Bruce

Gilson

Dear Sir,

My comments and concerns are as follows:

1. The clay mine and the now new “brick works proposal” will be dug into virgin fynbos in an area which is already under

environmental stress. A brick works will make it even worse.

Page 24: Concerns raised by Stakeholders and IAPs - Umvoto€¦ · Concerns raised by Stakeholders and IAPs Reference 1 Christo Attorneys Response: Justine Sweets From: Justine Sweet [mailto:justiesweet@gmail.com]

2. It seems very unconventional to start with a clay mine application in 2016 and then suddinaly add a brick works application in 2017.

This process seems under handed, disorganise, unprofessional and maybe even dishonest. What else are the developers wanting to

sneak in?

3. It will be in full sight of the main road and aesthetically and environmentally unattractive for the entrance to our Robertson valley

and our tourism industry.

4. The brick works will cause smoke pollution and make an already dusty environment even worse.

5. What will a brick works to for fire safety in the area. A strong wind, a coal into the vynbos and a huge fire will be caused.

6. The newly developed mountain bike route goes through the affected area. This will have a negative effect on Tourism. What will

the incentive be for people to make use of it if they have to ride through a brick works?

7. It is right in the middle of the Rooiberg Breede conservancy, defeating the whole objective of a conservancy.

8. It’s an environmentally unsustainable project. Once finished there will be a huge scar on our landscape that cannot be reversed and

a very good chance that it will be like that forever.

9. Rooiberg Cellar is a major contributor to the BWI (Bio-diversity Wine initiative) and to the WWF through the newly acquired Game

Reserve wine range. I do not believe that it is in the best interests of the Rooiberg community to allow a clay mine and brick works

on its door step. This will negatively affect its public relations and wine sales. As a shareholder of the Rooiberg cellar I do not want

the cellar, and their environmental work, to brought into disrepute. Have the public relations at Rooiberg been consulted

Page 25: Concerns raised by Stakeholders and IAPs - Umvoto€¦ · Concerns raised by Stakeholders and IAPs Reference 1 Christo Attorneys Response: Justine Sweets From: Justine Sweet [mailto:justiesweet@gmail.com]

10. The rare Gazania lanata was rediscovered by Dr Robert McKenzie Ph +27 46 6229698 (work) Cell +27 76

4616509 [email protected] [email protected]

Dr Mckenzie stated in his findings that…..

“The site is on the edge of the northern face of the mine pit, so will be obliterated if the mine pit face is extended to the north and is

otherwise at risk from future erosion of the pit face”

Nothing has been said about this rare and beautiful plant. How will you prevent the loss of habitat and speicies in the Gannabosch Vlakte?

It is clear that the developers do not care for our environment, local tourism or the health of the local population.

Bruce Gilson

Subject: COMMENT IN TERMS OF NEMA RE: GANNABOSCH VLAKTE 51, ROBERTSON: BRICK MAKING FACTORY (DEA&DP REF:

16/3/3/6/7/1/B1/14/1326/16)

Good day,

1. I refer to your letter dated 15 February 2017 in the above regard.

2. A previous application for a clay mine (±14,5ha.) on the same farm was commented on 17 March 2016 in terms of NEMA 107/1998. It

is understood that this application is being processed by the Department of Mineral Resources.

3. Comment is now requested in terms of NEMA 107/1998 with regard to a proposed Clay Brick Factory on a ±5,1ha. portion of the same

farm. This application is being processed by the Department of Environmental Affairs and Development Planning.

3.1. The proposed development incorporates the following: a building within which the clay will be received, mixed and processed into

bricks; drying yards; 4 kilns; and loading and vehicular circulation area. It is proposed to produce ±2 (two) million bricks per month and

employ some 10-20 permanent workers.

3.2. The application site is zoned Agricultural Zone I in terms of the Section 8 Zoning Scheme Regulations, in terms of which the primary use

permitted is “Agriculture”. Application has been received from BolandPlan in terms of the Langeberg Land Use Planning Bylaw PN 264/2015

for land use approval for the mining activities and the related Brick Factory. Four objections have been received in response to the

advertising of the proposed development. This application will be decided on by the Langeberg Planning Tribunal.

