MINUTES – Public Meeting of the Board of School Directors
I. Call to Order – Mrs. Wendi Thomas, President presided over the public monthly meeting of the Council
Rock Board of School Directors. She convened the meeting 7:34 p.m. at the Chancellor Center, 30 N. Chancellor
Street, Newtown, PA. The meeting was recorded by the Council Rock School District but was not broadcast “live”
in all five municipalities until approximately 8:35. The following individuals were present:

II. Routine Actions
Following the Pledge of Allegiance, Secretary Heverly called the roll call and it was reported all board members
were present except Dr. Paul Anagnostakos who absent due to vacation.
Superintendent’s Report
Mr. Klein announced the next two board meetings: August 29th
and September 19th
. Grades K-6, 7, and 9 report to
school on September 3rd
while all remaining students report September 4th

are holidays and
all schools will be closed.
Mr. Klein apologized to the public concerning the HAC website and thanked everyone for their patience while
eSchoolPlus partners with SunGard and Microsoft to resolve the issues. Mr. Desko, at Mr. Klein’s request, ex-
plained he spoke with the president of SunGard and the problem appears to be part of a connection that relates to
Microsoft. Microsoft is working with SunGard on this issue and it is not a Council Rock issue. Mr. Desko contin-
ued to clarify that every resource is being used by SunGard to get the problem resolved. The website will be updat-
ed and global connect messages will be sent once the system is back in operation.
Mr. Klein concluded parents needing information concerning school placements, bus stops, etc. should be able to
retrieve this information once the system is operational hopefully by the middle of the week. Information on ele-
mentary classroom assignments were due out today and parents can contact the school office if necessary. Middle
school assignments would not be posted until August 19th
. Bus assignments are now posted on HAC although it
remains to be changed. Parents should review the bus stops in the beginning of the school year to make sure there
are no changes.

III. Presentation
ACHIEVE- Dr. Lambert
Dr. Lambert presented information on the ACHIEVE program, a new program starting in the Special Edu-
cation Department consisting of young adults ages of 18-21 years old. Dr. Lambert introduced Alyssa
Marton, Becky O’Hara, John Englehardt, and Kelly Dougherty.
Mrs. Marton resumed by informing how Chapter 14 services in Pennsylvania drives the support services
for the 18 – 21 year olds receiving additional services from Council Rock. Students will receive the skills
they need for post education and employment areas. The program will provide services the students need to
receive the skills to succeed.
Mrs. O’Hara explained the goals are job specific and skill specific training skills. Council Rock will seek
and communicate with community partners in the district to help prepare the student so that they may be-
come workers within the community. Worker skills, soft skills would be important in the performance of a
job such as being flexible, a problem solver, being positive or a team player. There will be a need to bring
exposure to the ACHIEVE program by reaching out to the Council Rock community. Mrs. O’Hara would
like to see the participants have a lifelong exposure they could bring to the community.
Mr. Engelhardt stated there will a teacher, two teaching assistants, and two one-on-one assistants involved
in the classroom. Specific training will be in functional academics and life skills which would take place at
Sloan Center. The skills obtained should help to build a solid resume and employment.
Dr. Lambert concluded with the financial details of the program. The department will be shifting a teach-
ing position not adding a position. Teacher assistants are requested for the program. Alyssa Marton ob-
tained a grant from Community Partnership Foundation for $15,000.00. Dr. Lambert stated eight children
will be part of the program next year. He expresses his desire to begin the program at an earlier age to pro-
vide more of a vocational skills opportunity for children. Dr. Lambert concluded he will return to share
more information and eventually obtain approval from the board to expand the program.
Various discussions took place such as cost of the program, IEP obligations under state law, an estimate of
25 students per year who qualify, and types of different options out there for the young adults. Mr. Klein
thanked Mrs. Heenan for her involvement and concern for the program.
Occupation Tax Referendum – Mr. Reinhart
Mr. Reinhart displayed a link to the Council Rock website on the Occupational Tax Referendum. There are
basically two items: A question/answer narrative and a calculator. Mr. Reinhart indicated if there are addi-
tional questions please email [email protected] . The question will be directed to Mr. Klein or Mr.
Reinhart. Mr. Reinhart proceeded to go through the steps of the calculator with a sample calculation show-
ing savings based on the referendum. Mr. Grupp suggested the per Capita Tax deduction be removed in the
examples provided since the Board has not yet voted on removing the tax.

