This consultation is a very important stage and it is vital that you take the opportunity to comment. If the Councils andthen the Government, following a Public Inquiry, approve the tram routes then these designs will be used as a templateto build the system. It is therefore important that you have your say on the proposals now, whatever your views on theproject as a whole.

For more information, log on to www.netphasetwo.info where you can view maps and aerial photographs of theroutes, read frequently asked questions and find out the latest news. The site also contains council reports, links toother tram schemes and much more...

Beeston Town CentreIn this booklet we are seeking comments on the detail of the route between Broxtowe College and Middle Street (shownbelow). In addition, three alignment options for the route through Beeston Town Centre have been considered, with apreferred alignment identified along Styring Street. Pages 10-11 summarise the three options for Beeston Town Centreand we are also seeking your views on these options.

IntroductionIn May 2002, after a large public consultation exercise and extensive feasibility work on six possible routes, the City andCounty Councils agreed to progress the design of two tram routes to Clifton via Wilford and to Chilwell via QMC andBeeston.

Since then, the City and County Councils have carried out significant further development work and have submitted acase for funding to Central Government. Importantly, the outline design has now been developed, which forms the basisof this consultation. The designs include a more detailed consideration of the tram alignment including road layouts, potential stop locations, parking and loading provision, landscaping and ways of screening the tram and providing for anylost trees and vegetation.

In order to produce these designs the team have carried out a considerable amount of preparatory work including groundinvestigations, engineering studies and environmental surveys, as well as taking account of economic and planningconsiderations. This information will also be used to inform the Environmental Statement, which would be submitted aspart of any Transport and Works Act Order (TWAO) application to Government and become publicly accessible.

2 A new signalised junction would bring it on to High Road which the tram would share with other vehicles. Thetram would continue travelling northeast towards Beeston Town Centre. Cycle facilities will also be provided.

To achieve the new junction and loading bays it would be necessary to acquire some land on either side of High Road.

Some bus stops may need to be relocated to safe and convenient locations.

The track would approach the Broxtowe College tram stop on ballasted track.

1 The Broxtowe College tram stop would be located to the front of the college entrance and highquality paving would be used to define the stop and to match with the paving on the surroundingfootway and that of Chilwell Road and High Road. The stop would include CCTV, real-timeinformation displays, and passenger help buttons. Deterrent paving would also be used to preventother vehicles and pedestrians from accessing this part of the tramway.

Vehicle access from CollinStreet to Chilwell Roadclosed at this location

The tram alignment along Chilwell Road has been carefully designed to maintain and strengthen the prospects of theretail and commercial area and to look attractive to residents and shoppers.

Measures include:

• Major environmental improvements including high quality paving and tree and shrub planting. A new amenity area wouldbe created, providing a focal point for Chilwell Road and improving the pedestrian environment.

• The addition of a new tram stop in the central area to encourage people to visit the retail area and other communityfacilities. The stop would include CCTV, real-time information displays, and passenger help buttons.

• A potential new commercial development area at Ellis Grove.• The provision of two new off street car parks, parking bays on side roads and loading bays for businesses. By relocating

parking and loading away from the main carriageway traffic will be helped to move freely and safety will be improvedfor pedestrians.

It would be necessary to close the Collin Street access to Chilwell Road and to make Ellis Grove into a one-way street.

To achieve these changes property acquisition is required on the south side of Chilwell Road.

Some bus stops may need to be relocated to safe and convenient locations.

A financial assistance package is being considered to support traders in Chilwell Road/High Road during the constructionperiod.

Beeston Town Centre

Three alternative route options have been considered for the tram to operate through Beeston Town Centre. The options have been investigated in detail and the text below summarises the main points to note about each route. The three options are shown on the map. Please give us your views on the options.

The work that has been undertaken for these three routes suggests that the Styring Street option wouldperform better than the alternatives.

Redevelopment Potential for Beeston Town Centre

Risk of unreliable operationwith on-street running alongcongested Station Road.Impact on other traffic andaccess to the town centrecould be significant, particularlywith traffic held back onWollaton Road/Station Roadwhich forms the key north-south movement throughBeeston.

Very accessible to BeestonTown Centre with a tram stoplocated in the centre of theretail area. Good interchangewith Beeston bus station.

This option performsmarginally better than theStyring Street option due tolower capital (land) costs.

Possible acquisition of aproperty on the corner of TheSquare.

Adverse impact on The Squarepedestrianised area withdisruption to the activity andatmosphere of this focal pointin the town where communityevents are regularly held.

Little direct impact onredevelopment potential butmaximising impact requiresStation Road to bepedestrianised. This isconsidered impractical ontraffic management grounds.

Most reliable tram operation,as route is mostly off majortraffic roads. Tram reliability isvery important to make theservice an attractive alternativeto the car. Some impact onother traffic particularlythrough the additional junctionon Middle Street.

Very accessible to BeestonTown Centre with a tram stoplocated in the centre of theretail area. Very goodinterchange with Beeston busstation.

This option performsmarginally worse than theStation Road option due tohigher capital (land) costs.Levels of passenger usagesimilar to that of Station Roadoption.

Acquisition of the fire stationforecourt and adjacent shopunit. This option is alsodependent on the proposedredevelopment of The Squareshopping centre, involving theacquisition of a number ofunits.

Change to part of pedestrianprecinct may represent anopportunity for environmentalimprovements/redevelopment.

Most potential forredevelopment of BeestonTown Centre.

Some risk of unreliableoperation due to running withtraffic on busy Middle Street.Limited impact on other traffic.

Tram stop on Middle Street.Significantly pooreraccessibility to facilities inBeeston Town Centre, pooraccess for mobility impairedgroups and poor interchangewith Beeston bus station.

This option is the poorestperformer with remotenessfrom Beeston Town Centreleading to reduced passengerusage and lower transfersfrom people using cars.

Acquisition of fire stationforecourt and adjacent shopunit.

Route runs within theConservation Area andadjacent to buildings withhistoric townscape interest onMiddle Street.

No direct impact or influenceon development potential.

Beeston Town Centre

Beeston Town Centre redevelopment

The prospect of a tram route through Beeston has coincided with an increase in interest from other organisations in thecommercial development of the Town Centre. An outline planning application for a major retail store east of Station Roadon the former Shaw and Marvin site was recently approved by Broxtowe Borough Council. There is also consideration beinggiven to a new development opportunity to the west of Station Road which could include the potential replacement of thebus station and multi-storey car park and the redevelopment of The Square shopping precinct, part of which is affected bythe NET proposals. Any such proposals are being carefully considered by the NET promoters, Broxtowe Borough Councilas local planning authority and Nottinghamshire County Council as local transport authority.

Mobility Management Action Area

The County Council is undertaking a wider transport study in Beeston looking at a series of local improvements includinghigh quality public transport, cycling and walking links and traffic management measures. These measures will beappropriate regardless of whether the tram route is developed. Emerging proposals will be the subject of a separateconsultation exercise in the next few months.

www.netphasetwo.info

1 The junction of Middle Street, Chilwell Road and Devonshire Avenue will be signalised with pedestrian facilitiesprovided. The right turn movement from Middle Street onto Chilwell Road (towards the Town Centre) will bebanned. There will be some tree loss in this area and replacement planting could be carried out on adjacent privateland with consent.

2 To assist traffic flow in the area, the section of Chilwell Road between Devonshire Avenue and The Square will bepedestrianised, with access for trams and service vehicles only. High quality paving and environmentalimprovements will significantly enhance this area making an attractive extension to the pedestrianised core of thetown centre.

3 The road link between Chilwell Road and Foster Avenue will be closed to general traffic with access for servicevehicles only. An alternative access to the existing car park and other properties including the Catholic Church,Library and Round Hill School, will be provided by creating an access along Commercial Avenue from WollatonRoad. Commercial Road will need to be widened and this will require some property acquisition.

