FOREWORD
FM 101-10, Staff Officers’ Field Manual—Organization, Technical, and Logistical Data, consists of three parts published as separate volumes.
Part I —Unclassified Data
Part II —Extracts of Tables of Organization and Equipment.
Part III—Classified Data
This volume is for use as a planning guide only. It provides general planning data for staff officers of all echelons. Detailed reference data are found in tables of organization and equipment, field manuals, technical manuals, technical bulletins, and supply bulletins as outlined in the DA Pam 310-series. The principles and procedures of administration are con- tained in FM 100-10; the duties of staff officers and the principles and procedures of staff action are contained in FM 101-5.
When tons are shown, the short ton (2,000 lb) is intended unless the long ton (2,240 lb) or the measurement ton (40 cu ft) is specified.
For meaning of abbreviations and symbols used in this manual, see AR 320-50 and FM 21-30.
Caution: Data contained in this volume are based on experience prin- cipally from World War II and the Korean War and can be applied to the future only with judgment and discrimination. Planning factors should be modified, as appropriate, to reflect specific requirements of mission, environment, enemy capabilities, and nuclear conditions. When- ever known factors are available, they should be used rather than those from this volume. This volume is applicable to nuclear and nonnuclear warfare.
Tables and examples in chapters 1 through 9 are not, in all cases, based on latest tables of organization and equipment, and computations must be adjusted accordingly.
Users of this manual are encouraged to submit recommended changes or comments to improve the manual. Comments should be keyed to the specific page, paragraph, and line of the text in which the change is recommended. Reasons should be provided for each comment to insure understanding and complete evaluation. Comments should be forwarded direct to Commandant, United States Army Command and General Staff College, Fort Leavenworth, Kansas. See AR 310-3 for desired format of recommendations for corrections and changes.
United States Army Command and General Staff College will prepare and process changes to this manual on an annual basis.

1.3. Theater Army a. General. U.S. theater army headquarters
is the senior U.S. Army headquarters in a theater of operations. In a theater where only U.S. forces comprise the theater command, U.S. theater army headquarters is charged with the overall supervision of strategic, tactical, ad- ministrative, and logistical operations of all U.S. Army elements. When the theater is organized as a combined command, U.S. theater army headquarters becomes, for all practical purposes, an administrative headquarters for the support of U.S. Army forces only.
b. Composition. (1) Headquarters. There is no prescribed
organization for headquarters, theater army. It consists of the headquarters elements necessary to provide com- mand and control of assigned forces. The allotment and grouping of these
forces is based upon the mission as- signed.
(2) Assigned forces. Forces assigned to U.S. theater army may consist of—
(a) Combat forces—army groups, field armies, separate corps, and, in some cases, divisions.
(b) Theater army logistical command (TALOG), with its subordinate logistical commands.
(c) Theater army replacement and training command.
(d) Theater army civil affairs com- mand.
(e) Theater army air defense command. (/) Theater army unconventional war-
fare (UW) command. (The theater army UW command may operate as a unilateral Army command under the theater army commander, may

operate as part of a joint task force under the theater commander, may be a uni-Service command under the theater commander, or Army UW elements may be provided to a joint task force designated as the theater UW command.)
1.4. Army Group
a. General. The army group is organized to direct the strategic and tactical operations of two or more field armies or similar tactical groupings. When only U.S. forces comprise the theater command, army group, if employed, operates under the direct control of the U.S. theater army commander. When operating as a part of a multinational theater, strategic

a. General. The field army is a flexible com- bat force capable of independent operations. Normally, it consists of a headquarters, assigned field army troops, two or more corps, and rein-
direction may originate in a superior land force headquarters.
b. Composition. (1) Headquarters. There is no prescribed
organization for headquarters, army group. It is provided the headquarters elements necessary to exercise stra- tegic and tactical control of its as- signed forces. Army group does not normally operate administrative in- stallations.
(2) Assigned forces. Forces assigned to an army group may consist of—
(a) Field armies. (b) Separate corps. (c) Divisions.

forcing combat and service troops. A field army normally exercises both tactical and administra- tive functions. For classified organizational data pertaining to the various type units found in a field army, see FM 101-10, part III,—• chapter 1.

