1. PREAMBLE

In 2009, the Ministry of Environment &Forests(MoEF), Govt. of India in association with

Central Pollution Control Board (CPCB), New Delhi and Indian Institute of Technology (IIT),

New Delhi have carried out an environmental assessment of industrial clusters across the country

named Comprehensive Environmental Pollution Index (CEPI) with the aim of identifying

polluted industrial clusters & prioritizing planning needs for intervention to improve the quality

of environment in these industrial clusters and the nation as a whole.

The industrial clusters/areas having aggregated CEPI scores of 70 and above were considered

critically polluted clusters/areas and those with scores above 60 were classified as Severely

Polluted; further detailed investigations were carried out in terms of the extent of environmental

damage and formulation of appropriate remedial action plan.

The Karnataka State Pollution Control Board (KSPCB) has constituted the Local Area

Committee (LAC) for Mangalore under the Chairmanship of Director, NITK, Surathkal. As on

date, the Regional Office, Mangalore has conducted eight review meetings at a regular interval to

review the status of implementation of CEPI action plans. The 8th

LAC Meeting was held on 8th

January 2019 at NITK, Surathkal.

Inclusion of MSEZ Units into the CEPI framework for Assessment

After the moratorium (which prevented establishment of new industries in and around

Baikampady industrial cluster) was lifted, Mangalore Special Economic Zone (MSEZ) was

accorded with Environmental Clearance (EC) and Consent for Establishment (CFE) for setting

up a Petrochemical SEZ, named the Mangalore Aromatic Complex, taking feedstock from

Mangalore Refineries & Petrochemicals Ltd. (MRPL) and producing a variety of downstream

petrochemical products.

Subsequently, the EC & CFE were amended as the Mangalore Aromatic Complex project did not

proceed as planned and instead, various Petrochemical, Pharmaceutical & related industries

leased land from MSEZL for their respective projects, for which each Project Proponent was

required to take separate EC & CFE. Furthermore, MSEZL obtained clearance from the Ministry

of Commerce & Industry (MoC&I) and Ministry of Environment, Forests & Climate Change

(MoEF & CC) for changing the SEZ from a sector specific (Petrochemical) SEZ to a Multi –

Product SEZ.

2. CLUSTER DEMARCATION

As per the initial CEPI assessment, Baikampady Industrial Cluster was demarcated with MRPL forming

the Northern side of the cluster boundary, BASF on the North – Eastern side, NMPT on the southern side

and Baikampady Industrial Area forming the western side.

The initial boundary coordinates of the cluster boundary are as follows:

Eastern side. Also, a 2km buffer zone has been demarcated from the edge of the cluster as shown in the

maps below:
