STANDARD OPERATING PROCEDURES FOR REGISTRATION OF DOCTORS STEP - 1 REGISTRATION PROCESS The process of registration shall be implemented stepwise. The operational protocols stated hereafter describe the registration process in step I, which shall be started only for the MOH candidates applying locally for the Oman Medical Licensure Examinations (OMLE). REGISTRATION PROCESS

The process of registration shall be implemented stepwise. The operational protocols stated hereafter describe the registration process in step I, which shall be started only for the MOH candidates applying locally for the Oman Medical Licensure Examinations (OMLE).

In this step of implementation, the registration data shall be maintained in a locally tailored MS ‘Access’ or ‘Excel’ based software program.

1. STAGE 1:

i. The first stage of the registration shall be carried out for all the doctors applying for the PUBLIC SECTOR license from the MOH.

ii. Application forms shall be available with the Secretary Oman Medical Licensure Examinations (OMLE).

iii. All completed applications (MOH candidates) shall be received in the office of the Secretary OMLE, DGHS, MOH-HQ directly.

iv. The Secretary OMLE shall ensure that applications are filled properly in all aspects e.g.

1. All columns have been duly filled

2. All needed certificates & testimonials are duly attached

3. The applicant has duly signed the application form.

4. The information furnished in the application from conforms to the information in the CV and attached certificates.

v. All applications shall be issued a coded Number, which shall act as a unified reference for the OMLE as well as in the Registration Section.

vi. Copy of the application form shall be forwarded to the registration section for needful 1st stage registration.

vii. The stage 1 registration will include

a. Name

b. Age

c. Sex

d. Nationality

e. Date of application

f. Passport No.

g. Contact Numbers

h. Post applied for.

viii. The secretary OMLE shall approve short-listing of the applications.

1. Accepted applications shall be processed further

2. Rejected applications shall be stamped accordingly, with precise reason endorsed on the stamp.

ix. The reasons for Rejection of the applications shall be categorized into following groups.

1. Incompletely filled application

2. Unsuitable qualifications.

3. Inadequate Clinical Experience

4. Irrelevant Clinical experience

5. Missing supporting documents (academic/ experience certificates & testimonials etc).

6. Others

i. The secretary OMLE shall prepare two lists from within all applications received. One list for the “ACCEPTED” and the other for “REJECTED” applications.

ii. Both lists, containing the following information in separate columns, shall be forwarded to the registration section on weekly basis for the 2nd stage registration.

iii. Stage 2 registration for the applicants shall be carried out by the registration section, which shall include the following data entry.

ii. Unsuitable qualifications.

iii. Inadequate Clinical Experience

iv. The secretary OMLE shall inform each applicant about the status of his or her application as “accepted” or “rejected”, as the case may be.

3. STAGE 3

i. On completion of the Oman Medical Licensure Examinations and compilation of the result,

1. The compiled result shall be posted on the MOH-HQ Notice Board

2. A copy of the declared result shall be dispatched to the registration section.

ii. The stage 3 registration shall be done by the registration section accordingly.

iii. Stage 3 registration shall include the following data entry

a. Date of Written examination

b. Date of Oral examination

c. Result of written examination

d. Result of oral examination

e. Overall result for the candidate.

f. Attempt number for OMLE.

4. STAGE 4

i. The MOH candidates clearing the OMLE shall be placed in the pipeline and offered jobs as per available vacancies.

ii. The stage 4 registration (final stage) for the MOH candidates shall be done once the successful candidates have been given the job through a formal contract.

iii. The registration data at this stage shall include

a. Date of appointment

b. Place of posting

c. Salary grade

d. Etc

REQUIREMENTS:

1. Stamp for “REJECTED” applications with reasons as stated in article ix on page 2.

2. Agreement on coded application number.

3. Agreement on format of the lists for Rejected and Accepted applications.

• To regularize and standardize the system of cl inical attachments, ensuring coverage of al l relevant legal aspects.

• To ensure integration of al l patient safety aspects into the system of cl inical attachments.

