Cone Beam CT technology offers a considerable service to dental and health care providers. With high resolution, low radiation, and detailed display of maxillofacial anatomical structures, this technology is opening the way to new possibilities in dental and medical treatment.

Oral and Maxillofacial Radiology is gaining importance exponentially with time, and is becoming an essential element in diagnosis and treatment planning in dentistry. Additionally, the detection of serious to life-threatening diseases is becoming more common through this technology.

The Radiology Reporting Service at the UTHSCSA is one of the biggest and the busiest maxillofacial imaging centers in the world. It is through collaboration with this and other imaging centers that we can incorporate thorough knowledge of CT anatomy and detection of abnormalities into the care of our patients.

Dentistry is a tough sport. Each of us know of someone

whose career was cut short due to a problem that developed in the workplace. Common sense and OSHA make sure that we protect our bodies

from disease when in the office. Hopefully you are also aware of the daily wear and tear on your body and are prolonging your career with good ergonomic practices. A properly positioned patient, properly adjusted operator chair, and the use of a properly designed pair of loupes can force you into a better sitting position. A good light source can help reduce eye fatigue. But the best understanding of the latest dental techniques is of no use to you or your patients if you are in the chiropractor’s office or massage table just trying to make it through the week. But what about your ears? Since the introduction of the dental handpiece, there have been concerns and reports of hearing loss associated with both the frequency and intensity of the sound they produce. A search of the literature returns mixed results, with about half of the studies showing a correlation between prolonged exposure to a handpiece and hearing loss or tinnitus. Unfortunately, we will probably never be able to eliminate all variables and design a flawless study, but in this case, anecdotal evidence might just be enough.

Dental School Instructor: “Here is your tool…you will use it often, every day, for 35 years. It is loud, and its high pitched sound is considered by many to be the most annoying sound in the world. Would you like hearing protection?”

Student: “Uh….yes.”

Now for the good news! If you so choose, you can protect your hearing just as easily as you protect your mucous membranes. Options for hearing protection begin with a pair of $0.99 foam earplugs from the hardware store. As dentists however, many of us prefer new fancy things. Audiologists can fit and design custom hearing protection, the most common being a pair of small filtered earplugs. After taking an impression of your ear canal, a mold of your ear is used to fabricate the earplug. These devices are not just a foam plug to block sound from reaching your eardrum, but they contain a

sophisticated filter that can be customized based on the sound intensity or frequency that you want to limit. The filters are often interchangeable, so you have the ability to change to a different level if you need to. They let the good sound in and keep the bad sound out. Due to their

small profile, they also allow the sound of your own voice to dissipate more naturally, reducing the booming sound of your own voice often experienced with traditional earplugs. For a few hundred dollars you might just be able to hear your grandchildren laugh someday. Contact your audiologist to discuss your options.

Dr. Marcel Noujeim is an Associate Professor and director of the Oral and Maxillofacial Radiology graduate program in the Department of Comprehensive Dentistry. He

received his dental degree and two specialty degrees in oral biology and maxillofacial radiology from the Lebanese University, School of Dentistry in Beirut and began teaching dental radiology in September 1990 at the Lebanese University, School of Dentistry and was appointed as division head from 1999 until 2002.

In 2003, after 13 years of teaching maxillofacial radiology at undergrad and postgrad levels, he relocated to the United States where he received a Master of Science (MS) degree in Dental Diagnostic Science (OMFR) from UTHSCSA Dental School in 2006. He became a Diplomate of the American Board of Oral and Maxillofacial Radiology in 2006 and was appointed to serve as the Oral and Maxillofacial Radiology graduate program director at UTHSCSA in 2008.

Dr. Noujeim was the recipient of the Howard R. Raper Award given by the American Academy of Oral and Maxillofacial Radiology in 2005. He was recently awarded the Endowed Professorship in Clinical Dentistry recognizing his contribution to the maxillofacial radiology specialty at UTHSCSA.

Dr. Noujeim has given many presentations and continuing education courses at national and international meetings and authored numerous articles and abstracts in national and international journals in both French and English languages. He has a U.S. patent for an invention permitting the repositioning of CT data for comparison of minor bone changes. He chaired and served on several academic committees including many MS theses supervising committees in different specialties including Periodontics, Orthodontics, Prosthodontics and Oral and Maxillofacial Radiology.

The many things we have accomplished with the Capital

Area Dental Foundation are beginning to have a ripple effect across the state and nation. We started the Foundation with a focus on local charitable dental causes, as most charity begins at home.

Our work is being recognized with CADF being named the 2014 Nonprofit of the Year (in the medium organization category) by Greenlights for Nonprofit Success and today, we are creating a model for success that can be replicated by dental foundations in other metropolitan areas.

This would not be possible without the strong support of the Capital Area Dental Society and the dental community. Over the next two years, CADF plans to

take our successes to the next level by applying for more grants and submitting nominations for state and national awards, especially the American Dental Association and their prestigious Golden Apple Awards. I have never felt any person or any group should be award-driven, but it is my hope that earning these awards will spur other dental societies to follow our lead and ultimately help people in need.