3.3. The site proposed for the Brick Factory falls within the Core 1 Spatial Planning Category identified in the Langeberg Spatial Development

Framework. This Core 1 SPC is a Critical Biodiversity Area which forms an integral part of an important north-south environmental link. The

objective of identified Core areas is to maintain natural areas and ecological processes. Built development within the identified area is

Page 50: Concerns raised by Stakeholders and IAPs - Umvoto€¦ · Concerns raised by Stakeholders and IAPs Reference 1 Christo Attorneys Response: Justine Sweets From: Justine Sweet [mailto:justiesweet@gmail.com]

therefore contrary to the Langeberg SDF. An alternative, less environmentally sensitive site and / or a smaller site with lesser impact should

be identified.

3.4. With regard to the need for the proposed Brick Factory, and the need for the scale of the proposed development, the report (pg 16)

refers to market survey information (Steenkamp, 2016 and Martin, 2004). These documents are not referenced in the Reference List, and

further information is requested in this regard. A copy of the Economic Impact Study is also requested.

3.5. Please provide a copy of the TIS and / or a plan clearly indicating which access point has been approved by the Dept of Transport, and

which access point is required to be closed.

3.6. Please confirm whether electricity supply is proposed from Eskom or Langeberg Municipality, as well as the source and volumes of coal

to be used.

3.7. Please confirm water rights and volumes and / or provide comments from BGCMA and Noree Water Users’ Association.

Tracy Brunings Pr.Pln A/951/1997

I would like to definitely be listed as an affected party to the proposed Robertson Bakstene Brick Making Facility

I am an advent supporter of the environment in every aspect and this project will not do the agricultural and tourism asset / facet to the

Robertson and Route62 area any justice nor prosperity.

We are especially effected by water scarcity and even more so in Montagu which gets allot of water pumped via systems from the Robertson

area.

Not at all comfortable or content in the news that this might be the outcome for our beautiful Karoo Ecosystem.

Defintely signing up against this development

Good Day,

I would like to register my opposition, as an interested party, to the proposed Robertson Bakstene Brick Making Facility

I live in McGregor and my business relies heavily on tourism, and believe that the proposed factory and the resulting pollution would

be one of many detractors to the region.

I am particularly opposed to the burning of coal and the resulting health risks .

I would like to be kept informed of future developments wrt the brickmaking facility.

Subject: Robertson Bakstene Draft Scoping Report (Umvoto ref: 856/25/01/2017)

Dear Mr Lee,

We refer to the abovementioned matter and confirm that we act for the Rooiberg Breede River Conservancy.

We have received a copy of the Draft Scoping Report for the Robertson Bakstene (Pty) Ltd Brick Making Facility Environmental Authorisation.

The document we received does not, however, contain copies of Appendix D (Company Registration Certificate), Appendix E (Title Deed for

Gannabosch Vlakte 51), Appendix H (Curriculum Vitae of EAP) and Appendix I (LUPA Temporary Zone Departure Application). These

appendices also do not appear on the version of the Draft Scoping Report which is available on your website. We therefore kindly request

that you provide us with copies of the aforementioned appendices in order to allow us to review a complete version of the Draft Scoping

Report.

We look forward to hearing from you.

Kind regards,

Hi Alex,

Further to the correspondence below, I see that the Land Use Application you sent through (Appendix I to the Draft Scoping Report) appears to be the

cover letter to the application itself. Please could you send us the complete application, which comprises documents 1 to 7 listed on that cover letter.

In addition to the above, we would appreciate any information you have regarding the progress of that land use application. In particular, we would like to

know whether there have been any decisions and/or appeals, and whether or not the application has been granted.

As requested, we attach the requested documents related to the original Land Use Application. Since the original application the footprint has changed,

and to our knowledge this has been updated in the LUPA. The LUPA is being handled by Martin Oosthiuzen of BolandPlan (023 34321347, 0825655835)

and I copied him in on your email. Umvoto have not been informed of any appeals nor the outcome decision of the application. For further information

on the process, I would suggest to contact BolandPlan directly.

Hi

Re above -

I have been in Montagu for 5 years -having lived in the city bowl and Atlantic seaboard of Cape Town for 30 years -I inherited mild asthma

from my father ,no big deal ,used a ventolin pump occasionally when I did aerobic exercise …thats it ..