• To enable formal acceptance of the period of cl inical attachment counted towards the` cl inical experience.

• To augment the recruitment process by opening more venues for the doctors.

APPLICABLE FOR:

These cl inical attachment regulations shal l apply to al l categories of Omani & non-Omani doctors.

1. Observer-ship: Limited Registration without the need for examinations.

2. Clinical Attachment: Limited registration through a process of examinations

i . Doctors seeking cl inical attachment merely for gaining cl inical experience in Oman.

i i . Doctors seeking addit ional cl inical experience to cover the shortage as per short- l ist ing criteria for the Oman Medical Licensure Examinations (OMLE).

i i i . Doctors seeking compensation for the long service gaps or gaps of service in a part icular specialty.

iv. Doctors applying for Locum appointments in the MOH.

STANDARD PROCEDURES AND GENERAL GUIDELINES:

CLINICAL OBSERVERSHIP

Definition:

“Temporary placement of a qualified doctor in the clinical department for a specified period without any clinical practice privileges, merely as an observer”

1. Limited registration shal l be required for cl inical observer ship status but without the need for examinations.

2. No cl inical practice privi leges shal l be offered during the observer ship period.

3. Cl inical Observer-ship shal l not be counted towards cl inical experience and no formal experience cert if icate shal l be issued from the healthcare faci l i ty / MOH.

4. Al l doctors requesting cl inical observer-ship shal l apply on the prescribed forms avai lable with the Registration section, DGHA, MOH.

5. On completion of the forms, with due endorsement of the proposed supervisor and the head of the respective healthcare faci l i ty, the appl ication shall be submitted to the off ice of the Director, Dept. of Hospital Affairs, DGHA.

6. Director Dept. of Hospital Affairs, DGHA shal l issue a ‘No Objection Cert if icate’ in favor of the cl inical observer-ship requested for a specif ic cl inical department in a specif ic healthcare faci l i ty, and register the case.

7. The NOC issued form the DGHA shal l be non-transferable and any change of department and/or healthcare faci l i ty shal l require acquisit ion of fresh NOC.

8. Al l NOC’s issued for ‘Observer ship’ shall be registered in a Limited registration registry along with the pert inent data, by the registration section in the dept. of Hospital Affairs.

9. Upon issuance of the NOC the doctor shal l coordinate with the administration of the concerned healthcare faci l i ty for further processing and placement etc.

10. The NOC issued by the DGHA shal l remain val id for a period of six (06) months from the date of issue.

11. MOH shal l not be under any obl igations to guarantee / ensure placement of the doctor for the observer-ship.

12. Completion of observer-ship would not earn any r ights to the doctor to claim permanent placement in the MOH.

13. The Healthcare faci l i t ies shall be obliged to inform the DGHA about the precise dates to joining and release of al l doctors accepted for the observer-ship against the NOC issued.

CLINICAL ATTACHMENT

Definition:

“Temporary clinical placement of a qualified doctor in a specified clinical department in a specified healthcare facility, for a specified period of time with limited registration with the MOH and full clinical practice privileges but under direct supervision of the pre-identified clinical supervisor”

1. Al l doctors requesting cl inical attachment shal l necessari ly require prior Limited Registration.

2. The period of cl inical attachment under l imited registration shal l be counted towards cl inical experience and a formal certif ication to that effect shal l be done from the cl inical supervisor and the head of the Healthcare faci l i ty.

3. Doctors interested in applying for the cl inical attachment shall acquire the ‘Limited Registration’ forms from the registration section of DGHA.

4. Duly f i l led forms, with endorsement of the cl inical supervisor and the Head of the concerned healthcare faci l i ty shal l be submitted to the Dept. of Hospital Affairs, DGHA, MOH-HQ.

5. Oman Medical Licensure Examination section of the Dept. of Hospital Affairs shall subject the appl icant to the examinations (Written & Oral), a step necessary for Licensing of doctors.

6. Upon successful clearance of the OMLE, the appl icants shal l be issued a ‘Registration Certif icate’ entit l ing them for the specif ic cl inical attachment appl ied for.

