Profile Summary I have more than 20 years of experience of working with the disadvantaged communities of the society in many states of India. My work has been largely about enabling livelihoods and affordable housing for the poor by way of addressing the existing gaps in technology, skills, human capacities and endowments, and institutional frameworks such the market and the state.

Vocational Training and Beneficiary Mobilization Experience

With LabourNet Services India Private Limited I was involved and responsible for rolling out the on-site training programs of the company, maintaining input-output synergy for the commitments made to the clients in terms of timely service delivery, trainer deployment, trainee mobilization, content provision, etc. Unlike the previous assignments, this project was more addressed to utilizing the CSR resources of the private company’s and hence, the entire delivery mechanism had to be very minutely process documented and reported.

Successfully steered on-the-site-on-the-job skill development project KUSHAL of CREDAI Pune Metro and National Skill Development Corporation (NSDC), Ministry of Finance, Govt. of India which was meant for the construction workers in Pune city to upgrade their existing skills in six trades of construction. I was instrumental in taking innovative measures to ensure efficiency and effectiveness of the experimental project and introducing various changes in the project organization.

Led, supervised, and assisted skill development initiatives of IL&FS Clusters names SEAM (Skills for Employment in Apparel Manufacturing) in the state of West Bengal and the North East through which made significant efforts to promote vocation specific skill development of BPL youths. The initiative was part of Ministry of Rural Development, Govt. of India’s SGSY special project and the company ran it under its own pilot named ‘Skills Program for Inclusive Growth’ (SPRING). The idea of HVCE itself is cosmopolitan though the purpose is only to serve the under-privileged sections of the society. Hybrid Value Chain Entrepreneur, Bhopal & MP; Housing for All – Ashoka Innovators for the Public, Bangalore

Selected as a Hybrid Value Chain Entrepreneur (HVCE), Bhopal & MP for Housing for All (HFA) project of Ashoka Innovators for the Public, Bangalore in July 2012. Selection was done by an International Panel (consisting of two Ashoka Fellows from India and one representative from Switzerland). Ashoka is an international social enterprise that works closely with the citizen sector organizations for the interest of communities they work with. HFA India program was aimed at enabling partnerships between key private sector groups and citizen sector organizations (CSOs) to provide market-based new home services at quality and affordable prices. The initiative saw the creation of a common platform Gharaunda (Gharib Residential & Urbane Development Alliance) to facilitate dialogue among market and civil society stakeholders. A pilot of demand aggregation survey of 1500 poor households was also conducted.

A short time assignment to work on a supplementary program aimed at providing support to MPRAF, Govt. of MP in implementing agreed utilization of remaining DFID NRLM funds. The task included monitoring and evaluation of implementation progress and handholding support to CBMFIS/Seed Societies/Producer Companies and Agarbatti and wooden toy clusters created in the MPRLP project phase. Under the handholding support task, I organized and coordinated a month long intensive training program for the project beneficiaries at Samarthan’s Bhopal office.

Kushal, a partnership project between CREDAI and the National Skill Development Corporation (NSDC), Ministry of Finance, Govt. of India, aimed to upgrade skills of 97000 construction workers in Pune city in a project span of 10 years. Managed an 18 crore pilot project with a team of 50 professionals. As the team head, I provided overall leadership to the project and managed a healthy interface with the community on one hand and the Board of Directors on the other. I also realigned the entire project budget and introduced realistic budget heads and implementation processes/SOPs.

GLPC is a livelihoods focused profit making company promoted by the Government of Gujarat under Mission Mangalam Project of Vibrant Gujarat. I was in-charge of the Skill, Training, & Capacity Building vertical of the company. I was also part of the company’s core group formulating its Livelihoods Policy and staffing its various project offices and represented GLPC in selecting district and block level filed staff for the project along with a panel consisting of representatives from IRMA, Anand.