Page 74: Concerns raised by Stakeholders and IAPs - Umvoto€¦ · Concerns raised by Stakeholders and IAPs Reference 1 Christo Attorneys Response: Justine Sweets From: Justine Sweet [mailto:justiesweet@gmail.com]

Within a short time of arriving here I had pleurisy twice, inflammation of the membrane of the lungs ,I was really ill ,my asthma went out of

control ,I had to increase my meds to daily chronic medication double it and take tablets , I coughed so badly I had to see a specalist about

womanly issues caused by this -I am not old - I am a healthy fit woman ,I exercise regularly ,eat healthy etc

All these medications have long term side effects ,eat ones calcium and bones up …people can lose their teeth or develop arthritis etc

Within in no time I noticed how many sickly people there were around here ,white and colored people ,endless problems with chest ,asthma

,cancer ,arthritis etc people who had relocated here from elsewhere where suffering more than ever ,skin allergies especially in domestic pets

,cancer in pets etc

Many people are too lethargic to really look at what is going on the environment or if they are not suffering any illness ..yet …they turn a blind

eye

Our brickfield in Montagu was an absolute danger zone combined with all the spraying of illegal pesticides on surrounding farms …

This has now been exposed by a Danish Journalist to the public and internationally and the department of agriculture has been forced to

address these various issues …

The specialists at UCT also know about the hectic spraying etc around here and the illnesss caused to living things …

To open another brickfield will again create an absolute danger zone …

Its public knowledge that all that fine dust causes terrible problems for all concerned

Its also an outdated practice …

Dear Patrick,

Thank you for your e-mail on the 23rd of January, stating that you will be entering semi-retirement with WESSA. We attempted to send you a

letter by registered post, informing you and the Wildlife and Environmental Society of South Africa (WESSA) of the application for

Environmental Authorisation by Robertson Bakstene (Pty) Ltd for the manufacturing of bricks from clay obtained from the Gannabosch Clay

Mine, which unfortunately was undelivered and bounced back to us. The letter also served to inform you that your (WESSA’s) registration as

an IAP for the Clay Mine automatically makes you (WESSA) a registered IAP for the scoping report of the Brick Factory.

The letter may have been undelivered due to your semi-retired state and we were thus wondering if you would still be the point of contact

regarding comments for the draft scoping report of the brick making factory, or if there is another person we should be in contact with at

WESSA?

Please inform us if there has been a change as we need all comments on the draft scoping report in by the 10th of March, as the Public

Participation Process closes then. The Scoping Report can be found at

Subject: Clay mine and brick production factory Gannabosch vlakte 51

Hi Alex

I have registered as IAP on the Gannabosch vlakte nr 51 proposed clay mine and brick production factory due to the following reasons:

1. The amount of coal that the applicants intend burning will cause pollution that will affect the health of people living in the area. According to the impact

asssessment and scoping report, the brick making facility will consume nearly 12 000 tons of coal per annum.

2. The residue of coal smoke pollution will impact on crops which will influence wine quality and fruit production, especially produce for export.

3. We are already suffering under the consequences of a mine in our area. We can not allow another.

4. Clay mining and brick production are severely dust creating activities and dust is detrimental to crops.

5. Clay dust by its nature cling to surfaces and can not be easily removed.

6. The dust and smoke can be the end of food production in this area. Which will lead to hundreds of job opportunities being lost. Service providers to

agriculture will also be badly affected.

7. Brick production processes create unpleasant smells. In the presence of bad smells and clouds of dust and smoke, wineries, restaurants, wedding

venues, guest accommodation and mtb trails will not be able to operate. The impact on tourism will lead to further job opportunities being lost.

8. If tourism declines, not only venues in and around the Vinkrivier Valley will be impacted, but it will lead to decreased income for service providers to the

industry as well as loss of income to the town as a whole.

9. The applicants mention that they will need 4000 litres of water per hour. We live in an arid area and believe that our precious water resources should be

protected. Especially in this time when fountains against the Langeberg mountains are running dry.

10. The proposed development lies within the borders of the Rooiberg Breede River Conservancy in a critical biodiverse area and in an ecological corridor

which will be detrimentally affected by mining and brick production.

Page 83: Concerns raised by Stakeholders and IAPs - Umvoto€¦ · Concerns raised by Stakeholders and IAPs Reference 1 Christo Attorneys Response: Justine Sweets From: Justine Sweet [mailto:justiesweet@gmail.com]

11. The visual impact of open cast mining and brick production will mar the scenic beauty of our natural environment and farmlands which is one of the

major attractions of tourism.