7. The l imited registration registry shall include, but not restr icted to the fol lowing data.

8. RO 20/- shal l be levied from al l doctors offered the l imited registration as an insurance premium for 12 months.

9. The l imited registration shal l be val id for a period of 12 months, extendable by another 12 months.

10. Extension of the l imited registration shal l be subject to posit ive recommendations of the cl inical supervisor and the head of the respective healthcare faci l i ty, and f inal ‘No Objection from the Dept of Hospital Affairs, DGHA.

11. Extension of l imited registration requested within 12 months of expiry may be considered without the need of repeating examinations.

12. Appl ications for extension of l imited registration after 12 months of expiry shal l be entertained as fresh cases with mandatory OMLE.

13. Limited registration for cl inical attachments shal l be appl icable for a specif ied cl inical specialty/department and healthcare faci l i ty, and shall be non-transferable.

14. Any change of healthcare faci l i ty but with same cl inical specialty would require re-registration by fol lowing the steps 3 & 4 above, without any need for OMLE.

15. Any change of cl inical specialty irrespective of the change of healthcare faci l i ty shal l require re-registration through steps 3 to 5 above (OMLE inclusive).

16. The respective healthcare faci l i t ies shal l be obl iged to notify DGHA about the precise dates of joining and release of al l

doctors given the cl inical attachment against the l imited registration.

17. The doctors offered cl inical attachments should abide by al l the rules, regulations, and pol ic ies of the MOH and the concerned healthcare faci l i ty.

18. MOH shal l reserve the r ight to reject any appl ication or cancel the Temporary registration prematurely without any obl igation for prior notice or furnishing reasons for taking such a decision.

19. Al l doctors successful ly completing the cl inical attachments in the MOH faci l i t ies, through this system of temporary registration, shal l be offered a cert if icate to that effect from the concerned healthcare faci l i ty, with notif ication to the DGHA.

20. Doctors completing the cl inical attachment may claim a good standing cert if icate from the Dept. of Hospital Affairs, DGHA MOH-HQ. RO 10/- shal l be charged for each cert if icate of good standing issued.

OMAN MEDICAL LICENSURE EXAMINATION:

1. Al l applicants for cl inical attachment / l imited registration shall be subjected to the OMLE.

2. The short- l ist ing criteria deployed for the regular l icensing process shal l also apply in these cases, with an exemption of mandatory minimum 3 years experience.

3. Al l appl icants shal l pay RO 30/- as service charges for the OMLE.

4. The OMLE shall include written and oral examinations as per pre-establ ished schedules.

5. Appl icants not clearing the OMLE shall not be el igible for l imited registration or cl inical attachments.

VALIDITY PERIOD:

1. Observer-ship: Maximum period of 6 months

2. Clinical Attachment:

i . Init ial period of 12 months

i i . Extendable for another 12 months provided

− Favorable recommendations are received from the supervising consultant.

and

− Limited registration extended by the Dept. of Hospital Affairs, MOH-HQ.

REMUNERATIONS:

No remunerations shal l be offered to the doctors for observership or cl inical attachment.

CLINICAL PRACTICE PRIVILEGES:

1. Observer-ship: The doctors wil l not be offered any cl inical

2. Clinical Attachment: Eligible for ful l c l inical privi leges under the supervis ion and responsibi l i ty of the identif ied cl inical supervisor, as released by the cl inical supervisor as per his/her discretion.

CONVERSION FROM LIMITED TO FULL REGISTRATION:

1. Doctors with valid limited registration may apply for regular registration, provided all short-listing criteria are fulfilled.

2. MOH reserves the right to turn down any application of conversion of limited registration to full registration without offering any reason or explanation to the applicant.

3. Conversion of limited registration to full registration during the valid limited registration period shall be at the discretion of the MOH, with positive recommendations of the supervisor and the head of the healthcare facility.

4. Cases selected for regularization during the valid limited registration or time lapsed from expiry date of limited registration equal to or less than 12 months may not be asked to repeat the OMLE.

5. Cases where the limited registration has expired with the time lapse more than 12 months shall be dealt with as fresh cases and obliged to clear the OMLE.

