The DR-‐SSP of Barangay 23 -‐ Imperial Court Subdivision A. Summary Profile

Barangay 23 is one of two identified “in-‐city relocation” sites of Legazpi City. The barangay is situated on a low-‐lying area and a wetland. There are areas of the barangay that are under water where instability of some houses can be observed. The area is characterized by hazards, including floods, susceptibility to fire, liquefaction and ground subsidence. In spite of these, the residents are decided to remain in the barangay due to the prospects of owning the land, which is identified as a relocation site. Most of the community members opt to stay put, adapt to the problems and mitigate them with whatever solutions are made available to them. Nevertheless, the DRSSP process has raised awareness among the members of the community that the solutions that might be made available to them will only be remedial while no engineering works to address the structural integrity of their houses could be made possibly affordable to them. Proposed Projects To address the flooding problems in the barangay, the following projects have been submitted to Legazpi City for adoption:

1. Construction of additional drainage canals. This is to provide drainage and outfall of the stagnant and flood water in the barangay to Dapdap/Macabalo River (option1), or to Rizal/Gutsan Creek (option2-‐rehabilitation). The project will benefit the 267 households in Purok 1, 2 and 3, from the risks of flooding and waterborne diseases. 2. Road improvement between Barangay 23 and Barangay 24 at the relocation site. The project will entail road concreting and drainage, which will directly benefit 60 households in the community. The road improvement will provide access for public utility and protective vehicles (police mobile and fire trucks) which will address the safety of approximately 200 households. 3. In addition to the above projects, the barangay also request for the survey and titling work for the relocation site. Below is the Project Brief submitted to the LGU for adoption.

The DRR-‐SSP of Barangay 24 -‐ Rizal A. Summary Profile Barangay 24 is the other in-‐city relocation identified by the LGU of Legazpi City in addition to Barangay 23. Barangay 24 has a similar situation to Barangay 23. However, residents in Barangay 24 are of relatively higher income than in Barangay 23. Purok 1 and 2 of the Barangay is where the informal settler families (ISF) mostly reside. These Puroks are flood-‐prone and are under the risk of liquefaction and ground subsidence. Like in Barangay 23, most of the ISFs of Bgy 24 have decided to stay where they are presently situated due to the prospects of eventually owning the property. To be able to adapt to the risks, the community members have identified several mitigating measures like new drainage canals, clean-‐up of existing canals and a barangay multipurpose hall that can serve as their evacuation center should the need arise. Improvement of drainage system: A1. in Purok 1A-‐ New construction A2. in Purok 2-‐ New construction (catwalk w/ lined canal) A3. Purok 3-‐ De-‐clogging of existing canals The drainage improvement projects will address the health risks in Puroks 1,2 and 3, due to high incidence of flooding. Benefits of these drainage projects will be provided to more than165 households in Purok 1, 119 in Purok 2, and 85 in Purok 3 of the barangay. 2. Construction of barangay hall and evacuation center with public toilet. The project will serve as a safe evacuation center for the residents of Puroks 1, 2 and 3, who are highly affected by the typhoon and flooding in the barangay. A combined number of 200 households of the 3 Puroks, will benefit from the project. 3. Improvement of pathwalks in Purok 1A and Purok 2. The project shall entail the concreting of the said pathwalks, which will address the need to improve circulation and access of residents within the community. A total of 165 households in Purok 1A , and 119 from Purok 2 will directly benefit from this project. 4. Proposed Drop-‐Off Center / Material Recovery Facility (MRF). The project is a component of improvement of barangay system for collecting and segregating solid waste. The solid waste management effort in the barangay is also a part of their effort to unclog the waterways. Benefits from the project will extend to 165 households in Purok 1; 199 in Purok 2; and, 85 in Purok 3. 5. Installation of fire hydrants. Since Barangay 24 is a densely built-‐up area, the residents recognize their need to provide the community with protection against fire. The project will entail the purchase and installation of a total of ten (10) fire hydrants, including the provision of connections to water mains. Beneficiaries of this project are the 165households of Purok 1; 119 in Purok 2; and, 85 in Purok 3