12. Smoke and dust clouds will influence visibility on the already dangerous R60.

13. The applicants do not mention the availability of bricks from Worcester. Brick producers there have more than adequate capacity to deliver bricks for

all future development in our area. These facilities have already largely been converted to a more environmentally friendly production process, which is

not as polluting as the method intended by the applicants. There is no need for these severely polluting activities in our area.

14. Job losses due to the intended activities will be far greater than the potential job creation claimed by the applicants. Agriculture offers high quality job

opportunities which include housing, schools, creches, sports facilities, music training, psychological and health services as well as vocational training. The

few potential jobs offered in the proposed activities are very low quality jobs.

15. It is clear that the disadvantages of the intended mining and brick production activities far out-weigh the severely negative impact on the whole

community, economy and environment

I request the relevant authorities not to allow any mining or brick production in this area.

Importance: High

ATTENTION : PAUL LEE

We cannot believe this is being allowed to happen in this precious Conservancy area!

The idea of a conservancy is to conserve, preserve and restore nature to it’s own best potential!

The area has special biodiverse vegetation types, the coming together of Karroo succulent / Mountain fynbos/ and renoster veld! Some of the plant

species are already on the critically endangered list!

Page 88: Concerns raised by Stakeholders and IAPs - Umvoto€¦ · Concerns raised by Stakeholders and IAPs Reference 1 Christo Attorneys Response: Justine Sweets From: Justine Sweet [mailto:justiesweet@gmail.com]

DUST kills crops, suffocates the life and production of everything living! The fruit and wine farms, and vineyards will no longer be able to produce! The

quality of crops will degenerate! Jobs will be lost!

The health of all the many staff on all the farms, will be at enormous risk, from the dust and COAL SMOKE!!! For the sake of the planet we are not

supposed to be using coal anymore!

Our other huge focus in this area is TOURISM! The tourists love the area for it’s rural peace and tranquility, clean, fresh mountain air, exploring the life and

diversity of the Valley!

All that will be lost in the smoke and dust, if you let this clay mine and brick production facility happen!!!

WATER, WATER, WATER!!! The entire area is a water scarce area! Surely all the water we can use should be used for living things, the people, the crops

(that we make our living off), and the visitors (that bring in much needed revenue to the valley). We are all having to reduce our use of water, and save

wherever we can!

There are functioning brick factories in the Breede Valley, that are using more environmentally friendly methods, new technology, that do not affect

everyone!

It must NOT be allowed to happen!

Sterkte vir die NUY Vallei!

Thank you,

Bev

Subject: Registration as interested and affected party

Good Day

I wish to register as an interested and affected party concerning the clay mine and brick factory intended on the property Gannabosch Vlakte 51 in

Robertson for, among others, the following reasons:

1. The applicants intend burning 7 tonnes of coal per hour in the process of brick production. The pollution caused can lead to severe asthmatic- and

allergic conditions thus impacting adversely on the health of the community.

2. The clay mining as well as the brick production processes are severely dust creating. Combined with the smoke due to burning coal, not only

health hazards are created but vineyards and orchards are adversely affected. Farmers will not be able to export crops grown in this polluted

circumstances.

3. This air pollution can eventually make food production in this area impossible. Farms will close down and that will lead to lots of job opportunities

being lost.

4. Not only farming will be impossible but guest houses, restaurants, wineries, skill centres and other tourist attractions in the area will not be able

to operate in the billows of air pollution. This will be the end of many job opportunities in the tourism industry and a decrease of income to the

area via tourists.

5. The brick production factory claims to need 4 000 litres of water per hour. We live in an arid area and believe that our precious water sources

should be protected.

6. The proposed development lies in the borders of the Rooiberg Breederiver Conservancy in a critical biodiverse area and in an ecological corridor

which will be detrimentally affected by mining and brick production.

7. The visual impact of open cast mining and brick production will mar the scenic beauty of our natural environment and farmlands which are some

of the major attractions of tourism.

8. This area already suffers under the effect of mining and we do not want to allow further activities that will lead to health hazards, job losses and

negative impacts on our environmental assets.

Page 93: Concerns raised by Stakeholders and IAPs - Umvoto€¦ · Concerns raised by Stakeholders and IAPs Reference 1 Christo Attorneys Response: Justine Sweets From: Justine Sweet [mailto:justiesweet@gmail.com]

9. The smoke and dust clouds will influence visibility on the already dangerous R60. High traffic volumes will increase due to the transport of bricks

and raw materials.