DISCIPLINARY RULES & REGULATIONS:

1. Doctors offered clinical observer ship/attachment shall assume full responsibility for all their professional and personal actions during the specified period of observer ship / attachment.

2. All doctors offered clinical observer ship or clinical attachment shall be governed by, and liable for disciplinary actions in accordance with the disciplinary rules and regulations of the Ministry of Health and working regulations of the relevant healthcare facility.

3. The clinical supervisor & the concerned healthcare facility shall retain the right to terminate the clinical observer ship / attachment arrangements at any time without offering any advance notice or explanations.

1. GENERAL POLICY GUIDELINES

1.1. The rules, regulations and pol icy guidel ines stated in this pol icy document shal l apply to the Oman Medical Licensure Examinations conducted local ly within Oman, through the Directorate General of Health Affairs.

1.2. The pol icies, rules, regulations, and standard operating procedures described hereafter apply to Doctors applying for job in the Ministry of Health and / or Private sector in Sultanate of Oman.

1.3. Doctors applying for the post of Special ist, Junior Special ist, Medical Off icer (Specialty), Medical Off icer (General Practice), and Dental Surgeons are covered under these pol icy guidel ines.

1.4. The process of Recruitment & Selection of doctors for MOH and Private sector shal l continue through DGHA.

1.5. The examinations conducted through these pol icy guidel ines merely determine the el igibi l i ty of doctors for working in MOH and /or private sector.

1.6. Doctors clearing the Oman Medical Licensure Examinations shall be el igible to acquire MOH l icense for practic ing in Oman.

1.7. The process of l icensing shal l vary between the MOH and Private doctors and is described in detai ls in the pol icy guidel ines regarding Registration and Licensing of Doctors.

1.7a. MOH- Contract document shal l be considered as a License.

1.7b. Private_ Department of Private Health Establ ishment shall issue the l icense on receiving formal notif ication of clearance of the examinations through the secretary OMLE.

1.8. Job and contract offer is an independent activity determined by avai labi l i ty of vacancies and or sanction of new grades.

1.9. MOH reserves the r ight to offer job / contract to any candidate assessed as el igible, at t ime and interval suited to needs of the MOH.

2. APPLICATION PROCEDURE:

2.2. APPLICATION SUBMISSION.

2.2a. Al l applicants seeking placement in the MOH and private sector through local selection system shal l be subjected to a “Written” & an “Oral” examination.

2.2b. Candidates may apply through any of the fol lowing means.

3. APPLICATION PROCESSING

3.1. SCRUTINIZING / SHORT-LISTING APPLICATIONS

3.1a. Al l applications shal l be thoroughly scrutinized for necessary completion in al l respects, by the registration section (please refer to the Registration section for detai ls).

3.1b. Appl ications shal l be short- l isted based on criteria establ ished by MOCS and DGHA, targeting the basic qual if ications, post-graduate qual if ications, and the number of years of relevant cl inical experience.

3.1c. Short- l isted Candidates shal l be declared el igible for appearing in the written examinations.

3.1d. On notif ication of el igibi l i ty of the private candidates to sit for the written exams by the secretary OMLE, the Dept. of Private Health establ ishments, Darseit, shall issue a NOC for the Visa for the private candidate.

3.2. EXAMINATION FEE

3.2a. Candidates approved for written exams shal l deposit RO 30/- with the cashier of MOH-HQ and DPHE as per their appl ication status as MOH or Private.

3.2b. Exam charges of RO 30/- shal l be non-refundable and entit le the candidate for a single attempt for the qual ifying examinations (1 written + 1 Oral exams)

3.2c. Addit ional Fee of RO 30/- shal l be charged for addit ional permissible attempt.

3.3. REGISTRATION

3.3a. Prel iminary registration of the short- l isted candidates shal l be done at the registration section of the DGHA, and each appl ication shal l be assigned an appl ication number for al l future references.

3.3b. Entry pass for the written exams shall be issued by the Secretary OMLE for al l the MOH and Private candidates, on production of the val id cash deposit receipt.