PRESIDENT’S MESSAGEBy Elyse Cronin Barron, DDS

Are you an activist? Does the word activism have a

positive or negative connotation when you hear the word? Maybe it depends on your direct experience with activism, or your generational mindfulness. Looking at the definitions of activism and

traditionalist, I’m not sure I would consider myself in either category. I do however love evidence and love research.

I pride myself on being a non-traditionalist, a non-conformist, on not following the masses in blind obedience. Austin has a reputation for being a liberal hotbed here in Texas. In fact, Austin prides itself on being progressive. I attended the University of Washington in Seattle for my dental education and so I am a “transplant” here to Texas soil. Over the years I’ve cultivated a great respect for the religious, political and cultural differences represented in Austin. I may not always agree with people at church or a dinner party or even at a football game, but the wonderful thing is, we all have a voice. It’s just a matter of if and how we choose to use it.

So what is the most controversial topic as a dentist in Austin? Fluoride! Yes, you get 10 bonus points for guessing it on your first try. As a dental community we have been discussing, organizing, fighting and laboring over this topic for years. Last year when it arose again I started to question all that I had been taught. It seemed juvenile to repeat everything I was told 10 years ago. What good is it to know quotes from a study 50 years ago? Digging deep and becoming entrenched in the recent literature and research with an open mind, I found myself being led back to the evidence, good evidence, supporting fluoridation. We all want to practice evidence-based dentistry, right?

There is education and there is experience. We have all had experiences where you know fluoride has been central to the diagnosis. It could have been a halt in the rampant deterioration of crown margins or the sad effect of living where fluoride wasn’t readily available. The other month I had to extract several baby teeth on an otherwise healthy seven year old. Some of her

baby molars were already beyond repair and she was in pain. The mom doesn’t hold fluoride in high regard. Respecting her right to parent didn’t mean I had to give up the obligation to let her know that her daughter’s cavities could have been prevented. We had an open and frank discussion of what I thought led to her daughter’s condition. As an individual’s doctor that’s what we can do, diagnose and try to prevent oral disease. As a healthcare provider do we have an obligation to try and prevent it on a larger scale?

The extremists’ arguments are targeted at projecting fluoride as evil, poison, and detrimental at any level. Let’s keep in mind that many things considered healthy in moderation are harmful in excess. Vitamin C can cause kidney stones, headaches, insomnia, vomiting, and nausea. Iron overdoses can cause cirrhosis, heart failure and diabetes yet it is still recommended, especially for

pregnant women. Yes fluoride in excess can cause some adverse effects but those effects are only seen in research with extreme cases of overt toxicity. We all have sound scientific backgrounds even if we come from different parts

of the country, different parts of the world. Let us read and analyze the research to the best of our ability. How do we want to care for our families, how do we want to care for our patients, our neighbors, our friends? As a doctor, what would you recommend? Let us stand up so that others may hear what our education and what our experiences lend us. Let us be activists in that we ACT.

If you are inspired to get involved, the next City Council session hearing discussion points on fluoridation is on August 19th at 3pm at Austin City Hall. There is a very real possibility of fluoride being taken out of Austin’s water supply. One of the city council members, Don Zimmerman, brought the resolution himself to the Public Utilities Committee as a way to get the issue in front of the city council again. Proponents of fluoride were not notified of the past meeting in June but will plan to be there at the August meeting. News of the ADA

Several great things have been happening at the ADA level for CADS. During the TDA Texas Meeting, Dr.

Lance Sanders was elected to a second three-year term as an ADA Delegate and Dr. Ensy Atarod was elected to serve as an Alternate Delegate at the upcoming ADA Annual Session. These two will join Drs. Mark Peppard and Alan Moore in the Delegation. The involvement of the CADS membership and leadership in the election process at TDA has helped make our representation at the ADA House of Delegates very strong.

Recently Dr. Alan Moore accompanied Dr. Hilton Israelson, Texas’ ADA Trustee, on campaign visits in Alabama and Florida. Dr. Israelson is running for the position of President Elect of the ADA, and Dr. Moore has the honor of serving as the Treasurer of his campaign. With two opponents in the race, the campaign for Dr. Israelson is very arduous with visits to most all of the seventeen ADA Districts. Dr. Israelson has been instrumental in developing the new ADA strategic plan. The TDA Journal has recently been dedicated to him and this election. The election will be at the ADA House of Delegates on November 9th.

From the Texas State Board of Dental Examiners: On May 29, 2015, the Board voted to adopt amendments to rule 115.2, concerning the permitted duties of a dental hygienist. The focus of these amendments was to provide specific requirements for the use of lasers by dental hygienists. Staff drafted the rule amendments after holding several stakeholder meetings concerning the use of lasers by hygienists.

The rule provides that hygienists may use lasers in the practice of dental hygiene under the direct supervision of a dentist so long as they do not perform any procedure that is irreversible or involves the intentional cutting of soft or hard tissue. A hygienist’s use of lasers must be in accordance with the minimum standard of care and limited to the hygienist’s scope of practice.