10. The brick production factories in Worcester have the capacity to supply all the bricks needed for future development in our area. These facilities

have already largely been converted to a more environmentally friendly production process, which is not as polluting as the method intended by

the applicants. There is clearly no need for these polluting activities in our area.

11. Job losses due to the intended activities will be greater than the potential job creation of the activities intended by clay mining and brickmaking.

Dear fellow conservancy member

A clay mine and brick production facility is intended to be located 14km west of the town of Robertson and approximately

700m north east of the R60

on the farm Gannaboschvlakte 51. Clay resources will be extracted from the property using open pit mining techniques. The

brick making facility will be situated on the same premises.

The adverse effects, to my opinion, will be the following:

1. The proposed development is situated in a CBA (critical bio-diverse area). The property affected has been identified as

one of the top priority areas for conservation by:

-Succulent Karoo Ecosystem Programme

-Lesley Hill Succulent Karoo Trust

-National Protected Area Expansion Strategy

The fact that this area has already been adversely affected by agriculture and mining activities heightens its importance as a

biodiversity corridor. According to the Cape Nature report " use of the proposed site for mining purposes will interrupt

ecological connectivity and result in the irreversible transformation of habitat within a key landscape level ecological corridor"

This property is slap in the middle of our conservancy. What do we as a conservancy stand for? Can we allow this ecologically

important area to be destroyed for short term financial gain. What is the legacy that we want to leave to our children and

coming generations.

2.The scenic beauty of our area is one of the key attractions to tourists visiting our area. We recently passed a brick

production facility while cycling and I got the shivers at the thought of something similar being established right at the

gateway of our beautiful area. It will surely have a detrimental visual impact and an effect on the value of our properties.

3. Air pollution is another major concern. The proposed method of brick production causes severe pollution and has been

banned in certain countries since 2003. The intended brickmaking process will burn 6 tonnes of coal per hour, totalling 12

000 tonnes per year. The pollution caused will affect the health of people and will leave a residue on farming crops that will

make it impossible for farmers in the area to export their produce. The pollution will affect the crops as well as the natural

Page 106: Concerns raised by Stakeholders and IAPs - Umvoto€¦ · Concerns raised by Stakeholders and IAPs Reference 1 Christo Attorneys Response: Justine Sweets From: Justine Sweet [mailto:justiesweet@gmail.com]

vegetation severely. We spoke to a friend who owns a brick production facility and asked him what he saw as the worst

impact of brick production on his area. He mentions that dust is a major problem. The open mining as well as the brick

production causes a severe problem with dust. Clay dust particles in their nature stick to surfaces and is not easily removed.

What will the effect of dust and smog be to guest accommodation and wedding venues in the area? How will the fauna and

flora of our conservancy be affected by the unavoidable smog and dust created by the operation of the proposed activities?

4. The production of bricks will require 4 000 litres of water per hour. We need to consider the use of our scarce water

resources with extreme caution. Do they want to use agricultural water? What is going to happen to food production? We are

part of a drought stricken area. Can we calculate the impact of water polution due to the intended activities?

5. The developers uses the fact that there is already a mine in the area as justification for their development on that specific

spot. This confirms our experience of "the little hole in the dam wall" in Mpumalanga. We moved from Delmas in

Mpumalanga in 2015 to escape the detrimental effects of mining in our area. In South Africa mining is perceived as the

major creator of wealth. Unfortunately it leads to mining permits being issued with little consideration to sustainability and

none towards environment and long term effects. The fact that there is one mine leads to the opening of another. By the

time we left Delmas, the nearest mine to the back door of my farmhouse was 4 km away. And there was talk of 21 new

mines in the area already being approved. I invite you to go and look what a once beautiful farming area now looks like. Let

us stop this process before the dam wall breaks. Can we predict the influence of more mines on nature and conservation in

our area?

6. Mining is also seen as a major job creator. Job seekers flooded the area of Delmas. Not all could be employed and many

have already lost jobs because of incompetent and inexperienced operators. You can imagine what that leads to. The

proposed activities will definitely lead to job losses within the agricultural and tourism industries because of businesses in the

the tourism industry and farms having to close down because they cannot survive in such a polluted environment.

Agriculture and tourism are the major employment providers in our area. We cannot jeapordize these industries.

7.Every person deserves the opportunity to do business but not to the detriment of the economy of the whole region and the

environment.

How can you become involved?
