FOREWARD

Cricket Canada has completed its Strategic Planning Process and are pleased to share it will all stake holders and public at large. The systemic approach laid out in the plan

is directed at achieving the desired outcome in the form an aspiring and successful cricket nation.

It is a carefully defined process where desired outcomes have been set and the criteria for evaluation of the achievements are established.

This process is a strategic pathway and is a continuous process leading towards pre-

defined destination. It will now be up to the people associated with Canadian cricket to find ways and means to stay on the process and make decisions to get to the destination. The non-profit nature of our organisation adds another dimension to this challenge as the skills and adequate resources would be required as we go forward.

Our goals will be measured in successful programmes and performance in international events, as profit is not the core driver.

I invite all stakeholders to participate with enthusiasm and dedication for building cricket excellence in Canada

ABOUT

Cricket Canada began putting together this plan in late 2010. With the assistance of Target Sports Marketing group, an open call for suggestions as to how to build a better and

more effective Cricket Canada were solicited for the general public as well as the Federal Government, administrators and the International Cricket Council.

Through a series of meetings with the Cricket Canada Board of Directors, a framework for this plan was put together. In early 2011, Cricket Canada visited every region in the country to present this document to local members of leagues to solicit final feedback.

At the 2010 Annual General Meeting in Montreal, Cricket Canada approved this strategic plan. Over the course of the next 18 months, Cricket Canada will endeavor to meet the requirements of this plan.

We ask that you our stakeholders use this as the standard by which we are held accountable to. This document will guide us over the coming years and set the table for a prosperous Cricket Canada that meets the needs of players, officials and administrators

throughout the country

GOVERNANCE AND CONSTITUTION

At the Cricket Canada’s 2010 AGM, the board of directors approved the framework for Cricket Canada’s new bylaws. In the months that have followed, the organization has laid the foundation for a new Cricket Canada. Here’s how:

•  A new constitution needs to be created

•  Cricket Canada will deliver programs in 6 regions of the country.

•  British Columbia •  Alberta •  Prairies (Saskatchewan & Manitoba) •  Ontario •  Quebec •  Atlantic Canada (New Brunswick, Nova Scotia, Prince Edward Island, and

Newfoundland)

•  Cricket Canada will be separated into three (3) distinct entities •  Cricket Canada (Policy), which is where the elected officials will be placed •  Cricket Canada Corporation (Operations), which will be responsible for the paid

staff that runs the operation •  Cricket Canada Sports and Entertainment (Commercial), which will be given the

authority to seek out commercial opportunities to derive profits to fund the other two organizations.

•  Selection policies have been updated that include the following •  Qualification of selectors •  Funding for selectors to cover expenses •  Technical support for selectors •  Clear job descriptions for the role of selectors

•  General Meetings •  Annual General Meeting held around the country •  Semi-Annual General Meeting will be held in Toronto

FINANCE

Financial resources are required to fund the goals and objectives of Cricket Canada. While Cr icket Canada’s funding is most ly der ived from the International Cr icket Council , funding is also received from corporate sources and the government of Canada. It is the intention of Cricket Canada to increase funding where possible from these sources as well as derive new sources of income.

• Create three separate entities: Cricket Canada, Cricket Canada Corporation and Cricket Canada Sports and Entertainment.

• Cricket Canada Sports and Entertainment will be tasked with deriving new sources of income to fund infrastructure and development programs.

• The focus of CCSE will be to develop a major annual international cricket event in Canada.

• Part of the CCSE mandate will include partnering with other full member countries and utilizing resources of commercial organizations

• Work with the government of Canada to increase program funding as well as making our athletes eligible for the Sport Canada Athlete Assistance Program.

• Retain HP levels of funding from the International Cricket Council

• Increase income from other sources such as licensing and merchandising

• Annual budget for coming year will be approved at the SAGM. A deficit budget cannot be approved.

INFRASTRUCTURE

Since 2001, there has been no new turf wickets developed in Canada. This has helped lead to a disparity nationwide in the ability of regions to provide international level cricketers. In 2009 Cricket Canada moved to rectify this situation by spearheading the development of turf wickets in BC, Alberta, Manitoba and Prince Edward Island. Alberta’s is set to be ready in the 2010 season and several more turf wickets in the GTA have been refreshed as a partnership between local affiliated organizations and Cricket Canada. In order to encourage development in the sport there must be a concerted effort at all levels to work with municipalities, provinces, the federal government, and private landowners to develop new cricket facilities.

On the High Performance side, Canada has 2 ODI facilities and this must be expanded to many more if Canada will aspire to host international events. Of specific interest to Cricket Canada is to have, like other major sports in Canada, is a national stadium. Cricket Canada has been working with various municipalities to make this a reality.

