Dear Kelana Jayans,

Happy 2017 to all. This is my eighth newsletter to the people of Kelana Jaya. My team and I will continue to produce a newsletter every six months to update you of our works and services. This edition is the 2016 year-end issue and we append herewith our financial accounts for the year.

Parliamentary Duties

I am happy to report that from July to December 2016, I attended every Parliamentary sitting and delivered several legislative speeches and interjections. Most notable are my debate speeches on the Asian Infrastructure Investment Bank Bill and the amendments to the Finance Bill. However, the highlight of the last six months was the crafting of the Alternative Budget for Pakatan Harapan. This is the second year that my office has led the creation of the budget document. We worked on this document for about 3 months and had a very good working relationship with our partners from DAP and Amanah.

National Economic Issues My fellow Kelana Jayans, the state of the Malaysian economy in Q3 and Q4 2016 was just terrible. The Ringgit plunged again as the 1MDB scandal unfolded in the Singapore courts. There is no denying that the investor and consumer confidence levels have continued to erode over the last six months. On paper, we recorded a modest GDP growth but in reality, the picture on the ground is very different and very negative. Most businesses suffered an average of 15% to 20% drop in revenue. Some 75,000 people lost jobs; car sales and house sales retreated to crisis level scenarios. The federal government continues to struggle on financial governance and introduced deep cuts in public health and education.

The light at the end of the economic tunnel appears to be the announced infrastructure investments from China. However with Trump’s election, the prospect of a severe US-China trade war may have negative consequences on these prospects. If China falls into a crisis this year, we can expect these infrastructure investments to be shelved. What then will help us out of our economic quagmire?

There are three things that need to be done immediately. Firstly, is the resignation of the Finance Minister to decouple the illogical dual role played by the Prime Minister. This must then be followed by the prosecution of key 1MDB players to restore investors’ confidence. Lastly, a massive crackdown on corrupt practices must be carried out to free up billions of government money that can be better utilised to re-active and pump our economy out of a crisis.

Unfolding Political Issues The biggest issue to dominate the political scene in the last six months has been Hadi Awang’s so called hudud bill. Fortunately, the bill was meekly withdrawn by Hadi Awang after a revolt from BN component members from Sabah and Sarawak. Pakatan Harapan had opposed the bill but did not have the numbers until BN Sabah and Sarawak stepped in at the very last hour to compel UMNO to stop Hadi’s 355 Bill. This revolt has somewhat dampened the UMNO and PAS romance. However, we areaware that Najib and Hadi are determined to push ahead together some sort of partnership. On another note, Pakatan Harapan has agreed to work on an electoral pact with Bersatu. The ongoing multi-party and multi-level negotiations are set to continue into 2017. The political permutations are complex and endless. The danger for all is that

politicians in seeking new political alignments may lose sight of the fact that the voters are in fact very tired of politics. All being said, 2017 is also expected to be election year.

On a personal front, my office has been very supportive of the efforts of INVOKEMALAYSIA and urge all to join and support them. INVOKE MALAYSIA is a non-partisan political volunteerism movement. Please do visit their site at www.invokemalaysia.org and get involved. I want to thank all 30 Kelana Jaya INVOKE volunteers who did phonebank calls and canvassing activities.

Community Front

For the entire year of 2016, we attended 123 constituency events and functions, averaging 2.3 events per weekend. In order to better engage our consitutuents on policy matters, my office started our Monday Night Chat live stream programme. We completed ten episodes, all uploaded on youtube.com under channel name wongchentv. Catch us every Monday night on www.facebook.com/wongchenpkr/.

For 2016, our community allocation of RM250,000 was distributed transparently with 38% for hardcore poor, 25% for projek kecil, and 37% for associations. Transparency and accountability mean a lot to us as such, please find attached our complete accounts for 2016. I want to thank both my ADUNS, YB Hannah Yeoh and YB Nik Nazmi, all the councillors, and JKP members for their dedicated services to the people of Kelana Jaya. I want to also thank my three staff, seven volunteers, and fourteen interns for all their hard work and dedication.

