From the PresidentSolving the Productivity Puzzle

In September, the CECE/CEMA Summit was held in Brussels. The theme for this congress was ‘Smart Regulations for Smart machines’. There were some very interesting and sometimes challenging presentations from a variety of speakers including Members of the European Parliament, industry and academia. I believe the message that came across very strongly was that we as the construction equipment sector need to engage early and positively to ensure that future regulations and legislation are both practical and fair to all participants.

Looking forward, we have the CEA Annual Conference on Wednesday 18 November which promises once again to be a very interesting and thought-provoking event.

The theme for this year’s conference is “The Productivity

Puzzle”, something which I think is on all of our minds as we look forward to 2016 and beyond. The range of speakers from Government and industry should provide a good balance of perspectives.

Nick Higham, our moderator, will be on hand once again to ask and prompt some interesting questions from the audience and debate during the sessions.

Hopefully you have reserved the day and booked in for the event.

Over the next six months, I want to ensure that we gain as much feedback as possible from our members with respect to how the CEA is meeting your needs. Please take every opportunity to discuss with members of the Management Council at the Conference, via email or at any other networking opportunities. We are seeking to put in place a strong and robust Association that will grow in terms of its membership and its infl uence on behalf of the sector. Everyone’s input is welcomed and valued.

Until then, I look forward to seeing as many of you as possible on the 18th. ■

As his six week engineering placement with comes to an end, Fozmula Bursary Award student, James Russell, has demonstrated the mutual benefi ts of the long-standing relationship between Fozmula and Oxford University.

During his brief but intensive placement, Russell made a signifi cant contribution to several projects.  Most notably, he was able to employ his electronic and mathematical skills to help improve the compensation algorithms used in a new high temperature variant of Fozmula’s fl agship fuel level sensor.

Commenting on his placement, Russell said he was pleasantly surprised at the degree of autonomy he was allowed and that he immediately felt like a valued member of the engineering team.  This encouraged him to deliver results as he was keen to demonstrate his project’s progress at the weekly new product introduction (NPI) meeting.  He also found that Fozmula’s integrated structure meant he could see the entire production cycle fi rst hand. “I was given the opportunity

to follow a product from assembly, through testing and on to dispatch,” he says. “ I did this by spending a day on the production line then working with the quality department before fi nally watching the products shipped off to their point of use.”

James Russell’s talents are not limited to engineering; it transpired he is also a capable baker, presenting his colleagues with homemade cakes on a couple of occasions including a chocolate creation to say “Thank you Fozmula”.

Engineering Manager, George Pelari said that James’s contribution has been invaluable. “He not only successfully completed the projects we gave him, he also fi tted in well with the team.  I think I can speak for everyone at Fozmula in wishing James well with his studies and what promises to be an exceptional engineering career.”

JCB man honoured for engineeringJCB’s Chief Innovation and Growth Offi cer

Tim Burnhope has received one of the

highest honours for UK engineers.

Tim, who has worked for JCB for 16 years, has

been elected as a Fellow of the Royal Academy

of Engineering (RAE), which champions the

cause of engineering in Britain. He is only the

third person in JCB’s 70 year history to receive

the coveted accolade. Lord Bamford was made

an Honorary Fellow of the Academy last year.

Tim said: “I am passionate about

engineering and to be recognised in this way

is a fantastic honour, not only for me but for

the whole engineering team at JCB.”

Member NewsEntrepreneur Expands via JCB Scheme

Young contractor Freddy Vaudrey is celebrating his first year in business with the purchase of a third JCB machine.

26-year old Vaudrey founded Laser Civil Engineering & Plant Hire Limited in 2014 after attending the inaugural ‘JCB Your Own Boss’ event – part of a scheme to enable individuals to buy a new JCB backhoe loader with a deposit of just 10 percent. Based in Thornham Magna, Suffolk, the business – which offers a JCB 3CX model for hire – went from strength to strength during its first 12 months. So much

so, that the company has now purchased another backhoe loader – a JCB 1CXT and an 8016 mini excavator.

“I am young, hard-working and ambitious and that is what the scheme is about. I never believed it would be possible to start my own business but I attended the event and was so impressed that I went for it. It has proved a brilliant decision. The business is very busy and I’m so glad I did it. I recently had so many enquiries I could have placed four machines so it’s definitely time to add to my fleet. If

the recipe works, keep doing it,” he says. “A lack of business experience can be a real barrier to most people who want to work for themselves in this industry. However, with the JCB Your Own Boss scheme so much of it was taken care of that it gave me peace of mind. I can focus on doing a good job and looking after customers because I get support with insurance, training, finance and of course the machine. It’s seamless to get started and everything is mapped out for you. Anyone keen to be their own boss really should take advantage of this opportunity.”

Laser Civil Engineering & Plant Hire Ltd offers a wide range of services from ground works to civil engineering and has found niche work on solar farms and anaerobic digestion facilities where the machine’s travel speed is valuable on large sites.