1.6. Corps
a. General. The corps is a flexible combat force consisting of a headquarters, assigned corps troops, two or more attached divisions, and reinforcing combat and service troops that may be attached in accordance with its mis-
sion. The functions of a corps in a field army are primarily tactical. The functions of a separate corps are both tactical and adminis- trative. For classified organizational data per- taining to the various type units found in a corps, see FM 101-10, part III, chapter 1.

1.7. Task Force A task force is a temporary grouping of units
under one commander, formèd for the purpose of carrying out a specific operation or mission. A task force may be a uni-Service task force or a joint task force. If the task, force is a joint task force, it will be composed; of assigned or attached elements of the Army, the Navy or the Marine Corps, and the Air Force, or two or more of these Services, which is constituted and so designated by the Secretary of Defense or by the commander of a unified command, a specified command, or an existing joint task force.,} (See JCS Pub. 2;)
1.8. Logistical Commands a. General. A logistical command is a highly
flexible organization consisting of a head- quarters and headquarters element and a bal- anced force of service units organized to execute a specific administrative or logistical support mission, augmented by tactical units if re-
quired for rear area security. Logistical com- mands normally operate in the communications zone, but may be assigned or attached to a separate field army or an independent task force for the purpose of providing administra- tive support thereto.
b. Headquarters, Logistical Commands. The organization of these headquarters is flexible and should be tailored to fit the mission as- signed. The staff organization is designed to fit the responsibilities of the command.
c. Service Units. Service units of the re- quired numbers and types are assigned or at- tached as necessary to accomplish the assigned mission.
d. TOE Type Headquarters. At the present time, there are three types of TOE headquar- ters, logistical command (types A, B, and C). These headquarters are available to provide the nuclei for organizing logistical commands and are designed to command and control service forces as indicated below.

ture and a nucleus of a minimum number of trained logisticians and administrative personnel to provide the headquarters, logis- tical command, for—
(a) A base logistical command (BALOG).
(b) An advance logistical command (ADLOG).
(c) A logistical command in sup- port of a major independent force of one reinforced division.
(d) Administration and rehabilita- tion of an area in which civil means are inadequate because
of natural disaster or enemy action.
2. When augmentation of director of civil affairs (Off 1 EMI), comp- troller (Off 1 EM 5), and dental section (Off 1 EM 2) is author- ized, the director of civil affairs, comptroller, and dental surgeon provide staff supervision over civil affairs, comptroller activ- ities, and dental activities, re- spectively.
3. Individuals of this unit, except chaplain and medical personnel, can fight as infantrymen when re- quired. The unit has the capabil- ity of defending itself and its in-

stallations against hostile ground attack.
(c) Strength. 1. Headquarters and headquarters

Individuals of this unit, except chaplain and medical personnel, can fight as infantrymen when re- quired. The unit has the capa-