The DRSSP of Barangay 27 -‐ Victory Village South A. Summary Profile Barangay 27 is a coastal community. It is flood-‐prone and sits on a wetland. The barangay is bounded by Macabalo River and creeks while its eastern side is along the shoreline of the Albay Gulf. The planned rehabilitation of the Macabalo River, which will include the 3-‐meter easement on both sides, is one of the present major concerns of the barangay’s affected communities. The organized urban poor in the community occupy privately owned land, which is under negotiation for possible acquisition. There are at least 1,000 informal settler families residing on this private land. The families look forward to the positive outcome of the negotiation over the private land, and have decided to stay and try to adapt to the conditions of the barangay. B. Proposed Projects To address the flooding problems in the barangay, the following projects have been submitted to the LGU of Legazpi City for adoption:

1. Rehabilitation of lined canal/ drainage system. This will benefit Puroks 1, 2 and 3. The project will entail de-‐clogging and concrete and masonry works to increase depth of approximately 500 meters of

canal. This will significantly reduce incidence of flooding for 88 HHs of Purok 1, 83 HHs of Purok 2, and 81 HHs of Purok 3. It will also address the overflowing of this canal during high tide. We can see the possible reblocking on existing alignment of the canal. See Project Brief for more details.

2. Construction of barangay multi-‐purpose hall/evacuation center. The proposed project is in Purok 1 – Public Land Area (part Velasco, part public land). The project will benefit all the residents of the barangay as our temporary shelter during calamities. We will also need technical assistance from the LGU on the evaluation of proposed site for suitability as evacuation center and for its general construction. See Project Brief for details.

To facilitate the projects in items 1 and 2, and to address the concerns of displacements in the barangay, assistance on the following technical services is also requested:

• Preparation of reblocking / subdivision plan to accommodate families that may be displaced by compliance with easements

The DRR-‐SSP of Barangay 28-‐

The DRSSP of Barangay 28 -‐ Victory Village North A. Summary Profile Barangay 28 -‐ Victory Village North, is one of the five coastal barangays of the pilot areas that are facing the Albay Gulf along the Philippine eastern seaboard. However, unlike the other four barangays (31, 30, 29 and 27) the coastal line of Victory Village North is bounded with a concrete road that separates the eastern side of the barangay and the Albay Gulf. This road leads to the Embarcadero. Embarcadero de Legazpi is being developed to become the premier waterfront on Legazpi City’s harbor. A newly constructed road also traverses the mid-‐section of the barangay from its western end, providing a perpendicular access to the road leading to Embarcadero. In the midst of these big infrastructure developments, the barangay remains affected by floods and is regularly under water. It also has the lowest income level among the 9 pilot barangays. The 3-‐meter easement along with the rehabilitation of Macabalo River will potentially displace some of the barangay’s urban poor community. The areas occupied by the residents are partly A&D and non-‐A&D. During the consultations, no immediate major projects to mitigate the flooding problems in the area were identified by the community. The residents are expecting that the proposed Victory pumping station project by the LGU, through the DPWH, will address all the flooding problems of Barangay 28 in the near future. B. The DR-‐SSP of Barangay 29 -‐ Sabang A. Summary Profile Barangay 29 -‐ Sabang is another coastal barangay facing the Albay Gulf, susceptible to storm surge, among other risks. Many houses in the barangay are built on the salvage area. The recommended strategy for this barangay is to find a more suitable site for their community within the city. While waiting for a possible relocation site, the community has identified projects to mitigate the problems of flooding and efficiency of the drainage system. However, due to the long wait for a relocation site, some residents also opt to wait until the DENR (Dept. of Environment and Natural Resources, declares some portions of the occupied land in the community, as A&D to be fit for eventual titling and distribution. Proposed Projects To address the various problems in the barangay, the following projects have been submitted to the Local Government of Legazpi City for adoption:

1. Improvement of the drainage system. The project entails the design and engineering works for the

rehabilitation of the drainage system in Purok 1,2 and 3, which also include the installation of drainage canals in Purok 3. At present, Purok3 does not have any efficient drainage system to handle the flow of waste and flood waters in the community. The project is expected to benefit all the residents of the barangay, especially the 30 HHs in Purok 3.

2. In addition to the above mentioned projects, the residents of Barangay 29 also request for the conduct

of re-‐survey of the barangay to support the petition of the PO to the Department of Environment and Natural Resources (DENR) to declare parts of the barangay as alienable and disposable.