Hyundai Heavy Industries Europe Breaks Hyundai Heavy Industries Europe (HHIE) held a groundbreaking ceremony last month for its new headquarters in Tessenderlo, Belgium.

The new HQ complex comprises a new, three-story, 5,400 square metres office building, a 13,000 square metres warehouse, a European training facility, an event hall and a showroom. The construction works are scheduled for completion by the end of 2016 and represent an investment of 30 million euros. Infrabo, a well-known Belgian architecture and design firm with extensive experience in the b2b industry, designed the new building.

Mr S.G. Rhee, COO of Construction Equipment Division of Hyundai Heavy Industries (HHI), and Mr J.C. Jung, Managing Director of Hyundai Heavy Industries Europe (HHIE), welcomed VIP guests from the Belgian government, representatives from the local community and national and international press for the ceremony. Mr S.G. Rhee said, “We’re very happy to embark on our construction work. And we appreciate the community support for our endeavour and look forward to producing a state-of-the-art building. Our solid investment in this region to grow our facility is a condition for increasing our success in Europe.”

Nylacast Invests in Young MindsWith engineering facing a huge skills crisis, a pioneering new project is giving school children in a UK school mini apprenticeships to reverse the decline of young people choosing careers in industry.

International engineering firm Nylacast has launched Introneering, a new initiative that is being piloted among 15-year old students at Beaumont Leys School in Leicester, England.

It hopes that by reaching them when they’re young with an action-packed programme, the teenagers will be buzzing about engineering and more likely to opt for careers in industry.

The first six students have just completed a five-day pilot programme that features a condensed apprenticeship that gives the young teenagers an introduction to all aspects of the polymer and engineering industry, including health and safety, chemical engineering, technical drawing and mechanical maths.

“We hope it will bridge the gap between school and industry, appealing to young minds and encouraging people to consider a career they might never have chosen otherwise. We know from our successful apprenticeship programme that young people face challenges when making the move from school to work,” says Nylacast HR

manager Ian Mallabone. “One of the benefits of Introneering is that it gives young people experience of the work environment and puts school subjects such as maths, science and English into context in a work place.”

Mallabone’s views are echoed training manager Deana White. “There are so many different career opportunities in engineering ranging from accounts and IT to sales and marketing. Even if the youngsters that take part decide that engineering isn’t for them, by giving them a chance to see a range of real life jobs it will hopefully open their minds to the other career paths that are out there. This project gives us the opportunity to showcase apprenticeships as an alternative route to achieving qualifications while working and gaining valuable experience. Employers across engineering need young people to come in to replace an ageing skilled workforce that is leaving industry, but we also need young people because they bring new energy and ideas, which are the lifeblood of any business.”

The week proved to be an eye-opener for the six students who took part, giving them an insight into the world of work. They particularly enjoyed learning about how Nylacast components are used in industries and products where they add value.

Deana White added: “It has been so inspiring to see the dedication and efforts of the students, and we’re so pleased to be able to give back to the community and grow talent in a region we have called home for close to 50 years and which is central to our international operations.”

Nylacast, which has its headquarters and main manufacturing facilities in Leicester, is no stranger to doing its bit to tackle the UK skills crisis as evidenced by its multi-award-winning training and apprenticeship programme.

Volvo CE appoints Rockbreakers UK

Rockbreakers UK Ltd has been appointed as Volvo Construction Equipment’s utility equipment dealer for Central and Southern Scotland.

Rockbreakers UK Ltd was established ten years ago by managing director Jason Easton who has built up a solid business as a heavy hydraulic attachments dealer for Atlas Copco.

“Up until now our core business has been the sales, hire and repair of a whole range of hydraulic attachments including munchers, hammers, shears, magnets and associated equipment for the plant industry in Scotland,” Easton says. “With a desire to expand our business still further we saw the addition of a machine franchise as a logical extension to

our company and are pleased that we have been able to add another quality brand to our portfolio,” he continues.

The company will be responsible for the sales and after-market support for the full range of Volvo utility equipment covering Fife, Argyll, the Central Belt and the whole of the Borders in Southern Scotland.

Commenting on the appointment Volvo’s Northern Dealer Development Manager, Charlie Flaws said: “We are absolutely delighted to welcome Jason and his team into the world of Volvo. Jason has ambitious plans for his new venture based on offering quality products with a first class after sales support. We will be working hard together to ensure that we maintain and enhance our position as a leading supplier in this extremely important area.”

Miller Scoops Innovation AwardMiller UK has been recognised by equipment hire giant Hewden for its continual product development and innovative design solutions.

The company collected the Supplier Innovation Award at Hewden’s second annual charity golf day at Mottram Hall in Cheshire recently after developing a number of impressive solutions for its hydraulic breaker for the leading rental solution provider.

These developments include an automated lubrication system and bespoke head bracket, which is designed to allow the mounting of Miller breakers to both Caterpillar and JCB machines across Hewden’s excavator fleet.

