate local media and the public would benotified in advance of public meetings or other community support activities.