The DR-‐SSP of Barangay 30 -‐ Pigcale A. Summary Profile Barangay 30-‐Pigcale is one of the 5 coastal barangays under the project. It is situated between Barangay 31 (north side) and Barangay 29 (south side), sharing almost similar conditions with the other two barangays. The urban poor settlements are occpying non-‐A&D land which is prone to storm surge and other risks. The identified strategy for Barangay 30 is to build better-‐-‐while waiting for the availability of a relocation site. There are two projects prioritized by the community for the barangay. First, is a multipurpose hall that would serve as their evacuation center. Second, is a wastewater treatment facility to address the the untreated waste water coming from the city which poses health risk to the residents. B. Proponents Legazpi City Slumdwellers Federation, Inc. -‐ Pigcale Chapter C. Proposed Projects To address the various problems in the barangay, the following projects have been submitted to the Local Governement of Legazpi City for adoption:

1. Wastewater treatment facility. The project entails engineering works that should contain and treat

waste water from the city’s drainage system before being discharged to the sea. Presently, in absence of the facility, the barangay residents are exposed to health risks due to the untreated drainage water from the city, which also pollute the sea. Households (HH) residing along the coast are the most affected. Beneficiaries of this project are the 35 HHs of Barangay 31 and 60 HHs of Barangay 30 who have been exposed to health risks, specially the community members and children, who usually swim in the sea.

2. Construction of evacuation center. The project will involve the construction of concrete slab for the

second floor of the barangay hall, stage and the day care center. The day care center, which is intended to serve as a safe evacuation place during calamities, is also requested to have additional reinforcement of foundations to carry the additional load. Two hundred (200) households of Purok 3 and 4, will benefit from the provision of safe temporary shelter for barangay residents during typhoons, through this project.

3. In addition to the above mentioned projects, the residents of Barangay 30 also request for the conduct

of consultation with the LGU and DPWH to know more about the details of the Flood Control Project. Below is the Project Brief submitted to the LGU for adoption.

The DR-‐SSP of Barangay 31 -‐ Centro Baybay A. Summary Profile Barangay 31 is another coastal barangay along the shoreline facing the Albay Gulf. The surveyed urban poor area in the community is situated on a non-‐A&D land. Hazards that pose threat to the urban poor families in this part of the barangay are flooding, liquefaction, ground subsidence, storm surges and others. Relocation outside the barangay is the outcome of the strategy for this barangay. While waiting for the availability of a relocation site, they recommend projects such as, rehabilitation of drainage system, installation of water pumps at Purok 1 & 2, and distribution of sanitary fixtures. B. Proponents Legazpi City Slumdwellers Federation, Inc. -‐ Baybay Chapter C. Proposed Projects To address the various problems in the barangay, the following projects have been submitted to the Local Governement of Legazpi City for adoption: 1. Rehabilitation of catwalk. The project will include the installation of drainage canals and concreting of road surface, covering approximately 200 meters which is meant to improve circulation and access of 385 households in Purok 1,2 and 3, including other pedestrians form other barangays. 2. Distribution and installation of sanitary fixtures (toilet bowl and septic tank). The project shall entail the purchase of sanitary fixtures and building of septic tanks. Currently, around 50 families in the barangay do not have the appropriate sanitation facilities, who will directly benefit from the project. Installation and the proper use of sanitation facilities are expected to address the bigger scale problem of the community on environmental health. 3. Installation of water pumps for Puroks 1 & 2. The project also requires the investigation of the most suitable areas in the barangay to install the pumps. The is no level 3 water access installed at the household level in the barangay. At 2 units each of these pumps for Puroks 1 and 2, will directly benefit a total of 60 households by improving their access to water for washing, sanitation, cooking and other uses. 4. Improvement of barangay outpost. The present barangay outpost needs construction work to improve its present structure. This project will ease the facilitation of peace and order and Improve the access to protective services for all barangay residents. 5. In addition to the above mentioned projects, the barangay also seeks for endorsement of their request for the replacement of electric posts that are currently serving approximately 150 households and with regards to their inquiry of directive about the schools as evacuation centers. The DR-‐SSP of Barangay 37 -‐ Bitano A. Summary Profile Barangay 37-‐Bitano is located in a low-‐lying area. Aside from the high incidence of flooding, the communities are also at risk to fire, liquefaction, ground subsidence, etc. The eastern side of the barangay is bounded by the PNR (Philippine National Railways) tracks. This railroad connects Legaspi City to Manila. The estimated urban poor households in Bgy, Bitano is 1,174. For years, the residents of the barangay were given the rights by the PNR to occupy the unutilized vacant portions of its property. The PNR rehabilitation project which started in 2012, include the reclamation of the 3.5m easement along the railroad tracks. This is a major shelter concern confronting the affected communities of the barangay. B. Proposed Projects To address the flooding problems in the barangay, the following projects have been submitted to LGU of Legazpi City for adoption: 1. Rehabilitation of lined canal/ drainage system. The project is expected to reduce flooding for 834 HHs in Zones 5-‐10, 278 HHs in Zones 2-‐3, 139 HHs and a warehouse in Zone 8. The works will include: a. de-‐clogging and portion to be covered at Zones 5 – 10 (at rail tracks back of terminal); b. de-‐clogging & Covering of drainage at Zones 2 & 3; and, c. de-‐clogging at Zone 8 2. Installation of drainage and elevated pathwalk. The project was proposed to address the high incidence of flooding in 50 HHs in Zone 10, 300 HHs in Zones 1, 2, 3, 5, 6, 7. The project will entail Engineering works in Zones 1, 2, 3, 5, 6, 7 , 10. 3. Distribution of firefighting equipment. The project is expected to lessen the risk of fire in densely built-‐up areas, which will benefit the whole barangay with 1,390 HHs. Its implementation will entail the purchase and distribution of fire hose to every zone; Installation of fire hydrants in all zones except Zone 1.