Miller has also developed a tracker device

to be fitted to new breakers which has already proved its worth to Hewden with stolen breakers being quickly recovered as a direct result.

In addition, Miller has invested time in training Hewden’s sales and service teams at all 21 UK depots, during the initial launch phase as part of its partnership with Hewden.

“This is the culmination of many months of work and marks a real team effort for us - from design to purchasing, production to dispatch and sales. Everyone has played their part, making sure we hit the tightest of deadlines,” says Brendan Quill, Miller’s sales and marketing director. “We’re tremendously

proud of this achievement and we’ll continue to push boundaries and deliver innovative solutions for our clients.”

Oetiker Receives Bosch AwardNew CEA member, Oetiker has been honoured with the “Bosch Global Supplier Award 2015” from Robert Bosch GmbH in the Mechanics category. Markus Haenzi, executive director for EMEA at Oetiker and Andreas Wissert, Automotive sales director for EMEA at Oetiker accepted the award.

Among 58 winners from eleven countries, Oetiker has been recognised for outstanding performance in the manufacture and supply of products or services – notably in the areas of quality, costs, logistics, and innovations. “The Bosch Global Supplier Award honours our top suppliers, who play such a key role in Bosch’s success,” said Dr. Volkmar Denner, chairman of the Bosch board of management, at the award ceremony in Stuttgart. “Our suppliers are important partners in helping us shape the connected world. We want to work with them to develop beneficial solutions for our customers.” The theme of this year’s award ceremony was “Power of partnership – connected intelligence.”

Digi-Star Appoints New PresidentKevin Klubertanz has been appointed president of Digi-Star and RDS Technology.

In his new role, Klubertanz is charged with further integrating the Digi-Star and RDS business and to work collaboratively with the other Topcon agriculture businesses. He has been with Digi-Star for nearly 20 years; he began as a product engineer and was promoted through various management positions until he accepted his most recent role as general manager of Digi-Star Americas.

Through his positions as technical products manager and director of engineering, Klubertanz has gained a deep level of understanding of all Digi-Star’s technology and has used that knowledge to successfully lead the strategy for each product. November are announced. The CEA has requested support for missions in 2016 to Saudi Arabia, Guinea (huge mining and infrastructure programme planned), and Mongolia. We have also requested support for scoping visits to New Guinea and Colombia.

Build UK Provides New FocusThe National Specialist Contractors’ Council (NSCC) and the UK Contractors Group (UKCG) successfully merged with effect from 1 September – under the banner of Build UK. This was a long awaited move to bring together the key players and suppliers within the sector, with the support of a wide range of specialist trade associations. The CEA welcomes this initiative and looks forward to the new organisation providing a firm lead for the UK construction industry.

Make Your Voice HeardIt is the government’s stated intent to double exports by 2020 to £1 trillion. But, since the General Election in May, UKTI, the department for international trade and investment has been in a state of flux; in no way conducive to reaching their export goal.

Promises of long-term international strategy and a rolling trade show calendar - allowing trade associations like the CEA to bid for support for exhibitions and missions two years in advance to build a cohesive international events programme - have yet to materialise. In fact UKTI planning has become steadily worse, meaning that we do not currently know if events in six months’ time will receive funding – much less the promised two years. Additionally, funding for trade missions has been cancelled completely – hardly encouraging to companies looking to investigate new and emerging markets.

A successful international trade stagey is based on continuity and planning – not ad hoc announcements much too late in the planning process. So please – take a moment to lobby your MP and ask for a clearer two year exhibitions and missions programme from UKTI. New HMG Departmental LandscapeGovernment departments without ring fenced budgets face some of the biggest cuts in a generation. With the budgets for the NHS, defence, overseas aid and parts of education protected, the pressure is on a number of the business-facing departments, not least the Department of Business, Innovation & Skills (BIS). Each department has been asked to produce models based on 25 and 40 percent reductions.

Despite HMG’s commitment to producing a balanced economy strong on exports, UK Trade & Investment (UKTI), the export promotion arm of government, jointly funded by BIS and the Foreign Office would seem under particular threat. The results of the autumn Spending Review will become apparent at the end of November.

Apprenticeship LevyThe initial stage of the HMG consultation on the new proposals for a national apprenticeships levy concluded in early October. The apprenticeship levy will be economy wide and larger employers in the construction and engineering construction industries will be in scope of the levy alongside all other larger employers in the UK economy. On that basis, government and the industry’s need to decide how best the existing levy arrangements respond to the apprenticeship levy – and whether this means the end of the long standing CITB arrangements.

Roads Fund UpdateThe July Budget Statement confirmed that from 2020, every single penny raised from the tax people pay on their cars in England will go towards a fund to pay for “sustained investment our roads so badly need”. This is consequent on a shake up in the vehicle excise duty (VED) regime from 2017. The CEA was amongst a number of trade groups to press for a concerted commitment to road construction and maintenance funding.