Section VI. ENGINEER AMPHIBIOUS SUPPORT COMMAND

1.18. General
a. The engineer amphibious support com- mand is designed to provide specially qualified personnel and units for performance of combat and interim administrative support functions as part of an Army force executing assault landing operations in hostile territory. It is typically employed in joint or unilateral oper- ations involving water crossings, to include—
(1) Amphibious operations. (2) Shore-to-shore operations. (3) River-crossing operations.
b. Capabilities of the engineer amphibious support command include the following :
( 1 ) The engineer amphibious support com- mand commander and his subordinate unit commanders serve as special staff
, assistants to the Army force com- manders during planning.
(2) The engineer amphibious support command is capable of furnishing the command element and specialized shore party units as nuclei for 4 shore parties at division level and 12 shore parties at báttle group landing team or comparable level. The engineer amphibious support command head- quarters functions as the shore party
headquarters at the landing force echelon above division level ; i.e., corps or field army, depending on the com- position of the Army landing force.
(3) One battalion equipped with am- phibians is organic to the engineer amphibious support command. The amphibians are used in ship-to-shore movements in amphibious operations and in shore-to-shore operations and river-crossings. The amphibians pro- vide mobility and armor protection to landing teams until such time as tac- tical carriers and organic vehicles are available ashore. The battalion is capable of providing lift for the dis- mounted combat elements of three reinforced battle groups. The use of amphibians makes possible rapid, con- tinuous movement to relatively deep initial objectives. The amphibians may also be used to deliver critical supplies directly to users inland from the shore.
c. The following data are based on advance TOE plans and represent the bést data cur- rently available. These data should be used for preliminary planning estimates only and for instructional purposes at service schools.

Section VII. U.S. ARMY MISSILE COMMANDS
1.22. General
The U.S. Army missile commands are organ- ized as tactical units to provide nuclear fire support to U.S. or Allied ground forces in any area of the world with minimum warning. Missile commands embrace three different types (air-transportable, medium, and heavy), and
deployment is determined by the nature of the mission. The U.S. Army missile commands are assigned to theaters of operation and may be allocated as required. The data for the medium and heavy missile commands contained in this section are based on tentative TOE and should be used only for planning purposes and service school instruction.

b. U.S. Army Missile Command, Air-Trans- portable—Capabilities.
(1) Supports, by nuclear fire, counter- aggression forces or reinforces in- digenous forces in localized hostilities.
(2) Is air-transportable. (3) Acquires and develops target data. (4) Supports itself logistically after re-
supply has been delivered to the mis- sile command.
(5) Is responsible for organizational maintenance. It requires attachment of, or support by, engineer, ordnance, and transportation (aircraft) units for third echelon maintenance.
(6) Provides limited evacuation and med- ical care.
(7) Provides radiation detection and de- contamination.
(8) Is organized as a tactical and adminis- trative unit and is self-sustaining when operating in the vicinity of U.S. forces. When it operates in support of Allied forces isolated from U.S. facil- ities, the attachment of technical and logistical support cellular detachments may be required. This also includes a requirement for the estabilshment of a special logistical linkage between port and/or airhead facilities and the

(9) Must be provided air defense protec- tion by supported forces or by at- tached air defense units.
(10) Survey control must be provided the HONEST JOHN battalion and target
acquisition platoon elements by the supporting engineer company or by attachment of an engineer survey team of the TOE 5-500 type.
(11) Is dependent upon outside agencies for assistance in evacuation and medical care.

CHAPTER 2
PERSONNEL
Section I.
2.1. General
This chapter provides unclassified personnel data for staff officers on division, corps, field army, theater army logistical command and subordinate logistical commands, and theater staffs within a theater of' operations. (For classified data, see FM 101-10, part III, chap- ter 2.)
a. Section I outlines the contents of the chap- ter.
b. Section II enables the staff officers to estimate losses and the requirements for re- placements in—
(1) Combat zone forces of division size or greater, both for short periods of a particular type of combat action and for- longer periods containing a variety of types of action.
(2) Forces in the communications zone.
Section II. LOSSES
2.2. General
A personnel loss is any reduction in the as- signed strength of a unit. These losses are caused primarily by enemy action, disease, acci- dents, and administrative action. The rate of loss varies-with the theater of operations, cli- mate, terrain, condition and state of training of troops, type of activity, the enemy, and numer- ous other factors. Each division and corps has its own loss experience dependent upon its own situation. Loss rates by arm or service and by military occupational specialty within corps and division vary with the amount of exposure of the particular category of personnel to the various' causes of losses.
a. Categories of Losses. Personnel losses re- sult from three general categories.
GENERAL
(3) Theaters of operation. Two methods of varying accuracy are given. In each case, loss estimates are given for for the unit concerned as a whole with breakdowns by branch of service.
