It is recommended that the draft Beecroft Park improvement concept plan be received and circulated for public comment. Public comments received will be collated and assessed and the draft plan will be amended and presented to Council for consideration and endorsement. BACKGROUND: Council first endorsed a Parks Improvement Concept Plans Program in November 2012 (CR12.169). Rutter Park was listed as the first Park to be upgraded under the Program, with works partially complete. The installation of the remaining nature play elements will be completed by mid-2017. Works completed to date have been a huge success and anecdotal evidence indicates a significant increase in park usage. A review of the parks listed in the Program in 2015 identified that Beecroft Park (Oban Road, City Beach) is considered one of the most popular and highly visited parks in the Town. The park has gained even greater visibility since completion of the Empire Village Shopping Centre redevelopment. Hence Beecroft Park is listed as the next park to be developed under the Parks Improvements Program. In April 2015, (Item CR15.31) Council decided:- That:- (iv) an Improvement Concept Plan be prepared for Beecroft Park, along similar strategies developed for the Rutter Park Plan, and submitted to Council for consideration; Funds were listed in the 2015/16 budget to carry out the concept design for Beecroft Park with remaining funds carried forward for inclusion in the 2016/17 budget to complete the design. Prior to completion of the concept design, in September 2016, (CR16.150) a report relating to resolving lease management matters regarding the West Coast Sporting Association was considered and Council decided:- That:- (v) the Beecroft Park Improvement Plan currently under development include a conceptual design element to accommodate the Coastal Playgroup within (if refurbished) or in proximity to the existing gardeners shed. The above requirement and commencement of employment of the new Manager Parks Infrastructure in August 2016, resulted in a review of the draft concept design for Beecroft Park.

CR17.2 BEECROFT PARK IMPROVEMENT CONCEPT PLAN

SUMMARY:

A concept plan has been produced for improvements at Beecroft Park, which is located north of Gayton Road in City Beach. The plan has been prepared in accordance with the design brief prepared for Beecroft Park which aims to identify suitable improvements for Beecroft Park that reflect the Town's aspirations for the creation of beautiful, shady and safe usable parks; The design also incorporates a proposal for a multi-purpose pavilion to accommodate the Coastal Playgroup and provide a flexible space for other users. It is recommended that the draft Beecroft Park improvement concept plan be received and circulated for public comment. Public comments received will be collated and assessed and the draft plan will be amended and presented to Council for consideration and endorsement.

BACKGROUND:

Council first endorsed a Parks Improvement Concept Plans Program in November 2012 (CR12.169). Rutter Park was listed as the first Park to be upgraded under the Program, with works partially complete. The installation of the remaining nature play elements will be completed by mid-2017. Works completed to date have been a huge success and anecdotal evidence indicates a significant increase in park usage. The draft design was then finalised to reflect the outcomes of the review, which are presented below.

DETAILS:

Current planning guidance by the Department of Sport and Recreation would deem Beecroft Park a Neighbourhood Open Space (NOS). Common terminology often also describes this type of open space as a "community park". The description of NOS can be described as follows: • Serve as a recreational and social focus of a community • A variety of facilities and features to attract casual and informal users • Facilitate different activities to occur simultaneously • Be central to surrounding neighbourhoods - typically within 800 metres or a 10 minute

walk of the catchment • Be well connected and overlooked • Build on existing sense of place • Contribute to biodiversity and natural area values • Typically between 1 and 5 hectares (Beecroft is approximately 3 hectares) Beecroft Park fits the criteria well for a NOS. It is well placed to serve the surrounding community catchment. It has good access and adjacent complementary community amenity such as the shopping centre. The reserve is a good size with very good natural features. The current park facilities generally are in accordance with what would be expected of a NOS. A review of other local authority public open space strategies and policies and the State Government's Public Parkland Planning and Design Guide (WA) indicates Beecroft Park is well placed to fulfil the requirements of being a NOS.