Skills and ConstructionThe Treasury have launched a National Infrastructure Plan for Skills – which combines two of the CEA’s main priorities. The plan states that Investment in infrastructure is a vital element of improving the UK’s productivity. With infrastructure output in the UK predicted to continue to grow, government and industry need to work together to ensure the right people with the right skills are available to deliver the ambitious pipeline of planned public and private investment to 2020 and beyond. The National Infrastructure Plan for Skills presents an analysis of the skills landscape in the UK and sets out the key challenges faced by the industry to deliver the infrastructure pipeline. The findings show that with the growth in infrastructure investment, the pipeline creates a demand for over 250,000 construction and over 150,000 engineering construction workers by 2020, driving a need to recruit and train nearly 100,000 additional workers by the end of the decade.

Equipment from compressors and generators for provide power, lighting towers to shed light, and site accommodation units that provide shelter and welfare facilities are the unsung heroes of the plant and equipment sphere. And so, over the next few pages, we are going to round up some of the hottest equipment in this vital category.

Garic’s Ray of SunshineWelfare unit industry leader Garic is set to revolutionise the market by launching the UK’s first generator free, completely solar powered welfare unit.

The Combi-Cabin Eco Series Plus is the result of a £14m investment by the company into research and development and new fleet and equipment. The 24’x9’ Eco Plus unit features patented technology to help slash running costs by completely omitting the use of a generator. Instead, all of the power needed is

drawn from eight solar panels housed on the cabin’s roof. The unit itself is heated by a small fuel tank which is also powered by solar energy.

Comprehensive trials conducted on live construction sites concluded that the Eco Plus could save contractors up to 88 per cent in fuel costs alone compared to a standard 240v generator powered Combi-Cabin. They also revealed that Co2 emissions were reduced by up to 88 per cent.

Over a 24-hour period and based on a fuel

cost of 58p per litre, the generator powered cabin used £31.32 worth of fuel compared to the Eco Plus which only used £3.60 – which equates to around 15p per hour.

Impressive CompressorsDoosan Portable Power has launched a new range of large Stage IV compliant portable compressors which are all based on the same platform and are the first to feature a Doosan airend.

The new platform covers five large Doosan portable compressors, namely the new 9/274, 9/304, 12/254, 17/244 and 21/224 models, offering free air deliveries from 21.5 to 30.0 m3/min at operating pressures from 8.6 to 21.0 bar. The new Stage IV compressors build on the high standards established by the Stage IIIB models, again combining compact size and easy serviceability to ensure a fantastic return on investment.

All the new compressors are powered by the Cummins QSL9 T4F 6-cylinder diesel engine which meets the Stage IV regulations without the need for a DPF. In the new 12/254 compressor, for example, the QSL9 engine provides 247 kW (331 HP) of power at a full load speed of 1800 rpm. The 12/254 compressor has a free air delivery of 25 m³/min (883 cfm) at a discharge pressure of 12 bar (175 psi).

Firefl y Takes FlightYou certainly can’t fault Firefl y for its ambition. While other equipment manufacturers are still talking about “working in partnership with customers” and “delivering solutions”, the East Sussex generator producer has loftier goals, namely saving the planet. “At Firefl y our mission is to confront the causes of climate change by delivering innovative power solutions that provide cleaner energy.”

But there’s substance behind that plan. With savings of over one million litres of diesel fuel in the last year, and nearly 2,700 tonnes of CO2 saved, Firefl y’s Cygnus Hybrid Power Generator (HPG) range delivers just that. Hybrid power generation means signifi cant reductions in fuel consumption, emissions and noise levels across a wide range of applications where endlessly and ineffi ciently running a diesel generator is the alternative. Cygnus Three (a smaller model in the range) has set the standard in hybrid power for temporary applications. Many of Europe’s leading plant hire companies using Cygnus Three are regularly saving in excess of 2,000 litres of diesel per month.

Hewden Quiet on Light DealLeading UK hire company, Hewden, has underlined its commitment to backing innovation by taking delivery of 100 new SMC TL-90 lighting towers.

The fuel effi cient, super-silent lighting towers from Morris Site Machinery have been provided in a special partnership deal to upgrade and replace the existing fl eet and will allow the hirer to off er customers greater choice and fl exibility in the market.

The SMC TL-90 is a super silent, diesel driven mobile lighting tower which sets the standard for quality, reliability and performance. It can be used in a variety of sectors which require fuel-effi cient, reliable temporary lighting.

The Advanced Safety System, pioneered by SMC, which includes automatic mast descent and alarm activation when mast is deployed – as well as a range of transportation features including a strengthened lift eye, rear fork pockets for easy loading, and strap down points so loads can be secured at ground level – has been fi tted as standard, giving customers added confi dence.

The hydraulically operated mast can be fully extended to 9m height in only 12 seconds, with four 1000W metal halide lamps fi tted to super high output refl ectors for high intensity directional light. The tower is also fuel effi cient, providing up to 85 hours of operation.