Advisor Capacity Building & Livelihoods & Consultant, IL&FS Clusters Limited, New Delhi - Dehradun and Kolkata

SEAM (Skills for Employment in Apparel Manufacturing), Kolkata & North East: As Advisor, Capacity Building & Livelihoods, I led the company’s skill development initiatives in the state of West Bengal and the North East and made significant efforts to promote vocation specific skill development of BPL youths. The project was part of Ministry of Rural Development, Govt. of India’s SGSY special project and the company ran it under its own pilot named ‘Skills Program for Inclusive Growth’ (SPRING). The project deliverables included creation of new training centres, and identification, selection, mentoring, training, placement and post placement assistance of the trainees. Liaising with the govt. departments, training partners (industry or NGO), and employing factories, ensuring healthy communication, and data flow was also a major concern. Within the charge of my role I also made significant efforts for MSME development in West Bengal and did extensive work on small tea-growers’ cluster in North Bengal, bee-keeping and fisheries clusters in the Sunderbans, and jute cluster in Kolkata and developed market led implementable models of livelihoods for the poor people.

NCEUS, GOI piloted Chamoli Growth Pole Project, Uttarakhand: I worked as a full time Local Retainer of the company and provided necessary support to the Chamoli Growth Pole Project, one of the five pilot field research projects undertaken by the company under the aegis of the National Commission for Enterprises in the Unorganized Sector. The project sought to identify key drivers to economic development of the selected area based on existing natural and human resources and existing / potential clusters of activities, much on the line of PURA.

Program Manager and Consultant, SRIJAN/ SRIJAN Infratech & Development Services Pvt. Ltd – New Delhi

Manpower Selection and Recruitment Assignment, Bhopal and Patna: Led the team for a selection and recruitment assignment of accounts personnel in the Rural Development Department of the state govt. of MP. The state govt. had outsourced this work to private agencies in order to professionalize the recruitment process and bring transparency to it. .

Following key tasks were undertaken: preparing job description, putting newspaper ads, managing and screening applications, issuing call/interview letters, organizing selection camps for written and oral tests including personal interviews, finalizing test papers including psychometric tests, and evaluating the test scores.

Mid Himalayan Watershed Development Assignment, Solan, Himchal Pradesh: The assignment had the mandate to prepare a PIP (Program Implementation Plan) and a COM (Community operation Manual) for the Department of Forest, Govt. of Himachal Pradesh under the World Bank supported Himachal Pradesh Mid Himalayan Watershed Development Project. COM was aimed to be a community handbook for the villagers in easy-to-understand local language detailing all information and processes related to watershed management and enhancement of livelihoods through their own efforts. The work included conceptualizing COM’s layout, writing, field testing re-testing it, and translating it.

Program Coordinator, Grameen Development Services – Lucknow and Hyderabad

SDC (Swiss Development Cooperation) supported AP Powerloom Development Project, AP: I led the project which aimed at mobilizing and organizing small powerloom weavers in AP around micro and macro issues pertaining to their livelihoods. The project also had a mandate to influence the government’s policy on powerloom to save the small-time weavers in the state who were committing suicide in a situation of financial desperation. It also aimed at mobilizing and providing inputs in the areas of product design, loom technology, and market linkages in order to make both handloom and powerloom weavers’ products cost effective and market led. Major interventions included setting up of ‘Bunker Raj, as an apex institution to work for the cause of the weavers and artisans in AP. A quarterly news magazine by the name of WEAVER RAJ JOURNAL was also setup.

Program Coordinator, Lucknow: In this role I ooked after the organization's expansion work in Rajasthan for its proposed livelihood resource center in Jaipur. The work involved conducting diagnostic studies, making project proposals, and representing GDS to various stakeholders in the state. I also coordinated the activities of the Research and Documentation cell of GDS, Lucknow and worked on various research based assignments.

This was my first assignment after completing MSW from Delhi University. As a young professional of CAPART, I was placed at DRDA, Chittorgrah (As APO), Rajasthan to provide professional support to DRDA and NGOs in program planning, activity selection, proposal writing, and monitoring and evaluation. This was for the first 2 years subsequent to which I was supported by CAPART to set up a local NGO in Chittorgarh by the name of SAMBHAW- Society for Social Action & Mobilization for Better Human Amenities and Awareness to increase local people’s participation in their own development. This was from 1996 onwards and I remained with the NGO till June 2000.