Mr. Donnelly motioned, seconded by Mrs. Heenan. Mr. Grupp noted there should be one resignation and one retirement in place
of two resignations listed on the personnel actions. The motion was approved by unanimous consent to the Personnel Actions as
contained in the Attachment to this Agenda.
2. Approval of the Gallagher Benefit Services, Inc. Agreement – Ms. Trioli
The Administration recommends the approval of a one-year Agreement with Gallagher Benefit Services to act as the
school district's consultant for employee benefit management. Gallagher Benefit Services, Inc. is recommended after
an extensive Request for Proposal and selection process. The cost for these services have been reduced from
$148,104 to $107,748.

Ms. Trioli reported a RFP process began in May for the search of a Benefits Consulting Service. Mr. Klein, Ms.
Trioli, and Mr. Reinhart decided to invite representatives from the education and support groups to observe and lis-
ten to each vendor for a presentation. Ms.Trioli stated Gallagher Benefit Services stood out from the others in the
proposal and presentation to the group. Currently a new team of professionals are assigned to Council Rock to pro-
vide the tools needed that may have been lacking in past performance. Gallagher Benefits has also reduced pricing
and commissions in the proposed contract. Ms. Trioli introduced Gallagher Benefit’s Account Manager- Kristin
Kotz and Regional President- Tom Belmont, who were present at the meeting. Ms. Trioli feels confident the reor-
ganization of the Human Resource Department and the new Gallagher Benefit Services Team together can become
proactive instead of reactive and plan for the future of the expected changes anticipated in benefits. Mr. Klein de-
scribed how Ms. Trioli was able to reorganize the Human Resource Department due to retirements. The descrip-
tions of positions were changed and new hires were made to fit the abilities and expertise in the areas needed. Mr.
Klein suggested to Ms. Trioli to provide in the near future an update and introduce the Human Resource Team to the
Board.
Mrs. Heenan motioned, seconded by Mr. Donnelly approved by unanimous consent the Agreement between Council
Rock School District and Gallagher Benefit Services for employee benefit consulting for a period of one year according to
the terms of the attached Agreement, subject to audit and solicitor's review.
3. Approval of Bids – Mr. Reinhart
Bid #13-42 Smart Boards, Projectors, & Smart Response PE 32 Systems and Accessories
Mr. Foster indicated approval for PE 32 Bid #13-42 stated below should be Items 1,2,4, and 7. Mr. Reinhart commented the
smart boards are replacements needed. Items rejected are a result of better pricing through the PEPPM contract.
Mr. Grupp motioned, seconded by Mr. Donnelly with a roll call vote taken for unanimous approval for the following items:
To reject Items 5, 6, 8, 9, and 10 of the 2013-2014 Smart Boards, Projectors, & Smart Response PE 32 Bid #13-42. These items
will be purchased through the PEPPM contract at lower unit costs than the pricing received on this bid.
To award the 2013-2014 Smart Boards, Projectors, & Smart Response PE 32 Bid #13-42 Items #3, 11a, and 11b to SDF
Professional Computers Inc. at a total cost not to exceed $6,437.77, subject to audit.

4. Approval of Information Sharing Agreement – Mr. Reinhart
The Administration recommends approval of the Information Sharing Agreement allowing the Pennsylvania Department of
Revenue to share income tax information with the earned income tax collector, Keystone Collections Group. Mr. Reinhart
explained the contract requires to be signed each year and Keystone Collections Agency remits the $200.00 fee. It was noted
the information provided to Keystone is confidential.
Dr. Foster motioned, seconded by Mrs. Heenan approved by unanimous consent the Information Sharing Agreement
(Section 356) allowing the Pennsylvania Department of Revenue to share income tax information with the earned income
tax collector, Keystone Collections Group, under the terms as set forth in the Attachment to the Agenda.

Description: 2013-2016 Generator inspection and repair services for sixteen (16) emergency generators located at different
facilities within CRSD (each school building and LSAC/NOC)
Vendor/Award: FM Generator, Inc. / $18,500.00
Mr. Taylor described the maintenance services to be provided as checking systems, coolant, and other parts
of system to make sure it is running properly. 2006 was the last year we received maintenance. Discussion
arose to clarify services and amounts as stated in contract.
Mr. Abramson motioned, seconded by Mr. Donnelly. Motion to add approval subject to solicitor review. A roll call vote then
taken for unanimous approval to award the 2013-2016 Emergency Generator Inspection and Maintenance Bid #13-34 to FM
Generator, Inc., at a total cost not to exceed $18,500.00, subject to audit and solicitor’s review.
