Recommended Cycling and Pedestrian Network

• The Transportation Master Plan recommended a cycling and pedestrian network for the DASP area

• In this original plan, sidewalks were

provided on both sides of the roads with a separated bike lane on one side of the road in the areas shown in orange

• The original plan also included on-street cycling routes in areas highlighted in blue

• This Project adopted the network from the

TMP, with the exception that it proposes a separated bi-directional cycle track on one side of the road throughout the network (including in the areas highlighted in blue)

The following criteria were used to evaluate and identify the preferred alignment for each of the three roadway segments:

Evaluation of Alternatives East-West Transit Road

If you would like to learn more about the evaluation of alternatives and how they ranked against each of the criteria, please ask one of our project team members and they would be happy to share these details with you!

Alternative 1 (north – dark

blue)

Alternative 2 (south – light

blue) Category Ranking Rationale

Traffic and Transportation

X ✓ Alternative 1 may limit the ability to accommodate future travel demand from the William Baker District due to

road geometrics Alternative 1 will require TTC review and consent due to road work over subway tunnel Alternative 2 better maximizes traffic safety as it provides improved sightline distance and has fewer curves Alternative 2 has the potential to improve emergency response times

Natural Environment No preference between

alternatives

Both alternatives pose potential impacts to low quality terrestrial species and habitat and stormwater quantity and quality

Both alternatives have the potential to encounter soil and groundwater contamination during construction

There are no known impacts to groundwater or surface water quality or quantity associated with either alternative

Socio-Economic Environment ✓ X

Alternative 1 provides separation between existing industrial uses and future residential neighbourhood within William Baker District, while Alternative 2 bisects residential neighbourhood

Alternative 1 requires less property acquisition than Alternative 2 Alternative 1 has greater impacts to existing utilities and property access compared to Alternative 2 Both alternatives will require the relocation of the northern parking lot of the Downsview Park Merchants Market

Cultural Environment

No preference between alternatives

Both alternatives have the potential for the uncovering of archaeological resources in the proposed right-of-way There are no known impacts to built heritage resources and cultural landscape features associated with either

alternative

Cost No preference between alternatives

Both alternatives have similar costs related to water infrastructure, road construction and operations / maintenance

Evaluation Result Preferred Not preferred

Alternative 1 better accommodates future residential neighbourhood within William Baker District compared to Alternative 2, which outweighs traffic-related disadvantages

North-South Transit Alternative

North-South Transit Alternative

2 (Brown)

North-South Transit Alternative

3 (Blue) Category Ranking Rationale

Traffic and Transportation

✓ X X East-west link associated with Alternatives 1 and 2 provides additional network flexibility All alternatives are within Bombardier’s “jet blast” zone requiring the construction of a barrier Alternative 2 intersects with the future TTC spur line and impacts the planned subway portal Alternative 2 provides the best roadway geometry, followed by Alternative 3 and then Alternative 1

Natural Environment

✓ X ✓

All alternatives pose potential impacts to low quality terrestrial species and habitat and stormwater quantity and quality

Alternative 2 may effect groundwater quantity during construction due to potential groundwater dewatering associated with the portal extension or bridge construction at Wilson Yard

All alternatives have the potential to encounter soil and groundwater contamination during construction

No known effects on surface water quantity or quality associated with any of the alternatives

Socio-Economic Environment ✓ X X

Alternative 1 provides the largest area available for build-out of Allen District Concept Plan Alternative 2 requires approvals from TTC due to interference with Wilson Yard infrastructure Property acquisition is least for Alternative 1 Alternative 1 accommodates the future park, provides a larger area for use than Alternative 2 and

does not isolate the park from surrounding neighbourhoods

Cultural Environment X ✓ X

Alternatives 1 and 3 have potential effects to archaeological resources along a small portion of the proposed ROW

There are no known impacts to built heritage resources and cultural landscape features associated with any of the alternatives

Cost

✓ X ✓ Alternative 2 has higher costs related to road construction and operations / maintenance due to additional infrastructure required at Wilson Yard

Evaluation Result Preferred Not preferred Not preferred

Alternative 1 is preferred in all categories, with the exception of the “cultural environment” category, where additional investigations are needed to confirm whether the proposed ROW will have potential effects to archaeological resources.

Evaluation of Alternatives Perimeter Road

Perimeter Alternative 1 (north – grey)

Perimeter Alternative 2

(south – purple) Category Ranking Rationale

Traffic and Transportation X ✓

With regards to minimizing construction constraints, Alternative 1 will displace all utility structures associated with the fields located at the south end of the Kia Training Ground and Academy. Alternative 2 does not have similar constraints to avoid although it requires constructing through a portion of Bombardier’s paint and welding yard.

Natural Environment No preference between

alternatives

Both alternatives pose potential impacts to low quality terrestrial species and habitat and stormwater quantity and quality

Both alternatives have the potential to encounter soil and groundwater contamination during construction Both alternatives have potential impacts to groundwater quantity due to dewatering that may be required for the

construction of the bridge overpass

Socio-Economic Environment ✓ X

Alternative 2 encroaches onto Bombardier property and may impact development of Bombardier’s future aero-structures plans

Alternative 2 also has potential impacts on business operation of Bombardier’s paint and welding yard Both alternatives have potential nuisance effects on users of Kia Training Ground and Academy fields due to noise

and dust during construction and operation Alternative 1 has potential impacts on Kia Training Ground and Academy due to removal of existing infrastructure

along the southern boundary of the grounds

Cultural Environment

No preference between alternatives

No known impacts to archaeological or built heritage resources and cultural landscape features associated with either alternative

Cost No preference between alternatives

Both alternatives have similar costs related to water infrastructure, road construction and operations / maintenance (assuming similar bridge spans)

Evaluation Result Preferred Not preferred

Alternative 1 does not impact the future redevelopment of Bombardier’s property or Bombardier’s current operations.

• Construction of the roads is subject to available funding and is anticipated to start within 10 years

• The City is working with the landowners to develop a plan to accelerate the timing of infrastructure implementation

• East-West Transit Road and North-South Transit Road will be constructed before Perimeter Road