• Applied for 4 RINC grants to install turf wickets in Vancouver, Edmonton, Winnipeg and PEI. Projects projected to be completed in March 2011/2012. • Objective to have turf wickets in every league. • Develop indoor training facility and academy. • Develop programs to train knowledgeable ground staff to maintain existing and future turf wickets. • Obtain funding to own/rent equipment to maintain existing turf wickets • Develop national stadium in GTA.

• Negotiations with Municipality in process. • Business plan being developed will operate stadium.

ATHLETE DEVELOPMENT

Our athletes are the lifeblood of our game. In order to stay competitive on the world stage we need to improve the way we develop our athlete’s from grassroots cricket right to our senior teams.

Starting with our schools through CC KIDS we can introduce new players into the game And funnel them into our clubs and leagues.

• Progression path: Grass roots/Recreation/Community/Competitive Leagues/ Academy/ National Squads. • Establish Transition steps; A-Team/Elite League cross country/Wider contracted player base. • Establish countrywide talent identification system. • Establish talent development pathway/ School Leagues/Junior Leagues. • Establish league structures with development pathways. • Provincial Coaches funded by CC/Schools/Player coaching and talent spotting. • Database for tracking all players in system at all levels. • Create a clear pathway to Provincial and National Selection. • Create Provincial Elite Programs. • Create a national academy within 5 years with links to overseas academies. • Players play overseas first class and elite clubs. • Increase homegrown players by 50% in National squads. • Reach out to all established private junior academies and draw them under the Cricket Canada’s umbrella. • Implement the Long term Athlete Development Plan as required by Sports Canada and developed by Cricket Canada in 2010.

HIGH PERFORMANCE CRICKET

Since 2005 Cricket Canada has been a member of the ICC High Performance Program. In addition to vital ICC funding, being in this program gives Canada vital ODI and T20i status as well as a place in the ICC Intercontinental Cup. As the level of teams both inside and outside the competition increases, Canada must make it a priority to remain and succeed in this program. We have set the following goals for this program :

• Maintain ICC High Performance Status. • Elite Stream: Clear path from school, club, academy, elite player, squad, and contract. • Fitness; Create a national network and continually review and upgrade our national fitness standard. • Technical Analysis: Create a national network of analysts to feed the TAG system • Nutrition: Provide players with nutrition guide and education. • Sports Sciences: Have Provincial Level services for Elite players. • Psychology/Motivation: Have provincial Level services for Elite players. • Playing program: Develop and follow players right down to club level. • Future games/tours; Develop an 8-10 month international program. • Training Camps: Conduct an annual training camp in each region. • Overseas training: Develop opportunities for our top 10 players to play 1st class cricket overseas during the Canadian winter. • Be the top performing team in ICC High Performance Program • Employ/Appoint full time specialist coaches (Batting, Bowling, Fielding) • Anti Doping: Comply fully with the regulations of CCES • Educate Players to know their role within the team and in various game situations. • Develop strong liaison/relationship between team captain/coach and Selectors to communicate team needs. • National Coach to work with Elite League team captains to develop players for national teams. • Educate/cooperate with clubs to grow players for national teams. • Create incentives for clubs who develop national players. /% Goals for number of eligible players in team/% goal for number of U-19 players in team • Club player picked for national team club receives incentive reward. • Talent Identification: Early identification. • Team Selection: Make performance in the National Championship integral in team selection • Players across country: Ensure a regional coach and training program is instituted • Create National League with 6 teams. (BC, Alberta, Prairies, Ontario A, Ontario B, Eastern Canada). • Host an Annual Summer Festival. 2011 5 Regional teams with local players. 2012 5 regional teams with 4 overseas international players in each team. • Overseas club players: Encourage overseas players to play in domestic tournaments to strengthen standards • Player Data Base: Continue to centralized web based information for all elite players • Performance: Target to participate in every CWC. • Discipline: Clear understanding of what is required. Unified “Canadian” Thinking/attitude. • Work with players to continually review the Cricket Canada Code of Conduct • Fitness: Be the fittest Associate team in the world. • Player relations/Player Rep. Develop a players association structure. • Communications with Players: Strengthen and improve. Communicate selection decisions in professional manner. • Continue to seek player input into decisions both at the Board and Operational levels • Per Diems: Establish and notify players well in advance. • Overall progress: Become a top 10 cricketing national. • Professionalize cricket/Player contracts with performance scale incentives (Performance evaluation, appraisals/contribution to team/Fitness/Training). • Defined Vision of where team is going. Decisions based on achieving vision/Selection/Development/Age Mix/Eye to future. • Expand pool of contracted players. Pool to reflect needs of 4 day, ODI and 20/20. • Player injury insurance/Contracted players who are injured receive pay through insurance. • Contract Player responsibilities/ Discipline/Fitness/Performance/ Junior, school training.