Lastly, I am aware of the many challenges ahead for 2017. My officers and I will take these challenges in good stride and deal with them with clear minds and brave hearts. We will continue to fight for your rights and put all our efforts to make Malaysia a better and fairer place for all.

Parliamentary Sessions Update and thePakatan Harapan Alternative Budget

Here are updates on the Pakatan Harapan Alternative Budget 2017 and the final parliamentary session of 2016.

After an arduous three months of drafting, writing, calculating, illustrating, and teeth gnashing, Pakatan Harapan’s Alternative Budget for 2017 was finally launched on the 19th of October 2016.

The Budget highlights the economic hardships set to beset Malaysia in 2017 and pointed out several worrying issues such as the ballooning national debt and limited benefits of China’s chequebook diplomacy with Malaysia. The budget also predicts that massive brain drain and capital outflow will continue to plague the nation so long as the Government refuses

to make any conscious effort to eliminate corruption.

The team also took a different spin to the budget this year by proposing eleven key policies the government should consider. These policies include key areas such as equal opportunity in employment and entrepreneurship, low-cost housing, anticorruption, Sabah and Sarawak, and urban transportation.

On the final day of Parliament, Hadi Awang,the Member of Parliament for Marang,mumbled a two-minute speech on theamendments to Act 355. This time, theamendments dictate that a Syariah courtcould impose a maximum of 30 years ofimprisonment, 100 whips, and fine ofRM100,000.

While certainly milder than the initialproposal of no punishment limits (as long asit does not result in death), it is still a drasticleap from the current limits of three years ofimprisonment, six whips, and a RM5,000fine.

The Bill is also fraught with ambiguity,especially with regards to the punishmentlimits for each offence govered underSyariah law.

It is likely that the Bill will be debated duringthe March 2017 session, and it remains to beseen as to whether the Bill will bereamended to correct its ambiguity. In themeantime, the formation of a selectcommittee as suggested by Deputy PrimeMinister Zahid Hamidi would be welcomebefore the tabling of the Bill during the nextsession.

The office organised our annual medical camp on the 7th of August 2016. With the full support from Community Excel Services (CES) and medical students from Moscow University, the camp provided free consultations and medicine to the urban poor residents of Desa Mentari. We also managed to identify several individual cases that required further welfare assistance from the office.

At the end of the day, the camp served a total of 232 residents. A big thank you to CES, the doctors, the medical students, and P104 staff and volunteers for your invaluable contribution!

Every year, the office is obliged to spend approximately 30% of our annual RM250,000 allocations on projek kecils. This year, we worked together with Al Fala Enterprise and Usaha KT Enterprise.

Here is the breakdown of the eight projects the office has spent on this year:

Projek Kecil Kelana Jaya: The breakdown for 2016

This year, we were able to get a boy his citizenship just in time for his SPM examinations. It was a rough battle as his parents struggled to get him a Malaysian citizenship status. Thankfully, after issuing a letter from our office, his father got a call from the National Registration Department (JPN) three months informing him of the good news. We called this one an early Christmas gift for never before has a reply from JPN come so quickly.

There are still a number of other similar cases pending for their approval. We hope that the results will be as satisfactory as this one.

On the 16th of September 2016, the office held our biannual movie fundraiser at Golden Screen Cinemas, 1 Utama. Staying true to our obsession with Star Wars, we chose to watch “Rogue One: A Star Wars Story.”

We received amazingly encouraging support and have successfully raised a total of RM11,950 from ticket collections. Even more heartwarming, 26 seats were also sponsored for orphans and underprivileged individuals selected by a church thanks to the generous donations from our supporters.

A big shout-out of appreciation to everyone who supported our movie fundraiser! The entire event was a huge success and we couldn’t have done it without you.

On the 19th of November 2016, the office joined the Bersih 5.0 rally in Kuala Lumpur. This time around, the rally was more of a working event for us. While marching from Bank Negara towards the Kuala Lumpur City Centre (KLCC), we assisted INVOKE Malaysia to recruit more volunteers for campaign activities in preparation for the next general election. Within six hours, all the volunteer pledge cards were finished and 1,600 new INVOKE volunteers had been signed up. It was incredibly encouraging to know that many Malaysians are ready to go above and beyond attending demonstrations and are willing to actively join us in our fight for a better Malaysia.