4 From Chilwell Road the tramway would turn southeast and run through onto Styring Street. This would require theacquisition of a number of units in The Square shopping precinct.

5 The Beeston Town Centre tram stop would be located in the centre of the retail area with good access to TheSquare and good interchange with Beeston bus station. The tram stop would include passenger shelters, real-timeinformation boards, CCTV and passenger help buttons, which link to the CCTV system when pressed.

The urban design in this area, including tree planting, will be further developed as part of any future redevelopment of thetown centre.

Styring Street - Middle Street

The tramway would continue along Styring Street, running with other vehicles. The urban design and tree planting in the areawill be further developed as part of any further redevelopment of the town centre.

1 The tramway would turn north east from Styring Street, onto Middle Street. This would result in a new signalisedjunction with pedestrian facilities. To improve tram reliability, the eastbound tram line will be separated from othertraffic through this area and some land will need to be acquired, including a retail unit.

www.netphasetwo.info

2 The junction of Middle Street with Station Road would be widened to allow the tram and other vehicles to passthrough it. To achieve this, additional land would need to be acquired along Middle Street. Land has been secured toaccommodate the tram along the north side of Middle Street as part of the retail store development.

3 A new junction is proposed between Middle Street and Union Street as part of the proposed retail.

Further minor landtake is required along this section of route.

Further tree planting is proposed along Middle Street where space allows.

Some bus stops may need to be relocated to suitable safe and convenient locations.

Middle Street tram stop & Humber Road junction

1 The tramway would continue to operate along Middle Street with other vehicles. The junction with RegentStreet would be signalised.

2 Between Regent Street and Humber Road, the westbound tram would run with other vehicles along thissection of the Beeston one-way system. The eastbound tram would run separated from other traffic.

3 The Middle Street tram stop would consist of an ‘island’ platform and include passenger shelters, real-time information displays, CCTV and passenger help buttons.

4 There would be some minor landtake required along Middle Street. This would include some land from theThree Horseshoes public house which also requires relocated accesses.

5 The tramway would continue from Middle Street into Fletcher Road through a new signalised junction. Some tree and shrub planting is proposed at the junction.

6 Details of Fletcher Road alignment to be included in a subsequent booklet.

Further tree planting is proposed along Middle Street where space allows.

Some bus stops may need to be relocated to suitable, safe and convenient locations.

Impacts on the traffic network in the Beeston Area

www.netphasetwo.info

Potential impacts on the traffic network.

A series of additional studies have been carried out to examine the potential traffic impacts on the wider road network, wereNET to operate through the Beeston area. The most notable impacts arise in the morning peak where tram priority could leadto an increase in queuing traffic along Bye Pass Road and High Road on the approach to the new Broxtowe College junction.A significant proportion of this traffic is destined for areas beyond Beeston and is currently using the route through ChilwellRoad and Beeston Town Centre as an alternative to the main road route along Queens Road.

As such, a package of traffic management measures are proposed, which could include junction improvements on QueensRoad and bus lanes on Bye Pass Road, to divert an appropriate level of traffic from Chilwell Road to Queens Road in themorning peak. This will reduce the potential for congestion and provide bus priority on the approach to Chilwell Road.

Have your say

The plans shown in this booklet have been drawn up as a representation of the likely extent of works required toconstruct the proposed tram route. They are however, indicative and will be developed further as the projectprogresses.

As a result of this consultation, the plans could be amended and the limits of land interest shown in any Transportand Works Act Order (TWAO) application may therefore differ from those shown in this booklet.

After any amendments have been made, the Councils will both meet in full session to consider an application fora TWAO to Government. A TWAO would give the Councils the powers necessary to build and operate theproposed tramways to Clifton via Wilford and Chilwell via QMC and Beeston.

We expect an independent Public Inquiry to take place, probably in 2004, where any application for a TWAO wouldbe considered and in which all interested people could participate. The Inquiry would be advertised in good time, when the dates are known.

The Secretary of State for Transport would take the final decision. If approval was granted works could start from2006, with trams running from 2009 at the earliest.