A preliminary draft Beecroft Park improvement concept plan was prepared by landscape architectural consultants in in accordance with the Design Brief and "Management of Park Trees Policy" No. 5.1.4 (refer to the report attachment). The proposed improvements in the preliminary draft concept plan addressed the project Aim and Objectives listed in the design brief, namely:- Aim: • to identify suitable improvements for Beecroft Park that reflect the Town's aspirations for

the creation of beautiful, shady and safe usable parks; Objectives: • the concept plan will identify appropriate recreational amenities and infrastructure to

make the park a people-friendly and safe place to visit; • the plan will showcase superior landscaping that give the best outcome for the use and

attractiveness of the park; • the elements of the concept plan will set the character of the park; • the concept plan is to be largely pictorial with an indication of the cost of the proposed

improvements. The subsequent internal review of the draft concept plan identified the following: 1. The proposed play and other recreation features in the design could be more diverse and

better distributed to suit the existing site qualities of the park. 2. Parking is a major challenge with likely increased use having the potential to impact the

shopping centre car park if not adequately catered for in or around the reserve 3. Proposed paths were excessive in extent and width. 4. While the preliminary cost estimate of approximately $1.4M was quite high compared to

funds expended on park upgrades in the Town to date, it is comparative to similar NOS park upgrades of this scale in other parts the metropolitan area.

5. The existing gardener's shed is not suited for repurposing as a playgroup facility. The preliminary draft concept plan was amended in-house to respond to findings of the internal review. A summary of improvements identified and proposed for Beecroft Park in the final draft concept plan (refer report attachment) include:- • increasing the existing playground by approximately 50% by adding:

o more junior play elements; o higher challenge features for older and more able children; and o greater accessible/inclusive play features for all abilities;

• embankment slide and nature play node on the natural treed slope in the northern section

of the park; • older youth play and hangout zone with multi-purpose court; • multi-generational outdoor fitness zone; • casual field sport opportunities including relocated existing Australian rules football posts,

cricket practice nets, "mini/backyard cricket" pitch and hockey goal (existing); • integrated picnicking, seating areas and barbecues overlooking activity areas; • shared internal circuit path linking all new facilities and better connecting the reserve to

residential areas and parking; • lighting to barbeque areas to allow twilight picnicking; • existing shade sails will be retained with all new play elements located in the shade of

existing mature trees;

• staged parking options to enhance existing parking and provide additional parking as required in response to demonstrated need; and

• a small multi-purpose pavilion to accommodate the Coastal Playgroup and provide opportunities for additional community uses (further details below).

Multi-purpose Pavilion (Coastal Playgroup Facility) A review of the existing gardener's shed has identified it is not suitable for reconfiguration to meet the requirements of the Coastal Playgroup and a contemporary public toilet facility. It is proposed on the final draft concept plan that the shed be demolished and a new combined playgroup facility and public toilet facility built in its place. The location is well suited to the use as it faces east onto a large open lawn area, is well shaded by existing trees and is well accessed from parking, picnic facilities and the main playground. It is hoped this proposal may be perceived as less "disruptive" to park users and surrounding residents as a new building is replacing an old one already in this location. An alternative proposal is to build a new playgroup facility where the exiting shed is located and build a separate new public toilet facility besides the central path crossing near the new shopping centre car park. This is a more central location to service the park and be subject to better passive surveillance. It may also address potential perceived inappropriateness or conflict of having a public toilet adjacent a play group facility. It is proposed both options be identified for feedback during community engagement. It is proposed that the playgroup facility be designed in such a way that it can provide for a greater range of community uses than just for a playgroup. This would help make the proposal deliver greater public value and help future-proof it in case the Coastal Playgroup no longer uses the facility in the future. This approach would be complimentary to the function of Beecroft Park as a NOS. Holyrood Pavilion is a good precedent for the type of community facility that could be developed at Beecroft Park. It is anticipated small social gatherings, community events and other functions could be held at the Beecroft pavilion and could utilise the park lawn area to the east of the pavilion without interfering with other park users. The pavilion could also be used for regular bookings by other user groups or for training at times when it is not being used by the Playgroup.

A dedicated fenced outdoor play area would also be provided as part of the facility (requirement of the Playgroup). The fenced play area would be visually separated from the public play space to provide greater clarity to users regarding allowable use. An indicative concept layout plan has been prepared for the facility based on the spatial and functional arrangement of the existing Coastal Playgroup facility and Holyrood Pavilion (see below). It is anticipated the facility would comprise the following: • A flexible open plan internal space with large doors opening out onto covered external

hardstand areas; • Kitchen with dedicated storage; • Internally accessible toilets; • Playgroup storage area; • Functions equipment storage; • Fenced dedicated outdoor play area, including fixed play equipment; and • Two universal public toilet cubicles accessible from the outside.

