Abstract
The objectives of this research are to: 1) The rural development
policy of Lao government which
focused on developing village creation or developing Village
groups creation in Luang Prabang and 2) The
adaptations economic, social, and cultural of Hmong families
that migrated from the Phousoung Village
to live at the Khok Wa village, Luang Prabang District &
Province which in case of the rural development
policy of government.. It focused on creation village or
developing Village groups (Creating a small village
to the large village to be a development village). This research
used qualitat ive research method which
conducted by field research, observation, interview, and focus
group discussion for head leaders of village
and Hmong leaders. The data collection including with secondary
data, documents related to the Hmong
minority group nd other research from multiple sources.
The findings reveal that Hmong Group who moved from Phousong
Village to live in the new
campus namely Khokwa Village, Luangp rabang City and Luang
prabang Province, in the total of 32
Hmong families belong to the rural development policy of Lao
Government in gathering all small villages
in to big villages. This policy made so many problems for Hmong
group adaptation such as economic,
social, cultures and careers as agriculture which could be the
main supported their families and also
cultural adaptation in the big city with their own culture as
the reason of changing of their culture,
tradition and events and more social cultural value in the big
city. The living styles of Hmong group
people have changed too. Therefore, there are many problems with
Hmong group such as problems with
the clans of Hmong people, the theft and drugs.
With this changing situation. The Hmong families have changed
and adapted with the real new
situation of complex condition belong to the rural development
policy. So, the rural development policy
of government ought to do research, survey and experiment about
the advantages and disadvantages of
gathering small villages in to big village or big communities
and also for public or government section has
to do the master plan for solving the problems.