All in all, Bersih 5.0 was a huge success. A shout-out of appreciation to everyone who helped us during the rally. To those who signed up as INVOKE volunteers, we look forward to working with you soon!

Notes:Our service centre is entrusted with a budget of RM250,000 a year to spend on the community. Due to the limited funds to cover a population of 360,000 people (RM0.70/person), we have a strict policy on not spending one cent on open houses to celebrate festivities.. With some 40,000 hardcore poor in our constituency, we cannot in good conscience spend on food and drinks (that promote us politically). This year, despite receiving some 700 cases of welfare, we had no choice but to reduce the quantum of payout due to instructions by Selangor government to spend on projek kecils.

The Internsof Pusat Khidmat Kelana Jaya

Our interns have been one of the most integral parts of the office. Here are their testimonies of their time with us.

I will always remember this office as I learnt that one can be honest, efficient, creative, and bold whilst serving the public. Since GE13, I have been interested in the “behind the scenes” of a political office and upon recommendation decided that P104 was going to be my best bet to gain both experience and knowledge.

Before my internship began, I thought I knew what to expect; boy was I wrong. I read books and bills, wrote letters, handled the less privileged of Kelana Jaya during Welfare Month, attended YB Rafizi’s court case as well as watched YB Hannah in action at the State Assembly whilst learning many invaluable life lessons from YB Wong Chen himself. I learned that in order to write good policy papers, you need not only to be learnt but also have accurate data as well as a clear view on what it is that the “rakyat” need. I saw it all. These things impacted me such that now I can look to the future and progress society forward positively.

Not forgetting I made lifelong friends, instrumental in both my career and personal development. My time there in one word, was, BOSS!

I applied for an internship with YB Wong Chen with the aim to learn more about Malaysia’s parliamentary process. Although I did not manage to fulfil my aim as there was no parliamentary session in the summer, I walked away from my internship with so much more returns.

Throughout my internship, I assisted the in-house legal advisor in dealing with legal problems faced by constituents, drafted a press conference with YB Wong Chen, and was involved in the welfare month program. Besides, welfare month allowed me to get on the ‘human’ side of the society, instead of just focusing on the black and white. I also sat in multiple ‘lectures’ conducted by YB himself, along with lectures conducted by experts from various industries. These lectures provided me an insight to the political and economic landscape of Malaysia, which allowed me to understand my homeland better.

Although I was only there for around two months, I now see Malaysia in a different light and I know that despite the flaws, there is still hope for our country. To each and every one of you in P104 Kelana Jaya Office, thank you for the humbling experience.

YB Wong Chen tore apart someone's pro-TPPA argument in front of me, and then he turned to me and offered me an internship.

Hook, line, sinker.

My favorite thing about the office was how open and transparent it was. YB Wong Chen and his staff were most welcoming and let me ask all the questions I could think of. And I had a lot of questions. He and the staff were direct and forthcoming with their answers, and open to discussion; they were all invested in seeing their interns grow. I have never seen this in any of the other political offices I worked at.

Unfortunately I wasn't there long enough to complete any research or long-term project, but that's also because Wong Chen also helped me find my first job.

(Possibly they got tired of all the questions I had—but don't let that stop you from applying to intern, folks!)

My interest in Malaysian politics dates back to 2012. My eagerness to get involved only intensified when I was living in Australia a couple of years later and I would read about Malaysia’s current affairs. So when I first met YB Wong Chen, I knew immediately that I wanted to intern for him. What reeled me in was his strong determination to improve the country’s conditions.

This is a helpful environment to be in when you’re looking to broaden your horizons. The best thing I got out of this internship was reading a book entitled “Sapiens” that he recommended to me. It truly is a good read that made me consider theories and perspectives that I hadn’t previously given any thought to. I even went on to write a paper on the topic.