GRASSROOTS DEVELOPMENT

Cricket Canada must continue to seed the development of future players and expand the player base in Canada. Working through the schools and community programs systems is the ideal way to reach as many of Canada’s youth as possible. Once the youth of this country familiarize themselves with the game we must be in a position to funnel this interest and burgeoning talent into our local club structure. Through this structure we must ensure that every player’s pathway is clear whether that means playing for his or her club or playing for Canada in the next world cup. Cricket Canada has produced a Long Term Athlete Development Plan that will coincide with this and help build that player pathway regardless of when a player comes into the system. The goals for the grassroots development in the coming years are :

• 6 regional Coaches Teach teachers to become coaches in all provinces. • 6 Regional Coaches responsible for schools program in their region. • Middle and High School tournaments in all provinces. • Schools cricket on grounds at national games lunch breaks. • Continue to visit a minimum of 100 new schools per year. • Establish a follow up system with existing schools. • Defined schools program/Coaching/Leagues/ Teacher/Coach training/Equipment/ • Combine all existing programs into one countrywide system. • Parents outreach program to build relationships. • Middle and high school program/linked, feeder to local clubs and academies. Local clubs build relationship with schools in their area. • Clubs adopt a school program. • CC hold spring summer camps. • Hold open tryouts for prospective players. Clubs invited to recruit players. • Community/Schools/Recreation programs to be linked to specific league clubs. • Develop KIDS Program.

DEVELOPING OUR VITAL PERSONELLE

To meet the needs of this strategic plan Cricket Canada must develop better trained coaches, scorers, umpires and other administrators. These volunteers and staff will be at the forefront of the new Cricket Canada.

Umpires. • Organisation: Establish one national body with one body per province. • Training: Extend standardised training program country wide. • Standards: Strive to achieve and maintain the highest possible standards of performance. • Development: Have clearly defined pathways through leagues, to National, International and ICC levels. • Recruiting: Reach out to ex players to become umpires.

Scorers Organisation: establish one national body with a branch in each province. • Training: Extend standardised training country wide. • Standards: Strive to achieve and maintain the highest possible standards of scoring. • Development: have clearly defined pathways through leagues, provinces, national and international.

Coaching. • Develop system from grass roots to Elite. National System NCCP. Community, Competition and Elite HP levels. • National Coach in place • 6 Regional Coaches located across country. • Each club to have full time coach/ minimum level 2. • Hierarchy: National/Provincial/Club/Kanga ( Senior/U-19/U-15 Juniors/Women) • Community Coaches. • National coaching program. • Establish a Coaches Association. • Make technology widely available for coaching. • Coaching Certification system. • Develop and identify specialist coaches.

GETTING OUR MESSAGE OUT

The past 3 years have seen remarkable changes in the way that Cricket Canada communicates with its members and fanbase, We will continue to build on these success and be a leader in the Cricket world in this regard. Many of the ideas developed by Cricket Canada have found their way into other countries as well as the International Cricket Council and we will continue to build these ideas in our organization. This is what we hope to do in the coming years.

• Launch our new website July 2011. • Further develop our mascot WICKET • Continually review our Image update and control • Develop Presentation format control and standardized • Expand our presence on Facebook • Expand our presence on Twitter • Endeavour to provide Live Web casting of more of Canada games • Build a club and player email database for direct communication and marketing initiatives. • Provide marketing and promo packages for Provinces, Leagues and clubs to use. • Offer website standard platforms for Provinces and Clubs to use. • Create sponsorship properties and packages to suite different levels of sponsorship • Work with professional marketing person in attracting sponsors.

CONCLUSIONS

Current funding insufficient to achieve strategic objectives and run cricket in Canada effectively.

Generation of sufficient funds to attain financial independence is required.

Current constitution, governance and structure model is not conducive to the modern day requirements of cricket in Canada.

Changes must be made immediately for Canadian cricket to keep pace with other top Associate Members and to progress towards Full Membership.

Cricket Canada will review and evaluate the Strategic Plan each year.

This review will update and renew the plan and actions to be taken each year.

The Strategic Plan is intended to be an evergreen document that is updated and renewed each year.

The keys to the success of this plan are;

1.Creation of the new structure for Cricket in Canada. 2.Compartmentalisation of politics in CC. 3.Commercialisation of cricket in Canada. 4.Operate a PROFFESIONAL ORGANISATION. 5.DO IT.