Figure 3 Proposed layout plan for Beecroft Park multi-purpose pavilion Formalised car parking for up to 10 vehicles, including disability access, is likely to be required in close proximity to the facility to provide good access for the Playgroup parents with small children, prams and the like. Based on similar facilities the estimated cost for the multi-purpose pavilion is approximately $300,000 excluding professional design fees.

The cost to install fencing, playground and shade for the dedicated Playgroup outdoor area similar to their current facilities would be approximately $45,000. There is the potential to save approximately $15,000 by relocating the existing Playgroup play equipment to the new facility. This not recommended as the integrity and serviceable life of the equipment can be impacted by the relocation process. The existing Playgroup play equipment on the City Beach Ovals could also be incorporated into an upgraded public playground if retained. The current budget allocation for the replacement playgroup facility is $200,000. Staging Some staging strategies are proposed to ensure costs are minimised for the park development while ensuring the long term success of the project. These include: • Parking to be formalised (hard pavement) initially only on the western verge off Oban

Road near the proposed multi-purpose pavilion. Parking on the eastern verge off Olinda Avenue will only be paved if the verge (including existing path) suffers from heavy wear and tear. An additional off street car park opposite the Yolande Place intersection could be built at a later date if higher use generates further unacceptable disruption to existing verges and surrounding areas.

• The two main combination play units in the existing playground will be retained and incorporated into the new design. They will be replaced at the end of their useful life in future years as part of ongoing playground asset renewal programmes. In the meantime appropriate safety and structural audits of the play equipment will be carried out and repairs made as required.

• A flying fox (not currently costed in the opinion of probable costs) could be introduced near the proposed embankment slide and nature play area in the northern end of the reserve if there is demonstrated need/demand and funds are available. The design can allow for the ultimate integration of the flying fox. The additional cost for supply and installation of a flying fox and associated works would be in the vicinity of $70,000.

Comment It is recommended that the Beecroft Park improvement final draft concept plan be received and circulated for public comment. Public comments received will be collated and assessed and the concept plan amended where appropriate in response to community feedback. The amended plan and summary of community feedback will be presented to Council for consideration and endorsement to proceed with detailed design for construction.

POLICY/STATUTORY IMPLICATIONS:

Policy No.5.1.4 'Management of Park Trees' refers to the development of Park Improvement Concept Plans and provides guidance when planting trees in parks. This report is consistent with this Policy.

FINANCIAL IMPLICATIONS:

The design development work for the park improvements could commence prior to the end of the financial year if the community engagement indicates support for the proposal and the final plan is endorsed by Council. It is proposed $15,000 would be reallocated to the S0806 Park Improvement Plans cost centre this financial year to commence the design development phase and progress the project in a timely manner. It is proposed these funds be sourced by a reallocation from C7407 Beaches & Dunes - City Beach Groyne Upgrade Path cost centre as $25,000 of the $50,000 budget had already been reallocated to repair a stone retaining wall at

South City Beach. The remaining funds are unlikely to be adequate to complete the Groyne path upgrade, with consultant's advice still required to determine actual works required to upgrade the path and adequate funds needing to be relisted in next years' budget. Additional funds will be required in the 2017/18 budget to complete design development, detailed design documentation and construction works for Beecroft Park. Options are currently being explored to obtaining external funding to go towards the implementation of the multi-generational outdoor fitness zone. Any savings resulting from external funding would reduce the overall cost of the project to the Town. Park Improvements The budget requirement to implement the proposed improvements for Beecroft Park is still to be finalised following public consultation and design development. The final concept plan has an opinion of probable costs of $1.40M (refer report attachment). This includes a 5% construction contingency and $80,000 for design and construction administration fees. Following is a comparison of Beecroft Park's estimated cost of park improvements to recent similar projects carried out in the Town, which demonstrates Beecroft's relative value for money given its larger size.