T he great and the good of the aggregates, waste management, construction and demolition waste recycling industries descended upon the Catplant Quarry in Doncaster recently to

check out the latest products from crushing and screening equipment giant Terex Finlay. And they would not have left disappointed. The company had put on an avowedly non-superstitious display of 13 machines, several of which could be described as new, and at least two that appeared under the “coming soon” banner.

Into the JawsThe new Terex Finlay J-1170AS is a high performance primary mobile jaw crusher built around an aggressive Terex 1,100 x 700 mm jaw crusher with a proven track record in recycling, aggregate production and mining applications. A key new feature of this model is the on-board detachable sizing screen.

The jaw chamber provides excellent material reduction and product sizing in the processing of blasted quarry rock and ore material. The jaw chamber is also available with optional hydraulic release, a useful feature when crushing construction and demolition debris. The hydraulic release option has an automatic overload protection system to prevent damage by uncrushable items in the feed material.

Hydrostatic transmission of the jaw chamber offers operators reversible operation in the event of a blockage. The hydrostatic system also provides variable chamber speed to suit given applications. The crusher features hydraulic assist Chamber CSS (Closed Side Setting) adjustment, and can be changed in a matter of minutes. The large 9.6m³ hopper has hydraulically folding sides and an innovative hydraulic self-locking mechanism to provide efficient and faster machine set up and tear down times.

Cone HeadsAlthough the company was not giving away too many details, attendees at the open day were treated to a sneak preview of the latest model in the company’s line-up of track mounted cone crushers.

The C-1545 is built around a Terex TC-1150 cone crusher that provides high throughput levels and excellent product cubicity. The machine benefits from fully hydraulic assist Closed Side Setting adjustment, and

T he market for construction machinery in Turkey is set to grow by more than 25 per cent in the

next five years, according to the results of Off-Highway Research’s latest research in the country. Sales are forecast to resume their recent growth trajectory by the end of next year and reach over 13,000 units by 2019. More significantly, this healthy rate of anticipated growth comes in spite of the existing and historically high level of sales recorded in 2014.

Infrastructure Driving GrowthWhereas the rapid periods of expansion seen in the last decade have been made possible by periodic slumps in the market (in 2007 demand reached its then highest recorded level of nearly 12,000 units following a four-fold increase in five years, while the market nearly tripled in size from 2009 to 2013), the market has now demonstrated its growing maturity by topping 10,000 sales every year since 2011. Even last year’s pronounced uncertainties associated with the regional upheaval in neighbouring countries including Syria and Iraq, domestic political disputes and concerns over exchange rates and the current account budget deficit only resulted in a market decline of just 16 per cent.

The main driver for the expected growth is the country’s still expanding list of major infrastructure projects. Most of these are aligned with the 100th anniversary of the establishment of the Turkish Republic in 2023. The most important include:• US$368 billion investment in the Transportation Industry

(roads, sea, air transport and railways)• US$140 billion investment in the Energy Sector• US$400 billion investment in urban transformation projects to be

realised by the end of 2023• 20,000 kilometres of new 2-lane roads to be constructed by the end

of 2023• 5,000 kilometres of new motorways• Natural gas lines in 35 cities• New projects valued at US$140 billion in the environment and

recycling sectors• 14,000 kilometres of new railway projects throughout Turkey,

and US$100 billion investment in additional railways

• Construction of 100 new dams• New Bosphorus motorway bridge construction in Istanbul and

Canakkale• Istanbul-Izmir Highway project valued at US$6.9 billion.• 10 new airport projects• Third airport project in Istanbul• New harbour investments at a value of US$3.6 billion over the next

12 years• Construction of new road and railway tunnels under the Bosphorus in

Istanbul• US$26.7 billion worth of investment in GAP projects

It is also also considering the markets that are likely to benefit most in the next five year period. It is clear that crawler excavators will remain essential to the projects outlined above. This reliance is likely to see them become the biggest selling machine type at some point during the forecast period, with sales reaching or even perhaps exceeding 4,000 units annually. Backhoe loaders will continue to be both popular and invaluable. However, they are likely to fall to second place in the market behind crawler excavators as the trend towards specific machines for specific jobs, rather than a one-size-fits-all utility vehicle begins to gather pace.

In particular, the market for backhoe loaders is likely to come under growing threat from sales of mini excavators. Currently, sales of mini

excavators are far behind those recorded in countries with markets of a comparable size, accounting for just seven per cent of sales in 2014, compared to more than 30 per cent in both the UK and Germany. Nevertheless, the market has more than quadrupled in the past five years and is forecast to double again by 2019. Not all of these sales will come at the expense of backhoe loaders, but the relative trends of the two sectors are clearly worth noting.

Sustained Recovery in Sight Following nearly three years of sharply declining demand, the Indonesian market for heavy equipment finally appears to be set on a path of sustained recovery, underpinned by the long-awaited implementation of major infrastructure projects. The Indonesian planning ministry, Bappenas, has undertaken a systematic assessment of infrastructure needs. It estimates that 2,650 kilometres of roads, 1,000 kilometres of toll roads, 15 airports, 24 seaports, 3258 kilometres of railway network and 35,000 megawatt power plants are needed in order to bring Indonesia up to international benchmarks suitable for a middle-income country. Over the next five years the country needs some Rp5,500 trillion (US$442 billion), double the 2015 state budget, to build infrastructure.