The rule sets out the continuing education requirements needed in order for a hygienist to use a laser. A hygienist must take 12 hours of in-person continuing education in laser utilization specific to the

procedures to be performed by the hygienist using the laser. For instance, if a hygienist is using a laser as adjunctive treatment to scaling and root planing, the hygienist must obtain continuing education specific to that treatment. The 12 hours of continuing education must also include 3 hours of clinical simulation laser training similar to the procedures to be performed by the

hygienist. The continuing education courses must be provided by a Board-approved provider. A dentist who supervises a hygienist in the use of lasers must obtain equivalent training.

Hygienists and dentists do not need to submit proof of continuing education to the Board but should

be able to provide proof of completion upon request. Continuing education taken prior to the adoption of this rule will fulfill the continuing education requirement of the rule so long as it complies with the requirements set out in section (b)(1).

Opening/Meeting Introduction – Dr. Elyse Cronin called the meeting to order at 6:06pm.

Parliamentarian - Dr. Lance Sanders presented and discussed the voting procedures for the Board and committee members.

Secretary’s Report – Dr. Dale Gallagher presented minutes from the May Board and General Meetings. A motion was made to accept the minutes. Motion#150601BM LaCroix/Kelp –Passed

Judicial Report – Dr. Wayne Radwanski read the names of the new applicants. A motion was made to accept the new members. Motion#150602BM Rouch/Kelp-Passed

President Elect’s Report – Dr. Matthew Heck announced the information for the upcoming general meeting speakers.

Treasurer’s Report – Dr. Matthew Heck reviewed the fiscal year budget had met its goals. Excellent meeting attendance resulted in income exceeding budgeted income. The May, as well as fiscal year, Balance Sheet and Income Statement were presented. Motion to approve the Financial Report. Motion#150603BM Rouch/J.Kimes–Passed Editors Report – Dr. Jonathon Kimes reported and discussed the many changes in the Capital Star, including additions and format.

Executive Directors Report – Nancy Nisbett presented information received from the recent TDA meeting, particularly regarding issues relating to the Aptify system. TDA database access and content was discussed. Concern about conflict with CADS website information/integration was presented and will be discussed at future Executive meeting. CADS will need to make decision as to whether CADS will join Aptify System by September 2015.

Committee Reports:• Capital Area Dental Foundation – Dr. Kavin Kelp reported the strides

that have been made this year by the CADF. The importance of the trustees on the CADF Board was discussed, with interest in dentist volunteers to become trustees. CADF Board is very active and organized. Four grant proposals have been submitted and two are still pending. CADF awareness is increasing, the philanthropic arm of CADS has been emphasized, and endowment funding is growing.

• Constitution and Bylaws- Dr. Don Taylor is reviewing the bylaws for appropriate changes, which will be a progressive endeavor during the upcoming year.

• DenPac- Dr. Jonathon Kimes presented update on DenPac membership, including the importance of political participation funded by DenPac for the benefit of dentistry, emphasizing the importance of participation and funding by members of CADS.

• Membership – Dr. Darryl Baucum discussed recent meeting on May 21st. Great participation with dentists regarding goals for membership, mentorship, event planning, etc. Dr. Shailee Gupta finalized New Member welcome packets and certificates, as well as recognition pins, will be presented at the next general meeting. More membership information will be presented at the next Board meeting.

• New Dentist - Dr. Anand Adatia discussed aspects of New Dentist meetings, including removal of age restriction, i.e., time since graduation/residency completion rather than age. Policy and database information regarding new dentists is in progress. Upcoming Events: June 13 - Annual Board Party. Thursday, July 9 - New Member Dinner at Chez Zee.

• Peer Review - Nancy Nisbett reported one case in current review, and there are several requests in progress for future review.

• Sponsorship - Dr. Wayne Radwanski reported on the decline in the number of Sponsors at the General Meetings, and reasons for decreased sponsors was presented. Option for single/solo sponsor and/or sponsorship tiers was presented including protocols and procedures for the sponsors. Also multiple sponsor retention at different CADS events/STAR was discussed.

• TDA/TDA Delegates/Legislative Action – Dr. Jeran Hooten reported the legislative session is closed. Several bills favorable to dentistry are awaiting signatures by the governor. Refer to The Root for more detailed information.

• Website – The CADS website is growing in content, an ongoing commitment. Comparison to other websites was presented. New CADS Homepage will be functional soon. Improvements and functionality relative to serving CADS membership is continuing.

President’s Report – Dr. Elyse Cronin deferred report to focus on new business.

New Business – • Dr. Matt Heck reported the CADS/CADF golf tournament will be held on

November 20th at Avery Ranch Golf Club starting at 8:30am. More details will be presented at future meetings.

• Dr. Jerry Katz requested inquiry by the Board about centralizing information about regional dental study clubs.

• Strategic plan is being reevaluated and updated.

Conclusion and Adjournment – The gavel was passed and the meeting was adjourned at 8:24pm.
