Defining your project: Project Description
What is a project description?
• A description of the proposed action and the action area (area including all direct and indirect effects).
• Can be documented in:– biological evaluation (or similar document)– NEPA documents– draft plans for different portions of the action– correspondence – telephone records, meeting notes, and other miscellaneous
documents

Project description – what to cover?
• Who are you?• What is your project?• Where?• Stressors produced?• When?• Birds or their resources exposed?• Effects anticipated?• What conservation measures are you
incorporating?
What analysis advises project description?
• Effects analysis: A thorough analysis of an action’s effects on the species and habitat is an essential component of the developing a project description.
• Impact Analysis: Effects that are avoided need not be addressed. In these cases, you can identify potential stressors and measures taken to manage the stressor.
Analyzing Effects
Effects = Exposure + Response
• Exposure – which organisms and habitats will be affected by the components of the proposed action?
• Response – what happens when the organisms and habitat are affected by the components of the proposed action?
