Every Student Succeeds Act (ESSA)

• Consistent with the requirements outlined in the Every Student Succeeds Act(ESSA), the New York State Education Department (NYSED) has developed itsonline Consolidated Application to support the timely administration ofESSA-funded programs to LEAs across the state.

• The application remains streamlined to focus on the required assurancesfrom Section 8306 of ESSA, as well as programmatic and fiscal informationthat staff have determined is necessary to properly administer each program.

• The on-line platform dramatically improves NYSED’s capacity to collect andanalyze district-provided data in a timely manner, and then utilize that datato provide targeted support to LEAs as part of shared continuousimprovement efforts.

Accessing the Application

• The NYSED BusinessPortal may be accessed athttp://portal.nysed.gov

• If necessary, users shouldselect “Reset YourPassword”, and then followthe instructions to restoretheir access.

• Users may select “Log In”and log-in directly to enterthe portal and viewapplications/surveys.

Accessing the Application

• After logging in, select “SED Monitoringand Vendor Performance System”.

• Click on “View Surveys for Title ISchool and Community Services” toaccess surveys issued from our office.

Section 8306 Federal Assurances

• The Section 8306 Assurancessection of the application may beaccessed by selecting it from theSurvey Navigation panel.

• The Documents panel, also located along theleft-hand side of the application, containsESSA statutes and a comprehensive set ofapplication assurances for LEA reference.

Section 8306 Federal Assurances

• The items inthis sectioncome directlyfrom Section8306 of federalstatute.

• Each item isidentified by itsspecific sub-section.

• Each item of thissection of theapplication isrequired, asindicated by a redasterisk.

• When saving, anerror messagewill appear if arequired questionhas goneunanswered.

• Note – an application cannot be submitted ifan unanswered item has not been addressed.

State and Federal Assurances

• The State and Federal Assurances section ofthe application may be accessed by selectingit from the Navigation Panel.

• Similar to theSection 8306Assurances section,the Documentspanel containsESSA statutes and acomprehensive setof applicationassurances thatshould be referredto for additionalinformation.

State and Federal Assurances

• This section of the application consistsof multiple assurance groups – fromgeneral state and federal assurances, tospecific program assurances. Eachgroup is labeled at the top.

• Each item in thissection of theapplication isrequired, and must beaddressed before anapplicant can submit.

State and Federal Assurances• Seven assurance groups in all must each be

addressed in this section of the application.

Consultation and Collaboration

• All applicants arerequired to provideevidence ofconsultation andcollaboration withappropriatestakeholder groups byuploading the“Consultation andCollaborationDocumentation”form(s).

• Constituency groupsare listed at thebottom of this section.It is important to takenote of each differentprogram area, as somechanges have beenmade.

(Please note - A separate consultation process is required for private schools. This process will be addressed in the Equitable Services section of the application)

Next Steps….

• The “Consolidated Application for ESSA-Funded Programs” ispublished in the Business Portal, with submissions due asdelineated in the Submission Instructions section.

• Superintendents/CEOs and district staff should have received asystem generated from [email protected] notifying them thatthe application is now live.

• Additional webinars and guidance documents have been issuedby the Title I School and Community Services Office to provideon-going support and technical assistance.

• District staff should visit the NYSED Business Portal to ensurethat user accounts and existing applications are up-to-datehttp://portal.nysed.gov.
