    High Sheriff joins Cromer RNLICrew for a day

     The outgoing High Sheri of Norfolk joined Cromer RNLIcrew on his last day of o ce. Nicholas Pratt has enjoyed manyexperiences during his time in o ce, but rated joining the RNLI

    crew as being on ‘top of my list’ of experiences.During his tour of the station the High Sheri was keen to learnabout Cromer’s all weather boat ‘Lester’ and how it came to be

    donated to the station through legacies.He then enjoyed the trip to the windfarms, inspected some of themarker bouys and was able to observe the professionalism of thecrew. Watching the crew run through a practice session, he was

     joined by his wife and youngest son.

     After the return to shore and returning the safety outts, the High

    Sheri addressed the entire crew, saying ‘Thank you for yourhospitality. It is always said you should leave the best to last and

    denitely the chance to be on the lifeboat is the best.The RNLI is one of this country’s most supported, loved and

    cherished of the charities. As High Sheri of Norfolk I am proudto be associated with this County and proud of the crew and your

    representation of the work of the RNLI’

    What a dierence a day makes, today Sunday10 April glorious sun with a gentle breeze,very unlike the winter day of yesterday.The dog show had a superb turnout by localand holidaying dogs and the owners, withBest in Show being won by Skye handled byJanette from Bungay Suolk .

    Sasha did not win any prize but came home with a Specialrosette, I agree she is very special to me and as one of the judges said we all take home the best dog in our opinion.

    Here in North Norfolk we have miles of unspoilt beaches towalk I often drive to the beach here at Trimingham via ValeRoad which is decorated by a road closed sign which has been residing in the bushes I think since the surge eighteenmonths ago!

    Once you note one abandoned road sign I nd I keep seeingthem on one local short trip recently I spotted four, howmany do you dear reader see on your travels?

    An agreement is set to be reached whichwill enable North Walsham Town Councilto move o ces and clear the way forWetherspoon’s to move into NorthWalsham.

     North Norfolk District Council is expectedto nalise a 10 year lease agreement for

     North Walsham Registrar’s o ce in KingsArms Street from Norfolk County Councilwithin the next few weeks.It is hoped that with the leasehold

    agreement nalised and minor buildingwork to the Kings Arms Street o cescompleted that North Walsham TownCouncil will be able to move from thecurrent New Road premises into the new

     buildings before the summer.Cllr John Rest, Cabinet Member for Assetsat North Norfolk District Council said:“Attracting new jobs to North Walshamand improving the shopping and leisurefacilities in the town is a priority for North

     Norfolk District Council.“We want to ensure that wherever possiblewe attract additional investment to the areaand improve the shops and town centre for

    residents and visitors.” North Norfolk District Council has writtento the town council to provide an updateon the leasehold talks on Kings ArmsStreet and to set out how the districtcouncil’s property team could help thetown council with the move.The District Council is currently in talkswith North Norfolk Community Transportand Citizens Advice to identify alternativeaccommodation so that the New Road

     property can be empty in time for the proposed sale to J D Wetherspoon.

    GEORGE. W. LEE.6514, Private, George William Lee, 1st

    Battalion, Norfolk Regiment.

    Born in 1881 at Paston, son of Needhamand Elizabeth Lee, Stow Hill, Paston. In

    1901, they moved to Overstrand. Georgemarried Jane Hewitt in the nal quarter of1905; his work was as a platelayer for therailway, they set up home at Bear Street,

    Mundesley.

    When George enlisted he was leaving behind four children, Rhoda, Nellie, Ivy,and George. He must have had previousmilitary experience, and was re-called tothe colours, or he was a current member

    of the Territorials to have embarkedso early for France, he entered there,

    16/08/1914, this was only two weeks after

    the declaration of war. George was killedin action, 25/10/1914, aged 34 years.

    Medals: 1914 Star and Clasp, British WarMedal and Victory Medal.

    Private, George William Lee has no knowresting place and he is commemorated onthe Le Touret Memorial, Pas de Calais,

    France.