3.3c. On completion of above formalit ies, appl icants shal l be enrol led for the written examination and notif ied for the examination date.

3.4. DISTANT APPLICANTS

For candidates applying through mail, fol lowing addit ional steps shal l be undertaken.

3.4a. Short- l isted candidates shal l be approached with a prel iminary “Acceptance Letter” for el igibi l i ty assessment for the suitable grade/post, with precise information about the salary offered by MOH.

3.4b. For appl icants accepting the offer for el igibi l i ty assessment, MOH may assist in acquisit ion of Visa for candidates wil l ing to visit and sit in the local examinations. The pol icy for offering Visa to different categories of doctors may vary according to the demand & supply situation, and can be changed by the MOH without prior notice to the appl icants.

3.4c. Suitable examination dates shal l be adjusted according to the travel plans of the candidates and confirmed on their arr ival at DGHA.

4. WRITTEN EXAMINATIONS

4.1. ADJUSTMENT OF EXAMINATION DATES

4.1a. MOH shall conduct written examinations once every month and Oral examinations thrice in a month. Yearly schedule with precise dates shal l be publ ished in advance by the Secreatry OMLE.

4.1b. Appl icants completing the pre-examination processing of appl ications 7 working days prior to the approaching examinations shal l be entertained for enrol lment in the approaching written examinations.

4.1c. Appl icants completing processing of the appl ications in the period less than 7 working days from the approaching written examinations shall be adjusted in the next months exams, unless the desired Question papers for the post / specialty appl ied for has already been arranged.

4.2. EXAMINATION ATTEMPTS

4.2a. Appl icants are entit led for 2 consecutive written examination attempts.

4.2b. Candidates, on clearance of written test may attempt total of two oral examinations without the need for repeat written exam, provided

4.2.b.i . the period in-between attempts does not exceed 3 months from clearance of the written test.

4.2.b. i i . the examining committee does not declare the candidate unfit for the second attempt on the basis of very poor performance in the f irst attempt.

4.2c. Candidates Candidates applying for a repeat attempt but with an interval exceeding 6 months from the date of last written exam shal l be considered as a fresh candidate and subjected to written and oral exams, irrespective of clearance of written exams in the previous attempt.

4.2d. Appl icants fai l ing in two consecutive attempts shal l not be entit led to re-apply before a gap of 6 months from the date of last attempt.

4.2e. Appl icants fai l ing in two attempts and applying after the st ipulated six months mandatory interval are subjected to written and oral examinations, as for any fresh appl icant.

4.3. EXAMINATIONS

4.3a. Written examinations for MOH and private shal l be conducted on the f irst Sunday of each month.

4.3b. Pre-selected examiners from respective specialt ies shal l arrange the examination papers for each month’s examinations.

4.3c. Written Examination paper shal l comprise of MCQ’s or combination of MCQ’s & Short Notes.

4.3d. Examiners shal l forward the question papers ( in prescribed format) to DGHA by f irst Saturday of every month.

4.3e. Written examinations shal l be conducted in the Oman Institute of Assistant Pharmacists, Watayya.

4.3f. Examination shall be supervised by the Secretary OMLE.

4.3g. Time period al location for the written examinations shal l be two hours i .e. from 4 to 6 PM (except during the holy month of Ramadan. The timings for this month shal l be notif ied prior to the written and oral examinations).

4.3h. Candidates shal l be required to arr ive at the examination venue at 3.30 PM in order to complete the pre-examination formalit ies.

4.3i. Solved Answer sheets shal l be col lected at the end of st ipulated t ime and forwarded to the examiners on the next day morning.

4.4. PAPER MARKING & RESULT

4.4a. The examiners shall submit the result within 3 working days i.e by fol lowing Wednesday morning.

4.4b. Result shal l be compiled and posted on the MOH-HQ notice board by fol lowing Saturday at 2.00 PM.

4.4c. Notif ication for oral exam shal l be issued on the same day of announcement of result for the written examinations.