The sheer scale of the planned projects dictates that a strong increase in demand for new construction equipment may be expected from the construction sector. However, it is important to note that sales in the short to medium term will be hindered to some extent by the large pool of under-utilised second hand equipment currently on the market as a result of the high rate of repossessions from bankrupt mining companies.

The growth in demand is also forecast to be buoyed by two other important end-user segments for heavy equipment. In the agribusiness sector, the oil palm plantation sector will continue to furnish a steady demand for new excavators in particular, whilst in the forestry sector further expansion of acacia plantations will help sustain a growing requirement for new excavators and other equipment. Demand for new machinery from the coal mining sector, the main growth driver behind the massive surge in demand seen in 2011 and 2012, will remain subdued as a result of suppressed global commodity prices, although

the large mining companies will continue to replace heavy excavators, dump trucks and crawler dozers, albeit at a signifi cantly reduced rate. The projected completion of several new mineral ore smelters in the next two years should also help underpin a rise in demand for new excavators from the nickel, tin and bauxite mining sectors as production is ramped up once again.

Unit sales reached a record level of 22,700 units in 2011, fuelled by a dramatic surge in global commodity prices, in particular coal. Much of the growth was attributable to the coal mining sector, which bought excavators, dump trucks and crawler dozers in unimaginable quantities in the quest to increase production. The market remained at a high level in 2012, sustained by strong sales to the mining, plantation and construction sectors during the fi rst half of the year. In the second half of 2012 demand for all types of heavy equipment began to falter, largely as a result of the collapse in global commodity prices, particularly coal but also crude palm oil. In 2013 IIndonesia’s economy grew at its slowest pace in four years, as the end of the commodities boom undermined

exports and higher interest rates dragged on consumption. In addition, the Indonesian rupiah dropped by 20 per cent in value against the US$. The impact on the market was immediate and sales slumped by 27 per cent to 15,200 units.

In January 2014 the problems aff ecting the mining sector were exacerbated by the government’s implementation of a law banning the export of raw minerals, a move designed to stimulate smelter construction and increase mineral export value. In addition, the slowdown in economic growth, concerns over Indonesia’s weakening currency, coupled with the political uncertainty surrounding an election year, all conspired to slow down investment in the main end-user segments. By the end of the year the market for new equipment had collapsed by a further 22 per cent to 11,800 units.

Amidst such turmoil, the crawler excavator has held its lead as the ‘work horse’ of the construction equipment market, accounting for around 59 per cent of all units sold in 2015. Crawler dozers are in second place in terms of volume of sales, although the coal mining crisis has seen demand for the product decline by two thirds since 2011. Demand for compact equipment in Indonesia has historically been very limited due to the abundance of cheap manual labour. During recent years, however, the market for mini excavators has undergone extremely positive development, in stark contrast to the heavy equipment product sectors, as the declining availability of labour and a more cost-conscious younger generation of contractors have brought the machine to more prominence.

The Indonesian construction equipment industry is characterised by the presence of several major manufacturers: Komatsu, Caterpillar, Hitachi, Sakai, and Sumitomo. Production peaked at record levels in 2012, but had declined by almost 20 per cent by the end of 2014 in response to the collapse in the domestic market. Around 80 per cent of production comprises hydraulic excavators, with crawler dozers accounting for most of the remainder. The mining sector has historically accounted for more than half of total demand for heavy equipment in Indonesia, and in particular for large units, such as the excavators over 80 tonnes. Construction, agribusiness and forestry account for the remainder, mainly small and medium sized units, up to 20 tonnes. ■

T he CEA is holding its Annual Conference on Wednesday 18 November 2015 at the home of the Institute of Civil Engineers at One Great George Street, London. This year’s

conference – programme supported by Volvo Construction Equipment – will concentrate on the factors that will make the UK construction equipment sector even more successful – investment in infrastructure, commitment to skills and the adoption of innovative technology – with insights into market prospects and top level networking.

Nick Higham – renowned broadcaster and journalist – returns again as MC having successfully piloted several conferences for both the CEA and CECE (Committee for European Construction Equipment).

Keynote speaker at this year’s conference is Nick Boles, Minister of State for Skills & Construction. Boles was appointed as Minister of State jointly for the Department for Business, Innovation and Skills and the Department for Education in July of last year. He was elected as the Conservative MP for Grantham and Stamford in May 2010 and re-elected in May 2015.

The Minister’s joint BIS and DfE responsibilities include employer ownership of skills, pre-employment and basic skills, and vocational qualifications. Apprenticeships and traineeships are also part of Boles’ remit which ties in with one of the key themes of the conference. He also is responsible for the Skills Funding Agency which fund skills training for further education (FE) in England. The Agency supports over 1,000 colleges, private training organisations, and employers with £3.7 billion of funding each year.