• Beecroft Park (3.06Ha) - $1.40M • Rutter Park (1.34Ha) - $0.32M (upon completion) • Wembley Sports Park Playground (0.24Ha) - $0.60M

Multi-purpose Pavilion (Coastal Playgroup Facility) $200,000 has been allowed for the Coastal Playgroup relocation in the 2016/17 budget (C1565 City Beach Oval Pavilion). The multi-purpose pavilion will not be completed this year as detailed design and tendering of the construction is still required to be undertaken. The detailed design work could commence prior to the end of the financial year if the community engagement indicates support for the facility and the final plan is endorsed by Council. It is proposed a portion of the $200,000 be utilised to undertake detailed design and would involve preparation of a cost estimate by a quantity surveyor. The cost estimate will determine what additional funds would be required to be listed for consideration by Council in the 2017/18 budget in addition to any remaining funds carried forward from the current budget. A final design for the pavilion would be put to Council for endorsement prior to going to tender for the construction.

COMMUNITY ENGAGEMENT:

This matter has been assessed under the Community Engagement Policy No 1.2.11 as requiring a community consultation level of "Consult". The consultation process proposed, aimed at finalising the draft Beecroft Park improvement concept plan, will include:- • A four week public comment period to be advertised in the Town's community news page

and website; • The draft plan be made available for review/collection at the Town of Cambridge

Administration Centre, Cambridge Library and the Town's website; • The draft plan is delivered to owners and residents of properties within 800mm walking

distance of Beecroft Park. • A sign be placed on the reserve in a prominent location showing the plan and providing

details for how to submit feedback

Any other relevant comments received from our community engagement database as part of other ongoing community engagement initiatives will also be considered. The Coastal Playgroup will be consulted directly regarding this proposal to gain feedback and input into the final design. All comments received will be collated and assessed and the Beecroft Park improvement concept plan will be amended and presented to Council for consideration and endorsement.

MANAGEMENT OF PARK TREES

POLICY NO: 5.1.4 REVIEW DATE: April 2018

This policy applies to all Public Open Space and Landscaped Road Reserves. Trees located on verges adjacent to private property are classed as Street Trees and are managed in accordance with "Management of Street Trees Policy No. 5.1.3.

OBJECTIVE

Our parks should be places where people can go to walk, run, play, picnic, barbecue, or sit peacefully in the shade or sun. They should be attractive and attract people to them.

Trees play an important part in making parks attractive and functional. They provide shade, beauty and colour, a habitat for fauna and play a significant role in defining the character of a park and help create a sense of civic pride.

Planting more trees in parks will also help increase the Town's tree canopy.

This policy provides guidance for the management of park trees to achieve these outcomes.

DEFINITIONS

A tree is a plant which grows to over 4 metres in height with a distinct single main trunk.

POLICY STATEMENT

Planting

(i) For parks that have an approved Park Improvement Concept Plan, tree planting is to be consistent with these plans and no new tree planting is to occur until these plans are

approved.

(ii) The tree species selected for each park should complement the existing park landscape and established character, using an appropriate combination of ornamental trees including native and non-native species.

(iii) The perimeter of parks and sporting reserves should be planted with suitable large shade

trees.

(iv) Where appropriate, the tree species selected should provide a suitable habitat for fauna.

(v) Active areas in parks should be kept free of trees.

(vi) Passive areas in parks should have a combination of large shade trees and ornamental trees that will provide colour and interest all year round. Shade trees should be planted near BBQs, seating and playgrounds. Fruit and nut trees may also be appropriate in these areas.

Maintenance

(i) Trees will be maintained to best practice industry standards to ensure they stay healthy and viable.

(ii) Consideration will be given to pruning trees that block views, overshadow gardens or generate excessive leaf, nut and branch litter in a way that does not endanger the health of the tree.

Removal

The Town will:

(i) Remove, as required, dead or dying trees.

(ii) Remove and relocate if possible, a healthy park tree as deemed necessary to:

• create usable open space; • replace the tree with a more appropriate species; • safeguard the users of the park and adjacent residents from unacceptable risks of

injury/damage; or • allow more sunlight to penetrate the park.

Illegal works

(i) It is an offence in terms of the Town of Cambridge Local Government and Public Utilities

Local Law to destroy any tree on any local government property. This includes pruning, removing or poisoning. Depending upon the information provided following a Town investigation, the Administration may initiate an infringement and/or legal action under clause 9.10(2)(a) Town of Cambridge Local Government and Public Property Local Law.

(ii) Trees will be replaced and the Town may seek to recover costs if those responsible are identified.

Community Awareness

Residents will be informed of the Town’s park tree planting programs as required.