    LOUIS G. LANCASTER.30994, Private, Louis George Lancaster,4th Battalion, Bedfordshire Regiment.

    Born in 1884 at Thorpe St Andrews, Norfolk, stepson of William and Elizabeth

    Earl, his mother was a widow by thetime he joined the forces, they lived at

    Ozone Villa’s, Mundesley, and he workedas a domestic gardener. Louis enlisted in Norwich, and once fully trained he was

    drafted to Belgium, where he died ofwounds, 17/11/1917, aged 33 years.

    Medals: British War Medal and VictoryMedal.

    These medals were sent to his widowAlice Mary Lancaster, 19, Victoria

    Cottages, Mundesley.

    Private, Louis George Lancaster is buriedat Dozingham Military Cemetery, West

    Vlaanderen, Belgium.

    ERNEST BERNARDLIVERMORE.

    2nd Lieutenant, Ernest BernardLivermore, 24th Battalion, County of

    London Regiment

    Born in 1891 at Clapton, London, son ofErnest Henry and Margaret Emma Mart

    Livermore.

    He was an articled clerk to an accountantin 1911. Some time he spent in Norwich

    and Mundesley. On gaining hiscommission he was drafted to France,27/05/1916, his campaign was fought

    on the Somme; he was killed in action,15/09/1916, aged 25 years.

    Medals: British War Medal and VictoryMedal.

    These medals were sent to his fatherat, Maycroft, Furzeeld Road, Reigate.

    Probate of his Will was granted to ErnestHenry Livermore, manufacturer. Eects:

    £1128.5s.0d.

    2nd Lieutenant, Ernest Bernard Livermorehas no known resting place and he is

    commemorated on the Thiepval Memorial,Somme, France.

    The need to reviewyour Will in thelight of the newInheritance Tax

    Residential Nil RateBand.

    Marshall – Director atHayes + StorrThe new Inheritance Tax Residence NilRate Band (RNRB) has it roots back in2007 when the Conservative opposition

    said that they were in favour of increasingthe Nil Rate Band (NRB) to £1M.

    Although newspaper headlines havesuggested that the new RNRB has thateect, this is very far from correct. A

    few lucky people will in 2020/21 have acombination of nil rate bands that add upto £1M, but they will be very much in the

    minority.Because the new RNRB is very closelytargeted being tied to homes and only

    available to lineal descendants, it can workin an illogical and unfair fashion. The

    ordinary NRB is being frozen at £325,000to pay for the RNRB, whereas otherwiseit would have started to increase from the

    end of 2017/18.The new RNRB has to be claimed by thedeceased’s executors; it is not automatic.

    ‘Closely inherited’ also needs carefulscrutiny. ‘Closely’ means that it must

     pass to a lineal descendent; or to a spouseor civil partner of a lineal descendent.

    ‘Children’ includes step-children, foster

    children and children who have beenadopted by a third party. ‘Closely’ doesnot include co-habitees, dependent or

    vulnerable family members.It is possible to vary a Will so as to

     become eligible for the RNRB.Only certain sorts of trust will be eligible

    for the RNRB and this produces unfairnessand inconsistency, particularly where thereare minor beneciaries. Specialist advice

    is particularly necessary here.The RNRB will start at £100,000 in

    2017/18 and will rise by £25,000 yearly,until it reaches £175,000 in 2020/21.

    Thereafter it will increase in line with theConsumer Prices Index.

    Debts charged on the residence arededucted, so only the net equity gets theRNRB. It might therefore benecial to

    switch secured debts to other assets.Above £2M the RNRB is withdrawn by £1for every £2 in excess of £2M exemptionsand reliefs are ignored. Spouses may wishto leave assets away from the survivor to

     prevent their aggregated estates exceeding£2M. Lifetime gifts are exempt in working

    out the value of the estate and this givesgreat opportunities for clever planning,

    including ‘death bed’ gifts.