Heading up the ‘Markets’ section of the conference is David Phillips managing director, Off-Highway Research who will be talking about the construction equipment market both in the UK and world-wide – an indispensable briefing from the leading market analyst.

Infrastructure is also a key part of the conference programme – and the UK’s Mega-Projects are on the agenda. Si r Neville Simm’s chair of the Thames Tideway project will provide the vision for the biggest London Construction project since the launch of Crossrail. Q Given your joint responsibilities for skills and construction, is there anything more that the UK construction industry can do to help alleviate its ongoing (and cyclical) skills shortage?

A Many construction fi rms are already doing great work to build a more skilled workforce. Small and large employers including Balfour Beatty and Galliford Try have been among the 1300 employers in our Trailblazers programme, designing apprenticeship standards for a huge range of construction roles from steelworker to design technician. If more employers take on apprentices, and support apprenticeship campaigns like Go Construct then we will ensure that

the UK has the supply of highly skilled construction workers it needs for the future.

Q The construction industry was one of the sectors that helped lead the country out of recession. Does the sector get the credit it deserves?

A We’re well aware of the contribution construction makes to our economy, and as a key export asset for the UK, and have committed to boosting housebuilding and backing major infrastructure projects like HS2 which will support the sector to grow further.

Q The UK construction industry has some world leaders among its numbers (JCB, for example), and yet

there is a belief that manufacturing no longer exists in this country. What could/should the industry do to raise its public profi le?

A The UK is a leading player in manufacturing– our auto industry for example has been booming with a new car rolling of the production line every 20 seconds. Engaging young people is vital, and many manufacturing fi rms are already reaching out to local schools and backing apprenticeships as routes into exciting careers. JCB for example supported the opening of a new University Technical College which is currently teaching 529 pupils in Staff ordshire the core skills needed for a career in manufacturing.

In an exclusive interview with Construction WorX, Skills and Construction Minister Nick Boles gives his thoughts on the contribution of the construction equipment industry to the UK economy, the challenge of the skills shortage, and addressing the nation’s need for more housing.

Other fi rms like Caterpillar are running work experience programmes in local schools to inspire students into a manufacturing career. Getting young people on board and investing in training will make sure the industry has a future as a dynamic and desirable place to work.

Q What more can be done to encourage young men and women to consider a career in engineering when other sectors appear - from the outside at least - to be more attractive?

A Plenty of young people already are! Again, reaching out to young people and investing in apprenticeships and training will show the value of an engineering career.The CEA’s Skills Advisory Panel is doing great work in this, with programmes like See Inside Manufacturing opening up the

sector and providing inspiration for young people. We’ve made the schools curriculums more focused on STEM subjects while initiatives like Tomorrow’s Engineers are bringing the experience of an engineering role into schools to inspire young people. Employers can certainly help, getting involved in Tomorrow’s Engineers Week (2-6 November) and reaching out to their local schools and communities.

Q There has been a shortfall in new housing construction for as long as I can remember What, if anything, can be done to increase new building starts?

A Housebuilding remains a key part of our long-term economic plan, and housing completions are at their highest annual level since June 2009. We recognise

the need to go further, and that’s why we are reforming the planning system and supporting construction fi rms to build more aff ordable housing so more people can enjoy the security of home ownership.

Q The Construction Industry Training Board seems to have had the Sword of Damocles hanging over it for decades now. Are you satisfi ed that it is fi t for purpose in the modern construction and skills age?

A We want to put employers at the heart of skills, which is why we’re giving them more control over how skills funding is spent. The CITB does excellent work in this area, like its support for the new Go Construct campaign which is helping challenge outdated stereotypes of construction careers and bring more talented young people into the industry. ■

What is the Control of Dust and Emissions during Construction and Demolition Supplementary Planning Guidance (SPG)?The Mayor of London is introducing new standards to reduce emissions of pollutants from construction and demolition activity and associated equipment. The SPG includes the world’s fi rst Low Emission Zone (LEZ) for non-road mobile machinery (NRMM) combining standards for both nitrogen oxide (NOx) and particulate matter (PM).

Why are these standards being introduced?The London Atmospheric Emissions Inventory (LAEI) estimates that in 2010 the Non-Road Mobile Machinery (NRMM) used on construction sites was responsible for 12 percent of NOx emissions and 15% of PM10 emissions in Greater London. Diesel exhaust emissions have also been classifi ed as being carcinogenic to humans based on evidence that exposure is associated with an increased risk for lung cancer by The International Agency for Research on Cancer (IARC), which is part of the World Health Organization (WHO). To address this signifi cant contribution of NRMM to London’s poor air quality, the GLA are seeking to control the emissions from this equipment from 1st September 2015 by establishing emissions standards for London. The policy, as detailed in ‘The Control of Dust and Emissions during Construction and Demolition Supplementary Planning Guidance’ published in July 2014.