4. Titling works for Zone 1, Lot 9714. This is targeted to provide 100 on-‐site households with security of land tenure, occupying Lot 9714. 5. The need for assistance to come up with: a. MOA between residents and landowner; survey; legal fees; application and processing of reconstitution; b. Research regarding the title of the sequestered property of PCGG, formerly owned by Banahaw Broadcasting, comprising approximately 5,000 sqm, for possible distribution to 400 households.

The Process of Developing the Barangay Disaster Risk-‐Sensitive Shelter Plans

The Legazpi City Slumdwellers Federation Inc. (LCSFI) and COPE Foundation-‐Legazpi prepared disaster risk-‐sensitive shelter plans (DR-‐SSPs) in nine (9) barangays in partnership with the city and barangay governments. The preparation of the shelter plans was supported by capacity building organized by Alternative Planning Initiatives (ALTERPLAN) and the Danish International Human Settlement Service (known as DIB in Denmark). The program for capacity building was carried out in four modules of training sessions, mentoring and community consultations. The shelter plans cover nine contiguous barangays in Legazpi City where the Federation's members reside and have organizational presence. These barangays are Brgy. 23 (Imperial Court), Brgy. 24 (Rizal), Brgy. 27 (Victory Village South), Brgy. 28 (Victory Village North), Brgy. 29 (Sabang), Brgy. 30 (Pigcale), Brgy. 31 (Baybay), Brgy. 33 (Peñaranda), and Brgy. 37 (Bitano). To ensure a comprehensive and credible analysis of the situation of our communities that could serve as basis for the disaster risk sensitive shelter plans, the project utilized several tools and approaches for data gathering and analysis. These were: 1. Participatory Socio-‐Economic Survey. Community leaders were trained as local enumerators to gather identified data through a one-‐page survey interview. The data includes income and source of livelihood, tenure and housing situation, educational background, available community facilities and their access. The Bicol University Extension Service Center helped in designing the instrument and methods for interviewing, and in training the community leaders for implementing it.

2. Physical Data Gathering through Global Positioning System (GPS). COPE staff were trained to use GPS equipment to gather and locate on base maps the geographical information of urban poor households, the major landmarks in the communities, and hazardous areas. The GPS survey also included information on the structural situation of the houses.

3. Hazard Mapping. LCSFI leaders and COPE have participated in developing shelter plan maps, which were overlaid on the hazard maps from the Mines and Geosciences Bureau (MGB) of the Department of Environment and Natural Resources (DENR) and the city government.

The risks of each barangay were identified, and for purposes of analysis, the barangays were clustered according to similarity of hazards. In this process we arrived at four (4) barangay clusters. The clusters are: 1) Low lying areas that are flood-‐prone; 2) Barangay along the Macabalo River and affected by the 3-‐meter river easement; 3) Communities along the shoreline and prone to storm surge; and 4) Along the Philippine National Railways (PNR) railroad tracks, which included some low lying areas. Table 1 shows the clustering of barangays.

It presents the possible hazards, land status of the members of the Federation per barangay, and the socio-‐economic data gathered in the survey. The table provides quick information needed in formulating the analysis and the housing strategies.