    The ‘downsizing’ rules are complex andsomewhat arbitrary. It is vital to keep allthe paperwork to provide the evidence

    Development Fund (SDF) which isnow open for applications. The NorfolkCoast Partnership, the managing body ofthe Norfolk Coast Area of Outstanding Natural Beauty administer the fund,

    Queen’s 90th celebrated with teaparty and Birthday Beacon.

    To celebrate The Queen’s 90th birthday Chairman of North Norfolk District Council is hosting a special tea party before joining people all over the country in lighting a beacon.The events will take place on April 21 at Swanton Novers VillageHall.

     NNDC Chairman Cllr Annie Claussen-Reynolds said: “This is avery special birthday, a landmark in the life of The Queen and weare proud to be able to join together to share memories and showour respect through these community events.”The celebration tea party starts at 2pm and people living in North

    Court disqualifies pair for running riding school without licence 

     North Norfolk District Council wins case after riding establishment kept open despite being refused licence

     Norwich magistrates’ court yesterday (Wednesday March 16) ned a mother and son £1,000 for operating a riding establishmentwithout a licence. Rosemary Fabb and son Benjamin Fabb were also disqualied from keeping a riding school for ve years. Cllr Judy Oliver Cabinet member for Licensing said: “This is an important outcome for the Council. The disqualication of thedefendants for ve years and the nes awarded in the case show that these breaches of licensing regulation will not be tolerated andare taken seriously by the courts.” The court heard that North Norfolk District Council had refused a licence to the Fabbs of Fern Bank, Carr Lane, Roughton in January2015 due to serious concerns identied by the Veterinary Inspector relating to the health and welfare of the horses. Despite having nolicence and the concerns reported to the Fabbs by NNDC, the pair continued to advertise riding lessons on their website, there wereeye-witness accounts of riding lessons continuing at the establishment, and a covert surveillance operation organised by NNDC andcarried out by an o cer from another local authority, resulted in them being given a riding lesson. The prosecution outlined the fact the Fabbs had operated in 2011 without a licence. Mrs and Mr Fabb’s guilty pleas were taken into account, resulting in a reduction of the nes from £750 to £500 each. They were alsoordered to pay £1300 prosecution costs and £50 surcharge. The total for each defendant is £1850.

     The magistrates noted a considerable amount of work had gone into establishing the facts and evidence of the case and that Mrs andMr Fabb knew they needed a licence. They accepted money for riding school services, described by the defendants as donations, butthe magistrates saw it as receipt of money.

     penchant for English Folk-Rock, the genre that hasalways formed the bedrock repertoire of this annual

     popular event.Like most festivals, ‘Folk on the Pier’ has had itsups and downs, including a particularly di cultyear in 2004 when the Pavilion Theatre was not

    available due to pier renovation works and found itself decanted to marquees on a clitop car park in Cromer,enduring some of themost inclement unseasonal weather possible to add to its di culties. Most importantly though it didn’t miss a year and cold marqueesaside, the festival’s ever increasing and devoted audience year on year instantly rebook around thirty per cent of the full weekendtickets for the next year’s event. Sunday morning on Cromer Pier traditionally witnesses a substantial queue of regular audience

     politely waiting to snap up their favourite seat, without a single act for the following year having been announced!However, the success of ‘Folk on the Pier’ is not just about programming, it must be saidthat the Pavilion Theatre is a major part of the magic and as well as asuperb acoustic, asa celebrated variety theatre, has a unique atmosphere, a characteristic that Mr Butler hasalways been mindful of when programming artists. ‘Artists love playing the venue, and Itwas Fairport’s Dave Pegg who in 1998 rstcoined the expression ‘the Best Gig on the NorthSea’,which has been the festival’s slogan ever since.’ says Scott.This year’s line-up, if bookings are anything to goby’ is as strong and varied as ever andincludes performances from the likes of Steve Tilston, Richard Digance, Welsh group Calan,the Spikedrivers, Nancy Kerr and the Sweet Visitor Band, the Urban Folk Quartet andmany more. Fairport also return and there is another unique UK performance from Bretonsqueezebox maestro Fred Guichen, as well as dynamic dance and music from the Demon