4.4d. Candidates shall be required to check the results through their own arrangements. Telephonic queries for the result shal l not be entertained.

4.4e. Copy of the result with al l necessary detai ls shal l be forwarded to the Registrat ion section for necessary completion of Stage III registration.

4.4f. Registration section shal l update and maintain the electronic data-base and statist ical records.

4.4g. Negative marking shall be appl icable in the MCQ section of the written exams for the Special ists, Jr. Special ists, & MO (Specialty).

4.4h. Negative marking shal l not apply for MO (GP) and Dental Surgeon.

4.4i. Pass percentage

MO (GP) - 55%

Spec., Jr. Spec., & MO (Specialty) - 45%.

Dental Surgeons - 50%.

Dental Specialt ies - 60%

5. ORAL EXAMINATIONS

5.1. GENERAL POLICIES

5.1a. Al l candidates, on clearance of the written exams, shal l

become el igible to appear for the oral examinations. 5.1b. Clearance of the written exams make the candidates

el igible for appearing in two oral exams within the period of 6 months from the date of clearance of written exams.

5.1c. Oral Examination / Interviews are conducted for different categories of doctors on the fol lowing pattern

5.1.c. i i . Specialty Doctors - 3rd Mon.

5.1.c. i i i . Second Attempt - 4th Mon.

5.1d. Oral examination on 4th Monday shal l be arranged for the candidates re-attempting with already cleared written exams, but fai l ing the oral exams.

5.1e. Final results for the oral exams shal l be posted on the MOH-HQ notice Board by 2.00 PM on the day fol lowing the oral examinations.

5.1f. Final l ist of successful MOH and Private sector candidates shal l be forwarded to the Supt. Dept of Hospital Affairs, Dir. Dept of Private Health Establ ishments, and Section Head Registrat ion respectively through a formal letter from the off ice of the Secretary OMLE.

5.2. COMPOSITION OF PANELS FOR ORAL EXAMINATION

5.2a. Each candidate shal l be exposed to a panel of examiners, general ly 4 to 5 in number.

5.2b. The total number of required oral examination panels shal l be governed by the number of candidates appearing for the oral exams. In general, one panel shal l be required for every 10 candidates.

5.2c. Separate panels shal l be arranged for the Dental Surgeons.

5.2d. Where more than one panels is required, the main examiners shall be distributed in to two panels, with chairman and deputy chairperson heading the two respective panels.

5.2e. For specialt ies not represented in the Committee, special invitees shal l be cal led in to assist the examination committee.

5.3. NUMBER OF PANELS

5.3a. The number of Panels shal l be determined in consideration with the total candidates appearing for the oral exams within each of the three major categories as described above.

5.3b. To ensure thorough screening during the oral examinations, each examination panel shal l entertain maximum of 10 candidates per session

5.4. EXAMINATION TIMINGS

5.4a. Oral Examinations shal l be conducted in the DGHA, MOH-HQ from 2.30 PM onwards (except during the holy month of Ramadan. The t imings for the oral exams shal l be announced prior to the exams)

5.4b. The candidates shal l be advised to reach the examination venue by 1.30 PM in order to ensure completion of relevant port ion of the Oral Examination Assessment Forms.

5.5. EXAMINATION DOCUMENTS

5.5a. Candidates appearing for the oral exams shal l be enrol led in Three separate l ists

5.5.a. i i . Specialty Doctors (MO Specialty, Jr. Spec., & Special ist)

5.5.a. i i i . Dental Surgeons

5.5b. Appl ications, qual if ication cert if icates, CV, testimonials and Oral Examination Assessment Forms shal l be arranged according to the l ists prepared.

5.6. PROCEEDINGS

5.6a. Proceedings of the oral examinations shal l be supervised by the Secretary OMLE and his team.

5.6b. Oral Examination Assessment forms shal l be col lected from each panel at the end of session.

6. ALTERNATIVE MEDICINE (Homeopathy / Magnetic Therapy / Ayurvedic / Chiropractic/ Others )

Al l rules, regulations and processes described above shal l also apply to al l candidates from the f ields of alternative medicine as wel l .