Some of the most amazing things that I got to do was to see first-hand how politics works and what it was all about. In fact, on my very first day, I got the opportunity to visit Parliament when it was in session.

I will always be appreciative to YB Wong Chen and his staff for this unforgettable experience.

Joy Ng

What a journey it has been. From researching policies in Parliament to dressing up as a rebel for a Star Wars-themed photo shoot, it was one great ride! The two months in the P104 office not only opened my eyes to the workings of the Malaysian parliamentary system, but also much insight into the behind-the-scenes of policy making and community work. Week One into the internship already had me in a whirl of Parliament activities (speech writing, budget research, alternative budget launch) as well as INVOKE phone banking sessions! Engaging with YB Wong Chen and the team on a wide variety of issues has also been academically stimulating, it really taught me to question issues and not accept things blindly.

I am particularly grateful to have met and worked with people who are so capable and inspiring. Despite all the corruption and unjustness, they continue to fight for a better Malaysia. They make me more hopeful for our country. Interning at the P104 office was more than I ever wished it would be. Thank you from the bottom of my heart.

I interned with YB Wong Chen for a short five weeks, and it has been a very memorable experience at P104. My favourite part of the internship undoubtedly is interacting with YB himself and the office staff. It is the safe space that they created that allowed me to express myself and be myself so completely.

In my opinion, I've grown and matured in thought mainly through the conversations I shared with them. I consider myself the optimist amongst my other friends or family when it comes to a conversation regarding Malaysian politics at the kopitiam table. It's easy to be apathetic and take the easier path, but the most rewarding path requires perseverance; at the end of the day, nothing good comes easy. It is role models like YB Wong Chen and other politically active young adults that give me hope in dark times like now. As an intern I do research full time, but I am the part time couch-potato at the office. The creative work environment has allowed me to appreciate research work on a deeper level and most importantly allowed me to see the great importance of parliamentary research policies.

My internship here at P104 was not a long one but it was nothing short of inspiring. I widened my scope of knowledge and gained invaluable experience throughout my time here. YB Wong Chen has certainly helped me settle in very quickly as he was extremely friendly, warm, and open in regards with my views and ideas.

I had the opportunity to lead and assist in conducting policy research in regards on combating police corruption, alternative methods of party financing, and equal employment rights for the LGBTQ group. Plus, I visited Parliament and met other respectable politicians. P104 is more than just an office dealing with paperwork and research, it is a site of advocacy for many as they come with great hope for us to help them.

Being exposed to these issues first hand certainly reminds one to not take even the slightest of things for granted, such as our nationality. Moreover, I managed to improve my people skills as I found a balance between being friendly and professional, as well as being more organised. With that being said, I would like to thank everyone in the office for their help.

Tania Loke

Nadirah is a Cardiff University Law School alumna and a graduate of the Malaysian Certificate in Legal Practice. She first met YB Wong Chen and his team while volunteering at a medical camp. Intrigued, she joined the office as an intern to explore alternative career options before being offered the position of Research Officer.

Nadirah primarily conducts legal research on the bills and motions tabled in Parliament. She also manages the administration and finance of Pusat Khidmat P104 Kelana Jaya.

Nadirah is the office’s resident graphic designer and illustrator.

Abigail is a graduate from the University of Reading before pursuing her Masters in International Law at the International Islamic University. She first joined the office as a curious intern, before being offered the position of Operations Officer.

As Operations Officer, Abigail has handled various welfare and citizenship cases. She has also researched on the TPPA and contributed to the Opposition Leader's parliamentary speech on the Children’s (Amendment) Bill 2015.

Abigail is currently the office’s broadway musical star and interior designer.

A Physics and Political Science & International Relations graduate from the University of Western Australia, Tania swam against the brain-drain tide to serve Malaysia. She interned with YB Wong Chen in early 2016. Both the office and Tania missed each other so much that she joined them as Research Officer.

Tania was a key contributor to the Opposition’s Alternative Budget 2017 and now works closely with INVOKE Malaysia’s Centre for Policy Initiatives.

Beyond desktop research, which she does standing up, Tania is also in charge of photography and videography of the office.