When will the new standards come into force?The new standards are being introduced in two phases starting September 2015 tightening in September 2020:• Phase 1: 1 September 2015• Phase 2: 1 September 2020What are the new standards?

From 1 September 2015 NRMM of net power between 37 and 560 kW will be required to meet the standards set out below. The standards are applicable to both variable and constant speed engines and apply for both PM and NOx emissions. 1 September 2015

London will be required to meet Stage IIIA of EU Directive 97/68/EC(ii) Any development site within the Central Activity Zone or

Where do the new standards apply?From September 2015 NRMM used on the site of any major development within Greater London will be required to meet Stage IIIA of the Directive as a minimum; and NRMM used on any site within the Central Activity Zone or Canary Wharf will be required to meet Stage IIIB of the Directive as a minimum. From 2020 these standards will tighten in each area.

How do we know what constitutes a major development site in Greater London?Major developments are defi ned in the London Plan as residential developments of 10 dwellings or more (or, where the number is not given, 0.5 ha or more); and for all other uses, a fl oor space 1,000 m2 or more or a site area 1 ha or more. The site area is that directly involved in some aspect of the development. Floor space is defi ned as the sum of fl oor area within the building measured externally to the external wall faces at each level. Basement car parks, rooftop plant rooms, caretakers’ fl ats etc. should be included in the fl oor space fi gure.

My equipment doesn’t meet the standards what can I do?There are a number of options to comply with the requirements of the NRMM policy:• Reorganisation of NRMM fl eet so that only compliant equipment is

used in London• Replacing equipment (with new or second hand equipment which

meets the policy)• Retrofi t abatement technologies• Re-engining• If eligible, apply for an exemption

Are there any exemptions?Yes. The GLA is consulting on an exemptions policy. Details of the proposed exemptions and associated processes can be found athttp://tinyurl.com/od5hhhc.

How do you apply for an exemption?Applying for an exemption is currently a paper based but will become an online process prior to the launch of the policy in September 2015. The process for reviewing exemptions is evidence based. On receipt of an exemption application form the GLA will make the fi nal decision having reviewed the evidence in consultation with the NRMM Committee an independent panel made up of industry experts.

How will the scheme be enforced?Local authorities will implement the NRMM LEZ through planning conditions attached to planning permissions. Each individual local authority will be responsible for enforcing the policy and they can do this in a number of ways, including site inspections. The development of the NRMM database is also expected to provide a mechanism for easy checking by a local authority that specifi c building sites are compliant with the NRMM LEZ policy. Failure to implement the policy may result in building control sign-off either being delayed or not granted.

In the last 12 months since the fi rst ‘trailblazer’ standards for apprenticeships in the automotive sector, we have seen additions to this list and a roll out of the previous coalition government’s ‘fl agship’ degree apprenticeships. We have also seen greater facilitation of take up of apprentices by employers such as the new digital apprenticeship voucher to give employers greater control over apprenticeship funding. The 2.2 million apprenticeships we are told by government to have been created since 2010 will be increased by a further 3 million apprenticeships by 2020 – a commitment the government intends to enshrine in law.

However, this burgeoning growth is not coming without fears and concerns. It has become widely accepted that more needs to be done to boost the apprenticeship ‘brand’ to narrow the gap between the function apprenticeships should have in our economy and how, too often, they are being used in practice. The dangers of a signifi cant de-valuing of the apprenticeships brand is clear

and present and is addressed only in part by the government’s inclusion to the Enterprise Bill measures to give the term ‘apprenticeship’ legal protection through the introduction of defi ned criteria for the design and implementation of apprenticeships.

This issue is also highlighted by Ofsted chief, Sir Michael Wilshaw in his recent report which says that some young learners are not even aware that they are on apprenticeship schemes and that their ‘apprenticeships’ are merely covering their pre-existing skills. Whilst the report goes on to say that such misuse of apprenticeships is particularly common in service sectors such as retail and care, there is clearly a duty on all sectors to be mindful of the quality and credibility of the apprenticeships they off er. We may well see a rise in the number of accredited apprenticeship schemes to combat this danger and there seems to be potential here for CEA to take a lead for the construction equipment industry.

Another opportunity CEA is taking with

regard to enhancing the apprenticeships brand across our industry is engagement with the Automotive Industrial Partnership’s provision of an active and operating Apprenticeship Clearing House. The partnership is working with Semta, the skills council for the engineering and manufacturing technologies sector, and a contractor will shortly be appointed to deliver the clearing house as a gateway to provide unplaced applicants from the large automotive engineering employers to be available for the supply chain.

The clearing house is being developed to address a range of current challenges facing the automotive sector in increasing the volume of traineeships and apprenticeships it has to off er as a career choice, including providing clear information, advice and guidance to school leavers; and undertaking the eligibility assessments and screening processes necessary to deliver the project’s objectives. This will be a benefi t to all CEA members from OEMs through the supply chain. ■
